  為深入貫(guan)徹落實黨(dang)的二十大精神,加快推(tui)進國(guo)家基(ji)本公(gong)共服(fu)務均(jun)等化,構建(jian)優質均(jun)衡的基(ji)本公(gong)共教(jiao)育服(fu)務體系,現提出如(ru)下意見。

  一、總體要求

  以習近平新(xin)時代(dai)中國(guo)特色社會主義思想為(wei)指導,全(quan)面貫徹(che)黨的教育方針,堅持(chi)以人民為(wei)中心,服務國(guo)家(jia)戰略需(xu)(xu)要,聚焦人民群眾所(suo)(suo)急所(suo)(suo)需(xu)(xu)所(suo)(suo)盼,以公益(yi)普(pu)惠和(he)優(you)質均(jun)衡為(wei)基本方向,全(quan)面提高(gao)基本公共教育服務水平,加快(kuai)建設教育強國(guo),辦好人民滿(man)意(yi)的教育。

  堅(jian)持(chi)優(you)先保(bao)(bao)障(zhang),在經濟社會發(fa)展規劃、財政資金投(tou)入、公(gong)(gong)共資源(yuan)配(pei)(pei)置等方面(mian)優(you)先保(bao)(bao)障(zhang)基本公(gong)(gong)共教(jiao)(jiao)育服務。堅(jian)持(chi)政府主責,盡力(li)而為(wei)、量(liang)力(li)而行、循序(xu)漸進(jin)、動態調整,不斷加(jia)大財政投(tou)入力(li)度。堅(jian)持(chi)補齊短板,繼續(xu)改善辦學(xue)條件,更(geng)加(jia)注重內涵發(fa)展,推(tui)進(jin)基本公(gong)(gong)共教(jiao)(jiao)育服務覆蓋(gai)全民、優(you)質均(jun)衡。堅(jian)持(chi)改革(ge)創新,持(chi)續(xu)深化綜合改革(ge),破解體制機(ji)制障(zhang)礙,優(you)化資源(yuan)配(pei)(pei)置方式,強化教(jiao)(jiao)師關鍵作用,加(jia)強基本公(gong)(gong)共教(jiao)(jiao)育服務標(biao)準化、專業(ye)化、法(fa)治(zhi)化建設。

  到2027年,優質均衡的基(ji)本公共教(jiao)育服(fu)務(wu)(wu)(wu)體系初步(bu)建立,供(gong)(gong)給(gei)總量進(jin)一步(bu)擴大,供(gong)(gong)給(gei)結構進(jin)一步(bu)優化,均等化水平(ping)明顯(xian)提高(gao)。到2035年,義(yi)務(wu)(wu)(wu)教(jiao)育學校辦學條件、師資隊(dui)伍、經費投入、治理體系適(shi)應教(jiao)育強國需(xu)要,市(地(di)、州、盟)域(yu)義(yi)務(wu)(wu)(wu)教(jiao)育均衡發(fa)展水平(ping)顯(xian)著提升,絕大多(duo)數縣(市、區、旗)域(yu)義(yi)務(wu)(wu)(wu)教(jiao)育實現優質均衡,適(shi)齡(ling)學生享有(you)公平(ping)優質的基(ji)本公共教(jiao)育服(fu)務(wu)(wu)(wu),總體水平(ping)步(bu)入世(shi)界(jie)前列(lie)。

  二、全面保障義務教育優質均衡發展

  1.促進(jin)區(qu)(qu)(qu)(qu)(qu)域(yu)(yu)協調發(fa)展。以(yi)推進(jin)學(xue)(xue)校(xiao)(xiao)(xiao)建設(she)標(biao)準(zhun)(zhun)化(hua)為重點(dian),加(jia)(jia)(jia)快(kuai)縮(suo)小區(qu)(qu)(qu)(qu)(qu)域(yu)(yu)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)差(cha)距。繼(ji)續加(jia)(jia)(jia)大(da)(da)(da)對中(zhong)(zhong)西(xi)部困難地(di)區(qu)(qu)(qu)(qu)(qu)支持力(li)(li)(li)度(du),省(sheng)級政(zheng)府(fu)要聚焦促進(jin)省(sheng)域(yu)(yu)內不(bu)同地(di)市(shi)、縣區(qu)(qu)(qu)(qu)(qu)之間縮(suo)小辦(ban)學(xue)(xue)條件(jian)和水平差(cha)距,市(shi)級政(zheng)府(fu)要充(chong)分(fen)發(fa)揮區(qu)(qu)(qu)(qu)(qu)域(yu)(yu)經(jing)濟(ji)中(zhong)(zhong)心作用(yong),資源配(pei)(pei)(pei)(pei)置重點(dian)向經(jing)濟(ji)欠發(fa)達縣區(qu)(qu)(qu)(qu)(qu)傾(qing)斜(xie);國家和省(sheng)級層面建立經(jing)濟(ji)欠發(fa)達縣區(qu)(qu)(qu)(qu)(qu)學(xue)(xue)校(xiao)(xiao)(xiao)辦(ban)學(xue)(xue)條件(jian)跟蹤評估和定期調度(du)機制,督促地(di)方政(zheng)府(fu)加(jia)(jia)(jia)強工(gong)(gong)作統(tong)籌,切(qie)實(shi)(shi)(shi)兜住辦(ban)學(xue)(xue)條件(jian)底線(xian)。實(shi)(shi)(shi)施義務(wu)(wu)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)學(xue)(xue)校(xiao)(xiao)(xiao)標(biao)準(zhun)(zhun)化(hua)建設(she)工(gong)(gong)程(cheng),完善(shan)(shan)(shan)義務(wu)(wu)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)學(xue)(xue)校(xiao)(xiao)(xiao)辦(ban)學(xue)(xue)具體(ti)標(biao)準(zhun)(zhun),建立學(xue)(xue)校(xiao)(xiao)(xiao)標(biao)準(zhun)(zhun)化(hua)建設(she)臺(tai)賬(zhang),加(jia)(jia)(jia)大(da)(da)(da)力(li)(li)(li)度(du)并(bing)統(tong)籌實(shi)(shi)(shi)施義務(wu)(wu)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)薄弱環節改善(shan)(shan)(shan)與能力(li)(li)(li)提升、教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)強國推進(jin)工(gong)(gong)程(cheng)等(deng)項目,推動義務(wu)(wu)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)學(xue)(xue)校(xiao)(xiao)(xiao)校(xiao)(xiao)(xiao)舍建設(she)、安(an)全(quan)防范建設(she)、教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)學(xue)(xue)儀器裝(zhuang)備(bei)、數(shu)字化(hua)基(ji)礎環境、學(xue)(xue)校(xiao)(xiao)(xiao)班額、教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)配(pei)(pei)(pei)(pei)備(bei)等(deng)辦(ban)學(xue)(xue)條件(jian)達到規定標(biao)準(zhun)(zhun),切(qie)實(shi)(shi)(shi)改善(shan)(shan)(shan)學(xue)(xue)校(xiao)(xiao)(xiao)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)學(xue)(xue)生活和安(an)全(quan)保障條件(jian),加(jia)(jia)(jia)強校(xiao)(xiao)(xiao)園(yuan)文化(hua)環境建設(she)。各地(di)區(qu)(qu)(qu)(qu)(qu)在推進(jin)學(xue)(xue)校(xiao)(xiao)(xiao)建設(she)標(biao)準(zhun)(zhun)化(hua)的同時(shi),可結合實(shi)(shi)(shi)際支持學(xue)(xue)校(xiao)(xiao)(xiao)適當(dang)擴大(da)(da)(da)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)室學(xue)(xue)習(xi)活動空間和體(ti)育(yu)(yu)運動場(chang)地(di),為非寄(ji)宿(su)制學(xue)(xue)校(xiao)(xiao)(xiao)提供(gong)學(xue)(xue)生就餐和午休條件(jian)。大(da)(da)(da)力(li)(li)(li)推進(jin)國家教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)數(shu)字化(hua)戰略行動,促進(jin)校(xiao)(xiao)(xiao)園(yuan)有線(xian)、無線(xian)、物(wu)聯網(wang)(wang)三網(wang)(wang)融(rong)合,建設(she)高(gao)(gao)速校(xiao)(xiao)(xiao)園(yuan)網(wang)(wang)絡,實(shi)(shi)(shi)現(xian)班班通。落實(shi)(shi)(shi)中(zhong)(zhong)央關于中(zhong)(zhong)小學(xue)(xue)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)職(zhi)工(gong)(gong)編制標(biao)準(zhun)(zhun)和統(tong)籌管理(li)相關規定,確保以(yi)縣為單位實(shi)(shi)(shi)現(xian)中(zhong)(zhong)小學(xue)(xue)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)職(zhi)工(gong)(gong)編制全(quan)面達到國家基(ji)本標(biao)準(zhun)(zhun),依據國家課(ke)程(cheng)方案配(pei)(pei)(pei)(pei)齊(qi)配(pei)(pei)(pei)(pei)足教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi),特別是加(jia)(jia)(jia)強思(si)政(zheng)課(ke)、體(ti)育(yu)(yu)、美育(yu)(yu)、勞動教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)和心理(li)健康教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)、特殊教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)配(pei)(pei)(pei)(pei)備(bei)。各地(di)區(qu)(qu)(qu)(qu)(qu)制定并(bing)實(shi)(shi)(shi)施教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)發(fa)展提升規劃,大(da)(da)(da)力(li)(li)(li)培養造就高(gao)(gao)素質專業化(hua)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)隊伍,顯著(zhu)擴大(da)(da)(da)優秀骨(gu)干(gan)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)總量;發(fa)達地(di)區(qu)(qu)(qu)(qu)(qu)不(bu)得從中(zhong)(zhong)西(xi)部地(di)區(qu)(qu)(qu)(qu)(qu)、東北(bei)地(di)區(qu)(qu)(qu)(qu)(qu)搶挖優秀校(xiao)(xiao)(xiao)長和教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)。

  2.推(tui)動(dong)城(cheng)(cheng)(cheng)鄉整體(ti)(ti)發(fa)(fa)展。以推(tui)進城(cheng)(cheng)(cheng)鄉教(jiao)(jiao)育(yu)一體(ti)(ti)化(hua)為重點,加(jia)快(kuai)縮小(xiao)縣(xian)域內城(cheng)(cheng)(cheng)鄉教(jiao)(jiao)育(yu)差距。適應國家人(ren)口(kou)發(fa)(fa)展戰略(lve)和(he)(he)服務鄉村(cun)(cun)(cun)振興戰略(lve)、新型城(cheng)(cheng)(cheng)鎮化(hua)戰略(lve),以城(cheng)(cheng)(cheng)帶(dai)鄉、整體(ti)(ti)推(tui)進城(cheng)(cheng)(cheng)鄉義(yi)務教(jiao)(jiao)育(yu)發(fa)(fa)展,切實解決城(cheng)(cheng)(cheng)鎮擠、鄉村(cun)(cun)(cun)弱問(wen)題。建(jian)(jian)立與常住人(ren)口(kou)變化(hua)相協調的(de)基本公共(gong)教(jiao)(jiao)育(yu)服務供給機制(zhi),按實際(ji)服務人(ren)口(kou)規模配置(zhi)(zhi)教(jiao)(jiao)育(yu)資(zi)(zi)源(yuan)。各省(自(zi)治區(qu)、直(zhi)轄市(shi))要制(zhi)定城(cheng)(cheng)(cheng)鎮義(yi)務教(jiao)(jiao)育(yu)學(xue)(xue)位(wei)配置(zhi)(zhi)標(biao)準,市(shi)、縣(xian)合(he)理(li)規劃并保障足夠建(jian)(jian)設(she)用地,嚴格(ge)落實新建(jian)(jian)住宅小(xiao)區(qu)配建(jian)(jian)學(xue)(xue)校(xiao)(xiao)規定,加(jia)快(kuai)城(cheng)(cheng)(cheng)鎮學(xue)(xue)校(xiao)(xiao)擴容(rong)增位(wei),切實解決人(ren)口(kou)集中流入(ru)地區(qu)教(jiao)(jiao)育(yu)資(zi)(zi)源(yuan)供需矛盾。將學(xue)(xue)生上(shang)學(xue)(xue)路(lu)徑和(he)(he)校(xiao)(xiao)園周(zhou)邊(bian)交通(tong)環境改造作(zuo)為城(cheng)(cheng)(cheng)市(shi)規劃建(jian)(jian)設(she)重要任務,抓緊改造到位(wei)。優先發(fa)(fa)展鄉村(cun)(cun)(cun)教(jiao)(jiao)育(yu),健(jian)全控輟保學(xue)(xue)長效(xiao)機制(zhi),加(jia)強(qiang)義(yi)務教(jiao)(jiao)育(yu)鞏(gong)固情況年度監測,持續提升九年義(yi)務教(jiao)(jiao)育(yu)鞏(gong)固水平;科學(xue)(xue)制(zhi)定城(cheng)(cheng)(cheng)鄉學(xue)(xue)校(xiao)(xiao)布(bu)局(ju)規劃,進一步加(jia)強(qiang)寄宿制(zhi)學(xue)(xue)校(xiao)(xiao)建(jian)(jian)設(she),辦好必要的(de)鄉村(cun)(cun)(cun)小(xiao)規模學(xue)(xue)校(xiao)(xiao);全面(mian)(mian)(mian)推(tui)進城(cheng)(cheng)(cheng)鄉學(xue)(xue)校(xiao)(xiao)共(gong)同體(ti)(ti)建(jian)(jian)設(she),健(jian)全城(cheng)(cheng)(cheng)鄉學(xue)(xue)校(xiao)(xiao)幫扶激(ji)勵機制(zhi),確保鄉村(cun)(cun)(cun)學(xue)(xue)校(xiao)(xiao)都有城(cheng)(cheng)(cheng)鎮學(xue)(xue)校(xiao)(xiao)對口(kou)幫扶;加(jia)強(qiang)國家中小(xiao)學(xue)(xue)智慧教(jiao)(jiao)育(yu)平臺建(jian)(jian)設(she),構建(jian)(jian)互聯互通(tong)、共(gong)建(jian)(jian)共(gong)享的(de)數字教(jiao)(jiao)育(yu)資(zi)(zi)源(yuan)平臺體(ti)(ti)系,提供系列化(hua)精品化(hua)、覆蓋德智體(ti)(ti)美勞(lao)全面(mian)(mian)(mian)育(yu)人(ren)的(de)教(jiao)(jiao)育(yu)教(jiao)(jiao)學(xue)(xue)資(zi)(zi)源(yuan),創新數字教(jiao)(jiao)育(yu)資(zi)(zi)源(yuan)呈現(xian)形式,有效(xiao)擴大優質教(jiao)(jiao)育(yu)資(zi)(zi)源(yuan)覆蓋面(mian)(mian)(mian),服務農(nong)村(cun)(cun)(cun)邊(bian)遠地區(qu)提高(gao)教(jiao)(jiao)育(yu)質量。

  8.提升學(xue)生(sheng)資(zi)(zi)(zi)助(zhu)精(jing)準(zhun)化水平(ping)。依(yi)托政務數(shu)據共(gong)享(xiang)交換(huan)平(ping)臺,加強教(jiao)育與(yu)民政、農(nong)業農(nong)村、殘聯(lian)等部門(men)間數(shu)據共(gong)享(xiang)交換(huan),完善家庭(ting)經(jing)(jing)濟困難(nan)學(xue)生(sheng)認定依(yi)據和工作程序,提高家庭(ting)經(jing)(jing)濟困難(nan)學(xue)生(sheng)認定精(jing)準(zhun)度(du)和異地(di)申請的(de)便(bian)利性,不斷完善資(zi)(zi)(zi)助(zhu)資(zi)(zi)(zi)金(jin)發放機制,全面落實(shi)家庭(ting)經(jing)(jing)濟困難(nan)學(xue)生(sheng)資(zi)(zi)(zi)助(zhu)政策(ce)(ce),切(qie)實(shi)做到(dao)應助(zhu)盡助(zhu)。推動各(ge)地(di)區根據所轄地(di)區經(jing)(jing)濟發展水平(ping)、財政狀(zhuang)況及(ji)家庭(ting)經(jing)(jing)濟困難(nan)學(xue)生(sheng)分布狀(zhuang)況,差別化確定資(zi)(zi)(zi)助(zhu)比(bi)例和標準(zhun)。進(jin)一步鞏固拓展脫貧攻(gong)堅(jian)成果,保(bao)持學(xue)生(sheng)資(zi)(zi)(zi)助(zhu)政策(ce)(ce)總體穩定、有效銜接,對防止返貧動態監測對象子女給予重(zhong)點關注。加強學(xue)生(sheng)資(zi)(zi)(zi)助(zhu)政策(ce)(ce)宣傳(chuan),確保(bao)資(zi)(zi)(zi)助(zhu)信息(xi)公(gong)開透明(ming)。

  四、統籌做好面向學生的其他基本公共服務

  9.加(jia)強學(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)(sheng)衛生(sheng)(sheng)(sheng)(sheng)(sheng)健(jian)(jian)(jian)(jian)康(kang)(kang)(kang)服務。加(jia)強學(xue)(xue)(xue)(xue)校衛生(sheng)(sheng)(sheng)(sheng)(sheng)體系(xi)和(he)能力建(jian)設(she)。建(jian)立(li)學(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)(sheng)健(jian)(jian)(jian)(jian)康(kang)(kang)(kang)檔案(an),逐(zhu)步實現與學(xue)(xue)(xue)(xue)齡前(qian)健(jian)(jian)(jian)(jian)康(kang)(kang)(kang)檔案(an)內容銜(xian)接(jie)。為(wei)(wei)學(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)(sheng)提供(gong)健(jian)(jian)(jian)(jian)康(kang)(kang)(kang)教(jiao)育(yu)、健(jian)(jian)(jian)(jian)康(kang)(kang)(kang)咨(zi)詢、健(jian)(jian)(jian)(jian)康(kang)(kang)(kang)科普等服務,有針對(dui)性地(di)傳(chuan)授適(shi)合學(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)(sheng)特點和(he)使用需求(qiu)的健(jian)(jian)(jian)(jian)康(kang)(kang)(kang)知識(shi)和(he)健(jian)(jian)(jian)(jian)康(kang)(kang)(kang)技能。建(jian)立(li)學(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)(sheng)體質健(jian)(jian)(jian)(jian)康(kang)(kang)(kang)狀況監測(ce)平(ping)臺(tai),每年(nian)發(fa)布(bu)學(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)(sheng)健(jian)(jian)(jian)(jian)康(kang)(kang)(kang)素養水平(ping)數(shu)據。做(zuo)好學(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)(sheng)預防(fang)接(jie)種、傳(chuan)染(ran)病(bing)防(fang)治和(he)突發(fa)公共(gong)衛生(sheng)(sheng)(sheng)(sheng)(sheng)事件防(fang)范知識(shi)宣傳(chuan)服務。定期(qi)對(dui)學(xue)(xue)(xue)(xue)校傳(chuan)染(ran)病(bing)防(fang)控開展巡訪(fang),指導(dao)學(xue)(xue)(xue)(xue)校設(she)立(li)衛生(sheng)(sheng)(sheng)(sheng)(sheng)宣傳(chuan)欄,對(dui)校醫、保健(jian)(jian)(jian)(jian)教(jiao)師(shi)開展業務培訓。定期(qi)為(wei)(wei)學(xue)(xue)(xue)(xue)校食堂和(he)供(gong)餐、校園(yuan)周邊餐飲(yin)場所提供(gong)食品(pin)安全風(feng)險(xian)監測(ce)、跟蹤評價等服務。建(jian)立(li)健(jian)(jian)(jian)(jian)全學(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)(sheng)心理健(jian)(jian)(jian)(jian)康(kang)(kang)(kang)問題(ti)定期(qi)篩查評估、早期(qi)識(shi)別(bie)與干(gan)預機制。

  10.豐(feng)富公共(gong)文(wen)化體(ti)育(yu)(yu)(yu)服務。充分(fen)發(fa)揮公共(gong)文(wen)化體(ti)育(yu)(yu)(yu)和(he)(he)科(ke)(ke)普(pu)資(zi)源重(zhong)要育(yu)(yu)(yu)人作(zuo)用(yong),落實博物館(guan)、紀念館(guan)、公共(gong)圖書館(guan)、美術館(guan)、文(wen)化館(guan)(站)按規定向學生(sheng)(sheng)免(mian)費開(kai)放政策,有條件(jian)的公共(gong)體(ti)育(yu)(yu)(yu)設施、科(ke)(ke)技(ji)館(guan)和(he)(he)各類科(ke)(ke)普(pu)教(jiao)育(yu)(yu)(yu)基地免(mian)費或低收費向學生(sheng)(sheng)開(kai)放。國家法定節假(jia)日和(he)(he)學校(xiao)寒(han)暑(shu)假(jia)期間(jian)適當延(yan)長開(kai)放時間(jian),并(bing)增設適合學生(sheng)(sheng)特點的文(wen)化體(ti)育(yu)(yu)(yu)和(he)(he)科(ke)(ke)普(pu)活(huo)動。創新開(kai)展優秀(xiu)影(ying)片進(jin)校(xiao)園活(huo)動,保障每(mei)名(ming)中小學生(sheng)(sheng)每(mei)學期至(zhi)少(shao)觀看2次優秀(xiu)影(ying)片。

  11.做(zuo)好畢(bi)(bi)業(ye)(ye)(ye)(ye)生(sheng)(sheng)(sheng)就(jiu)業(ye)(ye)(ye)(ye)創業(ye)(ye)(ye)(ye)服(fu)(fu)務。加強(qiang)學校畢(bi)(bi)業(ye)(ye)(ye)(ye)生(sheng)(sheng)(sheng)職(zhi)業(ye)(ye)(ye)(ye)生(sheng)(sheng)(sheng)涯教育(yu)和(he)(he)就(jiu)業(ye)(ye)(ye)(ye)創業(ye)(ye)(ye)(ye)指導,建設高(gao)(gao)(gao)質量就(jiu)業(ye)(ye)(ye)(ye)服(fu)(fu)務平(ping)臺,提供(gong)就(jiu)業(ye)(ye)(ye)(ye)創業(ye)(ye)(ye)(ye)和(he)(he)勞(lao)動用工政策法規咨詢,發布人(ren)(ren)力資(zi)源供(gong)求、市(shi)場工資(zi)價位、見習崗(gang)位等就(jiu)業(ye)(ye)(ye)(ye)信息,為有需求的(de)(de)應屆畢(bi)(bi)業(ye)(ye)(ye)(ye)生(sheng)(sheng)(sheng)提供(gong)實(shi)習實(shi)踐和(he)(he)就(jiu)業(ye)(ye)(ye)(ye)幫(bang)扶等服(fu)(fu)務,開展畢(bi)(bi)業(ye)(ye)(ye)(ye)去向登(deng)記(ji)。對(dui)未就(jiu)業(ye)(ye)(ye)(ye)的(de)(de)高(gao)(gao)(gao)校畢(bi)(bi)業(ye)(ye)(ye)(ye)生(sheng)(sheng)(sheng)和(he)(he)中(zhong)專畢(bi)(bi)業(ye)(ye)(ye)(ye)生(sheng)(sheng)(sheng)、自費(fei)出國(境(jing))留學的(de)(de)高(gao)(gao)(gao)校畢(bi)(bi)業(ye)(ye)(ye)(ye)生(sheng)(sheng)(sheng)和(he)(he)因私出國(境(jing))人(ren)(ren)員(yuan)提供(gong)流動人(ren)(ren)員(yuan)人(ren)(ren)事檔案(an)管理服(fu)(fu)務。對(dui)參加職(zhi)業(ye)(ye)(ye)(ye)技能(neng)培訓(xun)并(bing)符合條件的(de)(de)畢(bi)(bi)業(ye)(ye)(ye)(ye)生(sheng)(sheng)(sheng)給(gei)予職(zhi)業(ye)(ye)(ye)(ye)培訓(xun)補(bu)(bu)貼、職(zhi)業(ye)(ye)(ye)(ye)技能(neng)鑒定補(bu)(bu)貼和(he)(he)生(sheng)(sheng)(sheng)活費(fei)補(bu)(bu)貼。

  五、認真做好組織實施

  加強黨的(de)(de)全面領(ling)導,各(ge)(ge)(ge)級黨委和(he)政(zheng)(zheng)府(fu)要(yao)(yao)把構建優(you)質(zhi)均衡的(de)(de)基(ji)本(ben)公共教育(yu)服(fu)務(wu)(wu)體系作為實(shi)現共同(tong)富(fu)裕(yu)的(de)(de)一項重大民生工程,列(lie)入黨委和(he)政(zheng)(zheng)府(fu)重要(yao)(yao)議(yi)事日(ri)程。強化省級統籌(chou)(chou),充分發揮市(shi)級政(zheng)(zheng)府(fu)作用,落(luo)實(shi)以(yi)縣為主的(de)(de)管(guan)理責(ze)任,制(zhi)定工作實(shi)施方(fang)案,建立部門協(xie)同(tong)機制(zhi),壓實(shi)部門責(ze)任,形(xing)成(cheng)工作合力(li),確保(bao)各(ge)(ge)(ge)項政(zheng)(zheng)策措施落(luo)到實(shi)處。深化基(ji)礎教育(yu)綜合改(gai)(gai)革(ge)實(shi)驗區(qu)建設(she),強化區(qu)域(yu)統籌(chou)(chou)和(he)改(gai)(gai)革(ge)攻堅。同(tong)時,進一步加大對普惠性非基(ji)本(ben)公共教育(yu)服(fu)務(wu)(wu)支持(chi)力(li)度,完(wan)善普惠性學(xue)前教育(yu)保(bao)障機制(zhi),提高縣域(yu)普通高中辦學(xue)水平,整體提升公共教育(yu)服(fu)務(wu)(wu)能(neng)力(li)。采取財政(zheng)(zheng)補貼、服(fu)務(wu)(wu)性收費(fei)(fei)或代收費(fei)(fei)等(deng)方(fang)式籌(chou)(chou)措義務(wu)(wu)教育(yu)課后(hou)服(fu)務(wu)(wu)經(jing)費(fei)(fei),豐富(fu)優(you)質(zhi)課后(hou)服(fu)務(wu)(wu)資源,強化課后(hou)育(yu)人功能(neng)。各(ge)(ge)(ge)地(di)區(qu)各(ge)(ge)(ge)部門要(yao)(yao)加大政(zheng)(zheng)策宣傳解讀力(li)度,及時總結(jie)、廣泛宣傳典(dian)型經(jing)驗和(he)實(shi)施成(cheng)效,形(xing)成(cheng)全社會(hui)關心(xin)支持(chi)教育(yu)的(de)(de)良好氛圍(wei)。
