推進職業教育與產業集群集聚融合服務龍江振興發展實施方案

  黑(hei)龍(long)江作(zuo)為農業(ye)大(da)(da)(da)省和東北老工業(ye)基地,具有獨(du)特的(de)區位、資(zi)源、產(chan)業(ye)和科(ke)教優(you)勢,正處于(yu)加快建設“六個龍(long)江”、大(da)(da)(da)力(li)推進(jin)“八個振興”、建設現(xian)代化(hua)強省的(de)關(guan)(guan)鍵時(shi)期。職(zhi)業(ye)教育(yu)關(guan)(guan)乎龍(long)江振興發展(zhan)大(da)(da)(da)局(ju),前途廣闊,大(da)(da)(da)有可為。為深入貫徹黨(dang)的(de)二(er)十大(da)(da)(da)精(jing)神,落(luo)實《中共中央(yang)辦公廳 國務(wu)院(yuan)辦公廳印發〈關(guan)(guan)于(yu)深化(hua)現(xian)代職(zhi)業(ye)教育(yu)體系(xi)建設改革的(de)意見〉的(de)通知(zhi)》(中辦發〔2022〕65號)等(deng)文(wen)件精(jing)神,教育(yu)部和黑(hei)龍(long)江省人(ren)民(min)政府決(jue)定(ding)協(xie)同推進(jin)職(zhi)業(ye)教育(yu)與(yu)產(chan)業(ye)集群集聚融合,制定(ding)本方(fang)案。

  一、總體要求

  (一)總體思路

  以(yi)習近平(ping)新(xin)時代中國特色社(she)會主義(yi)思想為(wei)(wei)(wei)指導,深入貫徹落實黨(dang)的二十大精神、習近平(ping)總書記(ji)關于(yu)職(zhi)業(ye)(ye)(ye)教(jiao)育和對黑龍江重要(yao)講話重要(yao)指示批示精神,把推(tui)動(dong)現(xian)代職(zhi)業(ye)(ye)(ye)教(jiao)育高質量(liang)發(fa)展(zhan)擺在更加突出位置,堅持服(fu)務(wu)學生(sheng)全(quan)面發(fa)展(zhan)和經濟社(she)會發(fa)展(zhan),錨定(ding)服(fu)務(wu)國家“糧食安全(quan)”、“產業(ye)(ye)(ye)安全(quan)”戰略需(xu)求,聚焦(jiao)黑龍江當(dang)好農(nong)業(ye)(ye)(ye)現(xian)代化建(jian)設(she)排頭兵、構建(jian)現(xian)代化產業(ye)(ye)(ye)體系的新(xin)時代新(xin)征程(cheng)使命(ming)任務(wu),以(yi)佳木斯國家農(nong)業(ye)(ye)(ye)高新(xin)技(ji)術產業(ye)(ye)(ye)示范區(qu)、哈大齊國家自主創新(xin)示范區(qu)為(wei)(wei)(wei)依托(tuo),以(yi)深化產教(jiao)融(rong)合(he)(he)為(wei)(wei)(wei)重點,以(yi)推(tui)進職(zhi)普融(rong)通為(wei)(wei)(wei)關鍵,以(yi)推(tui)動(dong)科(ke)教(jiao)融(rong)匯(hui)為(wei)(wei)(wei)新(xin)方向,打造服(fu)務(wu)現(xian)代農(nong)業(ye)(ye)(ye)、裝備(bei)制造、數字經濟產業(ye)(ye)(ye)集群的職(zhi)業(ye)(ye)(ye)教(jiao)育集聚區(qu),建(jian)立央地互(hu)動(dong)、區(qu)域(yu)聯動(dong),政府、行業(ye)(ye)(ye)、企業(ye)(ye)(ye)、學校(xiao)、科(ke)研機構協同的發(fa)展(zhan)機制,探索(suo)職(zhi)業(ye)(ye)(ye)教(jiao)育與產業(ye)(ye)(ye)集群融(rong)合(he)(he)發(fa)展(zhan)新(xin)模(mo)式,切實提(ti)(ti)高職(zhi)業(ye)(ye)(ye)教(jiao)育的質量(liang)、適應性(xing)和吸引力,為(wei)(wei)(wei)奮力譜(pu)寫(xie)全(quan)面建(jian)設(she)社(she)會主義(yi)現(xian)代化國家龍江新(xin)篇章提(ti)(ti)供技(ji)術技(ji)能人(ren)才支撐和智力保障,為(wei)(wei)(wei)現(xian)代職(zhi)業(ye)(ye)(ye)教(jiao)育體系建(jian)設(she)改革提(ti)(ti)供“龍江方案”。

  (二)主要目標

  通過部省協作(zuo),到2025年(nian),職(zhi)業(ye)(ye)教育(yu)發展環境更(geng)(geng)(geng)加(jia)優化,與(yu)產業(ye)(ye)結(jie)構(gou)和(he)布(bu)局(ju)更(geng)(geng)(geng)加(jia)匹配,具有龍江特(te)色的(de)現代職(zhi)業(ye)(ye)教育(yu)體(ti)系基本(ben)形成(cheng),政行(xing)企校研協同育(yu)人(ren)、協同創新(xin)(xin)的(de)機制更(geng)(geng)(geng)加(jia)完善,多樣化成(cheng)才(cai)成(cheng)長通道更(geng)(geng)(geng)加(jia)順暢,向北開放新(xin)(xin)高地引領作(zuo)用更(geng)(geng)(geng)加(jia)凸顯(xian),打造一批市域(yu)產教聯合(he)體(ti)和(he)行(xing)業(ye)(ye)產教融合(he)共同體(ti),建成(cheng)一批高水平科(ke)教育(yu)人(ren)、技術創新(xin)(xin)和(he)成(cheng)果轉化中(zhong)試平臺,職(zhi)業(ye)(ye)教育(yu)的(de)質量、適應性(xing)和(he)吸引力明顯(xian)提升,服務(wu)龍江振興發展作(zuo)用顯(xian)著增(zeng)強(qiang)。

  二、重點任務

  (一)創新推動產教深度融合

  堅持以(yi)教(jiao)(jiao)(jiao)(jiao)(jiao)促產(chan)(chan)、以(yi)產(chan)(chan)助教(jiao)(jiao)(jiao)(jiao)(jiao)、產(chan)(chan)教(jiao)(jiao)(jiao)(jiao)(jiao)融合、產(chan)(chan)學合作(zuo),以(yi)產(chan)(chan)業(ye)(ye)(ye)園區和產(chan)(chan)業(ye)(ye)(ye)鏈(lian)(lian)為依托,先期在佳木斯(si)國家(jia)農(nong)業(ye)(ye)(ye)高新(xin)技(ji)(ji)術產(chan)(chan)業(ye)(ye)(ye)示范(fan)(fan)區、哈大齊國家(jia)自(zi)主創(chuang)新(xin)示范(fan)(fan)區重點打造3個(ge)市(shi)域產(chan)(chan)教(jiao)(jiao)(jiao)(jiao)(jiao)聯合體(ti)(ti)(ti),在高端智能農(nong)機裝備、航(hang)空器(qi)制(zhi)造等重點領域,建(jian)設2個(ge)行(xing)業(ye)(ye)(ye)產(chan)(chan)教(jiao)(jiao)(jiao)(jiao)(jiao)融合共同(tong)體(ti)(ti)(ti),取得經驗后逐步推廣。市(shi)域產(chan)(chan)教(jiao)(jiao)(jiao)(jiao)(jiao)聯合體(ti)(ti)(ti)由(you)地方(fang)政府(fu)或園區管(guan)委會牽(qian)(qian)頭,行(xing)業(ye)(ye)(ye)產(chan)(chan)教(jiao)(jiao)(jiao)(jiao)(jiao)融合共同(tong)體(ti)(ti)(ti)由(you)行(xing)業(ye)(ye)(ye)主管(guan)部(bu)門指導(dao)、產(chan)(chan)業(ye)(ye)(ye)鏈(lian)(lian)頭部(bu)企業(ye)(ye)(ye)和高校牽(qian)(qian)頭,推動政府(fu)部(bu)門、骨干企業(ye)(ye)(ye)、職(zhi)業(ye)(ye)(ye)學校、高等學校、行(xing)業(ye)(ye)(ye)協會、科研機構共同(tong)參與,組(zu)建(jian)理事(shi)會,明確(que)理事(shi)會章程、議(yi)事(shi)規程、考核評價和激(ji)勵機制(zhi),建(jian)立(li)產(chan)(chan)業(ye)(ye)(ye)與人才需求的匹配平臺,推動各類(lei)主體(ti)(ti)(ti)深度(du)參與人才培養(yang)、科技(ji)(ji)創(chuang)新(xin)、技(ji)(ji)術服務,促進產(chan)(chan)業(ye)(ye)(ye)資(zi)源與教(jiao)(jiao)(jiao)(jiao)(jiao)育資(zi)源深度(du)融合,確(que)保(bao)聯合體(ti)(ti)(ti)、共同(tong)體(ti)(ti)(ti)實體(ti)(ti)(ti)化運行(xing)。

  1.打造佳木斯國家農(nong)(nong)(nong)(nong)(nong)(nong)(nong)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)高(gao)(gao)新(xin)技(ji)(ji)術產業(ye)(ye)(ye)(ye)(ye)(ye)(ye)示范區(qu)現(xian)代農(nong)(nong)(nong)(nong)(nong)(nong)(nong)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)市(shi)域(yu)產教(jiao)(jiao)聯(lian)合體。由佳木斯市(shi)政府牽頭,東北(bei)農(nong)(nong)(nong)(nong)(nong)(nong)(nong)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)大學(xue)(xue)(xue)(xue)、哈爾(er)濱工業(ye)(ye)(ye)(ye)(ye)(ye)(ye)大學(xue)(xue)(xue)(xue)、黑(hei)龍(long)江農(nong)(nong)(nong)(nong)(nong)(nong)(nong)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)職業(ye)(ye)(ye)(ye)(ye)(ye)(ye)技(ji)(ji)術學(xue)(xue)(xue)(xue)院、黑(hei)龍(long)江省農(nong)(nong)(nong)(nong)(nong)(nong)(nong)科院及北(bei)大荒農(nong)(nong)(nong)(nong)(nong)(nong)(nong)墾集團等(deng)(deng)單位共(gong)(gong)同組建(jian)(jian)現(xian)代農(nong)(nong)(nong)(nong)(nong)(nong)(nong)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)市(shi)域(yu)產教(jiao)(jiao)聯(lian)合體。順應科技(ji)(ji)農(nong)(nong)(nong)(nong)(nong)(nong)(nong)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)、綠色農(nong)(nong)(nong)(nong)(nong)(nong)(nong)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)、品牌農(nong)(nong)(nong)(nong)(nong)(nong)(nong)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)、質(zhi)量農(nong)(nong)(nong)(nong)(nong)(nong)(nong)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)建(jian)(jian)設(she)需(xu)求,啟動實施(shi)卓越農(nong)(nong)(nong)(nong)(nong)(nong)(nong)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)人(ren)才教(jiao)(jiao)育培養(yang)計劃2.0,農(nong)(nong)(nong)(nong)(nong)(nong)(nong)科教(jiao)(jiao)結合,共(gong)(gong)建(jian)(jian)一批(pi)前沿(yan)學(xue)(xue)(xue)(xue)科專(zhuan)業(ye)(ye)(ye)(ye)(ye)(ye)(ye),共(gong)(gong)同制定一批(pi)職業(ye)(ye)(ye)(ye)(ye)(ye)(ye)標準(zhun)、課程標準(zhun)和教(jiao)(jiao)學(xue)(xue)(xue)(xue)評(ping)價標準(zhun)。在農(nong)(nong)(nong)(nong)(nong)(nong)(nong)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)類(lei)高(gao)(gao)校(xiao)設(she)立產業(ye)(ye)(ye)(ye)(ye)(ye)(ye)導(dao)師特聘崗(gang),按規定聘請企業(ye)(ye)(ye)(ye)(ye)(ye)(ye)技(ji)(ji)術人(ren)員(yuan)、高(gao)(gao)技(ji)(ji)能人(ren)才等(deng)(deng),采(cai)取兼職任教(jiao)(jiao)、合作研究(jiu)、參與項目等(deng)(deng)方式到校(xiao)工作。支持黑(hei)龍(long)江農(nong)(nong)(nong)(nong)(nong)(nong)(nong)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)職業(ye)(ye)(ye)(ye)(ye)(ye)(ye)技(ji)(ji)術學(xue)(xue)(xue)(xue)院建(jian)(jian)設(she)智(zhi)慧農(nong)(nong)(nong)(nong)(nong)(nong)(nong)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)公共(gong)(gong)實踐(jian)(jian)中心(xin)(xin)(xin),依托(tuo)七(qi)星農(nong)(nong)(nong)(nong)(nong)(nong)(nong)場(chang)新(xin)建(jian)(jian)智(zhi)能育種(zhong)企業(ye)(ye)(ye)(ye)(ye)(ye)(ye)公共(gong)(gong)實踐(jian)(jian)中心(xin)(xin)(xin),滿足實踐(jian)(jian)教(jiao)(jiao)學(xue)(xue)(xue)(xue)、企業(ye)(ye)(ye)(ye)(ye)(ye)(ye)培訓和生(sheng)(sheng)產服(fu)務需(xu)求。聚焦數字(zi)農(nong)(nong)(nong)(nong)(nong)(nong)(nong)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)、生(sheng)(sheng)物農(nong)(nong)(nong)(nong)(nong)(nong)(nong)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)、智(zhi)慧農(nong)(nong)(nong)(nong)(nong)(nong)(nong)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)等(deng)(deng)領域(yu),推動高(gao)(gao)校(xiao)、企業(ye)(ye)(ye)(ye)(ye)(ye)(ye)和科研院所(suo)共(gong)(gong)建(jian)(jian)技(ji)(ji)術創新(xin)中心(xin)(xin)(xin)、品種(zhong)品質(zhi)測試中心(xin)(xin)(xin)、質(zhi)量標準(zhun)研究(jiu)中心(xin)(xin)(xin)等(deng)(deng)科技(ji)(ji)平臺,開展技(ji)(ji)術服(fu)務、技(ji)(ji)術咨詢、產品測試,建(jian)(jian)好智(zhi)慧農(nong)(nong)(nong)(nong)(nong)(nong)(nong)場(chang)技(ji)(ji)術與系統全國重(zhong)點實驗室。

  2.打造(zao)哈大(da)齊(qi)國家(jia)自主創新(xin)示范區(qu)齊(qi)齊(qi)哈爾(er)片(pian)區(qu)裝(zhuang)(zhuang)(zhuang)(zhuang)備(bei)(bei)制(zhi)造(zao)市(shi)域(yu)產教(jiao)(jiao)(jiao)聯合(he)體(ti)。由(you)齊(qi)齊(qi)哈爾(er)市(shi)政府牽頭(tou),哈爾(er)濱(bin)工(gong)(gong)業(ye)(ye)(ye)(ye)(ye)(ye)大(da)學(xue)、哈爾(er)濱(bin)工(gong)(gong)程大(da)學(xue)、黑(hei)(hei)龍(long)(long)江(jiang)(jiang)職業(ye)(ye)(ye)(ye)(ye)(ye)學(xue)院、黑(hei)(hei)龍(long)(long)江(jiang)(jiang)省工(gong)(gong)業(ye)(ye)(ye)(ye)(ye)(ye)技術(shu)研究院、中(zhong)(zhong)國一重集(ji)團、中(zhong)(zhong)車齊(qi)車集(ji)團、齊(qi)齊(qi)哈爾(er)二(er)機(ji)(ji)床(集(ji)團)有限公司等(deng)單位共同組(zu)(zu)建(jian)(jian)裝(zhuang)(zhuang)(zhuang)(zhuang)備(bei)(bei)制(zhi)造(zao)市(shi)域(yu)產教(jiao)(jiao)(jiao)聯合(he)體(ti)。面(mian)向(xiang)裝(zhuang)(zhuang)(zhuang)(zhuang)備(bei)(bei)制(zhi)造(zao)業(ye)(ye)(ye)(ye)(ye)(ye)智能化升級改造(zao),支持龍(long)(long)江(jiang)(jiang)工(gong)(gong)程師(shi)(shi)(shi)學(xue)院、哈爾(er)濱(bin)工(gong)(gong)業(ye)(ye)(ye)(ye)(ye)(ye)大(da)學(xue)—中(zhong)(zhong)國一重卓越(yue)工(gong)(gong)程師(shi)(shi)(shi)學(xue)院、本科層次職業(ye)(ye)(ye)(ye)(ye)(ye)學(xue)校、裝(zhuang)(zhuang)(zhuang)(zhuang)備(bei)(bei)制(zhi)造(zao)類企業(ye)(ye)(ye)(ye)(ye)(ye)協同創新(xin)工(gong)(gong)程技術(shu)人(ren)才培養模式,為企業(ye)(ye)(ye)(ye)(ye)(ye)定向(xiang)培養卓越(yue)工(gong)(gong)程師(shi)(shi)(shi)、現場工(gong)(gong)程師(shi)(shi)(shi)等(deng)產業(ye)(ye)(ye)(ye)(ye)(ye)鏈急需人(ren)才,重建(jian)(jian)哈爾(er)濱(bin)工(gong)(gong)業(ye)(ye)(ye)(ye)(ye)(ye)大(da)學(xue)重型機(ji)(ji)械學(xue)院。依托中(zhong)(zhong)國一重集(ji)團組(zu)(zu)建(jian)(jian)裝(zhuang)(zhuang)(zhuang)(zhuang)備(bei)(bei)制(zhi)造(zao)企業(ye)(ye)(ye)(ye)(ye)(ye)公共實踐中(zhong)(zhong)心,整合(he)企業(ye)(ye)(ye)(ye)(ye)(ye)、園區(qu)的生產實踐資源,為職業(ye)(ye)(ye)(ye)(ye)(ye)學(xue)校師(shi)(shi)(shi)生提供服務(wu)。依托高端(duan)智能裝(zhuang)(zhuang)(zhuang)(zhuang)備(bei)(bei)產教(jiao)(jiao)(jiao)融(rong)合(he)育(yu)人(ren)聯盟成員(yuan)單位組(zu)(zu)建(jian)(jian)裝(zhuang)(zhuang)(zhuang)(zhuang)備(bei)(bei)制(zhi)造(zao)類“雙師(shi)(shi)(shi)型”教(jiao)(jiao)(jiao)師(shi)(shi)(shi)企業(ye)(ye)(ye)(ye)(ye)(ye)實踐基地(di),開(kai)展(zhan)定制(zhi)化、個性化培養培訓。支持黑(hei)(hei)龍(long)(long)江(jiang)(jiang)職業(ye)(ye)(ye)(ye)(ye)(ye)學(xue)院聯合(he)高水(shui)平大(da)學(xue)建(jian)(jian)設(she)機(ji)(ji)器人(ren)及(ji)機(ji)(ji)電(dian)一體(ti)化系統集(ji)成協同創新(xin)中(zhong)(zhong)心,組(zu)(zu)建(jian)(jian)跨(kua)界技術(shu)研發及(ji)應(ying)用團隊,聯合(he)開(kai)展(zhan)技術(shu)創新(xin)。組(zu)(zu)建(jian)(jian)政產教(jiao)(jiao)(jiao)融(rong)合(he)高等(deng)研究院,全面(mian)服務(wu)國家(jia)重大(da)裝(zhuang)(zhuang)(zhuang)(zhuang)備(bei)(bei)制(zhi)造(zao)業(ye)(ye)(ye)(ye)(ye)(ye)和(he)哈大(da)齊(qi)工(gong)(gong)業(ye)(ye)(ye)(ye)(ye)(ye)走廊(lang)建(jian)(jian)設(she)。

  2.暢(chang)通多路徑成(cheng)長通道。完善職(zhi)教高考制(zhi)度(du),健(jian)全(quan)“文化素質(zhi)+職(zhi)業技能”考試(shi)招生(sheng)辦法。擴大應(ying)用型本科高校在(zai)職(zhi)教高考中的招生(sheng)規(gui)模,招生(sheng)計劃由黑(hei)龍江(jiang)省在(zai)國家核定的年度(du)招生(sheng)規(gui)模中統籌安排(pai),提高高等(deng)職(zhi)業教育(yu)吸引(yin)力。合理確定專升本計劃比(bi)例和招生(sheng)學校層(ceng)次,新增碩士招生(sheng)計劃主(zhu)要用于專業學位研究生(sheng)教育(yu)。

  1.深化中俄(e)(e)職業(ye)教(jiao)育(yu)交流(liu)合(he)(he)作(zuo)。組(zu)建(jian)中俄(e)(e)職業(ye)教(jiao)育(yu)聯(lian)盟(meng)(meng),定期組(zu)織高(gao)端論壇(tan),舉辦中俄(e)(e)職業(ye)技能大(da)賽,聯(lian)合(he)(he)開發制定一批高(gao)質(zhi)量(liang)職業(ye)標(biao)準(zhun)、專業(ye)標(biao)準(zhun)、課程(cheng)標(biao)準(zhun)和教(jiao)學資源,形成(cheng)區(qu)域職業(ye)教(jiao)育(yu)國際品牌。辦好中俄(e)(e)工科大(da)學聯(lian)盟(meng)(meng)、中俄(e)(e)醫(yi)科大(da)學聯(lian)盟(meng)(meng)、中國東(dong)北地(di)區(qu)與俄(e)(e)羅斯(si)遠(yuan)東(dong)及西伯利亞地(di)區(qu)大(da)學聯(lian)盟(meng)(meng),探索建(jian)立教(jiao)育(yu)科技合(he)(he)作(zuo)資源庫,擴(kuo)大(da)與俄(e)(e)羅斯(si)等(deng)國高(gao)校學術研(yan)究、人員交流(liu)的規(gui)模和層(ceng)次。持續推(tui)進哈爾濱工業(ye)大(da)學中俄(e)(e)聯(lian)合(he)(he)校園建(jian)設,加強人才聯(lian)合(he)(he)培養、科研(yan)聯(lian)合(he)(he)攻關等(deng)領域深度(du)合(he)(he)作(zuo)。

  2.深度服(fu)務(wu)對(dui)俄產(chan)能(neng)合作。服(fu)務(wu)中(zhong)(zhong)俄新(xin)時(shi)代全(quan)面戰略協(xie)作伙伴關系發展,聚焦對(dui)俄農業(ye)(ye)、對(dui)俄貿易合作重(zhong)點任務(wu),依(yi)(yi)托黑龍江(jiang)在俄建(jian)立(li)的產(chan)業(ye)(ye)園區,支持(chi)高水平(ping)職(zhi)(zhi)業(ye)(ye)學校(xiao)(xiao)和“走出(chu)去”企業(ye)(ye)共建(jian)“中(zhong)(zhong)文(wen)+職(zhi)(zhi)業(ye)(ye)技能(neng)”服(fu)務(wu)基地。依(yi)(yi)托牡(mu)丹江(jiang)經(jing)濟(ji)技術(shu)開發區建(jian)立(li)對(dui)俄農業(ye)(ye)商貿聯盟,支持(chi)黑龍江(jiang)農業(ye)(ye)經(jing)濟(ji)職(zhi)(zhi)業(ye)(ye)學院建(jian)設(she)對(dui)俄商貿特色(se)產(chan)業(ye)(ye)學院,圍繞糧食、中(zhong)(zhong)藥(yao)材(cai)、木材(cai)等(deng)對(dui)俄跨境產(chan)業(ye)(ye)鏈廣(guang)泛開展人才培(pei)(pei)訓和商貿服(fu)務(wu)。服(fu)務(wu)吉利汽車等(deng)企業(ye)(ye)“走出(chu)去”,支持(chi)黑龍江(jiang)農業(ye)(ye)工(gong)程職(zhi)(zhi)業(ye)(ye)學院等(deng)學校(xiao)(xiao)在境外建(jian)設(she)一(yi)批(pi)“魯班工(gong)坊”,面向當(dang)地員工(gong)開展技術(shu)技能(neng)人才培(pei)(pei)養培(pei)(pei)訓。

  3.深入推(tui)進國(guo)際產學(xue)研(yan)用合(he)(he)作。持(chi)續辦好國(guo)際產學(xue)研(yan)用合(he)(he)作會議(哈爾濱(bin)),以俄羅斯等國(guo)家為合(he)(he)作重點,擴(kuo)大(da)面向東北(bei)亞(ya),輻射北(bei)歐、北(bei)美等地區,開展人才培養(yang)、學(xue)術交流、科技攻關、成果轉化等國(guo)際合(he)(he)作。依(yi)托東北(bei)農業(ye)(ye)(ye)(ye)大(da)學(xue)建設中(zhong)俄寒地農業(ye)(ye)(ye)(ye)聯合(he)(he)實(shi)驗室。支持(chi)黑龍江農業(ye)(ye)(ye)(ye)工程職(zhi)業(ye)(ye)(ye)(ye)學(xue)院(yuan)建立中(zhong)俄寒地大(da)豆繁育推(tui)廣基地。支持(chi)哈爾濱(bin)體(ti)育學(xue)院(yuan)、黑龍江冰雪(xue)體(ti)育職(zhi)業(ye)(ye)(ye)(ye)學(xue)院(yuan)參(can)與(yu)中(zhong)國(guo)—上海合(he)(he)作組織冰雪(xue)體(ti)育示(shi)范(fan)區合(he)(he)作項目和研(yan)究生培養(yang)合(he)(he)作項目,助(zhu)力“冰雪(xue)絲路”高(gao)質量發展。支持(chi)中(zhong)國(guo)—贊比亞(ya)職(zhi)業(ye)(ye)(ye)(ye)技術學(xue)院(yuan)裝備制造(zao)哈職(zhi)分(fen)院(yuan)建設,在當地開展學(xue)歷教育和職(zhi)業(ye)(ye)(ye)(ye)培訓。

  三、組織保障

  (一)加(jia)強組織(zhi)領導(dao)

  按(an)照領(ling)導(dao)責(ze)任、工作推進(jin)、考核評(ping)(ping)價(jia)和督(du)(du)導(dao)問責(ze)“四個體(ti)系”要(yao)求,推動重點任務落地見效(xiao)。建立(li)部(bu)省協同推進(jin)的工作機制,教育(yu)部(bu)相(xiang)關(guan)(guan)司局、黑龍江省政(zheng)府有關(guan)(guan)部(bu)門分頭(tou)推進(jin)相(xiang)關(guan)(guan)工作任務。各市(shi)(地)根據(ju)產業需求、教育(yu)資源等情(qing)況,“一(yi)市(shi)一(yi)策”制定工作方案。實行(xing)重點工作清單(dan)管理制度,建立(li)任務臺(tai)賬,明確責(ze)任單(dan)位、具體(ti)措施(shi)、完成(cheng)時限,掛圖作戰。建立(li)定期督(du)(du)導(dao)評(ping)(ping)價(jia)機制,把(ba)職業教育(yu)作為對各級政(zheng)府履行(xing)教育(yu)職責(ze)評(ping)(ping)價(jia)的重要(yao)內(nei)容(rong)。每年遴選職業教育(yu)改革(ge)成(cheng)效(xiao)明顯市(shi)(地)并給予激勵支持。

  (二)優(you)化政策供給

  建(jian)(jian)立(li)與(yu)現(xian)代職(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)教育(yu)(yu)體系建(jian)(jian)設相配套(tao)的(de)財政經費投入(ru)和保障(zhang)機(ji)制,落實“金(jin)融+財政+土地+信(xin)用(yong)”組合(he)式(shi)激勵政策,鼓勵多元投入(ru)、多渠(qu)道(dao)籌集(ji)資(zi)金(jin),按(an)照公(gong)(gong)益性(xing)原則(ze),優先安排(pai)職(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)教育(yu)(yu)重(zhong)大建(jian)(jian)設和重(zhong)點改(gai)革項(xiang)目支出。將符合(he)條件的(de)職(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)教育(yu)(yu)項(xiang)目納入(ru)地方政府專(zhuan)項(xiang)債券、預算內投資(zi)等(deng)支持(chi)范圍。探(tan)索建(jian)(jian)立(li)基于專(zhuan)業(ye)(ye)(ye)(ye)(ye)大類(lei)的(de)職(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)教育(yu)(yu)差異化(hua)生(sheng)(sheng)(sheng)均撥款(kuan)制度(du)。按(an)國家規定完善(shan)中等(deng)職(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)學(xue)校學(xue)生(sheng)(sheng)(sheng)資(zi)助(zhu)辦法。樹立(li)正(zheng)確選(xuan)人用(yong)人理念(nian),創造(zao)公(gong)(gong)平就業(ye)(ye)(ye)(ye)(ye)環境,職(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)學(xue)校畢(bi)業(ye)(ye)(ye)(ye)(ye)生(sheng)(sheng)(sheng)在(zai)報(bao)考、錄用(yong)、聘用(yong)、晉升等(deng)方面與(yu)同層次普通高校畢(bi)業(ye)(ye)(ye)(ye)(ye)生(sheng)(sheng)(sheng)享受同等(deng)待遇。支持(chi)各市(地)深化(hua)收(shou)入(ru)分配制度(du)改(gai)革,提(ti)高生(sheng)(sheng)(sheng)產服務(wu)一線技術技能人才工資(zi)收(shou)入(ru)水(shui)平。

  (三)營造良(liang)好(hao)氛(fen)圍

  鼓勵(li)(li)各市(地)大(da)膽實(shi)踐、積(ji)極探索,推動(dong)頂層設計(ji)與基層創新良性(xing)互動(dong)、有(you)機結(jie)合。鼓勵(li)(li)各市(地)、各校(xiao)成(cheng)立(li)職業教(jiao)育(yu)發(fa)展智(zhi)庫,加強職普融通、產教(jiao)融合、科教(jiao)融匯、向北開放(fang)等領域前(qian)瞻性(xing)研(yan)究。及時總結(jie)宣(xuan)(xuan)傳(chuan)推進現代(dai)職業教(jiao)育(yu)體(ti)系建設改革的(de)典(dian)(dian)型(xing)經驗,辦好職業教(jiao)育(yu)活(huo)動(dong)周、“龍(long)江職教(jiao)大(da)講堂(tang)”,利(li)用(yong)“五一”國際勞動(dong)節(jie)、教(jiao)師節(jie)、世界青年技能日等重要(yao)節(jie)日,宣(xuan)(xuan)傳(chuan)技術技能人(ren)(ren)才(cai)(cai)成(cheng)長成(cheng)才(cai)(cai)典(dian)(dian)型(xing)事跡,講好“龍(long)江職教(jiao)故(gu)事”。對優秀的(de)職業學校(xiao)、校(xiao)長、教(jiao)師、學生和技術技能人(ren)(ren)才(cai)(cai)按(an)照有(you)關規定給予表(biao)彰、獎勵(li)(li),弘揚勞動(dong)光榮(rong)、技能寶(bao)貴、創造偉(wei)大(da)的(de)時代(dai)風尚(shang)。將符合條件的(de)高(gao)技能人(ren)(ren)才(cai)(cai)納(na)入高(gao)層次人(ren)(ren)才(cai)(cai)服務對象范圍。
