上海市認真學習貫徹(che)習近平總書(shu)記關于教(jiao)(jiao)育(yu)(yu)的重要(yao)(yao)論述、關于數(shu)字中國(guo)建設的重要(yao)(yao)指示批示精神,緊緊抓住數(shu)字教(jiao)(jiao)育(yu)(yu)發展戰(zhan)略機遇,推動(dong)信息(xi)技術融(rong)入教(jiao)(jiao)育(yu)(yu)治理和教(jiao)(jiao)育(yu)(yu)教(jiao)(jiao)學,聚焦組織領導、數(shu)字基座、典型應用、安全保障等方(fang)面(mian)多維發力(li),著(zhu)力(li)以教(jiao)(jiao)育(yu)(yu)信息(xi)化(hua)推動(dong)教(jiao)(jiao)育(yu)(yu)現代化(hua),努(nu)力(li)辦好(hao)人民滿意的教(jiao)(jiao)育(yu)(yu)。
加強組(zu)織領(ling)導,完(wan)善數(shu)(shu)(shu)字(zi)化轉(zhuan)型機制(zhi)。市(shi)(shi)委、市(shi)(shi)政(zheng)(zheng)府高度重(zhong)視教(jiao)(jiao)育(yu)(yu)數(shu)(shu)(shu)字(zi)化轉(zhuan)型工(gong)作(zuo)(zuo),成立(li)專項(xiang)工(gong)作(zuo)(zuo)領(ling)導小(xiao)組(zu),建(jian)立(li)聯席會議(yi)制(zhi)度,明確將教(jiao)(jiao)育(yu)(yu)數(shu)(shu)(shu)字(zi)化轉(zhuan)型場景建(jian)設(she)(she)作(zuo)(zuo)為重(zhong)點項(xiang)目(mu)推進。市(shi)(shi)、區分(fen)別建(jian)立(li)工(gong)作(zuo)(zuo)專班,在(zai)人(ren)才(cai)、財政(zheng)(zheng)、信(xin)息化項(xiang)目(mu)等(deng)方(fang)(fang)面(mian)給予政(zheng)(zheng)策(ce)支(zhi)持。先后實(shi)施(shi)(shi)《上(shang)海市(shi)(shi)教(jiao)(jiao)育(yu)(yu)信(xin)息化2.0行動計劃》《上(shang)海市(shi)(shi)教(jiao)(jiao)育(yu)(yu)數(shu)(shu)(shu)字(zi)化轉(zhuan)型實(shi)施(shi)(shi)方(fang)(fang)案(2021—2023)》等(deng)專項(xiang),出臺(tai)《上(shang)海市(shi)(shi)教(jiao)(jiao)育(yu)(yu)數(shu)(shu)(shu)字(zi)化轉(zhuan)型“十四(si)五(wu)”規(gui)劃》,系統部(bu)署推進教(jiao)(jiao)育(yu)(yu)數(shu)(shu)(shu)字(zi)化轉(zhuan)型工(gong)作(zuo)(zuo);各(ge)區結合市(shi)(shi)級規(gui)劃以及本區特(te)點,制(zhi)定實(shi)施(shi)(shi)方(fang)(fang)案,切實(shi)抓好各(ge)項(xiang)重(zhong)點任務落實(shi)。堅持系統推進、多方(fang)(fang)協同(tong),調動政(zheng)(zheng)產(chan)學研(yan)社(she)多方(fang)(fang)力量,支(zhi)持教(jiao)(jiao)育(yu)(yu)信(xin)息化建(jian)設(she)(she)和發展;聯合有關高校建(jian)設(she)(she)上(shang)海人(ren)工(gong)智能研(yan)究(jiu)院(yuan),協同(tong)推進教(jiao)(jiao)育(yu)(yu)數(shu)(shu)(shu)字(zi)化轉(zhuan)型理論(lun)研(yan)究(jiu)、技術攻關和實(shi)踐創新。
建好數(shu)(shu)(shu)(shu)(shu)(shu)字(zi)(zi)基(ji)(ji)座(zuo),夯實(shi)(shi)(shi)數(shu)(shu)(shu)(shu)(shu)(shu)字(zi)(zi)化(hua)(hua)轉(zhuan)型基(ji)(ji)礎。完善標(biao)準(zhun)體(ti)系,成(cheng)立教(jiao)(jiao)(jiao)育數(shu)(shu)(shu)(shu)(shu)(shu)字(zi)(zi)化(hua)(hua)轉(zhuan)型標(biao)準(zhun)委員會,發布《上海教(jiao)(jiao)(jiao)育數(shu)(shu)(shu)(shu)(shu)(shu)據(ju)管理(li)(li)(li)辦(ban)法》《教(jiao)(jiao)(jiao)育管理(li)(li)(li)基(ji)(ji)礎數(shu)(shu)(shu)(shu)(shu)(shu)據(ju)》等標(biao)準(zhun)規(gui)范。建立學(xue)生(sheng)、教(jiao)(jiao)(jiao)師、學(xue)校(xiao)(xiao)等主題數(shu)(shu)(shu)(shu)(shu)(shu)據(ju)庫,強化(hua)(hua)市、區、校(xiao)(xiao)一體(ti)化(hua)(hua)數(shu)(shu)(shu)(shu)(shu)(shu)據(ju)標(biao)準(zhun),促進教(jiao)(jiao)(jiao)育數(shu)(shu)(shu)(shu)(shu)(shu)據(ju)的(de)歸集、共(gong)享(xiang)。強化(hua)(hua)互(hu)(hu)(hu)聯互(hu)(hu)(hu)通(tong),建設開(kai)放(fang)共(gong)享(xiang)、數(shu)(shu)(shu)(shu)(shu)(shu)據(ju)互(hu)(hu)(hu)通(tong)、技術集成(cheng)、應(ying)用(yong)協同(tong)、交互(hu)(hu)(hu)可(ke)用(yong)的(de)教(jiao)(jiao)(jiao)育數(shu)(shu)(shu)(shu)(shu)(shu)字(zi)(zi)基(ji)(ji)座(zuo),實(shi)(shi)(shi)現(xian)市、區、校(xiao)(xiao)三級(ji)貫通(tong),各(ge)級(ji)各(ge)類(lei)應(ying)用(yong)系統(tong)(tong)互(hu)(hu)(hu)聯互(hu)(hu)(hu)通(tong)。通(tong)過(guo)統(tong)(tong)一數(shu)(shu)(shu)(shu)(shu)(shu)據(ju)標(biao)準(zhun)、統(tong)(tong)一數(shu)(shu)(shu)(shu)(shu)(shu)據(ju)管理(li)(li)(li)、統(tong)(tong)一安全(quan)防范,實(shi)(shi)(shi)現(xian)全(quan)市教(jiao)(jiao)(jiao)師、學(xue)生(sheng)、行政(zheng)管理(li)(li)(li)等數(shu)(shu)(shu)(shu)(shu)(shu)字(zi)(zi)空間全(quan)連接,為教(jiao)(jiao)(jiao)育數(shu)(shu)(shu)(shu)(shu)(shu)字(zi)(zi)化(hua)(hua)轉(zhuan)型奠定堅實(shi)(shi)(shi)基(ji)(ji)礎。推進業(ye)務(wu)流程再造,實(shi)(shi)(shi)現(xian)教(jiao)(jiao)(jiao)育政(zheng)務(wu)服務(wu)一網通(tong)辦(ban)、全(quan)程網辦(ban)。通(tong)過(guo)電子證照調用(yong),推出統(tong)(tong)一入學(xue)報名、學(xue)生(sheng)資助(zhu)免(mian)申即享(xiang)、應(ying)屆(jie)畢業(ye)生(sheng)落戶、校(xiao)(xiao)車審(shen)批一件事(shi)等高頻服務(wu)事(shi)項,實(shi)(shi)(shi)現(xian)讓(rang)數(shu)(shu)(shu)(shu)(shu)(shu)據(ju)多跑(pao)路、群眾少(shao)跑(pao)腿(tui)。創(chuang)新建設發展模式,鼓勵(li)區教(jiao)(jiao)(jiao)育局統(tong)(tong)籌(chou)建設區級(ji)數(shu)(shu)(shu)(shu)(shu)(shu)字(zi)(zi)基(ji)(ji)座(zuo)和教(jiao)(jiao)(jiao)育應(ying)用(yong)管理(li)(li)(li)平(ping)臺(tai),支持(chi)社會企業(ye)參與,學(xue)校(xiao)(xiao)可(ke)采取購買(mai)服務(wu)方式建設數(shu)(shu)(shu)(shu)(shu)(shu)字(zi)(zi)校(xiao)(xiao)園,不斷提高支撐信息化(hua)(hua)教(jiao)(jiao)(jiao)學(xue)的(de)運維(wei)和保障能力。
