  為深(shen)入(ru)貫徹黨的(de)十八(ba)大(da)和(he)(he)十八(ba)屆三(san)中(zhong)(zhong)(zhong)、四中(zhong)(zhong)(zhong)、五中(zhong)(zhong)(zhong)、六(liu)中(zhong)(zhong)(zhong)全會精神(shen)以及全國衛生(sheng)與(yu)健康大(da)會精神(shen),全面(mian)落實《國家中(zhong)(zhong)(zhong)長期教(jiao)育(yu)(yu)改革和(he)(he)發(fa)(fa)展規(gui)劃綱要(2010-2020年)》《國務(wu)院關于扶持和(he)(he)促進中(zhong)(zhong)(zhong)醫藥事業(ye)發(fa)(fa)展的(de)若(ruo)干(gan)意見》《中(zhong)(zhong)(zhong)醫藥發(fa)(fa)展戰略規(gui)劃綱要(2016-2030年)》等文件精神(shen),加快構建符合自身特點的(de)中(zhong)(zhong)(zhong)醫藥人才(cai)培養(yang)體(ti)系,促進中(zhong)(zhong)(zhong)醫藥教(jiao)育(yu)(yu)更好地服務(wu)中(zhong)(zhong)(zhong)醫藥發(fa)(fa)展和(he)(he)健康中(zhong)(zhong)(zhong)國建設,現(xian)就醫教(jiao)協(xie)同深(shen)化中(zhong)(zhong)(zhong)醫藥教(jiao)育(yu)(yu)改革與(yu)發(fa)(fa)展提出(chu)如下意見。

  一、指導思想

  以鄧(deng)小平(ping)理(li)論、“三個代表(biao)”重(zhong)要思(si)想、科學(xue)(xue)發展觀為指導(dao),深(shen)入貫徹(che)習(xi)近平(ping)總書記系(xi)列重(zhong)要講話(hua)精神和(he)治國理(li)政新理(li)念新思(si)想新戰(zhan)略,遵循(xun)中(zhong)(zhong)醫(yi)(yi)藥(yao)教育(yu)和(he)人才成長規律,以解(jie)決中(zhong)(zhong)醫(yi)(yi)藥(yao)教育(yu)科學(xue)(xue)發展關鍵領域的(de)重(zhong)點(dian)難點(dian)問題為突破口(kou),以完善(shan)中(zhong)(zhong)醫(yi)(yi)藥(yao)教育(yu)體制機制為著力(li)點(dian),深(shen)化中(zhong)(zhong)醫(yi)(yi)藥(yao)教育(yu)綜合改革,全面提高中(zhong)(zhong)醫(yi)(yi)藥(yao)教育(yu)質(zhi)量,推進中(zhong)(zhong)醫(yi)(yi)藥(yao)人才隊伍建設,為中(zhong)(zhong)醫(yi)(yi)藥(yao)振(zhen)興發展提供強有力(li)的(de)智力(li)支持和(he)人才保障(zhang)。

  二、總體目標與重點任務

  到2020年,基本建成院校(xiao)(xiao)教(jiao)(jiao)育(yu)(yu)(yu)、畢(bi)業后教(jiao)(jiao)育(yu)(yu)(yu)、繼續教(jiao)(jiao)育(yu)(yu)(yu)三階(jie)段有(you)機銜接,師承教(jiao)(jiao)育(yu)(yu)(yu)貫穿始終,符合中(zhong)醫藥事業發展要求和學科特色(se)的中(zhong)醫藥人才培養體系。院校(xiao)(xiao)教(jiao)(jiao)育(yu)(yu)(yu)質(zhi)量得到顯(xian)著提高(gao),畢(bi)業后教(jiao)(jiao)育(yu)(yu)(yu)得到有(you)效普(pu)及,繼續教(jiao)(jiao)育(yu)(yu)(yu)實現全面覆蓋,師承教(jiao)(jiao)育(yu)(yu)(yu)優勢得到充分發揮。

  圍(wei)繞(rao)中(zhong)(zhong)醫(yi)(yi)(yi)(yi)藥醫(yi)(yi)(yi)(yi)療(liao)、保健、教(jiao)育、科研、產業(ye)、文化(hua)和對外交(jiao)流與合(he)作全面(mian)協調(diao)發展需求,著力推(tui)進以“5+3”(5年中(zhong)(zhong)醫(yi)(yi)(yi)(yi)學本科教(jiao)育+3年中(zhong)(zhong)醫(yi)(yi)(yi)(yi)住院醫(yi)(yi)(yi)(yi)師規范化(hua)培(pei)訓或3年中(zhong)(zhong)醫(yi)(yi)(yi)(yi)碩士專業(ye)學位研究生教(jiao)育)為主體、以“3+2”(3年中(zhong)(zhong)醫(yi)(yi)(yi)(yi)學專科教(jiao)育+2年中(zhong)(zhong)醫(yi)(yi)(yi)(yi)類(lei)別助(zhu)理(li)全科醫(yi)(yi)(yi)(yi)生培(pei)訓)為補充的(de)(de)中(zhong)(zhong)醫(yi)(yi)(yi)(yi)臨床(chuang)人(ren)才(cai)(cai)培(pei)養(yang),加快(kuai)推(tui)進中(zhong)(zhong)醫(yi)(yi)(yi)(yi)藥健康服務技術技能人(ren)才(cai)(cai)培(pei)養(yang),統籌推(tui)進多類(lei)型中(zhong)(zhong)醫(yi)(yi)(yi)(yi)藥人(ren)才(cai)(cai)培(pei)養(yang),建(jian)立和完(wan)善符合(he)中(zhong)(zhong)醫(yi)(yi)(yi)(yi)藥行業(ye)特點、以職業(ye)勝任能力和創新創業(ye)能力提升為主線的(de)(de)人(ren)才(cai)(cai)培(pei)養(yang)、評價、激勵機制(zhi),形成有(you)利于優秀中(zhong)(zhong)醫(yi)(yi)(yi)(yi)藥人(ren)才(cai)(cai)脫(tuo)穎而出的(de)(de)政(zheng)策環境和社會氛圍(wei)。

  三、主要舉措

  (一)深化院校教育改革,提高中醫(yi)藥人才培養質(zhi)量

  1.創新中(zhong)(zhong)醫(yi)藥(yao)人才培養(yang)(yang)模(mo)式。落實(shi)立德樹人的(de)根(gen)本任務,強化(hua)德育(yu)為先、能(neng)力(li)(li)為重、通專(zhuan)融合的(de)教(jiao)育(yu)理念,堅持繼(ji)承(cheng)與創新相結合、理論與實(shi)踐(jian)相結合、共性培養(yang)(yang)與個性發展相結合,著(zhu)力(li)(li)加(jia)強中(zhong)(zhong)醫(yi)藥(yao)思(si)維培養(yang)(yang)與實(shi)踐(jian)能(neng)力(li)(li)、傳(chuan)承(cheng)創新能(neng)力(li)(li)和人文精神(shen)的(de)同(tong)步提升(sheng)。扎實(shi)推進卓(zhuo)越醫(yi)生(sheng)(中(zhong)(zhong)醫(yi))教(jiao)育(yu)培養(yang)(yang)計(ji)劃和中(zhong)(zhong)藥(yao)類專(zhuan)業(ye)教(jiao)育(yu)教(jiao)學(xue)改革,健全完善中(zhong)(zhong)醫(yi)藥(yao)長學(xue)制(zhi)教(jiao)育(yu),適度(du)增加(jia)具有推免資(zi)格的(de)中(zhong)(zhong)醫(yi)藥(yao)院(yuan)校(xiao)為“5+3”一(yi)體化(hua)招生(sheng)院(yuan)校(xiao)。改革中(zhong)(zhong)醫(yi)碩(shuo)士專(zhuan)業(ye)學(xue)位研究生(sheng)教(jiao)育(yu)培養(yang)(yang)模(mo)式,推進研究生(sheng)教(jiao)育(yu)與中(zhong)(zhong)醫(yi)住院(yuan)醫(yi)師規范(fan)化(hua)培訓的(de)深度(du)融合。加(jia)強中(zhong)(zhong)醫(yi)藥(yao)院(yuan)校(xiao)信息化(hua)建設和跨(kua)區域、跨(kua)學(xue)科合作,促進中(zhong)(zhong)醫(yi)藥(yao)教(jiao)育(yu)優質資(zi)源的(de)開放與共享。

  2.優化(hua)中(zhong)醫(yi)(yi)(yi)藥(yao)(yao)學(xue)(xue)(xue)(xue)科(ke)專(zhuan)業(ye)(ye)(ye)(ye)結構。圍(wei)繞(rao)建設“世(shi)界(jie)一流大(da)學(xue)(xue)(xue)(xue)和一流學(xue)(xue)(xue)(xue)科(ke)”的(de)(de)(de)(de)總體要求,加(jia)(jia)強中(zhong)醫(yi)(yi)(yi)藥(yao)(yao)重點(dian)學(xue)(xue)(xue)(xue)科(ke)建設,打造一批世(shi)界(jie)一流的(de)(de)(de)(de)中(zhong)醫(yi)(yi)(yi)藥(yao)(yao)名(ming)校(xiao)(xiao)和學(xue)(xue)(xue)(xue)科(ke)。圍(wei)繞(rao)健(jian)(jian)康(kang)(kang)(kang)服(fu)務(wu)發展需求,構建服(fu)務(wu)生(sheng)(sheng)命全周期的(de)(de)(de)(de)中(zhong)醫(yi)(yi)(yi)藥(yao)(yao)學(xue)(xue)(xue)(xue)科(ke)專(zhuan)業(ye)(ye)(ye)(ye)體系,加(jia)(jia)強中(zhong)醫(yi)(yi)(yi)護理(li)人才培(pei)養力(li)度,鼓勵(li)(li)有(you)條件的(de)(de)(de)(de)高校(xiao)(xiao)試(shi)辦(ban)中(zhong)醫(yi)(yi)(yi)藥(yao)(yao)健(jian)(jian)康(kang)(kang)(kang)服(fu)務(wu)學(xue)(xue)(xue)(xue)院,設立(li)中(zhong)醫(yi)(yi)(yi)養生(sheng)(sheng)、中(zhong)醫(yi)(yi)(yi)康(kang)(kang)(kang)復、健(jian)(jian)康(kang)(kang)(kang)管理(li)等專(zhuan)業(ye)(ye)(ye)(ye),加(jia)(jia)大(da)應用型中(zhong)醫(yi)(yi)(yi)藥(yao)(yao)健(jian)(jian)康(kang)(kang)(kang)服(fu)務(wu)專(zhuan)門人才培(pei)養。以加(jia)(jia)強高層次中(zhong)西醫(yi)(yi)(yi)結合人才培(pei)養為(wei)重點(dian),開展中(zhong)西醫(yi)(yi)(yi)結合教(jiao)(jiao)育(yu)改革,鼓勵(li)(li)臨(lin)床醫(yi)(yi)(yi)學(xue)(xue)(xue)(xue)專(zhuan)業(ye)(ye)(ye)(ye)學(xue)(xue)(xue)(xue)生(sheng)(sheng)報考中(zhong)醫(yi)(yi)(yi)專(zhuan)業(ye)(ye)(ye)(ye)學(xue)(xue)(xue)(xue)位研究生(sheng)(sheng)和西醫(yi)(yi)(yi)離職學(xue)(xue)(xue)(xue)習(xi)中(zhong)醫(yi)(yi)(yi),建立(li)更(geng)加(jia)(jia)完善的(de)(de)(de)(de)西醫(yi)(yi)(yi)學(xue)(xue)(xue)(xue)習(xi)中(zhong)醫(yi)(yi)(yi)制度。大(da)力(li)發展民(min)族醫(yi)(yi)(yi)藥(yao)(yao)教(jiao)(jiao)育(yu),鼓勵(li)(li)和扶持民(min)族地區和高校(xiao)(xiao)開辦(ban)民(min)族醫(yi)(yi)(yi)藥(yao)(yao)專(zhuan)業(ye)(ye)(ye)(ye),支持有(you)條件的(de)(de)(de)(de)高校(xiao)(xiao)開展民(min)族醫(yi)(yi)(yi)藥(yao)(yao)研究生(sheng)(sheng)教(jiao)(jiao)育(yu)。

  3.改(gai)革(ge)中(zhong)(zhong)(zhong)(zhong)醫(yi)(yi)(yi)藥(yao)(yao)(yao)課程(cheng)(cheng)(cheng)體系。推進中(zhong)(zhong)(zhong)(zhong)醫(yi)(yi)(yi)藥(yao)(yao)(yao)課程(cheng)(cheng)(cheng)內容整合(he)與(yu)(yu)優化(hua),構建以(yi)中(zhong)(zhong)(zhong)(zhong)醫(yi)(yi)(yi)藥(yao)(yao)(yao)傳(chuan)統文(wen)化(hua)與(yu)(yu)經(jing)(jing)典課程(cheng)(cheng)(cheng)為(wei)根基,以(yi)提升中(zhong)(zhong)(zhong)(zhong)醫(yi)(yi)(yi)藥(yao)(yao)(yao)健(jian)(jian)康服(fu)務能力(li)為(wei)導向的(de)課程(cheng)(cheng)(cheng)體系。加強基礎與(yu)(yu)臨床(chuang)課程(cheng)(cheng)(cheng)的(de)貫通(tong),實(shi)現理(li)論與(yu)(yu)實(shi)踐的(de)充分(fen)融合(he)。探(tan)索開展中(zhong)(zhong)(zhong)(zhong)醫(yi)(yi)(yi)藥(yao)(yao)(yao)經(jing)(jing)典能力(li)等級考試(shi)等改(gai)革(ge)試(shi)點。鼓勵高校開設適應(ying)中(zhong)(zhong)(zhong)(zhong)醫(yi)(yi)(yi)藥(yao)(yao)(yao)健(jian)(jian)康服(fu)務需求的(de)創新(xin)課程(cheng)(cheng)(cheng)。推動中(zhong)(zhong)(zhong)(zhong)醫(yi)(yi)(yi)藥(yao)(yao)(yao)人文(wen)社科振興(xing)發(fa)展,促(cu)進中(zhong)(zhong)(zhong)(zhong)醫(yi)(yi)(yi)藥(yao)(yao)(yao)人文(wen)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)與(yu)(yu)專業教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)的(de)有機結合(he)。推動中(zhong)(zhong)(zhong)(zhong)醫(yi)(yi)(yi)藥(yao)(yao)(yao)教(jiao)(jiao)(jiao)(jiao)材改(gai)革(ge),推出一批符合(he)中(zhong)(zhong)(zhong)(zhong)醫(yi)(yi)(yi)藥(yao)(yao)(yao)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)規律(lv)、適應(ying)中(zhong)(zhong)(zhong)(zhong)醫(yi)(yi)(yi)藥(yao)(yao)(yao)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)改(gai)革(ge)發(fa)展要(yao)求的(de)優秀教(jiao)(jiao)(jiao)(jiao)材。

  4.加強(qiang)(qiang)中(zhong)醫(yi)(yi)(yi)(yi)(yi)藥(yao)(yao)實踐(jian)(jian)教(jiao)學能力建設(she)。進一(yi)步(bu)理順中(zhong)醫(yi)(yi)(yi)(yi)(yi)藥(yao)(yao)院(yuan)(yuan)(yuan)(yuan)(yuan)校(xiao)(xiao)與其附(fu)(fu)屬(shu)醫(yi)(yi)(yi)(yi)(yi)院(yuan)(yuan)(yuan)(yuan)(yuan)、教(jiao)學醫(yi)(yi)(yi)(yi)(yi)院(yuan)(yuan)(yuan)(yuan)(yuan)的(de)關系,明確并強(qiang)(qiang)化(hua)(hua)附(fu)(fu)屬(shu)醫(yi)(yi)(yi)(yi)(yi)院(yuan)(yuan)(yuan)(yuan)(yuan)、教(jiao)學醫(yi)(yi)(yi)(yi)(yi)院(yuan)(yuan)(yuan)(yuan)(yuan)臨(lin)(lin)(lin)(lin)床(chuang)教(jiao)學主(zhu)體(ti)(ti)職能,充分發揮中(zhong)醫(yi)(yi)(yi)(yi)(yi)藥(yao)(yao)院(yuan)(yuan)(yuan)(yuan)(yuan)校(xiao)(xiao)附(fu)(fu)屬(shu)醫(yi)(yi)(yi)(yi)(yi)院(yuan)(yuan)(yuan)(yuan)(yuan)在中(zhong)醫(yi)(yi)(yi)(yi)(yi)藥(yao)(yao)臨(lin)(lin)(lin)(lin)床(chuang)教(jiao)學、住(zhu)院(yuan)(yuan)(yuan)(yuan)(yuan)醫(yi)(yi)(yi)(yi)(yi)師規范化(hua)(hua)培訓(xun)中(zhong)的(de)示(shi)范引領作用,建設(she)一(yi)批集臨(lin)(lin)(lin)(lin)床(chuang)實踐(jian)(jian)教(jiao)學、住(zhu)院(yuan)(yuan)(yuan)(yuan)(yuan)醫(yi)(yi)(yi)(yi)(yi)師規范化(hua)(hua)培訓(xun)、繼續教(jiao)育(yu)為一(yi)體(ti)(ti)的(de)中(zhong)醫(yi)(yi)(yi)(yi)(yi)藥(yao)(yao)臨(lin)(lin)(lin)(lin)床(chuang)教(jiao)育(yu)基地。制(zhi)訂完善各類中(zhong)醫(yi)(yi)(yi)(yi)(yi)臨(lin)(lin)(lin)(lin)床(chuang)教(jiao)學基地標準(zhun)和準(zhun)入制(zhi)度,開(kai)展臨(lin)(lin)(lin)(lin)床(chuang)教(jiao)學基地認(ren)定審核(he)工作,規范附(fu)(fu)屬(shu)醫(yi)(yi)(yi)(yi)(yi)院(yuan)(yuan)(yuan)(yuan)(yuan)、教(jiao)學醫(yi)(yi)(yi)(yi)(yi)院(yuan)(yuan)(yuan)(yuan)(yuan)、實習醫(yi)(yi)(yi)(yi)(yi)院(yuan)(yuan)(yuan)(yuan)(yuan)的(de)認(ren)定與管(guan)理。將臨(lin)(lin)(lin)(lin)床(chuang)教(jiao)學質量評(ping)價作為醫(yi)(yi)(yi)(yi)(yi)院(yuan)(yuan)(yuan)(yuan)(yuan)等(deng)級評(ping)審與綜(zong)合考核(he)、院(yuan)(yuan)(yuan)(yuan)(yuan)校(xiao)(xiao)教(jiao)育(yu)質量審核(he)評(ping)估、專(zhuan)業認(ren)證等(deng)的(de)核(he)心內容,以(yi)及(ji)中(zhong)醫(yi)(yi)(yi)(yi)(yi)藥(yao)(yao)院(yuan)(yuan)(yuan)(yuan)(yuan)校(xiao)(xiao)附(fu)(fu)屬(shu)醫(yi)(yi)(yi)(yi)(yi)院(yuan)(yuan)(yuan)(yuan)(yuan)專(zhuan)業技術職務評(ping)審與聘用的(de)必要條件(jian)與重要依據。

  5.強(qiang)(qiang)化(hua)中(zhong)(zhong)醫(yi)藥(yao)(yao)師(shi)(shi)(shi)資隊(dui)伍建(jian)(jian)設。建(jian)(jian)設若干(gan)國家中(zhong)(zhong)醫(yi)藥(yao)(yao)教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)發展中(zhong)(zhong)心,實施高水平“雙(shuang)師(shi)(shi)(shi)型”師(shi)(shi)(shi)資和(he)優秀教(jiao)(jiao)(jiao)(jiao)學團(tuan)隊(dui)發展計劃,加強(qiang)(qiang)師(shi)(shi)(shi)承(cheng)導師(shi)(shi)(shi)、學科帶頭人、中(zhong)(zhong)青年(nian)(nian)骨干(gan)教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)培(pei)養。各(ge)中(zhong)(zhong)醫(yi)藥(yao)(yao)院(yuan)校及其附屬醫(yi)院(yuan)要(yao)建(jian)(jian)立以(yi)名(ming)老(lao)中(zhong)(zhong)醫(yi)藥(yao)(yao)專(zhuan)家、教(jiao)(jiao)(jiao)(jiao)學名(ming)師(shi)(shi)(shi)為(wei)核心的教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)團(tuan)隊(dui),支持中(zhong)(zhong)醫(yi)課程教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)從(cong)事(shi)中(zhong)(zhong)醫(yi)臨床(chuang)(chuang)工作,強(qiang)(qiang)化(hua)中(zhong)(zhong)醫(yi)藥(yao)(yao)經(jing)典理論教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)、臨床(chuang)(chuang)教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)培(pei)養,鼓勵名(ming)老(lao)中(zhong)(zhong)醫(yi)藥(yao)(yao)專(zhuan)家“上講臺”,中(zhong)(zhong)青年(nian)(nian)教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)“做臨床(chuang)(chuang)”,臨床(chuang)(chuang)醫(yi)師(shi)(shi)(shi)“授經(jing)典”。

  6.健全中(zhong)醫藥教(jiao)(jiao)育(yu)(yu)(yu)質量保(bao)(bao)障(zhang)(zhang)體(ti)系。推(tui)進(jin)建立(li)涵蓋院校教(jiao)(jiao)育(yu)(yu)(yu)和畢業(ye)(ye)后教(jiao)(jiao)育(yu)(yu)(yu)的質量保(bao)(bao)障(zhang)(zhang)機制,充分(fen)發揮國家高等(deng)中(zhong)醫藥教(jiao)(jiao)育(yu)(yu)(yu)質量監測中(zhong)心作用,加強對(dui)中(zhong)醫藥學(xue)科建設、專業(ye)(ye)建設、教(jiao)(jiao)學(xue)質量、需求與就業(ye)(ye)等(deng)的監測、分(fen)析(xi)、評(ping)價與信息(xi)發布,定期發布國家高等(deng)中(zhong)醫藥教(jiao)(jiao)育(yu)(yu)(yu)質量監測年度(du)報告(gao)。加快建立(li)中(zhong)醫藥專業(ye)(ye)認證制度(du)。積(ji)極推(tui)進(jin)中(zhong)醫類(lei)別執業(ye)(ye)醫師分(fen)階段(duan)考試改(gai)革。

  7.加(jia)強中(zhong)(zhong)(zhong)醫(yi)(yi)藥(yao)(yao)教(jiao)(jiao)(jiao)育(yu)(yu)對外(wai)交流(liu)與(yu)合(he)作(zuo)(zuo)。加(jia)快(kuai)建(jian)立中(zhong)(zhong)(zhong)醫(yi)(yi)藥(yao)(yao)教(jiao)(jiao)(jiao)育(yu)(yu)國(guo)際(ji)標準(zhun)體系,加(jia)大與(yu)國(guo)際(ji)組(zu)織、外(wai)國(guo)政府和地區以及高等學(xue)(xue)校之(zhi)間的(de)中(zhong)(zhong)(zhong)醫(yi)(yi)藥(yao)(yao)國(guo)際(ji)教(jiao)(jiao)(jiao)育(yu)(yu)交流(liu)與(yu)合(he)作(zuo)(zuo),鼓勵中(zhong)(zhong)(zhong)醫(yi)(yi)藥(yao)(yao)院校在境外(wai)開(kai)辦中(zhong)(zhong)(zhong)醫(yi)(yi)孔子學(xue)(xue)院、中(zhong)(zhong)(zhong)醫(yi)(yi)藥(yao)(yao)中(zhong)(zhong)(zhong)心。大力(li)發展(zhan)各層次中(zhong)(zhong)(zhong)醫(yi)(yi)藥(yao)(yao)留(liu)學(xue)(xue)生(sheng)教(jiao)(jiao)(jiao)育(yu)(yu),努力(li)提(ti)高中(zhong)(zhong)(zhong)醫(yi)(yi)藥(yao)(yao)留(liu)學(xue)(xue)生(sheng)教(jiao)(jiao)(jiao)育(yu)(yu)質量。積極開(kai)展(zhan)針對境外(wai)人(ren)員的(de)短期中(zhong)(zhong)(zhong)醫(yi)(yi)藥(yao)(yao)知(zhi)識與(yu)技能培訓。推進能夠滿足中(zhong)(zhong)(zhong)醫(yi)(yi)藥(yao)(yao)“一(yi)帶一(yi)路”建(jian)設(she)、中(zhong)(zhong)(zhong)醫(yi)(yi)藥(yao)(yao)服(fu)務貿易、中(zhong)(zhong)(zhong)醫(yi)(yi)藥(yao)(yao)國(guo)際(ji)標準(zhun)化等需要的(de)中(zhong)(zhong)(zhong)醫(yi)(yi)藥(yao)(yao)外(wai)向型復合(he)型人(ren)才培養。進一(yi)步提(ti)高中(zhong)(zhong)(zhong)醫(yi)(yi)藥(yao)(yao)教(jiao)(jiao)(jiao)育(yu)(yu)服(fu)務質量,開(kai)發品牌教(jiao)(jiao)(jiao)育(yu)(yu)產品,發揮(hui)教(jiao)(jiao)(jiao)育(yu)(yu)在中(zhong)(zhong)(zhong)醫(yi)(yi)藥(yao)(yao)對外(wai)交流(liu)與(yu)合(he)作(zuo)(zuo)中(zhong)(zhong)(zhong)的(de)促進作(zuo)(zuo)用(yong)。

  (二)建(jian)立健(jian)全畢業后教育(yu)制度,培養合(he)格中(zhong)醫臨床醫師

  1.全(quan)面實施中(zhong)醫(yi)(yi)(yi)住(zhu)院醫(yi)(yi)(yi)師(shi)規(gui)(gui)(gui)范(fan)化(hua)(hua)培(pei)訓(xun)。完善中(zhong)醫(yi)(yi)(yi)住(zhu)院醫(yi)(yi)(yi)師(shi)規(gui)(gui)(gui)范(fan)化(hua)(hua)培(pei)訓(xun)相關政策(ce)機制,統(tong)籌兼顧中(zhong)醫(yi)(yi)(yi)類專(zhuan)業(ye)(ye)學生數量(liang)和培(pei)訓(xun)基地(di)培(pei)養能力,合理(li)確定培(pei)訓(xun)規(gui)(gui)(gui)模。加強中(zhong)醫(yi)(yi)(yi)住(zhu)院醫(yi)(yi)(yi)師(shi)規(gui)(gui)(gui)范(fan)化(hua)(hua)培(pei)訓(xun)基地(di)建(jian)設及師(shi)資培(pei)養,強化(hua)(hua)培(pei)訓(xun)質(zhi)量(liang)監測與評估(gu),建(jian)設一批國家示范(fan)性(xing)中(zhong)醫(yi)(yi)(yi)住(zhu)院醫(yi)(yi)(yi)師(shi)規(gui)(gui)(gui)范(fan)化(hua)(hua)培(pei)訓(xun)基地(di)和師(shi)資培(pei)訓(xun)基地(di)。建(jian)立(li)國家統(tong)一的(de)結業(ye)(ye)考(kao)核專(zhuan)業(ye)(ye)理(li)論題庫,嚴格培(pei)訓(xun)過(guo)程管理(li)與考(kao)核,確保培(pei)訓(xun)質(zhi)量(liang)。

  2.探索開展中(zhong)(zhong)醫(yi)(yi)醫(yi)(yi)師(shi)專(zhuan)科規(gui)范(fan)化培訓(xun)(xun)。在全面提高中(zhong)(zhong)醫(yi)(yi)醫(yi)(yi)師(shi)臨(lin)床診療(liao)能(neng)力(li)基礎上,科學設(she)定培訓(xun)(xun)專(zhuan)科,開展中(zhong)(zhong)醫(yi)(yi)醫(yi)(yi)師(shi)專(zhuan)科規(gui)范(fan)化培訓(xun)(xun)試(shi)點(dian)(dian)。充分發揮名老中(zhong)(zhong)醫(yi)(yi)藥專(zhuan)家(jia)作用,探索建立(li)符合中(zhong)(zhong)醫(yi)(yi)藥自身特點(dian)(dian)的,以傳承名老中(zhong)(zhong)醫(yi)(yi)藥專(zhuan)家(jia)學術思(si)想(xiang)與臨(lin)床經驗(yan)、提升中(zhong)(zhong)醫(yi)(yi)醫(yi)(yi)師(shi)專(zhuan)科診療(liao)能(neng)力(li)與水(shui)平(ping)為主要內容的中(zhong)(zhong)醫(yi)(yi)醫(yi)(yi)師(shi)專(zhuan)科規(gui)范(fan)化培訓(xun)(xun)模(mo)式。做好中(zhong)(zhong)醫(yi)(yi)醫(yi)(yi)師(shi)專(zhuan)科規(gui)范(fan)化培訓(xun)(xun)與中(zhong)(zhong)醫(yi)(yi)類(lei)別(bie)醫(yi)(yi)師(shi)執業管理(li)制度的銜接(jie)。

  3.積極推進(jin)中(zhong)(zhong)醫(yi)(yi)(yi)(yi)類(lei)別全(quan)(quan)科(ke)醫(yi)(yi)(yi)(yi)生(sheng)(助(zhu)理全(quan)(quan)科(ke)醫(yi)(yi)(yi)(yi)生(sheng))培(pei)養。健全(quan)(quan)中(zhong)(zhong)醫(yi)(yi)(yi)(yi)全(quan)(quan)科(ke)專業培(pei)訓體(ti)系,鼓(gu)勵(li)中(zhong)(zhong)醫(yi)(yi)(yi)(yi)藥(yao)院(yuan)校設立全(quan)(quan)科(ke)醫(yi)(yi)(yi)(yi)學系,將中(zhong)(zhong)醫(yi)(yi)(yi)(yi)全(quan)(quan)科(ke)作為(wei)中(zhong)(zhong)醫(yi)(yi)(yi)(yi)住院(yuan)醫(yi)(yi)(yi)(yi)師規范化(hua)培(pei)訓的急需緊缺專業進(jin)行重點(dian)招收(shou)培(pei)訓。加大支持力度,提升中(zhong)(zhong)醫(yi)(yi)(yi)(yi)全(quan)(quan)科(ke)崗位吸引(yin)力,鼓(gu)勵(li)和吸引(yin)中(zhong)(zhong)醫(yi)(yi)(yi)(yi)類(lei)專業畢業生(sheng)參加中(zhong)(zhong)醫(yi)(yi)(yi)(yi)類(lei)別全(quan)(quan)科(ke)醫(yi)(yi)(yi)(yi)生(sheng)(助(zhu)理全(quan)(quan)科(ke)醫(yi)(yi)(yi)(yi)生(sheng))規范化(hua)培(pei)訓,充分發揮中(zhong)(zhong)醫(yi)(yi)(yi)(yi)類(lei)別全(quan)(quan)科(ke)醫(yi)(yi)(yi)(yi)生(sheng)在(zai)基(ji)層醫(yi)(yi)(yi)(yi)療(liao)衛(wei)生(sheng)服(fu)務中(zhong)(zhong)的作用,提高基(ji)層中(zhong)(zhong)醫(yi)(yi)(yi)(yi)藥(yao)服(fu)務能(neng)力和水平。

  (三)完善繼(ji)續教育體系,提升中醫藥人才(cai)隊伍整(zheng)體素(su)質

  1.擴大中醫(yi)藥(yao)(yao)(yao)繼(ji)續教育(yu)(yu)覆蓋面。以滿足中醫(yi)藥(yao)(yao)(yao)人(ren)員(yuan)(yuan)職業(ye)發(fa)展需求為(wei)導(dao)向,以崗(gang)位勝任能力為(wei)核心,以突(tu)出中醫(yi)藥(yao)(yao)(yao)特色優勢為(wei)重點,廣(guang)泛深(shen)入開(kai)展各種(zhong)適宜有效(xiao)的中醫(yi)藥(yao)(yao)(yao)繼(ji)續教育(yu)(yu)活動(dong),不(bu)斷提升中醫(yi)藥(yao)(yao)(yao)人(ren)員(yuan)(yuan)的職業(ye)素質能力。著力推進(jin)基層(ceng)中醫(yi)藥(yao)(yao)(yao)人(ren)才(cai)培養,開(kai)展中醫(yi)適宜技術(shu)推廣(guang)、在職在崗(gang)醫(yi)藥(yao)(yao)(yao)衛生人(ren)員(yuan)(yuan)中醫(yi)藥(yao)(yao)(yao)知識(shi)與技能培訓等面向基層(ceng)的中醫(yi)藥(yao)(yao)(yao)繼(ji)續教育(yu)(yu)和(he)人(ren)才(cai)培養專(zhuan)項。

  2.創新中(zhong)(zhong)醫(yi)(yi)(yi)藥繼(ji)續(xu)教育(yu)模式(shi)。加強統籌管(guan)理(li),充分(fen)利用中(zhong)(zhong)醫(yi)(yi)(yi)藥院(yuan)校、中(zhong)(zhong)醫(yi)(yi)(yi)醫(yi)(yi)(yi)療(liao)機構等的教學資源,發(fa)揮中(zhong)(zhong)醫(yi)(yi)(yi)藥行業學術團體的優(you)勢和作用,創新中(zhong)(zhong)醫(yi)(yi)(yi)藥繼(ji)續(xu)教育(yu)模式(shi)及管(guan)理(li)方法,探索開展“互聯(lian)網+”中(zhong)(zhong)醫(yi)(yi)(yi)藥繼(ji)續(xu)教育(yu),提高(gao)中(zhong)(zhong)醫(yi)(yi)(yi)藥繼(ji)續(xu)教育(yu)的針(zhen)對(dui)性、有效性和便捷性。

  3.健全(quan)中(zhong)醫(yi)藥(yao)(yao)繼(ji)續(xu)教(jiao)育(yu)體系。加強中(zhong)醫(yi)藥(yao)(yao)繼(ji)續(xu)教(jiao)育(yu)政策制度、組(zu)織管理、師資隊伍(wu)、信息化(hua)建(jian)設和日(ri)常監(jian)管,鼓勵優秀(xiu)中(zhong)醫(yi)藥(yao)(yao)人才承擔繼(ji)續(xu)教(jiao)育(yu)教(jiao)學工(gong)作(zuo)。建(jian)立能夠滿足各級各類中(zhong)醫(yi)藥(yao)(yao)人員培訓需求的(de)中(zhong)醫(yi)藥(yao)(yao)繼(ji)續(xu)教(jiao)育(yu)基地(di),發(fa)揮基地(di)的(de)示范引領(ling)作(zuo)用,提高中(zhong)醫(yi)藥(yao)(yao)繼(ji)續(xu)教(jiao)育(yu)質量。

  (四)加強師(shi)承(cheng)教育,提高中醫藥(yao)傳承(cheng)創新能力

  1.逐步建立(li)中醫(yi)藥師(shi)承(cheng)教(jiao)育(yu)制度。將師(shi)承(cheng)教(jiao)育(yu)貫穿于(yu)中醫(yi)藥人才(cai)培養全(quan)過程,發揮(hui)師(shi)承(cheng)教(jiao)育(yu)獨特(te)作用,總結師(shi)承(cheng)教(jiao)育(yu)規律(lv),制定師(shi)承(cheng)教(jiao)育(yu)標準和相關政策(ce)措施,建立(li)師(shi)承(cheng)教(jiao)育(yu)運(yun)行機制,完善師(shi)承(cheng)教(jiao)育(yu)考評和監管體系,推動師(shi)承(cheng)教(jiao)育(yu)全(quan)面(mian)發展。

  2.創新師(shi)(shi)承(cheng)(cheng)(cheng)教(jiao)育(yu)(yu)(yu)與(yu)(yu)院(yuan)校教(jiao)育(yu)(yu)(yu)、畢業后(hou)教(jiao)育(yu)(yu)(yu)相(xiang)結(jie)合的(de)(de)人(ren)才培養模式。鼓(gu)勵(li)有條件的(de)(de)中(zhong)醫藥院(yuan)校將(jiang)師(shi)(shi)承(cheng)(cheng)(cheng)教(jiao)育(yu)(yu)(yu)全面覆蓋中(zhong)醫藥類(lei)專業學生(sheng),推動中(zhong)醫藥研究(jiu)生(sheng)教(jiao)育(yu)(yu)(yu)與(yu)(yu)師(shi)(shi)承(cheng)(cheng)(cheng)教(jiao)育(yu)(yu)(yu)的(de)(de)有機銜(xian)接,提高院(yuan)校教(jiao)育(yu)(yu)(yu)教(jiao)學質量(liang)。將(jiang)師(shi)(shi)承(cheng)(cheng)(cheng)教(jiao)育(yu)(yu)(yu)作為中(zhong)醫醫師(shi)(shi)規范化培訓的(de)(de)重要內容,提高中(zhong)醫醫師(shi)(shi)臨床診療水平。

  3.推進(jin)師(shi)(shi)承教育模式的(de)人才(cai)培(pei)養(yang)專項建(jian)設。深入開展全國老(lao)中(zhong)(zhong)醫(yi)(yi)(yi)藥(yao)專家(jia)學術(shu)(shu)經驗(yan)繼承工作、名(ming)(ming)老(lao)中(zhong)(zhong)醫(yi)(yi)(yi)藥(yao)專家(jia)和中(zhong)(zhong)醫(yi)(yi)(yi)學術(shu)(shu)流派傳(chuan)(chuan)承工作室建(jian)設、中(zhong)(zhong)藥(yao)特(te)(te)色技(ji)術(shu)(shu)傳(chuan)(chuan)承人才(cai)培(pei)養(yang)等(deng)不同層(ceng)次(ci)、不同類型的(de)師(shi)(shi)承教育項目,吸引、鼓勵名(ming)(ming)老(lao)中(zhong)(zhong)醫(yi)(yi)(yi)藥(yao)專家(jia)和長期(qi)服務基層(ceng)的(de)中(zhong)(zhong)醫(yi)(yi)(yi)藥(yao)專家(jia)通過師(shi)(shi)承模式培(pei)養(yang)多層(ceng)次(ci)中(zhong)(zhong)醫(yi)(yi)(yi)藥(yao)骨干人才(cai),充分發揮師(shi)(shi)承教育優勢,強(qiang)化中(zhong)(zhong)醫(yi)(yi)(yi)藥(yao)學術(shu)(shu)、技(ji)能傳(chuan)(chuan)承,著力培(pei)養(yang)一批中(zhong)(zhong)醫(yi)(yi)(yi)藥(yao)傳(chuan)(chuan)承領軍人才(cai)、特(te)(te)色人才(cai)。

  (二(er))建(jian)(jian)(jian)立中(zhong)(zhong)(zhong)(zhong)醫(yi)藥(yao)(yao)(yao)教(jiao)(jiao)育(yu)(yu)(yu)投入(ru)保障機制。各(ge)級(ji)教(jiao)(jiao)育(yu)(yu)(yu)、中(zhong)(zhong)(zhong)(zhong)醫(yi)藥(yao)(yao)(yao)行政(zheng)管理(li)部門(men)要積(ji)極協調發展改革(ge)、財政(zheng)等部門(men),根據中(zhong)(zhong)(zhong)(zhong)醫(yi)藥(yao)(yao)(yao)人(ren)才(cai)培養的特點,進一(yi)步加(jia)大中(zhong)(zhong)(zhong)(zhong)醫(yi)藥(yao)(yao)(yao)教(jiao)(jiao)育(yu)(yu)(yu)財政(zheng)補(bu)助(zhu),參照教(jiao)(jiao)育(yu)(yu)(yu)部直屬高(gao)校(xiao)醫(yi)學(xue)類專業生(sheng)均撥款(kuan)標準,提高(gao)中(zhong)(zhong)(zhong)(zhong)醫(yi)學(xue)類專業生(sheng)均撥款(kuan)。中(zhong)(zhong)(zhong)(zhong)醫(yi)藥(yao)(yao)(yao)院校(xiao)要統籌加(jia)強中(zhong)(zhong)(zhong)(zhong)醫(yi)藥(yao)(yao)(yao)實(shi)踐(jian)教(jiao)(jiao)學(xue)基地(di)建(jian)(jian)(jian)設(she)(she),切實(shi)加(jia)大對(dui)中(zhong)(zhong)(zhong)(zhong)醫(yi)藥(yao)(yao)(yao)實(shi)踐(jian)教(jiao)(jiao)學(xue)基地(di)的經費投入(ru)。國(guo)家重(zhong)點支持建(jian)(jian)(jian)設(she)(she)一(yi)批中(zhong)(zhong)(zhong)(zhong)醫(yi)藥(yao)(yao)(yao)重(zhong)點學(xue)科、專業和課(ke)程(cheng),重(zhong)點建(jian)(jian)(jian)設(she)(she)一(yi)批中(zhong)(zhong)(zhong)(zhong)醫(yi)臨床教(jiao)(jiao)學(xue)基地(di)、住院醫(yi)師規范化培訓基地(di)和繼續教(jiao)(jiao)育(yu)(yu)(yu)基地(di),重(zhong)點補(bu)助(zhu)基礎設(she)(she)施建(jian)(jian)(jian)設(she)(she)、設(she)(she)備購置(zhi)、教(jiao)(jiao)學(xue)實(shi)踐(jian)活(huo)動等。實(shi)施中(zhong)(zhong)(zhong)(zhong)醫(yi)藥(yao)(yao)(yao)傳承與創新“百千萬(wan)”人(ren)才(cai)工程(cheng),建(jian)(jian)(jian)立骨干人(ren)才(cai)、優(you)秀人(ren)才(cai)、領(ling)軍人(ren)才(cai)有(you)機銜(xian)接(jie)的中(zhong)(zhong)(zhong)(zhong)醫(yi)藥(yao)(yao)(yao)高(gao)層次人(ren)才(cai)隊伍。

  (三)建立完善中(zhong)(zhong)(zhong)醫(yi)藥人(ren)才評價(jia)(jia)與激(ji)勵機(ji)制。積極推動完善中(zhong)(zhong)(zhong)醫(yi)藥專業(ye)技(ji)術(shu)職務(wu)評審考(kao)核(he)機(ji)制,注重實(shi)踐(jian)能力(li)、工作績效(xiao)、職業(ye)素養的(de)考(kao)評。健全符(fu)合中(zhong)(zhong)(zhong)醫(yi)藥行(xing)業(ye)特點的(de)中(zhong)(zhong)(zhong)醫(yi)藥專業(ye)技(ji)術(shu)人(ren)員評價(jia)(jia)體系和績效(xiao)考(kao)核(he)指標體系,堅持德才兼(jian)備,注重實(shi)績和貢獻,克服唯(wei)學(xue)歷(li)、唯(wei)職稱(cheng)、唯(wei)論(lun)文(wen)等傾向。探索建立國醫(yi)大師、全國名(ming)中(zhong)(zhong)(zhong)醫(yi)、省級名(ming)中(zhong)(zhong)(zhong)醫(yi)等不同層級銜接,政(zheng)府表(biao)彰和社會(hui)褒獎相結合的(de)激(ji)勵機(ji)制,促進優(you)秀人(ren)才脫穎而(er)出。
