  日前(qian),青島(dao)市(shi)教育(yu)局印發《青島(dao)市(shi)國家“智(zhi)慧教育(yu)示范區”創建(jian)行動計(ji)劃(2022-2024年)》,將(jiang)建(jian)成(cheng)“國家智(zhi)慧教育(yu)示范區”,全(quan)面構建(jian)智(zhi)慧教育(yu)新(xin)生(sheng)(sheng)態。文件提出,推進(jin)建(jian)設六項重點工(gong)程,構建(jian)信(xin)息時代(dai)人才培養、教育(yu)服務、教育(yu)治理新(xin)生(sheng)(sheng)態。

青島市國家“智慧教育示范區”創建行動計劃(2022-2024年)

  為(wei)深(shen)入貫徹(che)落實黨的(de)十九(jiu)大和全(quan)國(guo)教育大會(hui)精神,推(tui)進(jin)新時代(dai)青(qing)島教育信息(xi)化發展,加快推(tui)進(jin)“智慧教育示范區”創建,特(te)制定本(ben)行動(dong)計劃。

  一、指導思想

  以(yi)習近平新(xin)時代(dai)中國特(te)色社會(hui)主義思想(xiang)為(wei)指導,堅(jian)持五育(yu)并舉,落實(shi)立德樹(shu)人根本任務,推(tui)進信息(xi)技術(shu)與教(jiao)育(yu)教(jiao)學融(rong)合(he)創新(xin),推(tui)進教(jiao)育(yu)數字化轉型、智能(neng)化升(sheng)級,以(yi)新(xin)技術(shu)服務教(jiao)育(yu)教(jiao)學改革(ge),全面促進青島教(jiao)育(yu)優質均(jun)衡和高質量發展,支撐和引領教(jiao)育(yu)現代(dai)化。

  二、發展目標

  加(jia)(jia)強師生(sheng)信息(xi)素養(yang)培養(yang),提(ti)升中(zhong)(zhong)小(xiao)學師生(sheng)信息(xi)化應用能(neng)力;加(jia)(jia)強網絡(luo)安(an)全體(ti)系建(jian)(jian)(jian)設(she),提(ti)高(gao)中(zhong)(zhong)小(xiao)學網絡(luo)安(an)全保障能(neng)力;加(jia)(jia)強中(zhong)(zhong)小(xiao)學數(shu)字資源(yuan)建(jian)(jian)(jian)用機(ji)制建(jian)(jian)(jian)設(she),增強數(shu)字資源(yuan)服務教(jiao)(jiao)(jiao)育教(jiao)(jiao)(jiao)學能(neng)力;加(jia)(jia)強中(zhong)(zhong)小(xiao)學智慧(hui)校園建(jian)(jian)(jian)設(she),推(tui)進(jin)新技術對教(jiao)(jiao)(jiao)育教(jiao)(jiao)(jiao)學的賦能(neng),支(zhi)撐教(jiao)(jiao)(jiao)學模式(shi)和評價方式(shi)變革(ge);加(jia)(jia)強中(zhong)(zhong)小(xiao)學人工智能(neng)教(jiao)(jiao)(jiao)育體(ti)系建(jian)(jian)(jian)設(she),人工智能(neng)教(jiao)(jiao)(jiao)育模式(shi)持續領跑(pao);加(jia)(jia)強教(jiao)(jiao)(jiao)育e平臺建(jian)(jian)(jian)設(she),提(ti)升大數(shu)據支(zhi)撐教(jiao)(jiao)(jiao)育管理與決(jue)策能(neng)力;加(jia)(jia)強“互聯網+教(jiao)(jiao)(jiao)育”新型服務供(gong)給(gei)模式(shi)建(jian)(jian)(jian)設(she),提(ti)升線(xian)上教(jiao)(jiao)(jiao)育服務品(pin)質,賦能(neng)“雙減”。建(jian)(jian)(jian)成(cheng)“國家智慧(hui)教(jiao)(jiao)(jiao)育示范區”,全面構(gou)建(jian)(jian)(jian)智慧(hui)教(jiao)(jiao)(jiao)育新生(sheng)態。

  三、重點工程

  堅持“全市統籌、區域協(xie)同”工作(zuo)機制,推進建(jian)設六項重點工程(cheng),構建(jian)信息時(shi)代人才培養、教(jiao)育(yu)服務、教(jiao)育(yu)治理新生態(tai)。

  (一(yi))師生信(xin)(xin)息(xi)(xi)(xi)素(su)(su)養(yang)提升(sheng)工程。建立“以校(xiao)(xiao)為本、基于課堂、應用(yong)驅(qu)動、注重(zhong)創(chuang)新(xin)”的師生信(xin)(xin)息(xi)(xi)(xi)素(su)(su)養(yang)發展機制,全(quan)方位推進中(zhong)(zhong)(zhong)小(xiao)學(xue)(xue)(xue)師生信(xin)(xin)息(xi)(xi)(xi)素(su)(su)養(yang)提升(sheng)(責(ze)(ze)任處室:裝備(bei)(bei)信(xin)(xin)息(xi)(xi)(xi)中(zhong)(zhong)(zhong)心(xin)、教(jiao)(jiao)師工作處、教(jiao)(jiao)科(ke)院(yuan))。實(shi)(shi)施“135”信(xin)(xin)息(xi)(xi)(xi)化專(zhuan)業(ye)人才培養(yang)工程,培養(yang)100名首席(xi)信(xin)(xin)息(xi)(xi)(xi)官、300名信(xin)(xin)息(xi)(xi)(xi)化校(xiao)(xiao)長(chang)和(he)500名信(xin)(xin)息(xi)(xi)(xi)化學(xue)(xue)(xue)科(ke)教(jiao)(jiao)師,提高(gao)全(quan)市中(zhong)(zhong)(zhong)小(xiao)學(xue)(xue)(xue)校(xiao)(xiao)信(xin)(xin)息(xi)(xi)(xi)化管(guan)理和(he)應用(yong)能力(li)(責(ze)(ze)任處室:裝備(bei)(bei)信(xin)(xin)息(xi)(xi)(xi)中(zhong)(zhong)(zhong)心(xin)、教(jiao)(jiao)師工作處、教(jiao)(jiao)科(ke)院(yuan))。推進信(xin)(xin)息(xi)(xi)(xi)技(ji)(ji)術(shu)(shu)支(zhi)持的項目式、探(tan)究式和(he)體驗式等(deng)學(xue)(xue)(xue)習(xi)方式,引導學(xue)(xue)(xue)生從學(xue)(xue)(xue)習(xi)用(yong)技(ji)(ji)術(shu)(shu)到用(yong)技(ji)(ji)術(shu)(shu)學(xue)(xue)(xue)習(xi),培養(yang)未(wei)來(lai)數(shu)字公(gong)民(責(ze)(ze)任處室:教(jiao)(jiao)科(ke)院(yuan))。組織(zhi)實(shi)(shi)施創(chuang)客(ke)競(jing)賽、人工智能競(jing)賽、信(xin)(xin)息(xi)(xi)(xi)奧賽和(he)科(ke)技(ji)(ji)節等(deng)50余(yu)項“三賽一(yi)節”活動,提高(gao)中(zhong)(zhong)(zhong)小(xiao)學(xue)(xue)(xue)生實(shi)(shi)踐創(chuang)新(xin)能力(li)(責(ze)(ze)任處室:基教(jiao)(jiao)處、裝備(bei)(bei)信(xin)(xin)息(xi)(xi)(xi)中(zhong)(zhong)(zhong)心(xin))。組織(zhi)開展人工智能、大數(shu)據等(deng)新(xin)技(ji)(ji)術(shu)(shu)賦(fu)能教(jiao)(jiao)育教(jiao)(jiao)學(xue)(xue)(xue)研究,評選區(qu)(市)、學(xue)(xue)(xue)校(xiao)(xiao)300個優秀案例(li),促進全(quan)市中(zhong)(zhong)(zhong)小(xiao)學(xue)(xue)(xue)教(jiao)(jiao)師信(xin)(xin)息(xi)(xi)(xi)化專(zhuan)業(ye)能力(li)成長(chang)(責(ze)(ze)任處室:裝備(bei)(bei)信(xin)(xin)息(xi)(xi)(xi)中(zhong)(zhong)(zhong)心(xin))。建立師生信(xin)(xin)息(xi)(xi)(xi)素(su)(su)養(yang)評估模(mo)型和(he)評價指標體系,堅持每年組織(zhi)全(quan)市中(zhong)(zhong)(zhong)小(xiao)學(xue)(xue)(xue)師生信(xin)(xin)息(xi)(xi)(xi)素(su)(su)養(yang)評價(責(ze)(ze)任處室:裝備(bei)(bei)信(xin)(xin)息(xi)(xi)(xi)中(zhong)(zhong)(zhong)心(xin))。

  (四)智(zhi)慧(hui)教(jiao)(jiao)育(yu)環境建(jian)設工程(cheng)。全(quan)(quan)市(shi)(shi)中(zhong)(zhong)小學(xue)(xue)萬(wan)兆接入教(jiao)(jiao)育(yu)城(cheng)域網(wang),校(xiao)(xiao)內無線網(wang)絡安全(quan)(quan)可靠(責(ze)任(ren)(ren)處(chu)室(shi)(shi)(shi):裝(zhuang)(zhuang)備(bei)信息(xi)(xi)中(zhong)(zhong)心(xin)、各區(qu)市(shi)(shi))。建(jian)設廣覆(fu)蓋、互聯互通的視頻(pin)(pin)會議系(xi)統,提升全(quan)(quan)市(shi)(shi)教(jiao)(jiao)育(yu)系(xi)統視頻(pin)(pin)會議應(ying)用(yong)(yong)(yong)環境,提高遠程(cheng)協同效率(lv)(責(ze)任(ren)(ren)處(chu)室(shi)(shi)(shi):裝(zhuang)(zhuang)備(bei)信息(xi)(xi)中(zhong)(zhong)心(xin)、財務處(chu)、各區(qu)市(shi)(shi))。評(ping)選50個(ge)典型數字(zi)(zi)應(ying)用(yong)(yong)(yong)場景(jing)、50個(ge)優(you)質教(jiao)(jiao)學(xue)(xue)軟件應(ying)用(yong)(yong)(yong)和(he)50個(ge)校(xiao)(xiao)本優(you)質教(jiao)(jiao)育(yu)資源(yuan)庫,推進學(xue)(xue)科創新教(jiao)(jiao)室(shi)(shi)(shi)、數字(zi)(zi)實驗(yan)室(shi)(shi)(shi)、數字(zi)(zi)圖(tu)書(shu)館、虛(xu)擬仿真實驗(yan)室(shi)(shi)(shi)等建(jian)設應(ying)用(yong)(yong)(yong)(責(ze)任(ren)(ren)處(chu)室(shi)(shi)(shi):裝(zhuang)(zhuang)備(bei)信息(xi)(xi)中(zhong)(zhong)心(xin))。打破技術壁壘,加強校(xiao)(xiao)園(yuan)門衛、食堂等重點區(qu)域和(he)部位視頻(pin)(pin)系(xi)統智(zhi)能化、規范化、標(biao)準化建(jian)設(責(ze)任(ren)(ren)處(chu)室(shi)(shi)(shi):裝(zhuang)(zhuang)備(bei)信息(xi)(xi)中(zhong)(zhong)心(xin)、安全(quan)(quan)處(chu)、后勤中(zhong)(zhong)心(xin))。基于國家、省市(shi)(shi)數字(zi)(zi)校(xiao)(xiao)園(yuan)建(jian)設規范,研制《青島市(shi)(shi)智(zhi)慧(hui)校(xiao)(xiao)園(yuan)建(jian)設應(ying)用(yong)(yong)(yong)評(ping)估標(biao)準》,評(ping)選“青島市(shi)(shi)智(zhi)慧(hui)校(xiao)(xiao)園(yuan)示范校(xiao)(xiao)”100所,全(quan)(quan)市(shi)(shi)智(zhi)慧(hui)校(xiao)(xiao)園(yuan)達(da)標(biao)率(lv)100%(責(ze)任(ren)(ren)處(chu)室(shi)(shi)(shi):裝(zhuang)(zhuang)備(bei)信息(xi)(xi)中(zhong)(zhong)心(xin))。

  (五)人(ren)工(gong)(gong)(gong)智(zhi)(zhi)(zhi)能(neng)(neng)教(jiao)(jiao)育(yu)提(ti)質工(gong)(gong)(gong)程(cheng)。落實《中(zhong)小(xiao)學(xue)人(ren)工(gong)(gong)(gong)智(zhi)(zhi)(zhi)能(neng)(neng)課程(cheng)指(zhi)導(dao)綱(gang)要》,構建(jian)“一綱(gang)多(duo)本”的(de)課程(cheng)體(ti)系,全市中(zhong)小(xiao)學(xue)人(ren)工(gong)(gong)(gong)智(zhi)(zhi)(zhi)能(neng)(neng)教(jiao)(jiao)育(yu)課程(cheng)普(pu)及率、實驗(yan)室建(jian)設率達到100%(責(ze)(ze)(ze)任處(chu)室:裝(zhuang)備(bei)信息中(zhong)心(xin)(xin)、教(jiao)(jiao)科(ke)院(yuan))。加強(qiang)人(ren)工(gong)(gong)(gong)智(zhi)(zhi)(zhi)能(neng)(neng)教(jiao)(jiao)師(shi)(shi)隊伍建(jian)設,開(kai)展(zhan)精(jing)準定(ding)制培(pei)訓“千人(ren)計劃”,培(pei)養50名業(ye)(ye)務水平(ping)高、創新(xin)能(neng)(neng)力強(qiang)的(de)骨(gu)干教(jiao)(jiao)師(shi)(shi)(責(ze)(ze)(ze)任處(chu)室:裝(zhuang)備(bei)信息中(zhong)心(xin)(xin)、教(jiao)(jiao)師(shi)(shi)工(gong)(gong)(gong)作處(chu))。探(tan)索人(ren)工(gong)(gong)(gong)智(zhi)(zhi)(zhi)能(neng)(neng)教(jiao)(jiao)育(yu)新(xin)模式(shi),通過項目化教(jiao)(jiao)學(xue)方式(shi),加強(qiang)人(ren)工(gong)(gong)(gong)智(zhi)(zhi)(zhi)能(neng)(neng)通識、編程(cheng)、機器學(xue)習(xi)、倫理等方面的(de)學(xue)習(xi),挖掘一批優(you)(you)秀教(jiao)(jiao)學(xue)課例,評(ping)選(xuan)人(ren)工(gong)(gong)(gong)智(zhi)(zhi)(zhi)能(neng)(neng)教(jiao)(jiao)育(yu)示范(fan)區4個、示范(fan)校(xiao)100所,開(kai)展(zhan)人(ren)工(gong)(gong)(gong)智(zhi)(zhi)(zhi)能(neng)(neng)素養評(ping)估,全市中(zhong)小(xiao)學(xue)樣(yang)本數量突破20萬份(fen)(責(ze)(ze)(ze)任處(chu)室:裝(zhuang)備(bei)信息中(zhong)心(xin)(xin)、教(jiao)(jiao)科(ke)院(yuan))。以聯盟(meng)結(jie)對、成(cheng)立共(gong)同體(ti)的(de)形式(shi),推(tui)動優(you)(you)秀人(ren)工(gong)(gong)(gong)智(zhi)(zhi)(zhi)能(neng)(neng)課程(cheng)資源跨(kua)校(xiao)、跨(kua)區域共(gong)享(責(ze)(ze)(ze)任處(chu)室:裝(zhuang)備(bei)信息中(zhong)心(xin)(xin))。堅持(chi)發(fa)揮“政府、企業(ye)(ye)、學(xue)校(xiao)”多(duo)元參與的(de)聯盟(meng)育(yu)人(ren)共(gong)同體(ti)的(de)作用(yong),形成(cheng)保障有力的(de)人(ren)工(gong)(gong)(gong)智(zhi)(zhi)(zhi)能(neng)(neng)教(jiao)(jiao)育(yu)發(fa)展(zhan)格局(責(ze)(ze)(ze)任處(chu)室:裝(zhuang)備(bei)信息中(zhong)心(xin)(xin)、基教(jiao)(jiao)處(chu)、教(jiao)(jiao)科(ke)院(yuan))。

  (六(liu))教(jiao)(jiao)(jiao)育(yu)e平臺賦能工程。堅持“結構優化(hua)、集約高效(xiao)、數據(ju)融合”理(li)念,打造教(jiao)(jiao)(jiao)育(yu)數字(zi)基座,建(jian)設教(jiao)(jiao)(jiao)育(yu)e平臺2.0(責任處(chu)(chu)室:裝(zhuang)(zhuang)備信息中心)。強化(hua)資(zi)源(yuan)(yuan)整(zheng)合,市(shi)(shi)域內各(ge)級(ji)各(ge)類(lei)教(jiao)(jiao)(jiao)育(yu)信息系統統籌接入青島教(jiao)(jiao)(jiao)育(yu)e平臺,實現(xian)教(jiao)(jiao)(jiao)育(yu)管理(li)、數字(zi)資(zi)源(yuan)(yuan)、應(ying)用(yong)服(fu)務(wu)“一(yi)網(wang)統管、一(yi)號登錄、一(yi)網(wang)通(tong)(tong)辦”(責任處(chu)(chu)室:裝(zhuang)(zhuang)備信息中心、各(ge)處(chu)(chu)室、各(ge)區(qu)市(shi)(shi))。建(jian)立數據(ju)采集、更(geng)新、共享、交換技術標(biao)準和運行機制,構建(jian)動態(tai)匯聚、實時共享、有序開放、深度應(ying)用(yong)的(de)教(jiao)(jiao)(jiao)育(yu)數據(ju)資(zi)源(yuan)(yuan)應(ying)用(yong)服(fu)務(wu)體系,打造“學校情(qing)況一(yi)張圖”“教(jiao)(jiao)(jiao)學資(zi)源(yuan)(yuan)一(yi)張網(wang)”“招考入學一(yi)件(jian)事(shi)”“教(jiao)(jiao)(jiao)育(yu)服(fu)務(wu)一(yi)號通(tong)(tong)”等(deng)場(chang)景,推(tui)動實現(xian)教(jiao)(jiao)(jiao)育(yu)業務(wu)辦理(li)數字(zi)化(hua)轉型,推(tui)進教(jiao)(jiao)(jiao)育(yu)治理(li)體系和治理(li)能力現(xian)代化(hua)(責任處(chu)(chu)室:裝(zhuang)(zhuang)備信息中心、各(ge)處(chu)(chu)室)。建(jian)設通(tong)(tong)用(yong)性(xing)、便捷性(xing)強的(de)智能化(hua)工具,提升(sheng)用(yong)戶使用(yong)體驗(責任處(chu)(chu)室:裝(zhuang)(zhuang)備信息中心)。

  四、保障措施

  (一)加(jia)強組織領導。成立國(guo)家“智(zhi)慧教育(yu)示范(fan)(fan)區(qu)”創建(jian)(jian)(jian)青島(dao)市領導小組(附件1),組織領導全市“智(zhi)慧教育(yu)示范(fan)(fan)區(qu)”創建(jian)(jian)(jian)工(gong)作,制(zhi)定(ding)落實政策(ce)制(zhi)度,形成工(gong)作推進任(ren)務書(shu)(附件2),統籌實施重大項(xiang)目,負責指(zhi)導區(qu)(市)、學校創建(jian)(jian)(jian)方案(an)的(de)實施,督導創建(jian)(jian)(jian)目標的(de)落地。各區(qu)(市)、學校要(yao)強化主體(ti)責任(ren),對照(zhao)六(liu)項(xiang)重點工(gong)程,明確本區(qu)域、本單位創建(jian)(jian)(jian)的(de)具體(ti)目標、任(ren)務、時間和保障措施,確保六(liu)項(xiang)重點工(gong)程的(de)落實。

  (二)加(jia)強(qiang)經(jing)(jing)費(fei)(fei)(fei)保(bao)障(zhang)。建立市(shi)、區(qu)(qu)(市(shi))兩級(ji)共同建設(she)(she)機制,落實教(jiao)育(yu)信(xin)息(xi)化經(jing)(jing)費(fei)(fei)(fei)保(bao)障(zhang),不(bu)斷加(jia)大學校(xiao)教(jiao)育(yu)信(xin)息(xi)化建設(she)(she)經(jing)(jing)費(fei)(fei)(fei)的投入,強(qiang)化經(jing)(jing)費(fei)(fei)(fei)使用(yong)績效評價,提高資金使用(yong)效益。各區(qu)(qu)(市(shi))要在(zai)年度預算中安排教(jiao)育(yu)信(xin)息(xi)化發展(zhan)專項經(jing)(jing)費(fei)(fei)(fei),確保(bao)智慧(hui)教(jiao)育(yu)示(shi)范區(qu)(qu)重(zhong)點項目的建設(she)(she)。加(jia)強(qiang)對信(xin)息(xi)化建設(she)(she)方面薄弱學校(xiao)的經(jing)(jing)費(fei)(fei)(fei)支持,促進(jin)區(qu)(qu)域(yu)內優質均(jun)衡(heng)發展(zhan)。

  (三(san))加大(da)宣(xuan)傳力度。構建智慧教(jiao)育(yu)成(cheng)果交流共享機制,市教(jiao)育(yu)局定期(qi)開展市域(yu)、區(qu)(qu)(qu)域(yu)、跨區(qu)(qu)(qu)域(yu)聯動活動,促進互學(xue)互鑒互進,推介智慧教(jiao)育(yu)典型經驗(yan)和優秀案例(li),形成(cheng)國家(jia)“智慧教(jiao)育(yu)示范區(qu)(qu)(qu)”案例(li)集。各區(qu)(qu)(qu)(市)、各學(xue)校要及時總結和挖掘典型案例(li)和成(cheng)功經驗(yan),多種(zhong)途(tu)徑開展宣(xuan)傳和推廣(guang),讓(rang)社(she)(she)會、家(jia)長全面了解創建成(cheng)效(xiao),形成(cheng)政府重視、社(she)(she)會支持(chi)、家(jia)長滿意的良好(hao)教(jiao)育(yu)生態(tai)。
