  日(ri)前,國務院辦(ban)公廳印發通(tong)知,轉發教(jiao)(jiao)育(yu)部等部門《教(jiao)(jiao)育(yu)部直(zhi)屬師(shi)范(fan)大(da)學(xue)本研銜接師(shi)范(fan)生公費教(jiao)(jiao)育(yu)實施(shi)(shi)辦(ban)法》(以下簡稱(cheng)《實施(shi)(shi)辦(ban)法》),教(jiao)(jiao)育(yu)部有關負責人(ren)就《實施(shi)(shi)辦(ban)法》有關內(nei)容回答了(le)記(ji)者的提問(wen)。

  一、《實施辦法》出臺的背景是什么?

  答(da):2007年(nian)(nian)起(qi),國(guo)(guo)務院(yuan)依(yi)托(tuo)北(bei)京師(shi)(shi)(shi)(shi)范(fan)大(da)(da)(da)(da)學(xue)(xue)(xue)(xue)、華(hua)東師(shi)(shi)(shi)(shi)范(fan)大(da)(da)(da)(da)學(xue)(xue)(xue)(xue)、東北(bei)師(shi)(shi)(shi)(shi)范(fan)大(da)(da)(da)(da)學(xue)(xue)(xue)(xue)、華(hua)中師(shi)(shi)(shi)(shi)范(fan)大(da)(da)(da)(da)學(xue)(xue)(xue)(xue)、陜西師(shi)(shi)(shi)(shi)范(fan)大(da)(da)(da)(da)學(xue)(xue)(xue)(xue)、西南大(da)(da)(da)(da)學(xue)(xue)(xue)(xue)等6所教(jiao)(jiao)育(yu)(yu)部(bu)(bu)直屬師(shi)(shi)(shi)(shi)范(fan)大(da)(da)(da)(da)學(xue)(xue)(xue)(xue),實施師(shi)(shi)(shi)(shi)范(fan)生(sheng)免(mian)費(fei)教(jiao)(jiao)育(yu)(yu)政策。2018年(nian)(nian)國(guo)(guo)務院(yuan)辦公廳轉發(fa)教(jiao)(jiao)育(yu)(yu)部(bu)(bu)等部(bu)(bu)門(men)《教(jiao)(jiao)育(yu)(yu)部(bu)(bu)直屬師(shi)(shi)(shi)(shi)范(fan)大(da)(da)(da)(da)學(xue)(xue)(xue)(xue)師(shi)(shi)(shi)(shi)范(fan)生(sheng)公費(fei)教(jiao)(jiao)育(yu)(yu)實施辦法(fa)》,將“師(shi)(shi)(shi)(shi)范(fan)生(sheng)免(mian)費(fei)教(jiao)(jiao)育(yu)(yu)”改稱“師(shi)(shi)(shi)(shi)范(fan)生(sheng)公費(fei)教(jiao)(jiao)育(yu)(yu)”,并調整了履約(yue)任教(jiao)(jiao)期限(xian)。部(bu)(bu)屬師(shi)(shi)(shi)(shi)范(fan)大(da)(da)(da)(da)學(xue)(xue)(xue)(xue)公費(fei)師(shi)(shi)(shi)(shi)范(fan)生(sheng)入學(xue)(xue)(xue)(xue)前簽訂協議,在(zai)學(xue)(xue)(xue)(xue)享受“兩免(mian)一補”政策(免(mian)學(xue)(xue)(xue)(xue)費(fei)、住宿(su)費(fei),享受生(sheng)活(huo)費(fei)補助),畢業(ye)后需履約(yue)任教(jiao)(jiao)不少于6年(nian)(nian)。截至2023年(nian)(nian),6所部(bu)(bu)屬師(shi)(shi)(shi)(shi)范(fan)大(da)(da)(da)(da)學(xue)(xue)(xue)(xue)累計招收(shou)公費(fei)師(shi)(shi)(shi)(shi)范(fan)生(sheng)15萬人,畢業(ye)生(sheng)履約(yue)任教(jiao)(jiao)率超過90%,其(qi)中約(yue)90%在(zai)中西部(bu)(bu)任教(jiao)(jiao),為基礎(chu)教(jiao)(jiao)育(yu)(yu)一線補充了一大(da)(da)(da)(da)批優質(zhi)師(shi)(shi)(shi)(shi)資,在(zai)吸引優秀人才從教(jiao)(jiao)、推動教(jiao)(jiao)育(yu)(yu)均衡方面(mian)做出(chu)了重要貢獻(xian)。

  近年(nian)來,隨(sui)著我國(guo)高等教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)普(pu)及(ji)化和基礎教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)改(gai)(gai)革發展,越(yue)來越(yue)多的(de)(de)(de)中(zhong)(zhong)(zhong)小學包括(kuo)中(zhong)(zhong)(zhong)西部(bu)地區的(de)(de)(de)中(zhong)(zhong)(zhong)學將碩(shuo)士(shi)研(yan)究(jiu)生(sheng)作(zuo)為教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師招聘學歷(li)(li)要(yao)求,但同(tong)時,我國(guo)中(zhong)(zhong)(zhong)小學研(yan)究(jiu)生(sheng)以上學歷(li)(li)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師占(zhan)比與國(guo)際水平(ping)仍(reng)有差距,且(qie)中(zhong)(zhong)(zhong)西部(bu)與東部(bu)差距明(ming)顯(xian)。習近平(ping)總書記強(qiang)調,要(yao)把加(jia)強(qiang)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師隊(dui)伍(wu)(wu)(wu)建(jian)設(she)作(zuo)為建(jian)設(she)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)強(qiang)國(guo)最重要(yao)的(de)(de)(de)基礎工作(zuo)來抓,健全中(zhong)(zhong)(zhong)國(guo)特色教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)體系,大力(li)培(pei)養(yang)造就一支師德高尚(shang)、業(ye)務精湛(zhan)、結構合理(li)、充滿活(huo)力(li)的(de)(de)(de)高素質專業(ye)化教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師隊(dui)伍(wu)(wu)(wu),特別(bie)指出(chu)要(yao)加(jia)強(qiang)中(zhong)(zhong)(zhong)西部(bu)欠發達地區教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師定向(xiang)培(pei)養(yang)。《中(zhong)(zhong)(zhong)共中(zhong)(zhong)(zhong)央(yang) 國(guo)務院關(guan)于全面(mian)深化新時代教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師隊(dui)伍(wu)(wu)(wu)建(jian)設(she)改(gai)(gai)革的(de)(de)(de)意見》明(ming)確提(ti)出(chu),大力(li)推動研(yan)究(jiu)生(sheng)層次教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師培(pei)養(yang),增加(jia)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)碩(shuo)士(shi)招生(sheng)計劃,向(xiang)中(zhong)(zhong)(zhong)西部(bu)地區和農村地區傾斜。

  為(wei)落實中央指示精神(shen),優(you)化師(shi)范(fan)(fan)生公(gong)費教(jiao)(jiao)育(yu)制(zhi)度(du),以教(jiao)(jiao)育(yu)家精神(shen)為(wei)引(yin)(yin)領,吸引(yin)(yin)優(you)秀人(ren)才從教(jiao)(jiao),進一步形(xing)成(cheng)尊師(shi)重教(jiao)(jiao)的濃厚氛圍,促進教(jiao)(jiao)育(yu)公(gong)平與質量提升,教(jiao)(jiao)育(yu)部(bu)(bu)(bu)會同(tong)國(guo)家發展改革(ge)委、財政部(bu)(bu)(bu)、人(ren)力資(zi)源社會保(bao)障部(bu)(bu)(bu)、中國(guo)人(ren)民銀行在(zai)充分調研、廣泛(fan)征求意見的基礎上,研究起草了《實施辦(ban)(ban)法(fa)》,經報國(guo)務院批準,由國(guo)務院辦(ban)(ban)公(gong)廳(ting)轉(zhuan)發施行。2018年國(guo)務院辦(ban)(ban)公(gong)廳(ting)轉(zhuan)發的《教(jiao)(jiao)育(yu)部(bu)(bu)(bu)直屬(shu)師(shi)范(fan)(fan)大學師(shi)范(fan)(fan)生公(gong)費教(jiao)(jiao)育(yu)實施辦(ban)(ban)法(fa)》同(tong)時廢止。

  二、請介紹一下《實施辦法》的研制過程?

  答:教育(yu)(yu)部堅持問(wen)題(ti)導向,圍繞深入實(shi)(shi)施科(ke)教興國戰(zhan)略、人(ren)才強國戰(zhan)略、創新(xin)驅(qu)動發(fa)展(zhan)(zhan)戰(zhan)略對高素質(zhi)教師(shi)隊伍(wu)的(de)新(xin)要求,著(zhu)力深化教師(shi)培養(yang)供給側結構性改革,開(kai)展(zhan)(zhan)政(zheng)(zheng)策(ce)績效(xiao)評價(jia)與調研(yan)(yan),全面分(fen)析(xi)近(jin)十年(nian)來師(shi)范(fan)(fan)生公(gong)費(fei)教育(yu)(yu)政(zheng)(zheng)策(ce)的(de)成效(xiao)與不足。多次召開(kai)省級教育(yu)(yu)行政(zheng)(zheng)部門代表和部屬(shu)師(shi)范(fan)(fan)大(da)學(xue)參加(jia)的(de)專(zhuan)題(ti)調研(yan)(yan)座(zuo)談會(hui)(hui),并通(tong)過電(dian)話調研(yan)(yan)、實(shi)(shi)地走訪等,了(le)解區縣教育(yu)(yu)局、中(zhong)小學(xue)校對相(xiang)關政(zheng)(zheng)策(ce)的(de)意(yi)見。在此(ci)基礎上,與財政(zheng)(zheng)部等部門反復(fu)研(yan)(yan)商(shang),基于(yu)2018年(nian)印發(fa)的(de)《教育(yu)(yu)部直(zhi)屬(shu)師(shi)范(fan)(fan)大(da)學(xue)師(shi)范(fan)(fan)生公(gong)費(fei)教育(yu)(yu)實(shi)(shi)施辦法》進行修(xiu)訂完(wan)善,經相(xiang)關部門會(hui)(hui)簽(qian)同意(yi),呈請國務院(yuan)以國務院(yuan)辦公(gong)廳名(ming)義(yi)轉發(fa)。

  三、《實施辦法》的主要政策內容有哪些?

  答:《實施辦法(fa)》分(fen)為總(zong)則(ze)(ze)、選拔錄取、分(fen)段(duan)培養(yang)、履(lv)約任(ren)教(jiao)(jiao)、激勵措施、條(tiao)件(jian)保障(zhang)、附則(ze)(ze)等(deng)七個部分(fen),共28條(tiao),對部屬師范大學(xue)本研銜接(jie)師范生公費(fei)教(jiao)(jiao)育政策做了系統全面規定(ding)。

  一是總則(第(di)(di)1—3條(tiao))。明確(que)(que)培(pei)養宗旨、對象(xiang)范圍與履(lv)約(yue)基本要求。二是選拔(ba)錄(lu)取(第(di)(di)4—6條(tiao))。明確(que)(que)重點(dian)服務(wu)地(di)域、提(ti)前錄(lu)取政(zheng)策(ce),以及(ji)在校期間進入、退出的規(gui)定等(deng)。三是分段培(pei)養(第(di)(di)7—8條(tiao))。明確(que)(que)免(mian)試(shi)讀研轉段考查、本研銜接(jie)設計教學(xue)的培(pei)養實(shi)施(shi)環(huan)節。四(si)是履(lv)約(yue)任(ren)(ren)教(第(di)(di)9—16條(tiao))。明確(que)(que)履(lv)約(yue)任(ren)(ren)教具體(ti)要求、根(gen)據排序選擇定向(xiang)地(di)(市(shi)、州、盟)流程,以及(ji)違約(yue)懲處辦(ban)法等(deng)。五是激勵(li)措施(shi)(第(di)(di)17—20條(tiao))。明確(que)(que)學(xue)業獎勵(li)、專業發(fa)展、農村任(ren)(ren)教等(deng)方面(mian)的支持舉措。六是條(tiao)件保障(第(di)(di)21—27條(tiao))。明確(que)(que)履(lv)約(yue)任(ren)(ren)教有編有崗、全面(mian)提(ti)高培(pei)養質量、督導檢查強化(hua)落實(shi)等(deng)保障措施(shi)。七(qi)是附則(第(di)(di)28條(tiao))。明確(que)(que)政(zheng)策(ce)施(shi)行(xing)時間、過渡政(zheng)策(ce)及(ji)其適用范圍等(deng)。

  四、從“師范生公費教育”到“本研銜接師范生公費教育”,《實施辦法》在哪些政策方面進行了改進和完善?

  答:《實(shi)施辦法》以(yi)(yi)本(ben)研(yan)(yan)(yan)銜接整體提升培(pei)(pei)養(yang)層次(ci)為(wei)(wei)重(zhong)點,以(yi)(yi)定(ding)向地(di)(市、州(zhou)、盟)深入推(tui)進(jin)省(sheng)域(yu)內教(jiao)(jiao)(jiao)育均(jun)(jun)衡(heng)(heng)發(fa)(fa)展為(wei)(wei)關鍵(jian),以(yi)(yi)不(bu)同階段的(de)學(xue)習激(ji)勵(li)為(wei)(wei)杠桿,以(yi)(yi)強化(hua)(hua)履(lv)(lv)約(yue)任(ren)教(jiao)(jiao)(jiao)要(yao)求為(wei)(wei)保障(zhang),示范(fan)引領高素(su)質專業化(hua)(hua)中(zhong)(zhong)小學(xue)教(jiao)(jiao)(jiao)師(shi)培(pei)(pei)養(yang)模式(shi)改革,強化(hua)(hua)欠發(fa)(fa)達地(di)區教(jiao)(jiao)(jiao)師(shi)定(ding)向培(pei)(pei)養(yang)補充。一是(shi)提升培(pei)(pei)養(yang)層次(ci)。在(zai)原(yuan)有政策支(zhi)持(chi)符(fu)合條件(jian)的(de)畢(bi)(bi)業生(sheng)(sheng)免試攻讀非全日制教(jiao)(jiao)(jiao)育碩士的(de)基礎上(shang),支(zhi)持(chi)公費(fei)師(shi)范(fan)生(sheng)(sheng)免試攻讀全日制教(jiao)(jiao)(jiao)育碩士后(hou)再履(lv)(lv)約(yue)任(ren)教(jiao)(jiao)(jiao)。二是(shi)優化(hua)(hua)師(shi)資配置。在(zai)原(yuan)有政策重(zhong)點為(wei)(wei)中(zhong)(zhong)西(xi)部培(pei)(pei)養(yang)輸送教(jiao)(jiao)(jiao)師(shi)的(de)基礎上(shang),進(jin)一步推(tui)動(dong)畢(bi)(bi)業生(sheng)(sheng)到中(zhong)(zhong)西(xi)部省(sheng)會城市之外的(de)地(di)(市、州(zhou)、盟)及以(yi)(yi)下任(ren)教(jiao)(jiao)(jiao),推(tui)進(jin)省(sheng)域(yu)內優質師(shi)資均(jun)(jun)衡(heng)(heng)。三是(shi)強化(hua)(hua)履(lv)(lv)約(yue)要(yao)求。除重(zhong)大(da)疾(ji)病(bing)等特殊(shu)情況外,本(ben)研(yan)(yan)(yan)銜接公費(fei)師(shi)范(fan)生(sheng)(sheng)畢(bi)(bi)業后(hou)需履(lv)(lv)約(yue)任(ren)教(jiao)(jiao)(jiao)不(bu)少于6年,履(lv)(lv)約(yue)任(ren)教(jiao)(jiao)(jiao)情況與信用記錄掛鉤。四是(shi)創新激(ji)勵(li)機制。符(fu)合條件(jian)的(de)公費(fei)師(shi)范(fan)生(sheng)(sheng)才能實(shi)現(xian)本(ben)研(yan)(yan)(yan)轉段。研(yan)(yan)(yan)究生(sheng)(sheng)一年級(ji)課程學(xue)習結(jie)束后(hou),根據本(ben)科以(yi)(yi)來(lai)的(de)綜合考核(he)結(jie)果排序,按序選定(ding)履(lv)(lv)約(yue)任(ren)教(jiao)(jiao)(jiao)地(di)(市、州(zhou)、盟)。通過(guo)綜合表現(xian)優秀者優先選擇的(de)機制,激(ji)發(fa)(fa)學(xue)生(sheng)(sheng)學(xue)習動(dong)力。

  五、為確保政策落地,《實施辦法》還提出了哪些保障舉措?
