改革創新(xin),激發人(ren)才(cai)(cai)(cai)(cai)隊(dui)伍(wu)活力(li)(li)。一是(shi)(shi)完善(shan)引(yin)育(yu)體(ti)系。實(shi)施新(xin)時(shi)代“人(ren)才(cai)(cai)(cai)(cai)強校”戰(zhan)略,召開人(ren)才(cai)(cai)(cai)(cai)工作大(da)會,以粵港澳大(da)灣區高水(shui)(shui)平(ping)人(ren)才(cai)(cai)(cai)(cai)高地建(jian)(jian)設為契機(ji),開展“師資(zi)隊(dui)伍(wu)躍升行動(dong)”,實(shi)施人(ren)才(cai)(cai)(cai)(cai)育(yu)引(yin)“倍增計劃”,構建(jian)(jian)聚(ju)才(cai)(cai)(cai)(cai)引(yin)才(cai)(cai)(cai)(cai)“強磁場”。圍繞國(guo)家戰(zhan)略需求和(he)廣(guang)東經(jing)濟模(mo)式(shi)與(yu)產(chan)業(ye)結構,瞄(miao)準(zhun)“卡脖子”等關鍵和(he)前沿領(ling)域,突出“高精(jing)尖缺(que)”,面向全(quan)球大(da)力(li)(li)引(yin)才(cai)(cai)(cai)(cai)。探索(suo)試行校地人(ren)才(cai)(cai)(cai)(cai)聯聘(pin)新(xin)機(ji)制(zhi),攜(xie)手人(ren)工智能與(yu)數字經(jing)濟廣(guang)東省實(shi)驗室(廣(guang)州(zhou)),打造人(ren)才(cai)(cai)(cai)(cai)協同(tong)引(yin)育(yu)新(xin)范式(shi)。二是(shi)(shi)加強制(zhi)度(du)建(jian)(jian)設。探索(suo)建(jian)(jian)立與(yu)國(guo)際(ji)接軌的“預聘(pin)—長聘(pin)”制(zhi)度(du),推進教(jiao)師崗(gang)(gang)位(wei)聘(pin)任、薪酬體(ti)系、晉(jin)升評(ping)價、考核評(ping)估等全(quan)鏈條改革,大(da)幅提(ti)升全(quan)球人(ren)才(cai)(cai)(cai)(cai)吸引(yin)力(li)(li)和(he)競(jing)爭(zheng)力(li)(li)。目前,“預聘(pin)—長聘(pin)”師資(zi)中(zhong),國(guo)家級、省級人(ren)才(cai)(cai)(cai)(cai)占(zhan)比42%,40歲以下占(zhan)比90%,推動(dong)人(ren)才(cai)(cai)(cai)(cai)隊(dui)伍(wu)高水(shui)(shui)平(ping)、國(guo)際(ji)化(hua)、年(nian)輕(qing)化(hua)。三是(shi)(shi)優(you)化(hua)發展生(sheng)態(tai)。根(gen)據(ju)教(jiao)師職業(ye)發展階段分別設置相應的崗(gang)(gang)位(wei),提(ti)供(gong)具有競(jing)爭(zheng)力(li)(li)的年(nian)薪和(he)科(ke)研(yan)啟動(dong)經(jing)費(fei),破除“帽子”與(yu)資(zi)源(yuan)直接掛鉤的做法,鼓勵同(tong)臺競(jing)技,注(zhu)重(zhong)實(shi)績貢獻。利(li)用社會捐贈,設立冠名學者崗(gang)(gang)位(wei),為優(you)秀青年(nian)人(ren)才(cai)(cai)(cai)(cai)提(ti)供(gong)專項津(jin)(jin)貼待(dai)(dai)遇(yu)。選任資(zi)深(shen)教(jiao)師或(huo)學科(ke)帶(dai)頭人(ren)擔任導(dao)師,組織(zhi)(zhi)專家以“一對一”“多對一”等方(fang)式(shi)指導(dao)申報重(zhong)大(da)項目,支(zhi)持(chi)教(jiao)師組建(jian)(jian)高水(shui)(shui)平(ping)科(ke)研(yan)團隊(dui)、開展有組織(zhi)(zhi)科(ke)研(yan)。成(cheng)立人(ren)才(cai)(cai)(cai)(cai)服務協調(diao)小(xiao)組,落實(shi)人(ren)才(cai)(cai)(cai)(cai)待(dai)(dai)遇(yu)、實(shi)驗用房、研(yan)究生(sheng)招生(sheng)政(zheng)策,同(tong)時(shi)在(zai)崗(gang)(gang)位(wei)津(jin)(jin)貼、校內(nei)公租(zu)房分配方(fang)面給予重(zhong)點支(zhi)持(chi),實(shi)現“政(zheng)策支(zhi)持(chi)+用心服務”疊(die)加賦能。
