破除人才評價的障礙和藩籬
糾(jiu)正唯學(xue)歷、唯資歷、唯論文、唯獎項傾(qing)向,下大力(li)解決人(ren)(ren)(ren)(ren)(ren)(ren)才(cai)(cai)評(ping)價(jia)(jia)中(zhong)存(cun)在的評(ping)價(jia)(jia)標準單一、評(ping)價(jia)(jia)社(she)會化程(cheng)度不高、用人(ren)(ren)(ren)(ren)(ren)(ren)主體自主權落(luo)實(shi)不夠等(deng)突(tu)出(chu)問題。堅持分類評(ping)價(jia)(jia)人(ren)(ren)(ren)(ren)(ren)(ren)才(cai)(cai)。以(yi)職(zhi)業屬性(xing)和(he)崗位要(yao)求(qiu)為(wei)基礎,建(jian)立健全(quan)(quan)涵蓋(gai)品德、知識、能力(li)、業績和(he)貢獻等(deng)要(yao)素(su),分行(xing)業、分層(ceng)次的人(ren)(ren)(ren)(ren)(ren)(ren)才(cai)(cai)評(ping)價(jia)(jia)標準和(he)操作辦法,并在實(shi)踐(jian)中(zhong)不斷加以(yi)完善、拓展,逐步(bu)實(shi)現(xian)人(ren)(ren)(ren)(ren)(ren)(ren)才(cai)(cai)領域(yu)分類評(ping)價(jia)(jia)全(quan)(quan)覆蓋(gai)。科學(xue)設(she)置評(ping)價(jia)(jia)周(zhou)期。遵循不同(tong)類型(xing)人(ren)(ren)(ren)(ren)(ren)(ren)才(cai)(cai)成長發展規律,合(he)(he)理設(she)置評(ping)價(jia)(jia)考(kao)核周(zhou)期,注重過程(cheng)評(ping)價(jia)(jia)和(he)結(jie)(jie)果評(ping)價(jia)(jia)、短期評(ping)價(jia)(jia)和(he)長期評(ping)價(jia)(jia)相結(jie)(jie)合(he)(he),適當延長基礎研(yan)究(jiu)人(ren)(ren)(ren)(ren)(ren)(ren)才(cai)(cai)、青年人(ren)(ren)(ren)(ren)(ren)(ren)才(cai)(cai)等(deng)評(ping)價(jia)(jia)考(kao)核周(zhou)期,鼓勵持續研(yan)究(jiu)和(he)長期積(ji)累。拓展人(ren)(ren)(ren)(ren)(ren)(ren)才(cai)(cai)評(ping)價(jia)(jia)范圍。打破國籍、地域(yu)、身份藩籬(li),吸納非(fei)公(gong)經(jing)濟(ji)和(he)社(she)會組織(zhi)以(yi)及自由(you)職(zhi)業、新興領域(yu)人(ren)(ren)(ren)(ren)(ren)(ren)才(cai)(cai)參(can)加評(ping)價(jia)(jia),把各(ge)方(fang)面優秀人(ren)(ren)(ren)(ren)(ren)(ren)才(cai)(cai)集聚到新時代全(quan)(quan)面建(jian)設(she)經(jing)濟(ji)強(qiang)省(sheng)、美麗河(he)北實(shi)踐(jian)中(zhong)來(lai)。
