全市2023年職業教育工作會議暨普職融通推進會召開
4月7日,全市2023年職業教(jiao)育工(gong)作(zuo)會(hui)議暨普職融通推進會(hui)在巴(ba)中市職業中學召開,傳達學習全省職業教(jiao)育工(gong)作(zuo)會(hui)議暨辦學條件達標工(gong)程部(bu)署(shu)會(hui)精神,全面總(zong)結2022年全市職業教(jiao)育工(gong)作(zuo)成(cheng)績,分(fen)析當前職業教(jiao)育工(gong)作(zuo)面臨的形(xing)勢,研究部(bu)署(shu)下一步重(zhong)點任務(wu)。

市教育(yu)體育(yu)局(ju)黨組成(cheng)員、副局(ju)長崔洪(hong)文(wen)出席會(hui)議(yi)并講話,市紀(ji)委監(jian)委駐局(ju)紀(ji)檢監(jian)察組副組長張瑞海就(jiu)規范辦學行為(wei)作要求,市教育(yu)體育(yu)局(ju)職成(cheng)科負責人吳波(bo)主持會(hui)議(yi)。
會議(yi)指出,市(shi)(shi)委、市(shi)(shi)政府(fu)堅持(chi)把職(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)教(jiao)育工(gong)作(zuo)列(lie)(lie)入重要議(yi)事日程,在全市(shi)(shi)上下(xia)凝(ning)心聚(ju)力(li)(li)(li)(li)、各地各校(xiao)(xiao)共同努(nu)力(li)(li)(li)(li)下(xia),2022年(nian)(nian)職(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)教(jiao)育領域取(qu)(qu)得了(le)顯(xian)(xian)著成(cheng)效(xiao)(xiao)。一是發(fa)展地位更加(jia)凸顯(xian)(xian)。以市(shi)(shi)政府(fu)名(ming)義(yi)印發(fa)了(le)《巴中市(shi)(shi)推(tui)動(dong)職(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)教(jiao)育高質量發(fa)展實施(shi)方案(an)》,高規(gui)格召開了(le)全市(shi)(shi)職(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)教(jiao)育大(da)(da)會,形(xing)成(cheng)了(le)“政府(fu)統(tong)籌”推(tui)動(dong)職(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)教(jiao)育發(fa)展的(de)工(gong)作(zuo)格局(ju)。二是目標任務(wu)全面超(chao)額完成(cheng)。2022年(nian)(nian),按照“擴容、提質、貫通、融合”發(fa)展思路(lu),撤銷“空小散弱”中職(zhi)(zhi)(zhi)(zhi)學(xue)(xue)(xue)校(xiao)(xiao)5所,中職(zhi)(zhi)(zhi)(zhi)招送生1.6余(yu)萬人(ren),占比52.62%,超(chao)幅名(ming)列(lie)(lie)全省(sheng)(sheng)(sheng)第二名(ming)。三是辦(ban)(ban)學(xue)(xue)(xue)條件持(chi)續改善。全市(shi)(shi)職(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)教(jiao)育現(xian)(xian)有設施(shi)設備價值(zhi)2.2億余(yu)元(yuan),2022年(nian)(nian)投入4800余(yu)萬元(yuan),較2021年(nian)(nian)增幅20%,新增學(xue)(xue)(xue)位2800余(yu)個(ge),基礎建(jian)設逐步(bu)加(jia)強;2022年(nian)(nian)爭(zheng)取(qu)(qu)國(guo)(guo)、省(sheng)(sheng)(sheng)職(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)教(jiao)育質量提升計劃資金2578余(yu)萬元(yuan),爭(zheng)取(qu)(qu)省(sheng)(sheng)(sheng)級三名(ming)工(gong)程專(zhuan)項(xiang)資金3300萬元(yuan),向上爭(zheng)取(qu)(qu)效(xiao)(xiao)果顯(xian)(xian)著。四(si)是內涵建(jian)設穩(wen)步(bu)提升。在2022年(nian)(nian)教(jiao)師教(jiao)學(xue)(xue)(xue)能力(li)(li)(li)(li)大(da)(da)賽中獲得國(guo)(guo)家級1項(xiang)、省(sheng)(sheng)(sheng)級12項(xiang),質量、數量破歷史新高;全市(shi)(shi)職(zhi)(zhi)(zhi)(zhi)教(jiao)對(dui)口考(kao)試上線率98.58%;省(sheng)(sheng)(sheng)級“雙(shuang)示范”工(gong)作(zuo)順利推(tui)進,成(cheng)功立項(xiang)建(jian)設省(sheng)(sheng)(sheng)級“三名(ming)工(gong)程”學(xue)(xue)(xue)校(xiao)(xiao)2所,示范引領作(zuo)用進一步(bu)凸顯(xian)(xian);五是規(gui)范治(zhi)理初顯(xian)(xian)成(cheng)效(xiao)(xiao)。為切實規(gui)范職(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)學(xue)(xue)(xue)校(xiao)(xiao)辦(ban)(ban)學(xue)(xue)(xue)行為,維護教(jiao)育公(gong)平(ping)和安全穩(wen)定,開展了(le)職(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)學(xue)(xue)(xue)校(xiao)(xiao)辦(ban)(ban)學(xue)(xue)(xue)突出問題專(zhuan)項(xiang)整治(zhi)、校(xiao)(xiao)風學(xue)(xue)(xue)風整頓(dun)工(gong)作(zuo),圍(wei)繞(rao)違規(gui)招生、違規(gui)組(zu)織實習等7個(ge)板(ban)塊(kuai)46個(ge)問題進行督查(cha)整改,發(fa)現(xian)(xian)問題9個(ge),校(xiao)(xiao)風學(xue)(xue)(xue)風整頓(dun)工(gong)作(zuo)順利推(tui)進,中職(zhi)(zhi)(zhi)(zhi)學(xue)(xue)(xue)校(xiao)(xiao)辦(ban)(ban)學(xue)(xue)(xue)治(zhi)校(xiao)(xiao)能力(li)(li)(li)(li)進一步(bu)提升。
會(hui)議(yi)強(qiang)調,今年要(yao)緊緊圍繞(rao)“夯基礎(chu)、推達標、提質(zhi)量(liang)、抓(zhua)規范、促改革、強(qiang)服務”的發展思路(lu),以“五(wu)大(da)工程”為重(zhong)點,全面(mian)推進職業(ye)教(jiao)育提質(zhi)培優。
(一)實施“達標(biao)工程”,改善辦學(xue)(xue)條件(jian)。以職(zhi)業(ye)學(xue)(xue)校(xiao)(xiao)達標(biao)工程為(wei)契機奮力(li)追(zhui)趕(gan),全(quan)面摸清學(xue)(xue)校(xiao)(xiao)基礎底(di)數和動態變(bian)化的情況,聚焦(jiao)職(zhi)業(ye)學(xue)(xue)校(xiao)(xiao)達標(biao)工程9個關鍵(jian)指標(biao)分步推(tui)進(jin),加(jia)強(qiang)組織領導,落實各地各校(xiao)(xiao)相應主體責(ze)任,堅持(chi)補齊缺口(kou)與(yu)優化提升辦學(xue)(xue)能(neng)力(li)相結合,合理推(tui)動建設,全(quan)面提升職(zhi)業(ye)學(xue)(xue)校(xiao)(xiao)辦學(xue)(xue)水(shui)平。
(二)實施“固基工(gong)程”,抓好招生工(gong)作(zuo)。持續(xu)加大(da)力度,不(bu)(bu)折(zhe)不(bu)(bu)扣繼續(xu)抓好中職招生工(gong)作(zuo),提高站位,樹立學校(xiao)大(da)宣(xuan)傳(chuan)(chuan)的工(gong)作(zuo)理念,結合各(ge)宣(xuan)傳(chuan)(chuan)階(jie)段特點組織形式多(duo)樣的“線上線下”宣(xuan)傳(chuan)(chuan)活動(dong),各(ge)職業學校(xiao)要(yao)儲備(bei)足夠的學位,早(zao)動(dong)員、早(zao)安(an)排、早(zao)部署中職招生相關工(gong)作(zuo),確保招得進來、留得住、學得好。同時,各(ge)地各(ge)校(xiao)要(yao)嚴(yan)格(ge)規(gui)范招生行為,嚴(yan)格(ge)執行省教(jiao)育(yu)廳“五(wu)禁(jin)五(wu)不(bu)(bu)”招生規(gui)定(ding)。
(三)實施“提質(zhi)工(gong)(gong)程(cheng)”,加強內涵建(jian)設。各地(di)各校(xiao)要(yao)立(li)足于自身的辦學資源(yuan)和(he)辦學抉擇(ze),面向(xiang)區(qu)域和(he)行(xing)業(ye)(ye)重點產業(ye)(ye),服(fu)務地(di)方(fang)經濟和(he)產業(ye)(ye)發展的方(fang)向(xiang),統籌專(zhuan)業(ye)(ye)設置(zhi),強化(hua)專(zhuan)業(ye)(ye)建(jian)設;高質(zhi)量(liang)推進省級“三名工(gong)(gong)程(cheng)”學校(xiao)建(jian)設工(gong)(gong)作,做好年(nian)度(du)績效(xiao)評價迎檢工(gong)(gong)作;逐步提升(sheng)教育教研水平(ping),辦好“2023年(nian)全市中職學校(xiao)學生技能大賽(sai)”等(deng)相(xiang)關(guan)賽(sai)事(shi)活(huo)動,推進中職學校(xiao)信息管理系統數據填報(bao)工(gong)(gong)作及年(nian)度(du)質(zhi)量(liang)報(bao)告(gao)制度(du)。
(四)實施“培優(you)工(gong)程”,提(ti)(ti)升教(jiao)(jiao)(jiao)育(yu)質(zhi)量。推(tui)動中職學(xue)(xue)校多樣化(hua)發展(zhan),從(cong)單純“以就業為導向”轉變為“就業與升學(xue)(xue)并重”,建立職教(jiao)(jiao)(jiao)品牌,打造(zao)“優(you)質(zhi)專業”,建設一(yi)批優(you)質(zhi)專業(群(qun))、實訓基地、精品課程,形(xing)成(cheng)“一(yi)校一(yi)品”;提(ti)(ti)升師資水平,培育(yu)“優(you)秀名師”,推(tui)動職業教(jiao)(jiao)(jiao)育(yu)教(jiao)(jiao)(jiao)師隊(dui)伍(wu)建設持續健康(kang)發展(zhan);提(ti)(ti)高(gao)育(yu)人質(zhi)量,培養(yang)“優(you)秀人才(cai)”,各(ge)地各(ge)校要使大力氣培養(yang)學(xue)(xue)生(sheng),想法設法讓(rang)學(xue)(xue)生(sheng)有好出(chu)路,全面提(ti)(ti)升學(xue)(xue)生(sheng)的綜合素質(zhi)。
(五)實施“融(rong)通(tong)工程(cheng)”,構建(jian)多(duo)元發展。以校(xiao)企合(he)作(zuo)為(wei)抓手推進(jin)(jin)產教融(rong)合(he),科(ke)學設置(zhi)專業(ye),強化項目引(yin)領,支持(chi)企業(ye)與中(zhong)職學校(xiao)合(he)作(zuo),共同推動(dong)校(xiao)企協(xie)調育人(ren)(ren),進(jin)(jin)一步深化產教融(rong)合(he)、校(xiao)企合(he)作(zuo);堅持(chi)以“資源共享(xiang)、課(ke)程(cheng)共建(jian)、教師互動(dong)、學籍互轉”為(wei)重點(dian),建(jian)立普通(tong)教育與職業(ye)教育融(rong)合(he)銜接、互相貫通(tong)、多(duo)元立交(jiao)的人(ren)(ren)才培養機(ji)制,促進(jin)(jin)學生多(duo)元化成長。
會(hui)議要(yao)求,全市職教(jiao)系統(tong)要(yao)認真落(luo)(luo)實(shi)(shi)(shi)“以(yi)案(an)促(cu)(cu)(cu)改”專項(xiang)工(gong)(gong)(gong)作(zuo)(zuo)相關(guan)要(yao)求,切(qie)實(shi)(shi)(shi)提(ti)高政(zheng)治(zhi)站(zhan)位(wei)(wei)(wei),常態化開展(zhan)(zhan)規范(fan)辦學(xue)專項(xiang)整(zheng)治(zhi)工(gong)(gong)(gong)作(zuo)(zuo)。一(yi)是(shi)(shi)認識(shi)到(dao)位(wei)(wei)(wei),充分認識(shi)規范(fan)辦學(xue)行(xing)(xing)為是(shi)(shi)促(cu)(cu)(cu)進(jin)學(xue)生全面(mian)發(fa)展(zhan)(zhan)的(de)基(ji)礎工(gong)(gong)(gong)程,是(shi)(shi)促(cu)(cu)(cu)進(jin)學(xue)校(xiao)(xiao)(xiao)(xiao)教(jiao)育(yu)優質發(fa)展(zhan)(zhan)的(de)迫切(qie)任務(wu),是(shi)(shi)推進(jin)學(xue)校(xiao)(xiao)(xiao)(xiao)持續發(fa)展(zhan)(zhan)、科學(xue)發(fa)展(zhan)(zhan)的(de)主(zhu)(zhu)要(yao)抓手。二是(shi)(shi)措(cuo)施(shi)到(dao)位(wei)(wei)(wei),各(ge)中職學(xue)校(xiao)(xiao)(xiao)(xiao)要(yao)嚴(yan)格(ge)(ge)落(luo)(luo)實(shi)(shi)(shi)省、市高中教(jiao)育(yu)階段招(zhao)(zhao)(zhao)生的(de)有關(guan)規定,加(jia)強招(zhao)(zhao)(zhao)生管(guan)理,嚴(yan)格(ge)(ge)規范(fan)招(zhao)(zhao)(zhao)生秩(zhi)序,任何學(xue)校(xiao)(xiao)(xiao)(xiao)不(bu)得違規招(zhao)(zhao)(zhao)生宣傳,嚴(yan)格(ge)(ge)執行(xing)(xing)招(zhao)(zhao)(zhao)生紀律要(yao)求,實(shi)(shi)(shi)施(shi)“陽光招(zhao)(zhao)(zhao)生”政(zheng)策,確(que)保(bao)(bao)招(zhao)(zhao)(zhao)生工(gong)(gong)(gong)作(zuo)(zuo)公平、公正;完善機制,規范(fan)實(shi)(shi)(shi)習(xi),落(luo)(luo)實(shi)(shi)(shi)實(shi)(shi)(shi)習(xi)保(bao)(bao)障措(cuo)施(shi)、建立完善校(xiao)(xiao)(xiao)(xiao)企聯系制度、明確(que)實(shi)(shi)(shi)習(xi)期間(jian)教(jiao)學(xue)任務(wu)、加(jia)強教(jiao)學(xue)組織管(guan)理和安全教(jiao)育(yu)等多個(ge)方面(mian)工(gong)(gong)(gong)作(zuo)(zuo),強化學(xue)校(xiao)(xiao)(xiao)(xiao)常規管(guan)理,杜絕(jue)“亂象(xiang)”。三是(shi)(shi)責(ze)任到(dao)位(wei)(wei)(wei),教(jiao)育(yu)行(xing)(xing)政(zheng)主(zhu)(zhu)管(guan)部門要(yao)嚴(yan)負(fu)其責(ze)、嚴(yan)管(guan)所(suo)轄,切(qie)實(shi)(shi)(shi)擔負(fu)起主(zhu)(zhu)責(ze)主(zhu)(zhu)業,強化管(guan)理監督,切(qie)實(shi)(shi)(shi)履行(xing)(xing)規范(fan)學(xue)校(xiao)(xiao)(xiao)(xiao)辦學(xue)行(xing)(xing)為第一(yi)責(ze)任人的(de)職責(ze),把規范(fan)辦學(xue)行(xing)(xing)為落(luo)(luo)實(shi)(shi)(shi)到(dao)學(xue)校(xiao)(xiao)(xiao)(xiao)管(guan)理工(gong)(gong)(gong)作(zuo)(zuo)的(de)各(ge)個(ge)方面(mian)和教(jiao)育(yu)教(jiao)學(xue)的(de)各(ge)個(ge)環節,對(dui)照規范(fan)要(yao)求,嚴(yan)格(ge)(ge)督查整(zheng)治(zhi),狠(hen)抓落(luo)(luo)實(shi)(shi)(shi),不(bu)留死角。
會(hui)上,市教(jiao)育體(ti)育局(ju)職(zhi)(zhi)成科(ke)負(fu)責人吳(wu)波通(tong)報了2022年中(zhong)職(zhi)(zhi)招生、普(pu)職(zhi)(zhi)融通(tong)試點(dian)等相關工作(zuo)情況(kuang),并安排2023年全市職(zhi)(zhi)業教(jiao)育重點(dian)工作(zuo)。南(nan)江縣(xian)(xian)、恩陽區(qu)教(jiao)科(ke)體(ti)局(ju),通(tong)江縣(xian)(xian)職(zhi)(zhi)業高級中(zhong)學、巴中(zhong)市職(zhi)(zhi)業中(zhong)學、普(pu)職(zhi)(zhi)融通(tong)試點(dian)學校代表(巴州區(qu)第四中(zhong)學、平昌中(zhong)學實驗(yan)學校)作(zuo)交流發言。
