“十四五”特殊教育發展提升行動計劃

特殊(shu)(shu)(shu)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)主要(yao)是(shi)面(mian)向視(shi)力(li)(li)、聽力(li)(li)、言語、肢體、智力(li)(li)、精神、多(duo)重(zhong)殘疾以及(ji)其(qi)他有(you)特殊(shu)(shu)(shu)需要(yao)的(de)兒童青少(shao)年提(ti)供的(de)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu),是(shi)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)事業(ye)的(de)重(zhong)要(yao)組成部(bu)分,是(shi)建設高(gao)質(zhi)量(liang)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)體系的(de)重(zhong)要(yao)內容,是(shi)衡(heng)(heng)量(liang)社會(hui)文明進步的(de)重(zhong)要(yao)標志。黨(dang)中(zhong)央、國(guo)務院高(gao)度重(zhong)視(shi)特殊(shu)(shu)(shu)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu),黨(dang)的(de)十八大以來(lai),國(guo)家組織(zhi)實施了(le)兩期(qi)特殊(shu)(shu)(shu)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)提(ti)升計(ji)劃(hua),特殊(shu)(shu)(shu)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)普及(ji)水(shui)平(ping)、保障(zhang)條件(jian)和教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)質(zhi)量(liang)得到(dao)顯(xian)著提(ti)升,但還存在發(fa)展(zhan)不(bu)平(ping)衡(heng)(heng)不(bu)充分等問題(ti),仍是(shi)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)領域的(de)薄(bo)弱環節。為(wei)認真貫徹黨(dang)中(zhong)央、國(guo)務院決策部(bu)署,推動特殊(shu)(shu)(shu)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)高(gao)質(zhi)量(liang)發(fa)展(zhan),特制定本計(ji)劃(hua)。
一、總體要求
(一)指(zhi)(zhi)導思(si)想(xiang)(xiang)。以習近平新時代中(zhong)國特(te)色社(she)會主義思(si)想(xiang)(xiang)為(wei)指(zhi)(zhi)導,深入貫(guan)徹落實黨的(de)十九大和十九屆歷次全(quan)(quan)會精神,全(quan)(quan)面貫(guan)徹黨的(de)教(jiao)育(yu)(yu)方針,落實立德樹人根本任(ren)務(wu),遵循特(te)殊教(jiao)育(yu)(yu)規律,以適(shi)宜(yi)融合(he)(he)為(wei)目(mu)標,按照拓展(zhan)學段服務(wu)、推(tui)進融合(he)(he)教(jiao)育(yu)(yu)、提升支撐能力(li)的(de)基本思(si)路,加快健全(quan)(quan)特(te)殊教(jiao)育(yu)(yu)體系,不斷(duan)完善特(te)殊教(jiao)育(yu)(yu)保(bao)障機(ji)制,全(quan)(quan)面提高(gao)特(te)殊教(jiao)育(yu)(yu)質量,促進殘(can)疾兒童(tong)青(qing)少(shao)年(nian)(nian)自(zi)尊、自(zi)信、自(zi)強、自(zi)立,實現(xian)最大限(xian)度的(de)發展(zhan),切實增強殘(can)疾兒童(tong)青(qing)少(shao)年(nian)(nian)家(jia)庭福祉,努力(li)使殘(can)疾兒童(tong)青(qing)少(shao)年(nian)(nian)成長為(wei)國家(jia)有用之(zhi)才(cai)。
(二)基本(ben)原則。
——堅持(chi)政(zheng)府主導(dao)、特教(jiao)特辦。落實政(zheng)府主體(ti)責任(ren),加強特殊教(jiao)育(yu)統(tong)籌規劃(hua)和條件保(bao)障,加大(da)政(zheng)策、資(zi)金、項(xiang)目向特殊教(jiao)育(yu)傾斜力(li)度,在(zai)普惠政(zheng)策基礎上給予特別扶持(chi),補(bu)齊發展短板(ban)。
——堅(jian)持精(jing)準施策、分類(lei)推進。根據不(bu)同(tong)地區經濟發展、人口分布等情況,因地制宜,合理(li)布局,統籌推進區域內特殊(shu)教育改革發展。針對不(bu)同(tong)類(lei)別(bie)、不(bu)同(tong)程度、不(bu)同(tong)年(nian)齡殘疾兒童青少(shao)年(nian)的需要,科學評估(gu)、合理(li)安置、分類(lei)施教。
——堅持促(cu)進公平、實(shi)(shi)現共享(xiang)。切實(shi)(shi)保障殘疾兒(er)(er)童(tong)青(qing)少年平等接受(shou)教育(yu)的權利,做到有(you)教無(wu)類,促(cu)進他們共享(xiang)發展成果,讓每一名(ming)殘疾兒(er)(er)童(tong)青(qing)少年都有(you)人生出彩(cai)機會。
——堅持尊重(zhong)差(cha)異、多元融合。尊重(zhong)殘疾(ji)兒童青少(shao)年(nian)身心(xin)發展特點和個體差(cha)異,做到(dao)因材施教(jiao),實現適(shi)宜發展,讓殘疾(ji)兒童青少(shao)年(nian)和普通兒童青少(shao)年(nian)在融合環(huan)境中(zhong)相互理解尊重(zhong)、共同成長進步。
(三)主要目標。到2025年,高質量的特殊教育體系初步建立。
——普(pu)及(ji)程度顯著提(ti)高,適齡殘疾兒童義務(wu)教育入(ru)學率達到97%,非(fei)義務(wu)教育階段殘疾兒童青少年入(ru)學機會明(ming)顯增加。
——教(jiao)育(yu)(yu)(yu)(yu)質(zhi)量全(quan)面(mian)提升,課程教(jiao)材體系進(jin)(jin)一步完善,教(jiao)育(yu)(yu)(yu)(yu)模式更加多樣,課程教(jiao)學(xue)改革不(bu)斷(duan)深(shen)(shen)化,特殊教(jiao)育(yu)(yu)(yu)(yu)質(zhi)量評價制度(du)基本建立。融合(he)教(jiao)育(yu)(yu)(yu)(yu)全(quan)面(mian)推進(jin)(jin),普通教(jiao)育(yu)(yu)(yu)(yu)、職業教(jiao)育(yu)(yu)(yu)(yu)、醫療康復、信息技術與特殊教(jiao)育(yu)(yu)(yu)(yu)進(jin)(jin)一步深(shen)(shen)度(du)融合(he)。
——保(bao)障機制進(jin)一步(bu)完(wan)善,繼續對(dui)家庭經濟(ji)困(kun)難殘疾學生實行(xing)高中(zhong)階(jie)段免費教(jiao)(jiao)育,確保(bao)家庭經濟(ji)困(kun)難殘疾學生優先(xian)獲得資助,逐步(bu)提高特殊教(jiao)(jiao)育經費保(bao)障水平(ping)。教(jiao)(jiao)師隊伍建設進(jin)一步(bu)加強,數量(liang)充足,結構合理,專(zhuan)業水平(ping)進(jin)一步(bu)提升,待(dai)遇(yu)保(bao)障進(jin)一步(bu)提高。
二、拓展學段服務,加快健全特殊教育體系
(四(si))持續提(ti)高殘(can)(can)(can)(can)疾(ji)兒(er)童(tong)(tong)(tong)(tong)(tong)(tong)(tong)義務(wu)(wu)(wu)教(jiao)育(yu)(yu)普(pu)及水平。以(yi)縣(xian)級為(wei)單位健(jian)全殘(can)(can)(can)(can)疾(ji)兒(er)童(tong)(tong)(tong)(tong)(tong)(tong)(tong)招(zhao)生入(ru)學(xue)(xue)(xue)(xue)(xue)聯動工作(zuo)機制(zhi),依(yi)據有關標(biao)準(zhun)對(dui)殘(can)(can)(can)(can)疾(ji)兒(er)童(tong)(tong)(tong)(tong)(tong)(tong)(tong)身體狀況、接(jie)(jie)受(shou)(shou)教(jiao)育(yu)(yu)和適應學(xue)(xue)(xue)(xue)(xue)校(xiao)學(xue)(xue)(xue)(xue)(xue)習生活(huo)能力進行全面(mian)規(gui)范(fan)評估,適宜(yi)安(an)置每(mei)一(yi)名殘(can)(can)(can)(can)疾(ji)兒(er)童(tong)(tong)(tong)(tong)(tong)(tong)(tong)。壓實義務(wu)(wu)(wu)教(jiao)育(yu)(yu)階段普(pu)通學(xue)(xue)(xue)(xue)(xue)校(xiao)接(jie)(jie)收(shou)殘(can)(can)(can)(can)疾(ji)兒(er)童(tong)(tong)(tong)(tong)(tong)(tong)(tong)隨(sui)(sui)班就讀(du)工作(zuo)責(ze)任,建(jian)立(li)健(jian)全學(xue)(xue)(xue)(xue)(xue)校(xiao)隨(sui)(sui)班就讀(du)工作(zuo)長效機制(zhi),確保適齡殘(can)(can)(can)(can)疾(ji)兒(er)童(tong)(tong)(tong)(tong)(tong)(tong)(tong)應隨(sui)(sui)盡(jin)隨(sui)(sui)、就近就便優先入(ru)學(xue)(xue)(xue)(xue)(xue)。加(jia)強特(te)(te)殊(shu)(shu)教(jiao)育(yu)(yu)學(xue)(xue)(xue)(xue)(xue)校(xiao)建(jian)設(she),鼓勵(li)20萬(wan)人口(kou)以(yi)上(shang)(shang)的(de)(de)(de)縣(xian)(市、區、旗)辦好一(yi)所達(da)到標(biao)準(zhun)的(de)(de)(de)特(te)(te)殊(shu)(shu)教(jiao)育(yu)(yu)學(xue)(xue)(xue)(xue)(xue)校(xiao)。殘(can)(can)(can)(can)疾(ji)兒(er)童(tong)(tong)(tong)(tong)(tong)(tong)(tong)較多且(qie)現有特(te)(te)殊(shu)(shu)教(jiao)育(yu)(yu)學(xue)(xue)(xue)(xue)(xue)校(xiao)學(xue)(xue)(xue)(xue)(xue)位不足的(de)(de)(de)縣(xian)(市、區、旗),要(yao)(yao)根據需要(yao)(yao)合理(li)規(gui)劃(hua)布(bu)局(ju),滿足殘(can)(can)(can)(can)疾(ji)兒(er)童(tong)(tong)(tong)(tong)(tong)(tong)(tong)入(ru)學(xue)(xue)(xue)(xue)(xue)需求(qiu)。20萬(wan)人口(kou)以(yi)下的(de)(de)(de)縣(xian)(市、區、旗)要(yao)(yao)因地制(zhi)宜(yi)合理(li)配置特(te)(te)殊(shu)(shu)教(jiao)育(yu)(yu)資源(yuan),鼓勵(li)在九年一(yi)貫制(zhi)學(xue)(xue)(xue)(xue)(xue)校(xiao)或寄宿(su)制(zhi)學(xue)(xue)(xue)(xue)(xue)校(xiao)設(she)立(li)特(te)(te)教(jiao)班。針對(dui)孤獨癥兒(er)童(tong)(tong)(tong)(tong)(tong)(tong)(tong)教(jiao)育(yu)(yu)基礎(chu)相對(dui)薄(bo)弱的(de)(de)(de)實際(ji),要(yao)(yao)合理(li)布(bu)局(ju)孤獨癥兒(er)童(tong)(tong)(tong)(tong)(tong)(tong)(tong)特(te)(te)殊(shu)(shu)教(jiao)育(yu)(yu)學(xue)(xue)(xue)(xue)(xue)校(xiao),鼓勵(li)省(sheng)會(hui)城市、計(ji)劃(hua)單列市及較大城市建(jian)設(she)孤獨癥兒(er)童(tong)(tong)(tong)(tong)(tong)(tong)(tong)特(te)(te)殊(shu)(shu)教(jiao)育(yu)(yu)學(xue)(xue)(xue)(xue)(xue)校(xiao)。保障兒(er)童(tong)(tong)(tong)(tong)(tong)(tong)(tong)福利機構內具備接(jie)(jie)受(shou)(shou)教(jiao)育(yu)(yu)能力的(de)(de)(de)適齡殘(can)(can)(can)(can)疾(ji)兒(er)童(tong)(tong)(tong)(tong)(tong)(tong)(tong)接(jie)(jie)受(shou)(shou)中小(xiao)學(xue)(xue)(xue)(xue)(xue)教(jiao)育(yu)(yu)并納(na)入(ru)學(xue)(xue)(xue)(xue)(xue)籍(ji)管(guan)理(li),推(tui)動特(te)(te)殊(shu)(shu)教(jiao)育(yu)(yu)學(xue)(xue)(xue)(xue)(xue)校(xiao)在本地兒(er)童(tong)(tong)(tong)(tong)(tong)(tong)(tong)福利機構設(she)立(li)特(te)(te)教(jiao)班。健(jian)全送(song)教(jiao)上(shang)(shang)門制(zhi)度,推(tui)動各省(sheng)(自治區、直轄市)完善(shan)送(song)教(jiao)上(shang)(shang)門服務(wu)(wu)(wu)標(biao)準(zhun),科學(xue)(xue)(xue)(xue)(xue)認(ren)定服務(wu)(wu)(wu)對(dui)象,規(gui)范(fan)送(song)教(jiao)上(shang)(shang)門形式和內容,加(jia)強送(song)教(jiao)服務(wu)(wu)(wu)過程(cheng)管(guan)理(li),提(ti)高送(song)教(jiao)服務(wu)(wu)(wu)工作(zuo)質(zhi)量,能夠入(ru)校(xiao)就讀(du)的(de)(de)(de)殘(can)(can)(can)(can)疾(ji)兒(er)童(tong)(tong)(tong)(tong)(tong)(tong)(tong)不納(na)入(ru)送(song)教(jiao)上(shang)(shang)門范(fan)圍。
(五)大力(li)發展(zhan)非義務(wu)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)階(jie)段(duan)特(te)(te)(te)(te)殊(shu)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)。積(ji)極發展(zhan)學(xue)(xue)前(qian)特(te)(te)(te)(te)殊(shu)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu),鼓勵(li)(li)普(pu)通(tong)(tong)幼(you)兒(er)園(yuan)接收(shou)具有(you)(you)接受(shou)普(pu)通(tong)(tong)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)能力(li)的(de)(de)(de)(de)殘(can)疾(ji)兒(er)童(tong)就近入園(yuan)隨班(ban)(ban)就讀,推(tui)動特(te)(te)(te)(te)殊(shu)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)學(xue)(xue)校(xiao)(xiao)(xiao)和有(you)(you)條(tiao)件(jian)的(de)(de)(de)(de)兒(er)童(tong)福利機(ji)構、殘(can)疾(ji)兒(er)童(tong)康(kang)復機(ji)構普(pu)遍(bian)增設(she)(she)學(xue)(xue)前(qian)部或附(fu)設(she)(she)幼(you)兒(er)園(yuan),鼓勵(li)(li)設(she)(she)置專門(men)招(zhao)收(shou)殘(can)疾(ji)兒(er)童(tong)的(de)(de)(de)(de)特(te)(te)(te)(te)殊(shu)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)幼(you)兒(er)園(yuan)(班(ban)(ban)),盡早為殘(can)疾(ji)兒(er)童(tong)提供適(shi)宜的(de)(de)(de)(de)保(bao)育(yu)(yu)(yu)、教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)、康(kang)復、干預服務(wu)。著力(li)發展(zhan)以職(zhi)業教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)為主的(de)(de)(de)(de)高(gao)中(zhong)(zhong)階(jie)段(duan)特(te)(te)(te)(te)殊(shu)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu),支持普(pu)通(tong)(tong)中(zhong)(zhong)等(deng)(deng)(deng)職(zhi)業學(xue)(xue)校(xiao)(xiao)(xiao)和普(pu)通(tong)(tong)高(gao)中(zhong)(zhong)接收(shou)殘(can)疾(ji)學(xue)(xue)生(sheng)隨班(ban)(ban)就讀。推(tui)動特(te)(te)(te)(te)殊(shu)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)學(xue)(xue)校(xiao)(xiao)(xiao)增設(she)(she)職(zhi)教(jiao)(jiao)(jiao)(jiao)部(班(ban)(ban)),鼓勵(li)(li)普(pu)通(tong)(tong)中(zhong)(zhong)等(deng)(deng)(deng)職(zhi)業學(xue)(xue)校(xiao)(xiao)(xiao)增設(she)(she)特(te)(te)(te)(te)教(jiao)(jiao)(jiao)(jiao)部(班(ban)(ban)),到(dao)2025年實現(xian)每(mei)個(ge)市(shi)(地、州、盟)和有(you)(you)條(tiao)件(jian)的(de)(de)(de)(de)縣(市(shi)、區(qu)、旗(qi))都有(you)(you)一個(ge)殘(can)疾(ji)人(ren)中(zhong)(zhong)等(deng)(deng)(deng)職(zhi)教(jiao)(jiao)(jiao)(jiao)部(班(ban)(ban)),在每(mei)個(ge)省(自(zi)治(zhi)區(qu)、直轄市(shi))至少辦好一所殘(can)疾(ji)人(ren)中(zhong)(zhong)等(deng)(deng)(deng)職(zhi)業學(xue)(xue)校(xiao)(xiao)(xiao)和盲、聾(long)高(gao)中(zhong)(zhong)(部)。鼓勵(li)(li)有(you)(you)條(tiao)件(jian)的(de)(de)(de)(de)地區(qu)建立從幼(you)兒(er)園(yuan)到(dao)高(gao)中(zhong)(zhong)全(quan)學(xue)(xue)段(duan)銜接的(de)(de)(de)(de)十五年一貫制特(te)(te)(te)(te)殊(shu)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)學(xue)(xue)校(xiao)(xiao)(xiao)。穩步(bu)發展(zhan)高(gao)等(deng)(deng)(deng)特(te)(te)(te)(te)殊(shu)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu),加(jia)強高(gao)校(xiao)(xiao)(xiao)特(te)(te)(te)(te)殊(shu)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)學(xue)(xue)院(yuan)建設(she)(she),增設(she)(she)適(shi)合殘(can)疾(ji)學(xue)(xue)生(sheng)就讀的(de)(de)(de)(de)相(xiang)關專業,完(wan)善(shan)殘(can)疾(ji)學(xue)(xue)生(sheng)就讀普(pu)通(tong)(tong)高(gao)校(xiao)(xiao)(xiao)措施。支持普(pu)通(tong)(tong)高(gao)校(xiao)(xiao)(xiao)、開放(fang)大學(xue)(xue)、成人(ren)高(gao)校(xiao)(xiao)(xiao)等(deng)(deng)(deng)面向(xiang)殘(can)疾(ji)人(ren)開展(zhan)繼續教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu),暢(chang)通(tong)(tong)和完(wan)善(shan)殘(can)疾(ji)人(ren)終(zhong)身學(xue)(xue)習(xi)通(tong)(tong)道(dao)。
三、推進融合教育,全面提高特殊教育質量

(七(qi))推(tui)動(dong)職(zhi)(zhi)(zhi)業(ye)(ye)教育(yu)和(he)(he)(he)(he)特(te)殊(shu)教育(yu)融合。支持(chi)特(te)殊(shu)教育(yu)學(xue)(xue)校(xiao)(xiao)職(zhi)(zhi)(zhi)教部(班)和(he)(he)(he)(he)職(zhi)(zhi)(zhi)業(ye)(ye)學(xue)(xue)校(xiao)(xiao)特(te)教部(班)開(kai)設適應殘(can)疾(ji)(ji)(ji)(ji)學(xue)(xue)生(sheng)(sheng)學(xue)(xue)習(xi)(xi)特(te)點和(he)(he)(he)(he)市場需(xu)求的(de)專業(ye)(ye),積極探索設置(zhi)面(mian)向智力(li)殘(can)疾(ji)(ji)(ji)(ji)、多重(zhong)殘(can)疾(ji)(ji)(ji)(ji)和(he)(he)(he)(he)孤獨癥等殘(can)疾(ji)(ji)(ji)(ji)學(xue)(xue)生(sheng)(sheng)的(de)專業(ye)(ye),同步促進(jin)殘(can)疾(ji)(ji)(ji)(ji)人的(de)康復與(yu)職(zhi)(zhi)(zhi)業(ye)(ye)技(ji)能提升,讓殘(can)疾(ji)(ji)(ji)(ji)學(xue)(xue)生(sheng)(sheng)有一技(ji)之長,為將(jiang)來(lai)就業(ye)(ye)創(chuang)業(ye)(ye)奠定基(ji)礎。探索開(kai)展面(mian)向殘(can)疾(ji)(ji)(ji)(ji)學(xue)(xue)生(sheng)(sheng)的(de)“學(xue)(xue)歷證書(shu)(shu)(shu)+若干職(zhi)(zhi)(zhi)業(ye)(ye)技(ji)能等級(ji)證書(shu)(shu)(shu)”制度試點,將(jiang)證書(shu)(shu)(shu)培(pei)訓(xun)內容有機(ji)融入專業(ye)(ye)培(pei)養方案,優化課程設置(zhi)和(he)(he)(he)(he)教學(xue)(xue)內容,提高(gao)殘(can)疾(ji)(ji)(ji)(ji)學(xue)(xue)生(sheng)(sheng)培(pei)養的(de)靈活性(xing)、適應性(xing)、針對性(xing)。支持(chi)各種職(zhi)(zhi)(zhi)業(ye)(ye)教育(yu)培(pei)訓(xun)機(ji)構加強殘(can)疾(ji)(ji)(ji)(ji)學(xue)(xue)生(sheng)(sheng)職(zhi)(zhi)(zhi)業(ye)(ye)技(ji)能培(pei)訓(xun),積極開(kai)展殘(can)疾(ji)(ji)(ji)(ji)學(xue)(xue)生(sheng)(sheng)生(sheng)(sheng)涯規劃(hua)和(he)(he)(he)(he)就業(ye)(ye)指導,切實做好殘(can)疾(ji)(ji)(ji)(ji)學(xue)(xue)生(sheng)(sheng)教育(yu)與(yu)就業(ye)(ye)銜接工(gong)作。對面(mian)向殘(can)疾(ji)(ji)(ji)(ji)學(xue)(xue)生(sheng)(sheng)開(kai)放(fang)的(de)職(zhi)(zhi)(zhi)業(ye)(ye)教育(yu)實習(xi)(xi)實訓(xun)基(ji)地提供支持(chi)。
(八)促進醫療(liao)康(kang)復(fu)、信息技術與特殊教(jiao)育(yu)融合(he)。教(jiao)育(yu)、衛生健(jian)(jian)康(kang)、民政、殘聯等部門(men)和單位協(xie)同推(tui)進,加強(qiang)醫療(liao)機構(gou)、婦幼保健(jian)(jian)機構(gou)、兒童福利機構(gou)、康(kang)復(fu)機構(gou)與學(xue)(xue)校合(he)作,提高殘疾學(xue)(xue)生評(ping)估鑒定、入學(xue)(xue)安置(zhi)、教(jiao)育(yu)教(jiao)學(xue)(xue)、康(kang)復(fu)訓(xun)練(lian)的針(zhen)對性(xing)和有效性(xing)。實施(shi)輔助器具進校園工程,優(you)先為(wei)義務教(jiao)育(yu)階段殘疾兒童科學(xue)(xue)提供輔助器具適(shi)配及服務。鼓勵有條件的地方充(chong)分應用互聯網(wang)、云計算(suan)、大數(shu)據、虛擬現實和人工智能等新技術,推(tui)進特殊教(jiao)育(yu)智慧校園、智慧課堂建(jian)設。推(tui)動殘疾兒童青少年(nian)相關數(shu)據互通共享。開發特殊教(jiao)育(yu)數(shu)字化(hua)課程教(jiao)學(xue)(xue)資源(yuan),擴大優(you)質資源(yuan)覆蓋面(mian)。
四、提升支撐能力,不斷完善特殊教育保障機制
(九)改善特(te)殊(shu)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)辦學(xue)(xue)(xue)(xue)條件(jian)。支(zhi)持特(te)殊(shu)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)學(xue)(xue)(xue)(xue)校和(he)普通學(xue)(xue)(xue)(xue)校資源(yuan)教(jiao)(jiao)(jiao)(jiao)室配(pei)(pei)備(bei)滿足殘(can)(can)疾學(xue)(xue)(xue)(xue)生(sheng)需求的(de)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)教(jiao)(jiao)(jiao)(jiao)學(xue)(xue)(xue)(xue)、康復(fu)訓練(lian)等儀器(qi)設(she)(she)(she)備(bei)和(he)圖書(shu)。加強學(xue)(xue)(xue)(xue)校無(wu)(wu)障礙設(she)(she)(she)施(shi)設(she)(she)(she)備(bei)建(jian)(jian)設(she)(she)(she)配(pei)(pei)備(bei),為殘(can)(can)疾學(xue)(xue)(xue)(xue)生(sheng)在(zai)校學(xue)(xue)(xue)(xue)習生(sheng)活(huo)提供無(wu)(wu)障礙支(zhi)持服務。大力推進國家(jia)、省、市、縣、校五級(ji)特(te)殊(shu)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)資源(yuan)中(zhong)心(xin)建(jian)(jian)設(she)(she)(she)。依托(tuo)高(gao)校和(he)科研機構建(jian)(jian)設(she)(she)(she)若干個國家(jia)級(ji)特(te)殊(shu)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)資源(yuan)中(zhong)心(xin),依托(tuo)現有特(te)殊(shu)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)資源(yuan)加快建(jian)(jian)設(she)(she)(she)省、市、縣級(ji)特(te)殊(shu)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)資源(yuan)中(zhong)心(xin),鼓勵依托(tuo)設(she)(she)(she)在(zai)鄉(xiang)鎮(街道)的(de)小學(xue)(xue)(xue)(xue)和(he)初(chu)中(zhong)因地制宜(yi)建(jian)(jian)設(she)(she)(she)特(te)殊(shu)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)資源(yuan)中(zhong)心(xin),逐步實現各(ge)級(ji)特(te)殊(shu)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)資源(yuan)中(zhong)心(xin)全覆(fu)蓋。
(十)鞏固(gu)完善特(te)(te)(te)殊(shu)(shu)(shu)(shu)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)經(jing)費投入機(ji)制。落實并提(ti)高(gao)義(yi)務(wu)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)階段特(te)(te)(te)殊(shu)(shu)(shu)(shu)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)學(xue)校和隨班就讀(du)殘疾學(xue)生生均公(gong)用經(jing)費補助標準,到2025年將(jiang)義(yi)務(wu)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)階段特(te)(te)(te)殊(shu)(shu)(shu)(shu)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)生均公(gong)用經(jing)費補助標準提(ti)高(gao)至每生每年7000元(yuan)以上(shang),有(you)條件(jian)(jian)的地區可適當提(ti)高(gao)補助水(shui)平;各地應落實學(xue)前、高(gao)中(zhong)階段生均撥款政(zheng)(zheng)策,繼續向(xiang)特(te)(te)(te)殊(shu)(shu)(shu)(shu)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)傾斜。地方財政(zheng)(zheng)可設立特(te)(te)(te)殊(shu)(shu)(shu)(shu)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)專(zhuan)項補助經(jing)費,加強特(te)(te)(te)殊(shu)(shu)(shu)(shu)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)基礎能力建設。進一步優化(hua)完善殘疾學(xue)生特(te)(te)(te)殊(shu)(shu)(shu)(shu)學(xue)習用品、干預訓(xun)練及送教(jiao)(jiao)(jiao)(jiao)(jiao)上(shang)門教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)交通費補助等(deng)政(zheng)(zheng)策。中(zhong)央財政(zheng)(zheng)特(te)(te)(te)殊(shu)(shu)(shu)(shu)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)補助資金重點支持(chi)中(zhong)西部地區特(te)(te)(te)殊(shu)(shu)(shu)(shu)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)學(xue)校改善辦學(xue)條件(jian)(jian)、向(xiang)重度(du)殘疾兒童接受義(yi)務(wu)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)提(ti)供送教(jiao)(jiao)(jiao)(jiao)(jiao)上(shang)門服務(wu)等(deng)。落實學(xue)生資助政(zheng)(zheng)策,確保家庭經(jing)濟困難殘疾學(xue)生優先獲得資助。鼓勵和引導社(she)會(hui)力量(liang)興(xing)辦特(te)(te)(te)殊(shu)(shu)(shu)(shu)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)學(xue)校,支持(chi)符合(he)條件(jian)(jian)的非營利性社(she)會(hui)福利機(ji)構向(xiang)殘疾人提(ti)供特(te)(te)(te)殊(shu)(shu)(shu)(shu)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu),強化(hua)民辦特(te)(te)(te)殊(shu)(shu)(shu)(shu)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)規范管理,確保特(te)(te)(te)殊(shu)(shu)(shu)(shu)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)公(gong)益屬性。積極鼓勵企事業單位(wei)、社(she)會(hui)組織、公(gong)民個人捐資助學(xue)。
(十一)加強特(te)(te)殊(shu)(shu)(shu)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)隊伍建設(she)。適(shi)當擴大(da)普(pu)(pu)通(tong)(tong)高校(xiao)特(te)(te)殊(shu)(shu)(shu)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)專(zhuan)業(ye)招(zhao)生(sheng)(sheng)規(gui)模,根據實(shi)際需求,優(you)(you)化公費師(shi)(shi)(shi)范生(sheng)(sheng)招(zhao)生(sheng)(sheng)結構(gou),傾斜支持特(te)(te)殊(shu)(shu)(shu)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)公費師(shi)(shi)(shi)范生(sheng)(sheng)培養(yang)(yang);注重培養(yang)(yang)適(shi)應(ying)特(te)(te)殊(shu)(shu)(shu)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)需要、具(ju)有職(zhi)業(ye)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)能(neng)力的(de)特(te)(te)殊(shu)(shu)(shu)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)師(shi)(shi)(shi)資;加大(da)特(te)(te)殊(shu)(shu)(shu)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)專(zhuan)業(ye)碩士、博士培養(yang)(yang)力度。推動師(shi)(shi)(shi)范類專(zhuan)業(ye)開設(she)特(te)(te)殊(shu)(shu)(shu)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)課程內(nei)(nei)(nei)容,列為必修(xiu)課并(bing)提高比例,納(na)(na)入(ru)(ru)師(shi)(shi)(shi)范專(zhuan)業(ye)認(ren)證指標(biao)體系(xi),落實(shi)教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)資格(ge)考試(shi)中含(han)有特(te)(te)殊(shu)(shu)(shu)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)相(xiang)(xiang)關(guan)(guan)內(nei)(nei)(nei)容要求。組織(zhi)開展特(te)(te)殊(shu)(shu)(shu)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)學(xue)(xue)(xue)校(xiao)和隨班就讀(du)普(pu)(pu)通(tong)(tong)學(xue)(xue)(xue)校(xiao)的(de)校(xiao)長、教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)全員(yuan)培訓,將融(rong)合教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)納(na)(na)入(ru)(ru)普(pu)(pu)通(tong)(tong)學(xue)(xue)(xue)校(xiao)教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)繼續(xu)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)必修(xiu)內(nei)(nei)(nei)容。認(ren)真(zhen)落實(shi)特(te)(te)殊(shu)(shu)(shu)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)津(jin)貼(tie)標(biao)準(zhun),保(bao)障特(te)(te)殊(shu)(shu)(shu)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)待遇(yu)(yu),吸引(yin)優(you)(you)秀人才從事(shi)特(te)(te)殊(shu)(shu)(shu)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)事(shi)業(ye)。普(pu)(pu)通(tong)(tong)學(xue)(xue)(xue)校(xiao)(幼(you)兒園)在績效工資分配中對(dui)直接承擔殘(can)疾學(xue)(xue)(xue)生(sheng)(sheng)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)教(jiao)(jiao)(jiao)(jiao)(jiao)學(xue)(xue)(xue)工作的(de)教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)給予(yu)適(shi)當傾斜。縣級以上(shang)教(jiao)(jiao)(jiao)(jiao)(jiao)研機(ji)構(gou)應(ying)配足(zu)配齊特(te)(te)殊(shu)(shu)(shu)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)教(jiao)(jiao)(jiao)(jiao)(jiao)研員(yuan)。教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)職(zhi)稱(cheng)評聘和表彰(zhang)獎勵向特(te)(te)殊(shu)(shu)(shu)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)傾斜。將兒童福利機(ji)構(gou)、殘(can)疾兒童康復機(ji)構(gou)等機(ji)構(gou)中依法取得相(xiang)(xiang)應(ying)教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)資格(ge)的(de)特(te)(te)殊(shu)(shu)(shu)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi),納(na)(na)入(ru)(ru)特(te)(te)殊(shu)(shu)(shu)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)培訓、職(zhi)稱(cheng)評聘、表彰(zhang)獎勵范圍,并(bing)按規(gui)定(ding)享受相(xiang)(xiang)關(guan)(guan)待遇(yu)(yu)、津(jin)貼(tie)補貼(tie)等。
五、組織實施
(十二)加強組織領導。加強黨對(dui)特(te)殊教(jiao)(jiao)育工(gong)作的全面領導,地(di)方各級(ji)人(ren)民政(zheng)府要提(ti)高政(zheng)治(zhi)站位(wei),堅(jian)持(chi)人(ren)民立場(chang),將辦好特(te)殊教(jiao)(jiao)育納入重要議事日程,堅(jian)持(chi)特(te)教(jiao)(jiao)特(te)辦、重點扶持(chi),統籌安排資金(jin),有效配置資源(yuan),確保各項(xiang)目標任務落到(dao)實處。
(十三)健全(quan)工作機(ji)制。完善多方協(xie)調聯(lian)動(dong)的(de)特殊教(jiao)育(yu)(yu)推進機(ji)制,明確教(jiao)育(yu)(yu)、發(fa)(fa)展(zhan)改(gai)革(ge)、民政(zheng)、財政(zheng)、人力資源社會保障、衛生健康(kang)、殘聯(lian)等(deng)部門和單位的(de)職責(ze),形(xing)成工作合力。加強省級、市級統籌(chou),落實縣級主體(ti)責(ze)任,加大對欠發(fa)(fa)達地區(qu)和特殊教(jiao)育(yu)(yu)薄弱地區(qu)的(de)支持(chi)力度。建立健全(quan)學校與科研(yan)、醫(yi)療、康(kang)復等(deng)機(ji)構(gou)協(xie)同的(de)專業支撐工作機(ji)制,在(zai)全(quan)社會營造關心支持(chi)特殊教(jiao)育(yu)(yu)改(gai)革(ge)發(fa)(fa)展(zhan)的(de)良好氛圍。
(十四)強化(hua)督(du)導(dao)(dao)(dao)評估。在(zai)省級(ji)人(ren)民政府(fu)履行(xing)(xing)教育(yu)職責(ze)督(du)導(dao)(dao)(dao)評價和義務(wu)教育(yu)優質均衡發(fa)展督(du)導(dao)(dao)(dao)評估認定中,將特殊教育(yu)改革(ge)發(fa)展情(qing)況作為重要內容。各地教育(yu)督(du)導(dao)(dao)(dao)部門(men)和責(ze)任督(du)學要將特殊教育(yu)納入(ru)督(du)導(dao)(dao)(dao)范(fan)圍。省級(ji)人(ren)民政府(fu)要加(jia)強對特殊教育(yu)發(fa)展提升(sheng)行(xing)(xing)動計劃(hua)實施(shi)情(qing)況的指導(dao)(dao)(dao)與督(du)查,將落實情(qing)況納入(ru)市縣兩級(ji)政府(fu)績效考核,建(jian)立激勵與問(wen)責(ze)機制,確保特殊教育(yu)發(fa)展提升(sheng)行(xing)(xing)動計劃(hua)有(you)效實施(shi)。
