黨的十八大(da)以來(lai),中(zhong)(zhong)外合作(zuo)(zuo)辦(ban)學規(gui)范化(hua)(hua)進程明顯(xian)加速,治(zhi)(zhi)理體系不斷完善,治(zhi)(zhi)理能力持續提升,質量(liang)建設(she)(she)成效顯(xian)著,發揮(hui)了(le)四(si)個方(fang)面(mian)獨(du)特作(zuo)(zuo)用。一是(shi)(shi)在(zai)滿足社(she)會對多(duo)樣(yang)性、國際化(hua)(hua)教育(yu)(yu)(yu)需求方(fang)面(mian)發揮(hui)了(le)獨(du)特作(zuo)(zuo)用,二是(shi)(shi)在(zai)促進學科(ke)建設(she)(she)方(fang)面(mian)發揮(hui)了(le)獨(du)特作(zuo)(zuo)用,三是(shi)(shi)在(zai)推進教育(yu)(yu)(yu)體制(zhi)機制(zhi)改革方(fang)面(mian)發揮(hui)了(le)獨(du)特作(zuo)(zuo)用,四(si)是(shi)(shi)中(zhong)(zhong)外合作(zuo)(zuo)辦(ban)學創造的跨(kua)國教育(yu)(yu)(yu)“中(zhong)(zhong)國樣(yang)本”在(zai)全球教育(yu)(yu)(yu)治(zhi)(zhi)理和教育(yu)(yu)(yu)規(gui)則制(zhi)定(ding)中(zhong)(zhong)產(chan)生影響,發揮(hui)了(le)獨(du)特作(zuo)(zuo)用。
當前(qian),我國已(yi)經開啟全(quan)面(mian)建設社會(hui)主(zhu)義(yi)現(xian)(xian)代化(hua)國家新征程(cheng)(cheng)(cheng),向著第二個百年奮斗(dou)目(mu)標進軍。新時代新階段,需要發(fa)(fa)(fa)展(zhan)(zhan)一(yi)(yi)個什么樣的(de)(de)(de)(de)(de)(de)(de)中(zhong)(zhong)外(wai)(wai)(wai)合(he)(he)(he)作(zuo)(zuo)(zuo)辦(ban)(ban)(ban)(ban)學(xue)(xue)?答案只(zhi)有一(yi)(yi)個,那就是(shi)高質量(liang)發(fa)(fa)(fa)展(zhan)(zhan)的(de)(de)(de)(de)(de)(de)(de)中(zhong)(zhong)外(wai)(wai)(wai)合(he)(he)(he)作(zuo)(zuo)(zuo)辦(ban)(ban)(ban)(ban)學(xue)(xue)。要主(zhu)動(dong)融入和服務于(yu)新發(fa)(fa)(fa)展(zhan)(zhan)格局,以高質量(liang)中(zhong)(zhong)外(wai)(wai)(wai)合(he)(he)(he)作(zuo)(zuo)(zuo)辦(ban)(ban)(ban)(ban)學(xue)(xue)發(fa)(fa)(fa)展(zhan)(zhan)助(zhu)力(li)暢通國內(nei)大(da)循環、打造(zao)開放(fang)(fang)的(de)(de)(de)(de)(de)(de)(de)國內(nei)國際(ji)雙(shuang)循環。現(xian)(xian)實(shi)中(zhong)(zhong),一(yi)(yi)些(xie)人(ren)對(dui)(dui)(dui)這個問題(ti)認(ren)識(shi)不(bu)清、方(fang)向不(bu)明;歷史發(fa)(fa)(fa)展(zhan)(zhan)過程(cheng)(cheng)(cheng)中(zhong)(zhong)形成的(de)(de)(de)(de)(de)(de)(de)一(yi)(yi)些(xie)問題(ti)還沒有得到完全(quan)解決,現(xian)(xian)實(shi)又出現(xian)(xian)一(yi)(yi)些(xie)新的(de)(de)(de)(de)(de)(de)(de)偏頗和偏差,中(zhong)(zhong)外(wai)(wai)(wai)合(he)(he)(he)作(zuo)(zuo)(zuo)辦(ban)(ban)(ban)(ban)學(xue)(xue)面(mian)臨(lin)新的(de)(de)(de)(de)(de)(de)(de)挑戰。一(yi)(yi)是(shi)中(zhong)(zhong)外(wai)(wai)(wai)合(he)(he)(he)作(zuo)(zuo)(zuo)辦(ban)(ban)(ban)(ban)學(xue)(xue)引進優質資(zi)源的(de)(de)(de)(de)(de)(de)(de)法(fa)(fa)(fa)(fa)規原則(ze)面(mian)臨(lin)新的(de)(de)(de)(de)(de)(de)(de)挑戰。有的(de)(de)(de)(de)(de)(de)(de)對(dui)(dui)(dui)中(zhong)(zhong)外(wai)(wai)(wai)合(he)(he)(he)作(zuo)(zuo)(zuo)辦(ban)(ban)(ban)(ban)學(xue)(xue)存在一(yi)(yi)定(ding)程(cheng)(cheng)(cheng)度的(de)(de)(de)(de)(de)(de)(de)盲目(mu)性(xing)(xing)和沖動(dong)性(xing)(xing),對(dui)(dui)(dui)本(ben)(ben)地區、本(ben)(ben)校(xiao)教(jiao)(jiao)育對(dui)(dui)(dui)外(wai)(wai)(wai)開放(fang)(fang)格局統籌規劃(hua)不(bu)夠,對(dui)(dui)(dui)中(zhong)(zhong)外(wai)(wai)(wai)合(he)(he)(he)作(zuo)(zuo)(zuo)辦(ban)(ban)(ban)(ban)學(xue)(xue)的(de)(de)(de)(de)(de)(de)(de)國際(ji)化(hua)基(ji)礎和辦(ban)(ban)(ban)(ban)學(xue)(xue)條件考慮不(bu)多,缺少應有的(de)(de)(de)(de)(de)(de)(de)大(da)局觀和依法(fa)(fa)(fa)(fa)辦(ban)(ban)(ban)(ban)學(xue)(xue)意識(shi);二是(shi)中(zhong)(zhong)外(wai)(wai)(wai)合(he)(he)(he)作(zuo)(zuo)(zuo)辦(ban)(ban)(ban)(ban)學(xue)(xue)屬于(yu)公益性(xing)(xing)事業(ye)的(de)(de)(de)(de)(de)(de)(de)法(fa)(fa)(fa)(fa)規原則(ze)面(mian)臨(lin)新的(de)(de)(de)(de)(de)(de)(de)挑戰。中(zhong)(zhong)外(wai)(wai)(wai)合(he)(he)(he)作(zuo)(zuo)(zuo)雙(shuang)方(fang)教(jiao)(jiao)育機(ji)構逐利傾向有所抬頭。有的(de)(de)(de)(de)(de)(de)(de)熱衷于(yu)在辦(ban)(ban)(ban)(ban)學(xue)(xue)成本(ben)(ben)低的(de)(de)(de)(de)(de)(de)(de)專業(ye)尋(xun)求(qiu)合(he)(he)(he)作(zuo)(zuo)(zuo),學(xue)(xue)科(ke)專業(ye)長遠規劃(hua)不(bu)足。有的(de)(de)(de)(de)(de)(de)(de)學(xue)(xue)校(xiao)過分(fen)依賴中(zhong)(zhong)介服務,申報材(cai)料(liao)時有雷同,中(zhong)(zhong)外(wai)(wai)(wai)合(he)(he)(he)作(zuo)(zuo)(zuo)雙(shuang)方(fang)溝通與實(shi)質性(xing)(xing)合(he)(he)(he)作(zuo)(zuo)(zuo)缺失。中(zhong)(zhong)介機(ji)構參(can)與教(jiao)(jiao)學(xue)(xue)和財務安排(pai)的(de)(de)(de)(de)(de)(de)(de)現(xian)(xian)象仍(reng)然存在;三(san)是(shi)中(zhong)(zhong)外(wai)(wai)(wai)合(he)(he)(he)作(zuo)(zuo)(zuo)辦(ban)(ban)(ban)(ban)學(xue)(xue)組織(zhi)與管(guan)理(li)的(de)(de)(de)(de)(de)(de)(de)基(ji)本(ben)(ben)原則(ze)面(mian)臨(lin)新的(de)(de)(de)(de)(de)(de)(de)挑戰。有的(de)(de)(de)(de)(de)(de)(de)辦(ban)(ban)(ban)(ban)學(xue)(xue)單(dan)位(wei)自我約束、自我規范(fan)意識(shi)不(bu)強,改革(ge)主(zhu)體、責(ze)任(ren)主(zhu)體、質量(liang)主(zhu)體作(zuo)(zuo)(zuo)用發(fa)(fa)(fa)揮不(bu)夠。有的(de)(de)(de)(de)(de)(de)(de)辦(ban)(ban)(ban)(ban)學(xue)(xue)機(ji)構、項目(mu)治理(li)結構不(bu)完善,運作(zuo)(zuo)(zuo)失常(chang)失范(fan)。有的(de)(de)(de)(de)(de)(de)(de)遲(chi)遲(chi)無法(fa)(fa)(fa)(fa)啟動(dong)招生,只(zhi)為報表(biao)、宣傳材(cai)料(liao)“錦上添花”;四(si)是(shi)中(zhong)(zhong)外(wai)(wai)(wai)合(he)(he)(he)作(zuo)(zuo)(zuo)辦(ban)(ban)(ban)(ban)學(xue)(xue)教(jiao)(jiao)育教(jiao)(jiao)學(xue)(xue)基(ji)本(ben)(ben)原則(ze)面(mian)臨(lin)新的(de)(de)(de)(de)(de)(de)(de)挑戰。作(zuo)(zuo)(zuo)為質量(liang)建設核(he)心的(de)(de)(de)(de)(de)(de)(de)課程(cheng)(cheng)(cheng)、教(jiao)(jiao)學(xue)(xue)與師資(zi)仍(reng)未得到足夠重(zhong)視,“四(si)個三(san)分(fen)之一(yi)(yi)”的(de)(de)(de)(de)(de)(de)(de)底(di)線要求(qiu)屢受沖擊。有的(de)(de)(de)(de)(de)(de)(de)辦(ban)(ban)(ban)(ban)學(xue)(xue)機(ji)構、項目(mu)在經費管(guan)理(li)、人(ren)事制度、辦(ban)(ban)(ban)(ban)學(xue)(xue)條件的(de)(de)(de)(de)(de)(de)(de)設計和落實(shi)程(cheng)(cheng)(cheng)度滿足不(bu)了中(zhong)(zhong)外(wai)(wai)(wai)合(he)(he)(he)作(zuo)(zuo)(zuo)辦(ban)(ban)(ban)(ban)學(xue)(xue)教(jiao)(jiao)育教(jiao)(jiao)學(xue)(xue)特殊性(xing)(xing)的(de)(de)(de)(de)(de)(de)(de)基(ji)本(ben)(ben)要求(qiu)。
中(zhong)(zhong)外(wai)(wai)合(he)(he)作辦學(xue)(xue)正反兩方(fang)面的(de)經驗(yan)反復(fu)證明(ming),高(gao)效(xiao)能治理(li)是(shi)解決發展過程中(zhong)(zhong)存(cun)在問題的(de)關鍵。以(yi)高(gao)效(xiao)能治理(li)支撐高(gao)質(zhi)量發展,是(shi)著力(li)破除體(ti)制機制障礙加大(da)中(zhong)(zhong)外(wai)(wai)合(he)(he)作辦學(xue)(xue)改革(ge)力(li)度的(de)重要(yao)內容(rong)和具體(ti)體(ti)現,是(shi)中(zhong)(zhong)外(wai)(wai)合(he)(he)作辦學(xue)(xue)主動融入新(xin)發展格局的(de)內在要(yao)求(qiu),是(shi)中(zhong)(zhong)外(wai)(wai)合(he)(he)作辦學(xue)(xue)新(xin)的(de)發展方(fang)向。
中外合作(zuo)辦學(xue)高效能治理,需要(yao)(yao)(yao)政府(fu)、學(xue)校(xiao)和(he)辦學(xue)單位轉變粗放(fang)(fang)式(shi)發展的觀念,需要(yao)(yao)(yao)健(jian)全(quan)完善的制度(du)機制作(zuo)保障。教育(yu)部等八部門(men)《關于加快和(he)擴大新(xin)時代教育(yu)對外開(kai)放(fang)(fang)的意(yi)見(jian)》提出(chu)要(yao)(yao)(yao)扭住(zhu)制度(du)建設這個(ge)關鍵,對中外合作(zuo)辦學(xue)提出(chu)了新(xin)的更高要(yao)(yao)(yao)求。當前,完善中外合作(zuo)辦學(xue)高效能治理的各項制度(du)機制,要(yao)(yao)(yao)重點把握以下幾個(ge)方面。
一、健全以法治為特征的專項治理工作制度

二、強化“入口”治理,完善準入標準和準入制度

三、健全以規范化為特征的督促檢查制度
依法監(jian)督管(guan)理,加強(qiang)規(gui)(gui)范(fan)(fan)辦(ban)(ban)學(xue),是中(zhong)外(wai)合(he)(he)作(zuo)辦(ban)(ban)學(xue)高效能(neng)治理的(de)(de)(de)重要組成部(bu)分。可(ke)根(gen)據工作(zuo)需(xu)要,組織(zhi)聯合(he)(he)小組,赴相關地區和(he)辦(ban)(ban)學(xue)單位(wei)督促(cu)、指導(dao)、檢(jian)查(cha)工作(zuo),督查(cha)相關法規(gui)(gui)政策的(de)(de)(de)落實。督促(cu)檢(jian)查(cha)辦(ban)(ban)學(xue)單位(wei)制(zhi)定招(zhao)生(sheng)簡章的(de)(de)(de)規(gui)(gui)范(fan)(fan)性和(he)報備、公開程序的(de)(de)(de)完整性,以及堅持錄取標(biao)準、嚴(yan)格(ge)招(zhao)生(sheng)制(zhi)度(du)情(qing)況(kuang),防(fang)止超指標(biao)招(zhao)生(sheng)及不(bu)按照審批專業招(zhao)生(sheng)等情(qing)況(kuang)反彈;主(zhu)動回(hui)應辦(ban)(ban)學(xue)成本(ben)(ben)“陽光核算”的(de)(de)(de)社(she)會關切(qie),督促(cu)檢(jian)查(cha)收費(fei)項目和(he)標(biao)準等的(de)(de)(de)公開透明情(qing)況(kuang),學(xue)費(fei)、住宿費(fei)等繳納(na)情(qing)況(kuang),規(gui)(gui)范(fan)(fan)收費(fei)制(zhi)度(du);督促(cu)檢(jian)查(cha)課程、教(jiao)(jiao)(jiao)(jiao)材(cai)和(he)師(shi)資(zi)情(qing)況(kuang),規(gui)(gui)范(fan)(fan)教(jiao)(jiao)(jiao)(jiao)學(xue)制(zhi)度(du)。加強(qiang)對引進(jin)教(jiao)(jiao)(jiao)(jiao)材(cai)選用(yong)審核機(ji)(ji)制(zhi)和(he)使用(yong)評估(gu)機(ji)(ji)制(zhi)的(de)(de)(de)檢(jian)查(cha),強(qiang)化對師(shi)資(zi)聘任標(biao)準和(he)管(guan)理程序的(de)(de)(de)檢(jian)查(cha),規(gui)(gui)范(fan)(fan)中(zhong)外(wai)合(he)(he)作(zuo)辦(ban)(ban)學(xue)教(jiao)(jiao)(jiao)(jiao)師(shi)隊伍;中(zhong)外(wai)合(he)(he)作(zuo)辦(ban)(ban)學(xue)不(bu)能(neng)“盲人摸象”。應不(bu)斷完善(shan)信息(xi)(xi)(xi)公開制(zhi)度(du),提(ti)高信息(xi)(xi)(xi)披(pi)露專業化、法制(zhi)化水平,強(qiang)化社(she)會監(jian)督機(ji)(ji)制(zhi)。升級中(zhong)外(wai)合(he)(he)作(zuo)辦(ban)(ban)學(xue)監(jian)管(guan)工作(zuo)信息(xi)(xi)(xi)平臺,把辦(ban)(ban)學(xue)機(ji)(ji)構(gou)和(he)項目基本(ben)(ben)信息(xi)(xi)(xi)、外(wai)方合(he)(he)作(zuo)學(xue)校基本(ben)(ben)情(qing)況(kuang)、課程、教(jiao)(jiao)(jiao)(jiao)材(cai)、辦(ban)(ban)學(xue)條(tiao)件和(he)特色、教(jiao)(jiao)(jiao)(jiao)育教(jiao)(jiao)(jiao)(jiao)學(xue)成果等信息(xi)(xi)(xi)在信息(xi)(xi)(xi)平臺向社(she)會發(fa)布;建立違規(gui)(gui)通報制(zhi)度(du),對違規(gui)(gui)的(de)(de)(de)中(zhong)外(wai)合(he)(he)作(zuo)辦(ban)(ban)學(xue)機(ji)(ji)構(gou)和(he)項目進(jin)行(xing)不(bu)定期(qi)通報。
四、強化辦學過程治理,完善評估制度
從(cong)2000年11月國務(wu)院(yuan)學(xue)位(wei)辦(ban)(ban)(ban)(ban)(ban)下(xia)發(fa)《關于開展(zhan)(zhan)授予境外(wai)學(xue)位(wei)的(de)(de)(de)(de)(de)合作(zuo)(zuo)(zuo)(zuo)辦(ban)(ban)(ban)(ban)(ban)學(xue)項(xiang)(xiang)目(mu)評(ping)(ping)(ping)估(gu)(gu)(gu)(gu)工(gong)作(zuo)(zuo)(zuo)(zuo)的(de)(de)(de)(de)(de)通(tong)知》,對授予境外(wai)學(xue)位(wei)的(de)(de)(de)(de)(de)合作(zuo)(zuo)(zuo)(zuo)辦(ban)(ban)(ban)(ban)(ban)學(xue)項(xiang)(xiang)目(mu)開展(zhan)(zhan)“整(zheng)體合格(ge)評(ping)(ping)(ping)估(gu)(gu)(gu)(gu)”算起,中(zhong)(zhong)外(wai)合作(zuo)(zuo)(zuo)(zuo)辦(ban)(ban)(ban)(ban)(ban)學(xue)評(ping)(ping)(ping)估(gu)(gu)(gu)(gu)工(gong)作(zuo)(zuo)(zuo)(zuo)經歷(li)了(le)(le)(le)20余年的(de)(de)(de)(de)(de)發(fa)展(zhan)(zhan)。2009年7月,教育部辦(ban)(ban)(ban)(ban)(ban)公廳下(xia)發(fa)《關于開展(zhan)(zhan)中(zhong)(zhong)外(wai)合作(zuo)(zuo)(zuo)(zuo)辦(ban)(ban)(ban)(ban)(ban)學(xue)評(ping)(ping)(ping)估(gu)(gu)(gu)(gu)工(gong)作(zuo)(zuo)(zuo)(zuo)的(de)(de)(de)(de)(de)通(tong)知》,隨后啟動(dong)了(le)(le)(le)中(zhong)(zhong)外(wai)合作(zuo)(zuo)(zuo)(zuo)辦(ban)(ban)(ban)(ban)(ban)學(xue)試點(dian)評(ping)(ping)(ping)估(gu)(gu)(gu)(gu)工(gong)作(zuo)(zuo)(zuo)(zuo)。從(cong)此(ci)以后,進(jin)(jin)入常態化(hua)(hua)的(de)(de)(de)(de)(de)中(zhong)(zhong)外(wai)合作(zuo)(zuo)(zuo)(zuo)辦(ban)(ban)(ban)(ban)(ban)學(xue)評(ping)(ping)(ping)估(gu)(gu)(gu)(gu)工(gong)作(zuo)(zuo)(zuo)(zuo)至今已有(you)九輪,共完成(cheng)對900多(duo)個中(zhong)(zhong)外(wai)合作(zuo)(zuo)(zuo)(zuo)辦(ban)(ban)(ban)(ban)(ban)學(xue)項(xiang)(xiang)目(mu)和機構(gou)(gou)(gou)的(de)(de)(de)(de)(de)評(ping)(ping)(ping)估(gu)(gu)(gu)(gu)。中(zhong)(zhong)外(wai)合作(zuo)(zuo)(zuo)(zuo)辦(ban)(ban)(ban)(ban)(ban)學(xue)評(ping)(ping)(ping)估(gu)(gu)(gu)(gu)對“有(you)條件合格(ge)”“不(bu)合格(ge)”的(de)(de)(de)(de)(de)辦(ban)(ban)(ban)(ban)(ban)學(xue)機構(gou)(gou)(gou)和項(xiang)(xiang)目(mu)按規定(ding)暫停招生或(huo)終止其辦(ban)(ban)(ban)(ban)(ban)學(xue)資格(ge),強(qiang)化(hua)(hua)了(le)(le)(le)質量主體意識,推動(dong)了(le)(le)(le)高效能治理,對中(zhong)(zhong)外(wai)合作(zuo)(zuo)(zuo)(zuo)辦(ban)(ban)(ban)(ban)(ban)學(xue)質量建設發(fa)揮了(le)(le)(le)一定(ding)的(de)(de)(de)(de)(de)作(zuo)(zuo)(zuo)(zuo)用;同時應該(gai)看到,評(ping)(ping)(ping)估(gu)(gu)(gu)(gu)工(gong)作(zuo)(zuo)(zuo)(zuo)中(zhong)(zhong)仍存在形式(shi)主義和個別弄虛(xu)作(zuo)(zuo)(zuo)(zuo)假(jia)現象。提升(sheng)評(ping)(ping)(ping)估(gu)(gu)(gu)(gu)效能,應著(zhu)力改革評(ping)(ping)(ping)估(gu)(gu)(gu)(gu)制度(du)。優化(hua)(hua)和完善評(ping)(ping)(ping)估(gu)(gu)(gu)(gu)指(zhi)標體系,量化(hua)(hua)和定(ding)性(xing)評(ping)(ping)(ping)價有(you)機結(jie)(jie)合,強(qiang)化(hua)(hua)人才培養過程(cheng)評(ping)(ping)(ping)估(gu)(gu)(gu)(gu);持(chi)續推進(jin)(jin)分類評(ping)(ping)(ping)估(gu)(gu)(gu)(gu),探索具(ju)有(you)法(fa)人資格(ge)本科(ke)以上中(zhong)(zhong)外(wai)合作(zuo)(zuo)(zuo)(zuo)辦(ban)(ban)(ban)(ban)(ban)學(xue)機構(gou)(gou)(gou)常態化(hua)(hua)評(ping)(ping)(ping)估(gu)(gu)(gu)(gu);在開展(zhan)(zhan)中(zhong)(zhong)外(wai)合作(zuo)(zuo)(zuo)(zuo)辦(ban)(ban)(ban)(ban)(ban)學(xue)常態化(hua)(hua)評(ping)(ping)(ping)估(gu)(gu)(gu)(gu)的(de)(de)(de)(de)(de)同時,探索建立(li)專項(xiang)(xiang)評(ping)(ping)(ping)估(gu)(gu)(gu)(gu)制度(du);重(zhong)點(dian)扭住辦(ban)(ban)(ban)(ban)(ban)學(xue)過程(cheng)中(zhong)(zhong)出(chu)現的(de)(de)(de)(de)(de)突出(chu)問題(ti),如(ru)辦(ban)(ban)(ban)(ban)(ban)學(xue)關鍵(jian)因素與協議(yi)不(bu)符,或(huo)者自行變更協議(yi)沒(mei)有(you)報教育行政部門(men)備案(an),實際開展(zhan)(zhan)辦(ban)(ban)(ban)(ban)(ban)學(xue)專業(ye)與審批專業(ye)不(bu)符,財務(wu)與審計制度(du)不(bu)健全,外(wai)方長期(qi)沒(mei)有(you)參與實質性(xing)辦(ban)(ban)(ban)(ban)(ban)學(xue)活動(dong)等;改進(jin)(jin)評(ping)(ping)(ping)估(gu)(gu)(gu)(gu)結(jie)(jie)果呈現方式(shi),提高評(ping)(ping)(ping)估(gu)(gu)(gu)(gu)結(jie)(jie)果公開透明程(cheng)度(du)和社會公信(xin)力,更好發(fa)揮中(zhong)(zhong)外(wai)合作(zuo)(zuo)(zuo)(zuo)辦(ban)(ban)(ban)(ban)(ban)學(xue)評(ping)(ping)(ping)估(gu)(gu)(gu)(gu)報告(gao)在依(yi)法(fa)辦(ban)(ban)(ban)(ban)(ban)學(xue)、規范管理中(zhong)(zhong)的(de)(de)(de)(de)(de)導向作(zuo)(zuo)(zuo)(zuo)用。
五、推進常態化建設,完善退出轉型機制
2018年6月,《教(jiao)育部(bu)辦(ban)公廳(ting)關于批準部(bu)分中(zhong)(zhong)外合(he)(he)作(zuo)(zuo)辦(ban)學(xue)(xue)(xue)機構(gou)和(he)(he)(he)項(xiang)目(mu)終(zhong)止(zhi)(zhi)的(de)(de)(de)通(tong)知》下(xia)發,依(yi)法(fa)終(zhong)止(zhi)(zhi)234個本科以上(shang)中(zhong)(zhong)外合(he)(he)作(zuo)(zuo)辦(ban)學(xue)(xue)(xue)機構(gou)和(he)(he)(he)項(xiang)目(mu)。近(jin)三(san)年來,共依(yi)法(fa)終(zhong)止(zhi)(zhi)了334個本科以上(shang)中(zhong)(zhong)外合(he)(he)作(zuo)(zuo)辦(ban)學(xue)(xue)(xue)機構(gou)和(he)(he)(he)項(xiang)目(mu)辦(ban)學(xue)(xue)(xue)。被終(zhong)止(zhi)(zhi)的(de)(de)(de)機構(gou)和(he)(he)(he)項(xiang)目(mu)主(zhu)要(yao)包括獲批以后(hou)從來沒有招生的(de)(de)(de),協(xie)議期已(yi)滿中(zhong)(zhong)外合(he)(he)作(zuo)(zuo)高(gao)(gao)校(xiao)一方或(huo)雙(shuang)方沒有續約(yue)意愿的(de)(de)(de),招生數(shu)較少無法(fa)開(kai)展(zhan)正常教(jiao)學(xue)(xue)(xue)活動并無法(fa)維持正常財務(wu)運行的(de)(de)(de),中(zhong)(zhong)外合(he)(he)作(zuo)(zuo)辦(ban)學(xue)(xue)(xue)評估(gu)中(zhong)(zhong)被評為不合(he)(he)格的(de)(de)(de)或(huo)者(zhe)在(zai)評估(gu)開(kai)始時及評估(gu)過(guo)(guo)程中(zhong)(zhong)自(zi)愿申請退出(chu)的(de)(de)(de),以及若干成功轉型自(zi)然(ran)退出(chu)的(de)(de)(de)。事實(shi)證明,通(tong)過(guo)(guo)教(jiao)育部(bu)門行政主(zhu)導(dao)引退一些中(zhong)(zhong)外合(he)(he)作(zuo)(zuo)辦(ban)學(xue)(xue)(xue)機構(gou)、項(xiang)目(mu),“騰籠(long)換鳥(niao)”,淘汰更新(xin),優化(hua)升級,實(shi)現(xian)中(zhong)(zhong)外合(he)(he)作(zuo)(zuo)辦(ban)學(xue)(xue)(xue)的(de)(de)(de)系(xi)統平(ping)衡和(he)(he)(he)結構(gou)調(diao)整,是(shi)高(gao)(gao)效(xiao)能(neng)治理的(de)(de)(de)重(zhong)要(yao)制(zhi)度安排,有利(li)于中(zhong)(zhong)外合(he)(he)作(zuo)(zuo)辦(ban)學(xue)(xue)(xue)規模的(de)(de)(de)穩步增長和(he)(he)(he)質量(liang)效(xiao)益的(de)(de)(de)不斷提升。當前,一些辦(ban)學(xue)(xue)(xue)能(neng)力(li)不足(zu)、專(zhuan)業競爭力(li)缺乏、“麥當勞”式連鎖店辦(ban)學(xue)(xue)(xue)、名存(cun)實(shi)亡(wang)的(de)(de)(de)“僵尸”機構(gou)和(he)(he)(he)項(xiang)目(mu)仍然(ran)存(cun)在(zai)。應強化(hua)執(zhi)法(fa)處罰(fa)機制(zhi),做好輿論引導(dao)工作(zuo)(zuo),使退出(chu)有序平(ping)穩;加大力(li)度依(yi)法(fa)拓寬渠道(dao),解決退出(chu)轉型“口子”偏窄(zhai)的(de)(de)(de)問題(ti),依(yi)法(fa)完(wan)善常態化(hua)退出(chu)轉型機制(zhi)。
