問:《任務》出臺的背景是什么?

教(jiao)育(yu)部(bu)高(gao)度重視學(xue)(xue)(xue)習(xi)(xi)型社(she)會建(jian)設(she)(she)。近年(nian)(nian)來(lai)會同有關部(bu)門(men)出(chu)臺了(le)(le)(le)高(gao)校學(xue)(xue)(xue)歷繼(ji)續教(jiao)育(yu)改革、規范高(gao)校非學(xue)(xue)(xue)歷教(jiao)育(yu),加強老年(nian)(nian)教(jiao)育(yu)、社(she)區(qu)教(jiao)育(yu)、學(xue)(xue)(xue)習(xi)(xi)型城市建(jian)設(she)(she)等(deng)(deng)方(fang)面的政策(ce)文(wen)件(jian),成(cheng)立了(le)(le)(le)國家老年(nian)(nian)大學(xue)(xue)(xue),持續舉辦“全民終(zhong)身學(xue)(xue)(xue)習(xi)(xi)活動(dong)周”,開展“全民數字素養與技能提升(sheng)行動(dong)”等(deng)(deng),并于今年(nian)(nian)啟動(dong)實施(shi)了(le)(le)(le)“學(xue)(xue)(xue)習(xi)(xi)型社(she)會建(jian)設(she)(she)和國家教(jiao)育(yu)數字化戰略工程(cheng)”,完成(cheng)了(le)(le)(le)《學(xue)(xue)(xue)習(xi)(xi)型社(she)會建(jian)設(she)(she)推進工程(cheng)行動(dong)實施(shi)方(fang)案(an)》研制工作。以(yi)上(shang)舉措為《任務》部(bu)署明確(que)了(le)(le)(le)方(fang)向(xiang),奠定了(le)(le)(le)基礎,提供(gong)了(le)(le)(le)有力支(zhi)撐,營造了(le)(le)(le)良(liang)好氛圍。
問:請您簡要介紹一下《任務》的研制過程?
答:教育部(bu)高度重視《任務》研(yan)(yan)制工作(zuo),按照任務領域分別成立工作(zuo)專(zhuan)班(ban),并先后組織(zhi)專(zhuan)家赴上海、浙江(jiang)、江(jiang)蘇等地調(diao)研(yan)(yan),多次組織(zhi)召開調(diao)研(yan)(yan)座談(tan)會(hui)(hui),聽取地方教育部(bu)門、院校、研(yan)(yan)究(jiu)機構、社會(hui)(hui)團體意見建(jian)議。通(tong)過整理分析實地調(diao)研(yan)(yan)和座談(tan)調(diao)研(yan)(yan)情況,全面(mian)總(zong)結梳理已有工作(zuo)基礎和差(cha)距,了解掌握各(ge)方需求,形成相關調(diao)研(yan)(yan)報告。
結(jie)合(he)調研情況,并綜合(he)考慮(lv)教(jiao)(jiao)(jiao)育(yu)強國(guo)建(jian)(jian)(jian)設(she)整體規劃,對標對表習(xi)近平(ping)總書記的重要指示要求,確定了加強新(xin)(xin)時代學(xue)習(xi)型城市建(jian)(jian)(jian)設(she)、推(tui)(tui)(tui)進(jin)縣域社區(qu)學(xue)習(xi)中心建(jian)(jian)(jian)設(she)、推(tui)(tui)(tui)進(jin)學(xue)歷(li)繼續教(jiao)(jiao)(jiao)育(yu)教(jiao)(jiao)(jiao)學(xue)改革創(chuang)新(xin)(xin)、推(tui)(tui)(tui)進(jin)非學(xue)歷(li)教(jiao)(jiao)(jiao)育(yu)改革創(chuang)新(xin)(xin)、探索三教(jiao)(jiao)(jiao)統籌(chou)協同創(chuang)新(xin)(xin)路(lu)徑、國(guo)家(jia)老年大學(xue)建(jian)(jian)(jian)設(she)項目、廣(guang)(guang)泛開展全民終身學(xue)習(xi)活動、繼續教(jiao)(jiao)(jiao)育(yu)領域數字化大學(xue)建(jian)(jian)(jian)設(she)等八(ba)大任(ren)務(wu)和“廣(guang)(guang)泛征集、培育(yu)為主、重在建(jian)(jian)(jian)設(she)、成果推(tui)(tui)(tui)廣(guang)(guang)”的推(tui)(tui)(tui)進(jin)思路(lu)。研制形(xing)成的《任(ren)務(wu)》初(chu)稿面向全國(guo)各(ge)省級教(jiao)(jiao)(jiao)育(yu)部門以及(ji)相關學(xue)校、專家(jia)等廣(guang)(guang)泛征求意(yi)(yi)見建(jian)(jian)(jian)議,并在修改完善基礎上進(jin)一步征求相關部委意(yi)(yi)見。綜合(he)各(ge)方意(yi)(yi)見后(hou),形(xing)成了當前印發的《任(ren)務(wu)》。
問:請您簡要介紹一下《任務》部署的總體思路和原則?
答:《任務》部署建(jian)立在學習(xi)型(xing)社(she)會(hui)圖景的繪制(zhi)基礎之上。經綜合(he)分析我(wo)(wo)國(guo)(guo)經濟社(she)會(hui)發展(zhan)水平、人口規模結(jie)構變化(hua)和教(jiao)育強國(guo)(guo)建(jian)設進展(zhan),參考聯合(he)國(guo)(guo)教(jiao)科文(wen)組織的學習(xi)型(xing)城(cheng)市關鍵特征框架(jia),我(wo)(wo)們設計了以中國(guo)(guo)亭子為原型(xing)的學習(xi)型(xing)社(she)會(hui)圖景。
基于學(xue)習(xi)(xi)型社(she)(she)會建設(she)圖(tu)景(jing),《任務(wu)》堅持系統(tong)(tong)思維(wei)、問(wen)題(ti)導向(xiang)、育人本質,圍(wei)繞(rao)學(xue)習(xi)(xi)型社(she)(she)會建設(she)的(de)重點領域和人群,統(tong)(tong)籌學(xue)歷繼續教育和非學(xue)歷教育,以服務(wu)學(xue)習(xi)(xi)者終身學(xue)習(xi)(xi)為中心的(de)縱向(xiang)推進(jin)與以城(cheng)市為節點、城(cheng)鄉一(yi)體的(de)橫向(xiang)推進(jin)相結合,按(an)照(zhao)“廣泛征集、培育為主(zhu)、重在(zai)建設(she)、成果推廣”的(de)思路進(jin)行部署(shu),加快推進(jin)學(xue)習(xi)(xi)型社(she)(she)會建設(she)。
《任務》把教(jiao)育(yu)(yu)數字化(hua)(hua)作為推(tui)(tui)進(jin)學(xue)習(xi)(xi)型社(she)會建(jian)設的“倍增器”,聚焦關(guan)鍵(jian)單元和重點群(qun)體(ti),點線面結合(he)、近(jin)中遠統籌,推(tui)(tui)動各種教(jiao)育(yu)(yu)類型、資源、要素(su)多元結合(he),調(diao)動社(she)會上(shang)一切可利(li)用的學(xue)習(xi)(xi)資源,打通家庭教(jiao)育(yu)(yu)、學(xue)校教(jiao)育(yu)(yu)、社(she)會教(jiao)育(yu)(yu)各環節,完善政府(fu)統籌、教(jiao)育(yu)(yu)牽頭、部門協同、社(she)會參與的全民(min)終身(shen)學(xue)習(xi)(xi)推(tui)(tui)進(jin)機制,構(gou)建(jian)網絡(luo)化(hua)(hua)、數字化(hua)(hua)、個性化(hua)(hua)、終身(shen)化(hua)(hua)的教(jiao)育(yu)(yu)體(ti)系(xi),構(gou)建(jian)人人皆(jie)學(xue)、處處能學(xue)、時時可學(xue)的終身(shen)學(xue)習(xi)(xi)服務體(ti)系(xi),為教(jiao)育(yu)(yu)強國建(jian)設提供有(you)力支撐。
