  陜西省西安市碑林(lin)區(qu)認真學習貫徹習近平(ping)總書(shu)記關(guan)于教育(yu)(yu)的(de)(de)重要論(lun)述,深(shen)入落(luo)實(shi)黨中央、國務院關(guan)于深(shen)化新時代教育(yu)(yu)評價改(gai)革(ge)的(de)(de)決策部(bu)署,聚(ju)焦立德樹人根本任務,以全(quan)省教育(yu)(yu)評價改(gai)革(ge)綜合試(shi)點區(qu)縣建設為抓手,堅持“五聚(ju)焦、五突出”,深(shen)入推進教育(yu)(yu)評價改(gai)革(ge),著力構建完善(shan)覆蓋黨委政(zheng)府、學校、教師、學生、用人單位等(deng)改(gai)革(ge)主體(ti)的(de)(de)綜合評價體(ti)系(xi),加快(kuai)推動教育(yu)(yu)事業高(gao)質(zhi)量發(fa)展(zhan)。

  聚焦“科學履職”,突出擔當作為,深化黨委政府評價改革。一是堅(jian)持黨(dang)(dang)的全(quan)(quan)面領(ling)導(dao)。持續完(wan)善黨(dang)(dang)對教育(yu)(yu)(yu)(yu)(yu)(yu)工(gong)作(zuo)(zuo)全(quan)(quan)面領(ling)導(dao)的體(ti)制機制,區(qu)委教育(yu)(yu)(yu)(yu)(yu)(yu)工(gong)作(zuo)(zuo)領(ling)導(dao)小組牽(qian)頭,通過召開(kai)專題會等(deng),深入(ru)推(tui)進教育(yu)(yu)(yu)(yu)(yu)(yu)評(ping)(ping)價改(gai)革各(ge)(ge)項重點工(gong)作(zuo)(zuo),健全(quan)(quan)黨(dang)(dang)委統一領(ling)導(dao)、黨(dang)(dang)政齊抓共管、部(bu)門(men)各(ge)(ge)負(fu)其(qi)責的工(gong)作(zuo)(zuo)格局。二是堅(jian)持教育(yu)(yu)(yu)(yu)(yu)(yu)優(you)(you)先(xian)發展(zhan)。落(luo)實(shi)(shi)優(you)(you)先(xian)規劃(hua)、優(you)(you)先(xian)投入(ru)、優(you)(you)先(xian)配置資源,研(yan)究制定《建(jian)設(she)教育(yu)(yu)(yu)(yu)(yu)(yu)強區(qu)實(shi)(shi)施意(yi)見》和《基礎教育(yu)(yu)(yu)(yu)(yu)(yu)三(san)(san)年(nian)行(xing)動計劃(hua)(2019-2021)》《創(chuang)建(jian)全(quan)(quan)國學(xue)前教育(yu)(yu)(yu)(yu)(yu)(yu)普及普惠(hui)區(qu)工(gong)作(zuo)(zuo)實(shi)(shi)施方(fang)案(an)》《中小學(xue)校(xiao)幼(you)兒園專項規劃(hua)(2020—2025年(nian))》等(deng)文件。2019年(nian)以來(lai),財政教育(yu)(yu)(yu)(yu)(yu)(yu)投入(ru)累計35.88億元,爭取各(ge)(ge)級建(jian)設(she)項目專項資金9.1億元,新建(jian)和改(gai)擴(kuo)建(jian)中小學(xue)、幼(you)兒園19個,新增(zeng)學(xue)位9000余個。三(san)(san)是堅(jian)持壓(ya)緊壓(ya)實(shi)(shi)責任。制定《對設(she)區(qu)市(shi)級人民(min)政府履行(xing)教育(yu)(yu)(yu)(yu)(yu)(yu)職責評(ping)(ping)價暨市(shi)縣(xian)(xian)黨(dang)(dang)政領(ling)導(dao)履行(xing)教育(yu)(yu)(yu)(yu)(yu)(yu)工(gong)作(zuo)(zuo)主(zhu)體(ti)責任督(du)導(dao)考(kao)核碑林區(qu)自評(ping)(ping)自查工(gong)作(zuo)(zuo)方(fang)案(an)》《關于開(kai)展(zhan)2022年(nian)對區(qu)縣(xian)(xian)人民(min)政府履行(xing)教育(yu)(yu)(yu)(yu)(yu)(yu)職責評(ping)(ping)價暨區(qu)縣(xian)(xian)黨(dang)(dang)政領(ling)導(dao)履行(xing)教育(yu)(yu)(yu)(yu)(yu)(yu)工(gong)作(zuo)(zuo)主(zhu)體(ti)責任督(du)導(dao)考(kao)核的通知》等(deng),將推(tui)進教育(yu)(yu)(yu)(yu)(yu)(yu)評(ping)(ping)價改(gai)革情況作(zuo)(zuo)為教育(yu)(yu)(yu)(yu)(yu)(yu)督(du)導(dao)重要內容,著力推(tui)動教育(yu)(yu)(yu)(yu)(yu)(yu)評(ping)(ping)價改(gai)革各(ge)(ge)項舉措(cuo)落(luo)實(shi)(shi)落(luo)地。

  聚焦“立德樹人”,突出分層分類,深化學校評價改革。一是(shi)完(wan)善幼(you)兒(er)(er)園評(ping)(ping)(ping)價。印(yin)發(fa)(fa)《關于進(jin)(jin)(jin)一步加強幼(you)兒(er)(er)園規范(fan)(fan)辦(ban)園行(xing)為(wei)的工作(zuo)方案》,出臺《幼(you)兒(er)(er)園一日生(sheng)活保(bao)教(jiao)(jiao)規范(fan)(fan)(試(shi)行(xing))》《幼(you)兒(er)(er)園“小學(xue)(xue)(xue)化”負(fu)面清單與(yu)整改(gai)(gai)措(cuo)(cuo)施(試(shi)行(xing))》等(deng),不斷(duan)完(wan)善幼(you)兒(er)(er)園質(zhi)量評(ping)(ping)(ping)估標準,助力(li)兒(er)(er)童健康快樂成(cheng)(cheng)(cheng)長(chang)(chang)。二是(shi)改(gai)(gai)進(jin)(jin)(jin)中(zhong)小學(xue)(xue)(xue)評(ping)(ping)(ping)價。修訂(ding)《中(zhong)小學(xue)(xue)(xue)教(jiao)(jiao)育(yu)質(zhi)量評(ping)(ping)(ping)估細(xi)則(ze)》,從五育(yu)并舉以及教(jiao)(jiao)學(xue)(xue)(xue)管(guan)理、科(ke)研水平等(deng)多個維度(du)系(xi)統評(ping)(ping)(ping)估學(xue)(xue)(xue)校(xiao)(xiao)(xiao)教(jiao)(jiao)育(yu)教(jiao)(jiao)學(xue)(xue)(xue)質(zhi)量,積極探(tan)索(suo)學(xue)(xue)(xue)業(ye)成(cheng)(cheng)(cheng)績評(ping)(ping)(ping)定(ding)改(gai)(gai)革,著力(li)構(gou)建(jian)發(fa)(fa)展性(xing)評(ping)(ping)(ping)價占(zhan)主導(dao)地(di)位的評(ping)(ping)(ping)價體(ti)系(xi)。堅決落實(shi)(shi)“雙(shuang)減”政策,強化學(xue)(xue)(xue)校(xiao)(xiao)(xiao)教(jiao)(jiao)育(yu)主陣地(di),嚴格作(zuo)業(ye)總量統籌、時間控制、成(cheng)(cheng)(cheng)果公示(shi)(shi)等(deng),努(nu)力(li)讓學(xue)(xue)(xue)生(sheng)在校(xiao)(xiao)(xiao)內學(xue)(xue)(xue)足學(xue)(xue)(xue)好(hao)。規范(fan)(fan)學(xue)(xue)(xue)科(ke)類校(xiao)(xiao)(xiao)外培(pei)(pei)訓機(ji)(ji)構(gou)辦(ban)學(xue)(xue)(xue)行(xing)為(wei),將預收學(xue)(xue)(xue)費納入監管(guan)范(fan)(fan)圍,切(qie)實(shi)(shi)減輕(qing)學(xue)(xue)(xue)生(sheng)和(he)家(jia)(jia)長(chang)(chang)校(xiao)(xiao)(xiao)外培(pei)(pei)訓負(fu)擔。三是(shi)穩妥推進(jin)(jin)(jin)普通(tong)(tong)高(gao)中(zhong)育(yu)人方式改(gai)(gai)革。加強2所普通(tong)(tong)高(gao)中(zhong)新(xin)(xin)課(ke)(ke)程(cheng)(cheng)新(xin)(xin)教(jiao)(jiao)材(cai)實(shi)(shi)施國(guo)家(jia)(jia)級示(shi)(shi)范(fan)(fan)校(xiao)(xiao)(xiao)和(he)4所市級示(shi)(shi)范(fan)(fan)校(xiao)(xiao)(xiao)建(jian)設工作(zuo),切(qie)實(shi)(shi)發(fa)(fa)揮(hui)好(hao)示(shi)(shi)范(fan)(fan)引(yin)領作(zuo)用。全面實(shi)(shi)施新(xin)(xin)課(ke)(ke)程(cheng)(cheng)新(xin)(xin)教(jiao)(jiao)材(cai),規范(fan)(fan)開設國(guo)家(jia)(jia)課(ke)(ke)程(cheng)(cheng)、開足選修課(ke)(ke)程(cheng)(cheng)、開發(fa)(fa)校(xiao)(xiao)(xiao)本(ben)課(ke)(ke)程(cheng)(cheng),積極探(tan)索(suo)“走班選課(ke)(ke)”、學(xue)(xue)(xue)生(sheng)核心素養提升等(deng)舉措(cuo)(cuo),適應(ying)新(xin)(xin)形(xing)勢新(xin)(xin)要求(qiu),不斷(duan)提升育(yu)人質(zhi)量。四是(shi)健全職(zhi)業(ye)學(xue)(xue)(xue)校(xiao)(xiao)(xiao)評(ping)(ping)(ping)價。完(wan)善中(zhong)高(gao)職(zhi)貫通(tong)(tong)合(he)作(zuo)辦(ban)學(xue)(xue)(xue)和(he)校(xiao)(xiao)(xiao)企合(he)作(zuo)機(ji)(ji)制,探(tan)索(suo)與(yu)企事業(ye)單位合(he)作(zuo)辦(ban)學(xue)(xue)(xue),深入推進(jin)(jin)(jin)產教(jiao)(jiao)融合(he),協同育(yu)人。制定(ding)《中(zhong)等(deng)職(zhi)業(ye)學(xue)(xue)(xue)校(xiao)(xiao)(xiao)“雙(shuang)師型”教(jiao)(jiao)師達標工作(zuo)方案》,分批(pi)次(ci)組織教(jiao)(jiao)師開展專業(ye)技能(neng)培(pei)(pei)訓、考取(qu)職(zhi)業(ye)資(zi)格等(deng)級證書,“雙(shuang)師型”教(jiao)(jiao)師占(zhan)比(bi)持(chi)續提升。推動(dong)職(zhi)業(ye)學(xue)(xue)(xue)校(xiao)(xiao)(xiao)與(yu)省級示(shi)(shi)范(fan)(fan)普通(tong)(tong)高(gao)中(zhong)組建(jian)教(jiao)(jiao)育(yu)共同體(ti),推動(dong)優質(zhi)教(jiao)(jiao)育(yu)資(zi)源共享,努(nu)力(li)為(wei)學(xue)(xue)(xue)生(sheng)成(cheng)(cheng)(cheng)長(chang)(chang)成(cheng)(cheng)(cheng)才搭建(jian)“立交橋”。

  聚焦“教書育人”,突出“德能績效”,深化教師評價改革。一是注重(zhong)師(shi)(shi)(shi)德(de)為(wei)(wei)先。落實(shi)師(shi)(shi)(shi)德(de)師(shi)(shi)(shi)風第(di)一標準(zhun),出臺《加強(qiang)和改進新時代師(shi)(shi)(shi)德(de)師(shi)(shi)(shi)風建(jian)設(she)的(de)實(shi)施辦法(fa)》《師(shi)(shi)(shi)德(de)師(shi)(shi)(shi)風建(jian)設(she)三(san)年(nian)行動(dong)(dong)計(ji)劃(2021—2023年(nian))》《中小學(xue)(xue)師(shi)(shi)(shi)德(de)考(kao)(kao)核(he)(he)辦法(fa)》等(deng),常態(tai)化開展(zhan)(zhan)師(shi)(shi)(shi)德(de)師(shi)(shi)(shi)風系列活(huo)動(dong)(dong),加強(qiang)師(shi)(shi)(shi)德(de)年(nian)度考(kao)(kao)核(he)(he),引導廣大(da)(da)教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)努(nu)力(li)做學(xue)(xue)生為(wei)(wei)學(xue)(xue)、為(wei)(wei)事、為(wei)(wei)人示(shi)范的(de)“大(da)(da)先生”。二是注重(zhong)培(pei)(pei)訓(xun)賦能。通過集中培(pei)(pei)訓(xun)、遠程培(pei)(pei)訓(xun)、送培(pei)(pei)到校、校本研修等(deng)多種形式(shi),實(shi)現教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)培(pei)(pei)訓(xun)全學(xue)(xue)段全學(xue)(xue)科(ke)全覆(fu)蓋。近(jin)年(nian)來,累(lei)計(ji)培(pei)(pei)訓(xun)教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)8萬余人次(ci)。每年(nian)開展(zhan)(zhan)教(jiao)(jiao)(jiao)(jiao)學(xue)(xue)問診、視導等(deng)活(huo)動(dong)(dong),聽(ting)課(ke)500余節,形成反饋報告(gao)(gao)近(jin)30萬字(zi)。三(san)是注重(zhong)以賽(sai)(sai)促教(jiao)(jiao)(jiao)(jiao)。定期開展(zhan)(zhan)青(qing)年(nian)教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)新秀賽(sai)(sai)、全過程評(ping)優教(jiao)(jiao)(jiao)(jiao)學(xue)(xue)能手(shou)賽(sai)(sai)、教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)基(ji)本功大(da)(da)賽(sai)(sai)等(deng)教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)技(ji)能比賽(sai)(sai)活(huo)動(dong)(dong),培(pei)(pei)養國家“萬人計(ji)劃”教(jiao)(jiao)(jiao)(jiao)學(xue)(xue)名師(shi)(shi)(shi)1人,省級各類優秀教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)497人,市級各類優秀教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)994人,為(wei)(wei)推動(dong)(dong)教(jiao)(jiao)(jiao)(jiao)育改革發(fa)展(zhan)(zhan)提供有力(li)支撐。四是注重(zhong)育人質(zhi)量。每年(nian)開展(zhan)(zhan)教(jiao)(jiao)(jiao)(jiao)育質(zhi)量監測、建(jian)立起始年(nian)級大(da)(da)數據庫,確定增值性評(ping)價基(ji)準(zhun),跟蹤學(xue)(xue)生在一段時間內學(xue)(xue)業情(qing)況的(de)變化,形成增值性評(ping)價報告(gao)(gao),為(wei)(wei)客(ke)觀評(ping)價教(jiao)(jiao)(jiao)(jiao)育教(jiao)(jiao)(jiao)(jiao)學(xue)(xue)質(zhi)量提供依據。
