全市2023年職業教育工作會議暨普職融通推進會召開

4月(yue)7日,全市2023年職(zhi)業(ye)(ye)(ye)教(jiao)育(yu)(yu)(yu)工(gong)作(zuo)會議暨(ji)普職(zhi)融通(tong)推進會在(zai)巴中市職(zhi)業(ye)(ye)(ye)中學召開,傳達(da)學習全省職(zhi)業(ye)(ye)(ye)教(jiao)育(yu)(yu)(yu)工(gong)作(zuo)會議暨(ji)辦學條件達(da)標工(gong)程部(bu)署(shu)會精神,全面總(zong)結(jie)2022年全市職(zhi)業(ye)(ye)(ye)教(jiao)育(yu)(yu)(yu)工(gong)作(zuo)成績,分析當(dang)前職(zhi)業(ye)(ye)(ye)教(jiao)育(yu)(yu)(yu)工(gong)作(zuo)面臨的(de)形勢,研究(jiu)部(bu)署(shu)下一步重(zhong)點(dian)任務(wu)。

市(shi)教育(yu)(yu)體育(yu)(yu)局黨組(zu)成(cheng)員、副局長崔洪文出席(xi)會議并(bing)講(jiang)話,市(shi)紀委(wei)監(jian)委(wei)駐局紀檢監(jian)察組(zu)副組(zu)長張瑞海就規范辦學(xue)行為(wei)作要求,市(shi)教育(yu)(yu)體育(yu)(yu)局職成(cheng)科負(fu)責人(ren)吳波(bo)主持會議。

會議指出,市委(wei)、市政(zheng)府堅持把職(zhi)(zhi)(zhi)業(ye)教(jiao)育(yu)(yu)(yu)工(gong)(gong)作(zuo)列入(ru)重要議事日(ri)程(cheng)(cheng),在(zai)全(quan)(quan)市上(shang)下凝心聚力(li)、各地(di)各校共同努(nu)力(li)下,2022年(nian)(nian)(nian)(nian)職(zhi)(zhi)(zhi)業(ye)教(jiao)育(yu)(yu)(yu)領域(yu)取(qu)得了(le)(le)顯(xian)(xian)(xian)著成(cheng)效。一(yi)是(shi)發(fa)展地(di)位更加凸顯(xian)(xian)(xian)。以市政(zheng)府名(ming)(ming)義印發(fa)了(le)(le)《巴中(zhong)(zhong)市推(tui)動職(zhi)(zhi)(zhi)業(ye)教(jiao)育(yu)(yu)(yu)高(gao)(gao)質量(liang)(liang)發(fa)展實施方案》,高(gao)(gao)規格召開(kai)了(le)(le)全(quan)(quan)市職(zhi)(zhi)(zhi)業(ye)教(jiao)育(yu)(yu)(yu)大(da)(da)會,形成(cheng)了(le)(le)“政(zheng)府統籌”推(tui)動職(zhi)(zhi)(zhi)業(ye)教(jiao)育(yu)(yu)(yu)發(fa)展的(de)工(gong)(gong)作(zuo)格局。二是(shi)目標任務全(quan)(quan)面超額(e)完成(cheng)。2022年(nian)(nian)(nian)(nian),按照(zhao)“擴容、提(ti)質、貫(guan)通、融(rong)合”發(fa)展思路,撤銷“空小散弱”中(zhong)(zhong)職(zhi)(zhi)(zhi)學(xue)(xue)(xue)(xue)(xue)校5所,中(zhong)(zhong)職(zhi)(zhi)(zhi)招(zhao)送生1.6余(yu)萬(wan)人,占(zhan)比52.62%,超幅(fu)名(ming)(ming)列全(quan)(quan)省(sheng)(sheng)第(di)二名(ming)(ming)。三(san)是(shi)辦(ban)(ban)學(xue)(xue)(xue)(xue)(xue)條件持續(xu)改(gai)善。全(quan)(quan)市職(zhi)(zhi)(zhi)業(ye)教(jiao)育(yu)(yu)(yu)現(xian)有設(she)施設(she)備價值2.2億余(yu)元,2022年(nian)(nian)(nian)(nian)投入(ru)4800余(yu)萬(wan)元,較(jiao)2021年(nian)(nian)(nian)(nian)增幅(fu)20%,新增學(xue)(xue)(xue)(xue)(xue)位2800余(yu)個(ge),基(ji)礎建(jian)設(she)逐步加強(qiang);2022年(nian)(nian)(nian)(nian)爭(zheng)取(qu)國、省(sheng)(sheng)職(zhi)(zhi)(zhi)業(ye)教(jiao)育(yu)(yu)(yu)質量(liang)(liang)提(ti)升計劃資(zi)金2578余(yu)萬(wan)元,爭(zheng)取(qu)省(sheng)(sheng)級三(san)名(ming)(ming)工(gong)(gong)程(cheng)(cheng)專(zhuan)項(xiang)資(zi)金3300萬(wan)元,向上(shang)爭(zheng)取(qu)效果(guo)顯(xian)(xian)(xian)著。四是(shi)內涵建(jian)設(she)穩步提(ti)升。在(zai)2022年(nian)(nian)(nian)(nian)教(jiao)師教(jiao)學(xue)(xue)(xue)(xue)(xue)能(neng)力(li)大(da)(da)賽中(zhong)(zhong)獲得國家(jia)級1項(xiang)、省(sheng)(sheng)級12項(xiang),質量(liang)(liang)、數量(liang)(liang)破歷史新高(gao)(gao);全(quan)(quan)市職(zhi)(zhi)(zhi)教(jiao)對(dui)口考(kao)試上(shang)線率98.58%;省(sheng)(sheng)級“雙示(shi)范(fan)(fan)”工(gong)(gong)作(zuo)順(shun)利(li)(li)推(tui)進(jin),成(cheng)功立(li)項(xiang)建(jian)設(she)省(sheng)(sheng)級“三(san)名(ming)(ming)工(gong)(gong)程(cheng)(cheng)”學(xue)(xue)(xue)(xue)(xue)校2所,示(shi)范(fan)(fan)引領作(zuo)用(yong)進(jin)一(yi)步凸顯(xian)(xian)(xian);五是(shi)規范(fan)(fan)治(zhi)理初顯(xian)(xian)(xian)成(cheng)效。為切(qie)實規范(fan)(fan)職(zhi)(zhi)(zhi)業(ye)學(xue)(xue)(xue)(xue)(xue)校辦(ban)(ban)學(xue)(xue)(xue)(xue)(xue)行為,維護教(jiao)育(yu)(yu)(yu)公平和(he)安全(quan)(quan)穩定,開(kai)展了(le)(le)職(zhi)(zhi)(zhi)業(ye)學(xue)(xue)(xue)(xue)(xue)校辦(ban)(ban)學(xue)(xue)(xue)(xue)(xue)突(tu)出問題(ti)專(zhuan)項(xiang)整(zheng)治(zhi)、校風學(xue)(xue)(xue)(xue)(xue)風整(zheng)頓工(gong)(gong)作(zuo),圍繞違(wei)規招(zhao)生、違(wei)規組織實習等(deng)7個(ge)板塊46個(ge)問題(ti)進(jin)行督查整(zheng)改(gai),發(fa)現(xian)問題(ti)9個(ge),校風學(xue)(xue)(xue)(xue)(xue)風整(zheng)頓工(gong)(gong)作(zuo)順(shun)利(li)(li)推(tui)進(jin),中(zhong)(zhong)職(zhi)(zhi)(zhi)學(xue)(xue)(xue)(xue)(xue)校辦(ban)(ban)學(xue)(xue)(xue)(xue)(xue)治(zhi)校能(neng)力(li)進(jin)一(yi)步提(ti)升。

會議(yi)強調,今年要緊(jin)緊(jin)圍繞“夯基礎、推達標(biao)、提質量、抓規范、促改革、強服務”的(de)發展思路,以“五大工程”為重(zhong)點,全面(mian)推進職業(ye)教(jiao)育提質培(pei)優。

(一)實施“達標(biao)(biao)工(gong)程”,改善辦(ban)(ban)學(xue)條件。以職(zhi)業(ye)學(xue)校(xiao)(xiao)達標(biao)(biao)工(gong)程為契(qi)機奮力追趕,全面摸清學(xue)校(xiao)(xiao)基礎底(di)數和動態變化(hua)的情況,聚焦職(zhi)業(ye)學(xue)校(xiao)(xiao)達標(biao)(biao)工(gong)程9個關(guan)鍵指標(biao)(biao)分(fen)步(bu)推(tui)進,加強組(zu)織領(ling)導,落實各(ge)地各(ge)校(xiao)(xiao)相應主(zhu)體(ti)責(ze)任,堅(jian)持補齊缺口(kou)與(yu)優(you)化(hua)提升辦(ban)(ban)學(xue)能力相結合,合理推(tui)動建設,全面提升職(zhi)業(ye)學(xue)校(xiao)(xiao)辦(ban)(ban)學(xue)水平(ping)。

(二)實施“固(gu)基工程”,抓好招(zhao)生(sheng)(sheng)(sheng)工作(zuo)。持(chi)續(xu)加大(da)力度,不(bu)折不(bu)扣繼續(xu)抓好中職招(zhao)生(sheng)(sheng)(sheng)工作(zuo),提(ti)高站位(wei),樹立(li)學(xue)校(xiao)大(da)宣(xuan)傳的(de)工作(zuo)理念,結合各(ge)宣(xuan)傳階段特點組織形式多樣的(de)“線上線下”宣(xuan)傳活動(dong),各(ge)職業(ye)學(xue)校(xiao)要儲備足(zu)夠的(de)學(xue)位(wei),早(zao)動(dong)員(yuan)、早(zao)安排、早(zao)部署中職招(zhao)生(sheng)(sheng)(sheng)相關工作(zuo),確(que)保招(zhao)得(de)(de)進來、留(liu)得(de)(de)住、學(xue)得(de)(de)好。同時,各(ge)地各(ge)校(xiao)要嚴格(ge)規范招(zhao)生(sheng)(sheng)(sheng)行(xing)為,嚴格(ge)執行(xing)省教育廳“五(wu)禁五(wu)不(bu)”招(zhao)生(sheng)(sheng)(sheng)規定。

(三)實施“提(ti)質工(gong)程(cheng)”,加強(qiang)內涵建設。各地各校要立足于(yu)自身(shen)的辦學(xue)(xue)(xue)(xue)資源和(he)辦學(xue)(xue)(xue)(xue)抉擇,面向區(qu)域和(he)行業(ye)重(zhong)點產(chan)業(ye),服務地方(fang)(fang)經濟和(he)產(chan)業(ye)發展的方(fang)(fang)向,統籌專業(ye)設置(zhi),強(qiang)化專業(ye)建設;高質量推進省(sheng)級“三名工(gong)程(cheng)”學(xue)(xue)(xue)(xue)校建設工(gong)作,做好年度績效評價迎檢(jian)工(gong)作;逐步提(ti)升教育教研(yan)水平,辦好“2023年全市中職(zhi)學(xue)(xue)(xue)(xue)校學(xue)(xue)(xue)(xue)生技(ji)能大賽”等相關賽事活(huo)動(dong),推進中職(zhi)學(xue)(xue)(xue)(xue)校信息管理系(xi)統數據填報(bao)工(gong)作及年度質量報(bao)告制(zhi)度。

(四(si))實施(shi)“培優工程(cheng)”,提(ti)(ti)升(sheng)(sheng)(sheng)教(jiao)育質量。推動中職(zhi)學(xue)(xue)(xue)校(xiao)多樣(yang)化發展,從單純“以就業(ye)為導向(xiang)”轉變為“就業(ye)與升(sheng)(sheng)(sheng)學(xue)(xue)(xue)并(bing)重”,建(jian)立職(zhi)教(jiao)品(pin)牌,打(da)造(zao)“優質專(zhuan)業(ye)”,建(jian)設(she)(she)一批優質專(zhuan)業(ye)(群)、實訓基地、精品(pin)課程(cheng),形成“一校(xiao)一品(pin)”;提(ti)(ti)升(sheng)(sheng)(sheng)師資水平,培育“優秀名師”,推動職(zhi)業(ye)教(jiao)育教(jiao)師隊伍(wu)建(jian)設(she)(she)持(chi)續健康發展;提(ti)(ti)高育人質量,培養“優秀人才”,各地各校(xiao)要使大(da)力氣培養學(xue)(xue)(xue)生,想(xiang)法(fa)設(she)(she)法(fa)讓(rang)學(xue)(xue)(xue)生有(you)好(hao)出路,全面提(ti)(ti)升(sheng)(sheng)(sheng)學(xue)(xue)(xue)生的綜合素質。

(五)實施“融通(tong)(tong)工程(cheng)(cheng)”,構建(jian)多元(yuan)發展(zhan)。以校企合作(zuo)為(wei)抓手(shou)推進(jin)(jin)產(chan)教(jiao)(jiao)(jiao)融合,科學設置專業(ye),強化項目引(yin)領,支(zhi)持(chi)企業(ye)與中職學校合作(zuo),共(gong)同推動(dong)校企協調育(yu)人,進(jin)(jin)一步(bu)深化產(chan)教(jiao)(jiao)(jiao)融合、校企合作(zuo);堅持(chi)以“資源共(gong)享、課程(cheng)(cheng)共(gong)建(jian)、教(jiao)(jiao)(jiao)師互(hu)動(dong)、學籍互(hu)轉”為(wei)重點,建(jian)立(li)普通(tong)(tong)教(jiao)(jiao)(jiao)育(yu)與職業(ye)教(jiao)(jiao)(jiao)育(yu)融合銜(xian)接、互(hu)相貫通(tong)(tong)、多元(yuan)立(li)交的(de)人才培(pei)養(yang)機制,促進(jin)(jin)學生多元(yuan)化成(cheng)長。

會議要求,全(quan)市(shi)職(zhi)教(jiao)(jiao)(jiao)(jiao)系(xi)統要認(ren)真落(luo)實(shi)(shi)(shi)(shi)(shi)“以案促(cu)(cu)(cu)改”專項(xiang)(xiang)工(gong)(gong)作(zuo)相關要求,切實(shi)(shi)(shi)(shi)(shi)提高政治站位,常態化開展(zhan)規(gui)(gui)范(fan)(fan)(fan)辦學(xue)(xue)(xue)專項(xiang)(xiang)整(zheng)治工(gong)(gong)作(zuo)。一是(shi)(shi)認(ren)識到(dao)(dao)位,充分(fen)認(ren)識規(gui)(gui)范(fan)(fan)(fan)辦學(xue)(xue)(xue)行(xing)(xing)為(wei)是(shi)(shi)促(cu)(cu)(cu)進(jin)學(xue)(xue)(xue)生(sheng)(sheng)全(quan)面(mian)發(fa)展(zhan)的(de)基礎工(gong)(gong)程,是(shi)(shi)促(cu)(cu)(cu)進(jin)學(xue)(xue)(xue)校教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)優(you)質發(fa)展(zhan)的(de)迫切任(ren)務,是(shi)(shi)推進(jin)學(xue)(xue)(xue)校持(chi)續發(fa)展(zhan)、科(ke)學(xue)(xue)(xue)發(fa)展(zhan)的(de)主(zhu)要抓(zhua)手。二是(shi)(shi)措(cuo)施到(dao)(dao)位,各(ge)(ge)中職(zhi)學(xue)(xue)(xue)校要嚴(yan)格落(luo)實(shi)(shi)(shi)(shi)(shi)省、市(shi)高中教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)階段(duan)招(zhao)(zhao)生(sheng)(sheng)的(de)有(you)關規(gui)(gui)定(ding),加(jia)強(qiang)(qiang)招(zhao)(zhao)生(sheng)(sheng)管(guan)理(li),嚴(yan)格規(gui)(gui)范(fan)(fan)(fan)招(zhao)(zhao)生(sheng)(sheng)秩序,任(ren)何學(xue)(xue)(xue)校不(bu)得(de)違規(gui)(gui)招(zhao)(zhao)生(sheng)(sheng)宣傳,嚴(yan)格執(zhi)行(xing)(xing)招(zhao)(zhao)生(sheng)(sheng)紀律(lv)要求,實(shi)(shi)(shi)(shi)(shi)施“陽光招(zhao)(zhao)生(sheng)(sheng)”政策,確(que)保招(zhao)(zhao)生(sheng)(sheng)工(gong)(gong)作(zuo)公平、公正(zheng);完(wan)善機(ji)制(zhi),規(gui)(gui)范(fan)(fan)(fan)實(shi)(shi)(shi)(shi)(shi)習,落(luo)實(shi)(shi)(shi)(shi)(shi)實(shi)(shi)(shi)(shi)(shi)習保障(zhang)措(cuo)施、建立完(wan)善校企(qi)聯系(xi)制(zhi)度、明確(que)實(shi)(shi)(shi)(shi)(shi)習期間教(jiao)(jiao)(jiao)(jiao)學(xue)(xue)(xue)任(ren)務、加(jia)強(qiang)(qiang)教(jiao)(jiao)(jiao)(jiao)學(xue)(xue)(xue)組(zu)織管(guan)理(li)和安全(quan)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)等(deng)多(duo)個方面(mian)工(gong)(gong)作(zuo),強(qiang)(qiang)化學(xue)(xue)(xue)校常規(gui)(gui)管(guan)理(li),杜絕“亂象(xiang)”。三是(shi)(shi)責(ze)任(ren)到(dao)(dao)位,教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)行(xing)(xing)政主(zhu)管(guan)部門要嚴(yan)負(fu)(fu)其責(ze)、嚴(yan)管(guan)所轄,切實(shi)(shi)(shi)(shi)(shi)擔負(fu)(fu)起主(zhu)責(ze)主(zhu)業,強(qiang)(qiang)化管(guan)理(li)監督,切實(shi)(shi)(shi)(shi)(shi)履行(xing)(xing)規(gui)(gui)范(fan)(fan)(fan)學(xue)(xue)(xue)校辦學(xue)(xue)(xue)行(xing)(xing)為(wei)第一責(ze)任(ren)人的(de)職(zhi)責(ze),把規(gui)(gui)范(fan)(fan)(fan)辦學(xue)(xue)(xue)行(xing)(xing)為(wei)落(luo)實(shi)(shi)(shi)(shi)(shi)到(dao)(dao)學(xue)(xue)(xue)校管(guan)理(li)工(gong)(gong)作(zuo)的(de)各(ge)(ge)個方面(mian)和教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)教(jiao)(jiao)(jiao)(jiao)學(xue)(xue)(xue)的(de)各(ge)(ge)個環節(jie),對(dui)照規(gui)(gui)范(fan)(fan)(fan)要求,嚴(yan)格督查整(zheng)治,狠(hen)抓(zhua)落(luo)實(shi)(shi)(shi)(shi)(shi),不(bu)留死角。

會(hui)上,市教(jiao)育(yu)體(ti)育(yu)局職(zhi)(zhi)(zhi)成科負責人吳波通(tong)報了2022年中(zhong)(zhong)職(zhi)(zhi)(zhi)招(zhao)生、普職(zhi)(zhi)(zhi)融通(tong)試點(dian)等相(xiang)關工作情況,并安(an)排(pai)2023年全市職(zhi)(zhi)(zhi)業教(jiao)育(yu)重點(dian)工作。南江縣、恩陽區教(jiao)科體(ti)局,通(tong)江縣職(zhi)(zhi)(zhi)業高級中(zhong)(zhong)學、巴中(zhong)(zhong)市職(zhi)(zhi)(zhi)業中(zhong)(zhong)學、普職(zhi)(zhi)(zhi)融通(tong)試點(dian)學校代表(巴州區第四中(zhong)(zhong)學、平昌中(zhong)(zhong)學實驗學校)作交流(liu)發(fa)言(yan)。
