“三位一體”建好數字基座。實(shi)(shi)施教(jiao)(jiao)(jiao)(jiao)育信(xin)息化(hua)(hua)(hua)(hua)(hua)(hua)“云(yun)(yun)(yun)網端(duan)(duan)”推(tui)進戰略,基(ji)于“云(yun)(yun)(yun)”的服(fu)務(wu)(wu)與(yu)(yu)(yu)(yu)運(yun)算能力、“網”的聯通與(yu)(yu)(yu)(yu)紐(niu)帶作用(yong)(yong)、“端(duan)(duan)”的數(shu)據(ju)采(cai)集與(yu)(yu)(yu)(yu)反(fan)饋(kui)功能,著力構建(jian)(jian)(jian)開(kai)放(fang)共(gong)(gong)(gong)享、數(shu)據(ju)互通、應(ying)用(yong)(yong)協同(tong)的“云(yun)(yun)(yun)網端(duan)(duan)”三位一(yi)體教(jiao)(jiao)(jiao)(jiao)育信(xin)息化(hua)(hua)(hua)(hua)(hua)(hua)發展格局。依(yi)托大數(shu)據(ju)引擎(qing)打造數(shu)字基(ji)座(zuo),加快(kuai)推(tui)進數(shu)據(ju)治理(li)(li)與(yu)(yu)(yu)(yu)融合應(ying)用(yong)(yong),累計編制數(shu)據(ju)目(mu)錄1289條(tiao),匯(hui)聚數(shu)據(ju)資產8630萬(wan)條(tiao)。一(yi)是構建(jian)(jian)(jian)合肥教(jiao)(jiao)(jiao)(jiao)育“云(yun)(yun)(yun)”。建(jian)(jian)(jian)設教(jiao)(jiao)(jiao)(jiao)育教(jiao)(jiao)(jiao)(jiao)學(xue)(xue)(xue)(xue)資源庫、公共(gong)(gong)(gong)支撐(cheng)平(ping)臺(tai)(tai)(tai)、教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)服(fu)務(wu)(wu)系(xi)(xi)統(tong)(tong)、學(xue)(xue)(xue)(xue)生(sheng)服(fu)務(wu)(wu)系(xi)(xi)統(tong)(tong)、管(guan)理(li)(li)服(fu)務(wu)(wu)系(xi)(xi)統(tong)(tong)和市民服(fu)務(wu)(wu)系(xi)(xi)統(tong)(tong)的“一(yi)庫一(yi)平(ping)臺(tai)(tai)(tai)四服(fu)務(wu)(wu)系(xi)(xi)統(tong)(tong)”,對接國家智慧教(jiao)(jiao)(jiao)(jiao)育公共(gong)(gong)(gong)服(fu)務(wu)(wu)平(ping)臺(tai)(tai)(tai)和安徽基(ji)礎(chu)教(jiao)(jiao)(jiao)(jiao)育資源應(ying)用(yong)(yong)平(ping)臺(tai)(tai)(tai),整(zheng)合縣(xian)(市)區(qu)、校(xiao)(xiao)資源平(ping)臺(tai)(tai)(tai),面向學(xue)(xue)(xue)(xue)生(sheng)、教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)、管(guan)理(li)(li)人(ren)員和市民提供場景化(hua)(hua)(hua)(hua)(hua)(hua)應(ying)用(yong)(yong)和服(fu)務(wu)(wu),實(shi)(shi)現數(shu)據(ju)資源共(gong)(gong)(gong)建(jian)(jian)(jian)共(gong)(gong)(gong)享。截至目(mu)前,平(ping)臺(tai)(tai)(tai)匯(hui)聚各類資源1200萬(wan)余條(tiao),瀏覽(lan)量超1億(yi)次。二是建(jian)(jian)(jian)設智慧校(xiao)(xiao)園“網”。圍繞教(jiao)(jiao)(jiao)(jiao)學(xue)(xue)(xue)(xue)、學(xue)(xue)(xue)(xue)習、評(ping)價、管(guan)理(li)(li)等方面,積極推(tui)進智慧學(xue)(xue)(xue)(xue)校(xiao)(xiao)建(jian)(jian)(jian)設,不斷優(you)化(hua)(hua)(hua)(hua)(hua)(hua)校(xiao)(xiao)園網絡等基(ji)礎(chu)環境,形成上下貫(guan)通的數(shu)據(ju)采(cai)集通道和服(fu)務(wu)(wu)網絡。依(yi)托市級教(jiao)(jiao)(jiao)(jiao)育云(yun)(yun)(yun)平(ping)臺(tai)(tai)(tai),統(tong)(tong)一(yi)部署智慧學(xue)(xue)(xue)(xue)校(xiao)(xiao)管(guan)理(li)(li)系(xi)(xi)統(tong)(tong),不斷推(tui)動智慧學(xue)(xue)(xue)(xue)校(xiao)(xiao)建(jian)(jian)(jian)設資金集約(yue)化(hua)(hua)(hua)(hua)(hua)(hua)、應(ying)用(yong)(yong)系(xi)(xi)統(tong)(tong)化(hua)(hua)(hua)(hua)(hua)(hua)、數(shu)據(ju)共(gong)(gong)(gong)享化(hua)(hua)(hua)(hua)(hua)(hua)。截至目(mu)前,已建(jian)(jian)(jian)成智慧學(xue)(xue)(xue)(xue)校(xiao)(xiao)805所。三是拓(tuo)展信(xin)息化(hua)(hua)(hua)(hua)(hua)(hua)應(ying)用(yong)(yong)“端(duan)(duan)”。圍繞課堂(tang)主陣地,重(zhong)點(dian)推(tui)進智慧課堂(tang)建(jian)(jian)(jian)設,拓(tuo)展信(xin)息化(hua)(hua)(hua)(hua)(hua)(hua)應(ying)用(yong)(yong)場景,推(tui)動數(shu)據(ju)的生(sheng)成與(yu)(yu)(yu)(yu)反(fan)饋(kui),加快(kuai)基(ji)礎(chu)教(jiao)(jiao)(jiao)(jiao)育數(shu)字化(hua)(hua)(hua)(hua)(hua)(hua)轉(zhuan)型升級,已建(jian)(jian)(jian)成智慧課堂(tang)5553間、機器人(ren)實(shi)(shi)驗室540間、創新實(shi)(shi)驗室323間、數(shu)字化(hua)(hua)(hua)(hua)(hua)(hua)探(tan)究實(shi)(shi)驗室144間、人(ren)工智能實(shi)(shi)驗室48間。
“四維應用”強化數據賦能。持續推進大(da)數(shu)據應用與基礎教(jiao)(jiao)育(yu)(yu)深度融(rong)合,驅動(dong)(dong)全方(fang)位提升(sheng)育(yu)(yu)人實(shi)(shi)效(xiao)。一是(shi)(shi)聚(ju)焦教(jiao)(jiao)學(xue)(xue)(xue)。建設(she)(she)教(jiao)(jiao)室互動(dong)(dong)服務(wu)終(zhong)端(duan)(duan),為師生(sheng)(sheng)配備(bei)智(zhi)(zhi)能(neng)(neng)移動(dong)(dong)終(zhong)端(duan)(duan)及軟件系(xi)統(tong)(tong),推動(dong)(dong)各終(zhong)端(duan)(duan)數(shu)據實(shi)(shi)時互通、應用互聯,營造(zao)智(zhi)(zhi)能(neng)(neng)化(hua)(hua)(hua)(hua)教(jiao)(jiao)學(xue)(xue)(xue)環境,促進教(jiao)(jiao)育(yu)(yu)教(jiao)(jiao)學(xue)(xue)(xue)方(fang)式轉(zhuan)變(bian),助力提升(sheng)教(jiao)(jiao)師備(bei)課(ke)(ke)精準(zhun)化(hua)(hua)(hua)(hua)水平,增強學(xue)(xue)(xue)生(sheng)(sheng)學(xue)(xue)(xue)習(xi)的(de)積極(ji)性、主動(dong)(dong)性,全市中小(xiao)學(xue)(xue)(xue)智(zhi)(zhi)慧課(ke)(ke)堂(tang)開課(ke)(ke)超205萬節,生(sheng)(sheng)成(cheng)(cheng)學(xue)(xue)(xue)情(qing)報告396萬份(fen)。二是(shi)(shi)聚(ju)焦評(ping)(ping)價(jia)。建設(she)(she)小(xiao)學(xue)(xue)(xue)生(sheng)(sheng)學(xue)(xue)(xue)業發(fa)展綠色(se)指標(biao)(biao)評(ping)(ping)價(jia)系(xi)統(tong)(tong),融(rong)入“診斷(duan)式評(ping)(ping)語”“逐題(ti)分析得失”等(deng)多維(wei)度指標(biao)(biao),探(tan)索發(fa)展性評(ping)(ping)價(jia)標(biao)(biao)準(zhun)。建設(she)(she)中小(xiao)學(xue)(xue)(xue)綜(zong)合素(su)質(zhi)評(ping)(ping)價(jia)系(xi)統(tong)(tong),圍繞品德(de)行為、身心健(jian)康(kang)、藝術素(su)養等(deng)方(fang)面,構(gou)建德(de)智(zhi)(zhi)體美(mei)勞全要素(su)學(xue)(xue)(xue)生(sheng)(sheng)成(cheng)(cheng)長檔案。建設(she)(she)普通高(gao)中教(jiao)(jiao)育(yu)(yu)教(jiao)(jiao)學(xue)(xue)(xue)質(zhi)量評(ping)(ping)價(jia)系(xi)統(tong)(tong),圍繞學(xue)(xue)(xue)生(sheng)(sheng)思想品德(de)、學(xue)(xue)(xue)業成(cheng)(cheng)績、特長愛好、身心健(jian)康(kang)以及教(jiao)(jiao)師專業、課(ke)(ke)程(cheng)建設(she)(she)、教(jiao)(jiao)學(xue)(xue)(xue)管(guan)(guan)理(li)7個維(wei)度,開展數(shu)據采集與結果性評(ping)(ping)價(jia),引(yin)導學(xue)(xue)(xue)校(xiao)(xiao)樹立科(ke)學(xue)(xue)(xue)全面的(de)教(jiao)(jiao)育(yu)(yu)質(zhi)量觀。三是(shi)(shi)聚(ju)焦“雙減”。運用智(zhi)(zhi)能(neng)(neng)終(zhong)端(duan)(duan)采集分析學(xue)(xue)(xue)生(sheng)(sheng)練(lian)習(xi)數(shu)據,精準(zhun)定位學(xue)(xue)(xue)習(xi)“薄(bo)弱項”,強化(hua)(hua)(hua)(hua)作業內(nei)容、總量、時長、批改等(deng)環節管(guan)(guan)理(li),推動(dong)(dong)實(shi)(shi)現作業量與作業時長同步(bu)減少、學(xue)(xue)(xue)科(ke)素(su)養與學(xue)(xue)(xue)科(ke)能(neng)(neng)力雙向(xiang)(xiang)提升(sheng)。建設(she)(she)校(xiao)(xiao)外培(pei)訓監(jian)(jian)管(guan)(guan)系(xi)統(tong)(tong),著力推進校(xiao)(xiao)外培(pei)訓機構(gou)治(zhi)理(li)。建設(she)(she)“名(ming)師面對面”答疑系(xi)統(tong)(tong),向(xiang)(xiang)學(xue)(xue)(xue)生(sheng)(sheng)提供學(xue)(xue)(xue)習(xi)資(zi)源和輔(fu)導服務(wu)。建設(she)(she)課(ke)(ke)后服務(wu)管(guan)(guan)理(li)系(xi)統(tong)(tong),提高(gao)選排(pai)課(ke)(ke)效(xiao)率,強化(hua)(hua)(hua)(hua)課(ke)(ke)程(cheng)監(jian)(jian)管(guan)(guan),優化(hua)(hua)(hua)(hua)服務(wu)供給。四是(shi)(shi)聚(ju)焦治(zhi)理(li)。建設(she)(she)學(xue)(xue)(xue)前教(jiao)(jiao)育(yu)(yu)管(guan)(guan)理(li)、學(xue)(xue)(xue)生(sheng)(sheng)智(zhi)(zhi)慧資(zi)助、校(xiao)(xiao)車(che)動(dong)(dong)態監(jian)(jian)管(guan)(guan)等(deng)13個教(jiao)(jiao)育(yu)(yu)治(zhi)理(li)與監(jian)(jian)測(ce)系(xi)統(tong)(tong),推動(dong)(dong)教(jiao)(jiao)育(yu)(yu)業務(wu)與政(zheng)務(wu)服務(wu)數(shu)據互聯互通,努(nu)力實(shi)(shi)現“數(shu)據多跑(pao)路,師生(sheng)(sheng)少跑(pao)腿”。
“五項舉措”保障落地見效。持(chi)續加(jia)強(qiang)(qiang)支持(chi)保障(zhang),抓好五項(xiang)舉措,確保教(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)信(xin)(xin)息(xi)化(hua)(hua)(hua)(hua)(hua)建設(she)有效推(tui)進(jin)。一是(shi)強(qiang)(qiang)化(hua)(hua)(hua)(hua)(hua)統籌規(gui)劃。印發《教(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)信(xin)(xin)息(xi)化(hua)(hua)(hua)(hua)(hua)發展(zhan)規(gui)劃(2015—2020年(nian))》《智慧學(xue)(xue)校建設(she)實(shi)施(shi)規(gui)劃(2019—2022年(nian))》《普(pu)通中小學(xue)(xue)智慧學(xue)(xue)校建設(she)指(zhi)導(dao)清單(dan)》等系(xi)列文件,指(zhi)導(dao)各(ge)(ge)縣(xian)(市(shi)(shi))區、學(xue)(xue)校制定(ding)教(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)信(xin)(xin)息(xi)化(hua)(hua)(hua)(hua)(hua)發展(zhan)規(gui)劃,形成(cheng)市(shi)(shi)、縣(xian)、校三(san)級(ji)規(gui)劃體(ti)(ti)系(xi),著(zhu)力構(gou)建齊抓共管、協調聯動(dong)的“全(quan)(quan)市(shi)(shi)一盤棋”工(gong)(gong)作格局。二是(shi)強(qiang)(qiang)化(hua)(hua)(hua)(hua)(hua)資金保障(zhang)。將教(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)信(xin)(xin)息(xi)化(hua)(hua)(hua)(hua)(hua)項(xiang)目納入(ru)公益(yi)性(xing)項(xiang)目計劃,設(she)立專(zhuan)(zhuan)(zhuan)項(xiang)資金予以(yi)保障(zhang);安排(pai)轉移支付(fu)專(zhuan)(zhuan)(zhuan)項(xiang)資金,支持(chi)縣(xian)(市(shi)(shi))區教(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)信(xin)(xin)息(xi)化(hua)(hua)(hua)(hua)(hua)建設(she)。“十三(san)五”期(qi)間累(lei)計投入(ru)近40億元(yuan),以(yi)“智慧學(xue)(xue)校”建設(she)應用(yong)為(wei)重點(dian),推(tui)動(dong)教(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)信(xin)(xin)息(xi)化(hua)(hua)(hua)(hua)(hua)基(ji)礎(chu)支撐能力和信(xin)(xin)息(xi)技(ji)(ji)術(shu)(shu)服務教(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)教(jiao)(jiao)學(xue)(xue)能力持(chi)續提(ti)升。三(san)是(shi)強(qiang)(qiang)化(hua)(hua)(hua)(hua)(hua)督導(dao)考核(he)(he)。制定(ding)各(ge)(ge)縣(xian)(市(shi)(shi))區信(xin)(xin)息(xi)化(hua)(hua)(hua)(hua)(hua)建設(she)與應用(yong)督導(dao)考核(he)(he)指(zhi)標(biao),開展(zhan)專(zhuan)(zhuan)(zhuan)項(xiang)督導(dao)與考核(he)(he),確保全(quan)(quan)市(shi)(shi)教(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)信(xin)(xin)息(xi)化(hua)(hua)(hua)(hua)(hua)建設(she)扎(zha)實(shi)推(tui)進(jin)。四(si)是(shi)強(qiang)(qiang)化(hua)(hua)(hua)(hua)(hua)素養(yang)提(ti)升。建立教(jiao)(jiao)師(shi)(shi)信(xin)(xin)息(xi)技(ji)(ji)術(shu)(shu)培訓(xun)基(ji)地(di),連(lian)續9年(nian)開展(zhan)信(xin)(xin)息(xi)化(hua)(hua)(hua)(hua)(hua)領(ling)導(dao)力培訓(xun)和教(jiao)(jiao)師(shi)(shi)信(xin)(xin)息(xi)技(ji)(ji)術(shu)(shu)大(da)練兵活動(dong);信(xin)(xin)息(xi)技(ji)(ji)術(shu)(shu)課(ke)題(ti)研究覆蓋全(quan)(quan)部(bu)學(xue)(xue)校,新(xin)媒體(ti)(ti)、新(xin)技(ji)(ji)術(shu)(shu)應用(yong)覆蓋全(quan)(quan)體(ti)(ti)教(jiao)(jiao)師(shi)(shi)。加(jia)強(qiang)(qiang)與國內高校、研究機(ji)構(gou)、科技(ji)(ji)企業(ye)合作,積極(ji)開展(zhan)應用(yong)培訓(xun),助力提(ti)升師(shi)(shi)生信(xin)(xin)息(xi)技(ji)(ji)術(shu)(shu)素養(yang)和能力,加(jia)快適應數字(zi)化(hua)(hua)(hua)(hua)(hua)發展(zhan)要求。2021年(nian),獲批教(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)部(bu)“人工(gong)(gong)智能助推(tui)教(jiao)(jiao)師(shi)(shi)隊伍(wu)建設(she)”試(shi)點(dian)單(dan)位。五是(shi)強(qiang)(qiang)化(hua)(hua)(hua)(hua)(hua)示(shi)范(fan)推(tui)廣(guang)(guang)。通過試(shi)點(dian)先(xian)行、示(shi)范(fan)引(yin)領(ling)、整體(ti)(ti)推(tui)進(jin)模式,推(tui)動(dong)示(shi)范(fan)區、示(shi)范(fan)校、示(shi)范(fan)項(xiang)目建設(she),總結經驗、提(ti)煉成(cheng)果、全(quan)(quan)市(shi)(shi)推(tui)廣(guang)(guang),不斷(duan)推(tui)動(dong)基(ji)礎(chu)教(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)質量(liang)整體(ti)(ti)提(ti)升。
