縣域普通高中振興有哪些重點舉措?教育部解讀

  近(jin)日,教育(yu)部(bu)等(deng)六部(bu)門聯合印發了《縣域普(pu)通(tong)高中振(zhen)興行(xing)動計劃(hua)》(以下簡(jian)稱《行(xing)動計劃(hua)》)。教育(yu)部(bu)基礎教育(yu)司負(fu)責(ze)人(ren)就相關問題回答了記者(zhe)提問。

  問:請介紹《行動計劃》出臺的背景。

  答:我國(guo)縣(xian)域普通高(gao)(gao)中(zhong)(zhong)占據(ju)普通高(gao)(gao)中(zhong)(zhong)的“半壁(bi)江山”,有近60%的普通高(gao)(gao)中(zhong)(zhong)學生在縣(xian)中(zhong)(zhong)就讀(du),是縣(xian)域基礎教(jiao)(jiao)育的龍頭。全面加強縣(xian)中(zhong)(zhong)建(jian)設,對鞏固提高(gao)(gao)高(gao)(gao)中(zhong)(zhong)階(jie)段教(jiao)(jiao)育普及水(shui)平,帶動縣(xian)域義務(wu)教(jiao)(jiao)育優質均衡發展,服務(wu)國(guo)家(jia)鄉村振興戰略,滿足人民(min)群眾接受良好(hao)教(jiao)(jiao)育的期盼具(ju)有重要意義。

  黨(dang)中(zhong)(zhong)央、國務院高(gao)度重視縣(xian)(xian)中(zhong)(zhong)教(jiao)育(yu)(yu),黨(dang)的十(shi)八大(da)以來,國家(jia)先后實(shi)施了高(gao)中(zhong)(zhong)階段教(jiao)育(yu)(yu)普(pu)及攻(gong)堅計劃(hua)和(he)“十(shi)四(si)五”縣(xian)(xian)中(zhong)(zhong)發(fa)(fa)展提(ti)(ti)升(sheng)行(xing)(xing)動(dong)(dong)計劃(hua),持續擴大(da)縣(xian)(xian)中(zhong)(zhong)教(jiao)育(yu)(yu)資(zi)源(yuan)(yuan),改善辦學(xue)條件(jian),減少生源(yuan)(yuan)流(liu)失,強化(hua)保(bao)障(zhang)水平(ping),提(ti)(ti)升(sheng)教(jiao)育(yu)(yu)質(zhi)量(liang)(liang),取得(de)積(ji)極成效。但(dan)同(tong)時,受城鄉(xiang)經(jing)濟社會(hui)發(fa)(fa)展不平(ping)衡(heng)等多重因(yin)素影響,縣(xian)(xian)中(zhong)(zhong)發(fa)(fa)展在辦學(xue)條件(jian)、教(jiao)學(xue)質(zhi)量(liang)(liang)、師資(zi)隊伍(wu)和(he)保(bao)障(zhang)機制等方面仍然存(cun)在不足。為加(jia)快推進城鄉(xiang)普(pu)通高(gao)中(zhong)(zhong)協調發(fa)(fa)展,促進縣(xian)(xian)中(zhong)(zhong)振興(xing),《教(jiao)育(yu)(yu)強國建(jian)設規(gui)劃(hua)綱要(2024—2035年)》提(ti)(ti)出“深入實(shi)施縣(xian)(xian)域普(pu)通高(gao)中(zhong)(zhong)振興(xing)計劃(hua)”。為此,教(jiao)育(yu)(yu)部會(hui)同(tong)國家(jia)發(fa)(fa)展改革委、財政部、人力資(zi)源(yuan)(yuan)社會(hui)保(bao)障(zhang)部、自(zi)然資(zi)源(yuan)(yuan)部、住(zhu)房城鄉(xiang)建(jian)設部等部門研究制定了《縣(xian)(xian)域普(pu)通高(gao)中(zhong)(zhong)振興(xing)行(xing)(xing)動(dong)(dong)計劃(hua)》,經(jing)2025年8月29日(ri)國務院常務會(hui)議(yi)審議(yi)同(tong)意并正(zheng)式印發(fa)(fa)。

  問:請簡要介紹《行動計劃》研制的主要思路。

  答:《行動計劃(hua)》以(yi)習近(jin)平新時代中(zhong)(zhong)(zhong)國(guo)特色(se)社會主義思想為指導,深(shen)入貫(guan)徹黨(dang)的(de)二(er)十(shi)大(da)和(he)二(er)十(shi)屆二(er)中(zhong)(zhong)(zhong)、三中(zhong)(zhong)(zhong)全(quan)會精(jing)神(shen),主要(yao)有以(yi)下考(kao)慮:一是(shi)突(tu)出(chu)針(zhen)對(dui)性(xing)(xing)和(he)實(shi)效性(xing)(xing)。聚焦優質資源(yuan)短缺、辦(ban)學(xue)條(tiao)件不(bu)(bu)足、教師隊伍薄弱、投入保(bao)障不(bu)(bu)足等(deng)制(zhi)(zhi)約(yue)縣(xian)(xian)(xian)中(zhong)(zhong)(zhong)發展(zhan)提升的(de)突(tu)出(chu)問題,有針(zhen)對(dui)性(xing)(xing)地研究(jiu)提出(chu)相應(ying)政策舉措,明(ming)確工(gong)作(zuo)目標。二(er)是(shi)注重系統性(xing)(xing)和(he)整體(ti)性(xing)(xing)。全(quan)面梳理(li)制(zhi)(zhi)約(yue)縣(xian)(xian)(xian)中(zhong)(zhong)(zhong)振興的(de)體(ti)制(zhi)(zhi)障礙,兼顧改革與發展(zhan)、當(dang)前(qian)與長遠,統籌考(kao)慮縣(xian)(xian)(xian)中(zhong)(zhong)(zhong)發展(zhan)過程中(zhong)(zhong)(zhong)的(de)治理(li)體(ti)系、條(tiao)件保(bao)障和(he)內涵發展(zhan)等(deng)關鍵問題,著(zhu)力(li)提升縣(xian)(xian)(xian)中(zhong)(zhong)(zhong)教育(yu)治理(li)能力(li)。三是(shi)體(ti)現聯動性(xing)(xing)和(he)協(xie)(xie)同(tong)性(xing)(xing)。深(shen)化(hua)縣(xian)(xian)(xian)中(zhong)(zhong)(zhong)辦(ban)學(xue)機制(zhi)(zhi)改革,落實(shi)各(ge)級政府辦(ban)學(xue)責任(ren),促(cu)進部(bu)門協(xie)(xie)調配合,健全(quan)高校、優質普通高中(zhong)(zhong)(zhong)等(deng)多方參(can)與的(de)縣(xian)(xian)(xian)中(zhong)(zhong)(zhong)對(dui)口幫扶模式(shi),積(ji)極構建(jian)各(ge)方協(xie)(xie)同(tong)、部(bu)門聯動的(de)縣(xian)(xian)(xian)中(zhong)(zhong)(zhong)發展(zhan)提升機制(zhi)(zhi),形成工(gong)作(zuo)合力(li),加快提升縣(xian)(xian)(xian)中(zhong)(zhong)(zhong)辦(ban)學(xue)水平。

  問:請簡要(yao)介紹《行動計劃》的基本(ben)原(yuan)則和總(zong)體目標(biao)。

  答:《行動(dong)計劃》明確了振(zhen)興縣中的基本(ben)原則,提出四個堅(jian)持:一是堅(jian)持和加強(qiang)黨的領導,全(quan)面(mian)貫徹黨的教育方針(zhen);二是堅(jian)持育人為本(ben),落實立德樹人根本(ben)任務(wu);三是堅(jian)持綜合改革,協(xie)同推進規模發展與內涵建設;四是堅(jian)持因地制宜,結(jie)合各地實際探索有效(xiao)路徑(jing)。

  提出了總體目標:到2030年,適(shi)應學(xue)齡(ling)人口持續增(zeng)長的普通高(gao)中(zhong)教(jiao)(jiao)育(yu)資源供(gong)(gong)給機制進一步完(wan)(wan)善,縣(xian)中(zhong)布局更加合理,為(wei)初(chu)中(zhong)畢(bi)業(ye)生就讀(du)普通高(gao)中(zhong)提供(gong)(gong)充足學(xue)位;教(jiao)(jiao)師能力素質(zhi)和學(xue)歷水平進一步提高(gao),教(jiao)(jiao)師配(pei)備滿足教(jiao)(jiao)育(yu)教(jiao)(jiao)學(xue)需(xu)要;更好適(shi)應人工智能對(dui)育(yu)人方式(shi)變革的影(ying)響,注重(zhong)立德(de)樹(shu)人、全面發(fa)(fa)展(zhan)的質(zhi)量評(ping)價體系(xi)基(ji)本(ben)建立,“唯分數、唯升學(xue)”的應試教(jiao)(jiao)育(yu)傾向(xiang)得到有效扭轉;教(jiao)(jiao)育(yu)治理能力和水平顯(xian)著(zhu)提高(gao),城鄉(xiang)基(ji)礎教(jiao)(jiao)育(yu)協調發(fa)(fa)展(zhan)機制更加完(wan)(wan)善,市域內普通高(gao)中(zhong)發(fa)(fa)展(zhan)差距明顯(xian)縮小,優(you)質(zhi)特色多(duo)樣(yang)發(fa)(fa)展(zhan)格局基(ji)本(ben)形成(cheng),有力促進城鄉(xiang)融合發(fa)(fa)展(zhan)。

  問:《行動計劃》的具體目標任務和重點舉措是什么?

  答:《行動(dong)(dong)計(ji)劃(hua)》重(zhong)點(dian)(dian)圍(wei)繞縣(xian)(xian)(xian)(xian)(xian)中(zhong)(zhong)(zhong)(zhong)(zhong)發展存在的(de)辦(ban)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)資(zi)(zi)源、布局結構、辦(ban)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)條(tiao)件、教(jiao)(jiao)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)質(zhi)(zhi)(zhi)量(liang)、師(shi)資(zi)(zi)隊(dui)伍(wu)、保障機(ji)制(zhi)不足等問(wen)題,明確了擴資(zi)(zi)源、強(qiang)(qiang)保障、提(ti)質(zhi)(zhi)(zhi)量(liang)、優(you)生(sheng)(sheng)態、促(cu)融通(tong)(tong)等五項(xiang)具體(ti)目標任務,并有針對(dui)性(xing)地(di)提(ti)出了八大行動(dong)(dong)和(he)(he)(he)24條(tiao)重(zhong)點(dian)(dian)舉(ju)措。一(yi)是(shi)教(jiao)(jiao)育(yu)資(zi)(zi)源擴容(rong)行動(dong)(dong),建(jian)立學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)齡人口和(he)(he)(he)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)位需求預測(ce)預警(jing)機(ji)制(zhi),推動(dong)(dong)現有普(pu)通(tong)(tong)高中(zhong)(zhong)(zhong)(zhong)(zhong)挖潛擴容(rong),新(xin)建(jian)一(yi)批普(pu)通(tong)(tong)高中(zhong)(zhong)(zhong)(zhong)(zhong)。二是(shi)辦(ban)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)條(tiao)件改(gai)善行動(dong)(dong),完善國(guo)(guo)家(jia)(jia)普(pu)通(tong)(tong)高中(zhong)(zhong)(zhong)(zhong)(zhong)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)建(jian)設(she)標準,有序推進縣(xian)(xian)(xian)(xian)(xian)中(zhong)(zhong)(zhong)(zhong)(zhong)標準化(hua)(hua)建(jian)設(she),重(zhong)點(dian)(dian)補齊教(jiao)(jiao)室(shi)、實驗室(shi)、圖(tu)書(shu)館、運動(dong)(dong)場地(di)、學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)宿舍等基礎(chu)設(she)施短板。三是(shi)課程(cheng)(cheng)教(jiao)(jiao)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)提(ti)質(zhi)(zhi)(zhi)行動(dong)(dong),嚴格依據普(pu)通(tong)(tong)高中(zhong)(zhong)(zhong)(zhong)(zhong)課程(cheng)(cheng)方(fang)案和(he)(he)(he)課程(cheng)(cheng)標準開(kai)展教(jiao)(jiao)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue),強(qiang)(qiang)化(hua)(hua)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)選(xuan)修課程(cheng)(cheng)建(jian)設(she),深化(hua)(hua)教(jiao)(jiao)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)改(gai)革,完善選(xuan)課走(zou)班(ban),加強(qiang)(qiang)研究性(xing)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)習和(he)(he)(he)跨學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)科(ke)(ke)教(jiao)(jiao)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue),關(guan)注學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)習過程(cheng)(cheng),建(jian)立省市(shi)教(jiao)(jiao)研員聯(lian)系縣(xian)(xian)(xian)(xian)(xian)中(zhong)(zhong)(zhong)(zhong)(zhong)機(ji)制(zhi)。四是(shi)教(jiao)(jiao)師(shi)隊(dui)伍(wu)提(ti)升行動(dong)(dong),及時(shi)(shi)補充縣(xian)(xian)(xian)(xian)(xian)中(zhong)(zhong)(zhong)(zhong)(zhong)緊(jin)缺薄弱(ruo)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)科(ke)(ke)教(jiao)(jiao)師(shi),鼓(gu)勵城區(qu)高中(zhong)(zhong)(zhong)(zhong)(zhong)優(you)秀(xiu)教(jiao)(jiao)師(shi)到縣(xian)(xian)(xian)(xian)(xian)中(zhong)(zhong)(zhong)(zhong)(zhong)支(zhi)(zhi)(zhi)教(jiao)(jiao),“優(you)師(shi)計(ji)劃(hua)”等項(xiang)目向(xiang)縣(xian)(xian)(xian)(xian)(xian)中(zhong)(zhong)(zhong)(zhong)(zhong)傾斜,培養(yang)(yang)一(yi)批縣(xian)(xian)(xian)(xian)(xian)域普(pu)通(tong)(tong)高中(zhong)(zhong)(zhong)(zhong)(zhong)領軍教(jiao)(jiao)育(yu)教(jiao)(jiao)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)人才,在職稱評(ping)聘、待(dai)遇保障方(fang)面給予縣(xian)(xian)(xian)(xian)(xian)中(zhong)(zhong)(zhong)(zhong)(zhong)教(jiao)(jiao)師(shi)更大支(zhi)(zhi)(zhi)持(chi),選(xuan)優(you)配(pei)強(qiang)(qiang)縣(xian)(xian)(xian)(xian)(xian)中(zhong)(zhong)(zhong)(zhong)(zhong)書(shu)記(ji)、校(xiao)(xiao)長。五是(shi)教(jiao)(jiao)育(yu)數字(zi)化(hua)(hua)賦能行動(dong)(dong),支(zhi)(zhi)(zhi)持(chi)縣(xian)(xian)(xian)(xian)(xian)中(zhong)(zhong)(zhong)(zhong)(zhong)建(jian)設(she)智慧教(jiao)(jiao)室(shi),用好國(guo)(guo)家(jia)(jia)、省級智慧教(jiao)(jiao)育(yu)平臺資(zi)(zi)源和(he)(he)(he)功能,鼓(gu)勵城市(shi)高中(zhong)(zhong)(zhong)(zhong)(zhong)向(xiang)縣(xian)(xian)(xian)(xian)(xian)中(zhong)(zhong)(zhong)(zhong)(zhong)開(kai)放(fang)優(you)質(zhi)(zhi)(zhi)數字(zi)教(jiao)(jiao)育(yu)資(zi)(zi)源,提(ti)升縣(xian)(xian)(xian)(xian)(xian)中(zhong)(zhong)(zhong)(zhong)(zhong)教(jiao)(jiao)師(shi)數字(zi)素養(yang)(yang)。六是(shi)辦(ban)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)體(ti)制(zhi)機(ji)制(zhi)改(gai)革深化(hua)(hua)行動(dong)(dong),鼓(gu)勵有條(tiao)件的(de)地(di)方(fang)加大市(shi)級在資(zi)(zi)源配(pei)置、經費投入(ru)(ru)、教(jiao)(jiao)育(yu)評(ping)價(jia)、規范辦(ban)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)等方(fang)面的(de)統籌力度,開(kai)展綜合高中(zhong)(zhong)(zhong)(zhong)(zhong)建(jian)設(she)試(shi)點(dian)(dian),探索登記(ji)入(ru)(ru)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)、均衡派(pai)位、劃(hua)片招生(sheng)(sheng)等多元(yuan)化(hua)(hua)錄取改(gai)革,著(zhu)力克服(fu)“唯分數、唯升學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)”傾向(xiang)。七是(shi)辦(ban)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)規范化(hua)(hua)行動(dong)(dong),以省為(wei)單位明確高中(zhong)(zhong)(zhong)(zhong)(zhong)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)在校(xiao)(xiao)作息時(shi)(shi)間(jian)(jian)、寒暑假時(shi)(shi)間(jian)(jian),不得利用周(zhou)末、寒暑假、法定節假日集(ji)中(zhong)(zhong)(zhong)(zhong)(zhong)上課補課或組織測(ce)評(ping),嚴禁省屬、省會城市(shi)高中(zhong)(zhong)(zhong)(zhong)(zhong)違規面向(xiang)縣(xian)(xian)(xian)(xian)(xian)域掐尖(jian)招生(sheng)(sheng)。八是(shi)對(dui)口幫(bang)(bang)(bang)扶(fu)行動(dong)(dong),實施新(xin)一(yi)輪教(jiao)(jiao)育(yu)部部屬高校(xiao)(xiao)縣(xian)(xian)(xian)(xian)(xian)中(zhong)(zhong)(zhong)(zhong)(zhong)托(tuo)管幫(bang)(bang)(bang)扶(fu)項(xiang)目,深化(hua)(hua)國(guo)(guo)家(jia)(jia)鄉村(cun)振興重(zhong)點(dian)(dian)幫(bang)(bang)(bang)扶(fu)縣(xian)(xian)(xian)(xian)(xian)教(jiao)(jiao)育(yu)人才“組團式”幫(bang)(bang)(bang)扶(fu),將(jiang)縣(xian)(xian)(xian)(xian)(xian)中(zhong)(zhong)(zhong)(zhong)(zhong)托(tuo)管幫(bang)(bang)(bang)扶(fu)納入(ru)(ru)東西(xi)部協作和(he)(he)(he)對(dui)口支(zhi)(zhi)(zhi)援整體(ti)規劃(hua),高校(xiao)(xiao)招生(sheng)(sheng)專項(xiang)計(ji)劃(hua)向(xiang)教(jiao)(jiao)育(yu)基礎(chu)薄弱(ruo)地(di)區(qu)傾斜。

  問:《行動計劃》采取哪些措施來應對學齡人口的變化?

  答:未來一(yi)段(duan)時(shi)期,我國高(gao)(gao)中(zhong)(zhong)階(jie)段(duan)適齡(ling)(ling)人(ren)(ren)(ren)口(kou)將持續增長,預(yu)計2029年達到(dao)峰值。同時(shi),隨著(zhu)教(jiao)(jiao)育(yu)(yu)普及(ji)水(shui)平(ping)(ping)的不斷提高(gao)(gao),經(jing)(jing)濟(ji)社會(hui)發展(zhan)對人(ren)(ren)(ren)才培養的需(xu)要(yao),人(ren)(ren)(ren)民群眾對接(jie)受良(liang)好普通高(gao)(gao)中(zhong)(zhong)教(jiao)(jiao)育(yu)(yu)的需(xu)求也日益(yi)增長,普通高(gao)(gao)中(zhong)(zhong)發展(zhan)將面臨學(xue)齡(ling)(ling)人(ren)(ren)(ren)口(kou)持續增長和(he)普及(ji)水(shui)平(ping)(ping)持續提升雙(shuang)重挑戰。為此《行動(dong)計劃》提出實(shi)施教(jiao)(jiao)育(yu)(yu)資源(yuan)擴(kuo)(kuo)容行動(dong):一(yi)是(shi)做好需(xu)求預(yu)測(ce)預(yu)警(jing)。指導(dao)各地建立(li)完善(shan)學(xue)齡(ling)(ling)人(ren)(ren)(ren)口(kou)和(he)學(xue)位(wei)需(xu)求預(yu)測(ce)預(yu)警(jing)機制(zhi),結合(he)人(ren)(ren)(ren)口(kou)流(liu)動(dong)等因素(su),綜(zong)合(he)研判、精準(zhun)預(yu)測(ce)省(sheng)、市、縣學(xue)齡(ling)(ling)人(ren)(ren)(ren)口(kou)和(he)學(xue)位(wei)缺口(kou),科(ke)學(xue)制(zhi)定縣中(zhong)(zhong)布局規劃,建立(li)分(fen)年度建設項目庫,明(ming)確每年改擴(kuo)(kuo)建、新建學(xue)校和(he)新增學(xue)位(wei)數。二(er)是(shi)積極擴(kuo)(kuo)大學(xue)位(wei)供(gong)給。推動(dong)現有(you)普通高(gao)(gao)中(zhong)(zhong)挖潛擴(kuo)(kuo)容,在渡峰時(shi)期適當(dang)放寬學(xue)校規模和(he)班額標(biao)準(zhun),充分(fen)利用義(yi)務教(jiao)(jiao)育(yu)(yu)學(xue)校和(he)中(zhong)(zhong)等職(zhi)業學(xue)校閑置資源(yuan)舉辦(ban)普通高(gao)(gao)中(zhong)(zhong),以人(ren)(ren)(ren)口(kou)集中(zhong)(zhong)流(liu)入(ru)地、教(jiao)(jiao)育(yu)(yu)基礎(chu)薄弱地區為重點,新建一(yi)批縣中(zhong)(zhong)。三是(shi)持續增加(jia)投入(ru)力(li)度。發展(zhan)改革部(bu)門(men)將通過中(zhong)(zhong)央預(yu)算內投資支(zhi)持符合(he)條件的普通高(gao)(gao)中(zhong)(zhong)建設項目,財(cai)政部(bu)門(men)將統籌相(xiang)關資金支(zhi)持改善(shan)縣中(zhong)(zhong)基本辦(ban)學(xue)條件,落實(shi)好生均公(gong)用經(jing)(jing)費(fei)和(he)家庭經(jing)(jing)濟(ji)困(kun)難(nan)學(xue)生資助等政策。

  問:目前,不少地方縣中辦學條件還比較薄弱,《行動計劃》如何解決這個問題?

  在(zai)高(gao)中(zhong)教育(yu)(yu)階段(duan),探索(suo)“市(shi)(shi)縣(xian)(xian)結合(he)”的(de)(de)管(guan)(guan)理體(ti)(ti)制(zhi)改革(ge)具有(you)重要意(yi)義。一(yi)(yi)方面(mian),可有(you)效統籌調(diao)配市(shi)(shi)域內(nei)教育(yu)(yu)資(zi)源(yuan)(yuan),緩解部(bu)分縣(xian)(xian)區因財(cai)政薄弱導致(zhi)的(de)(de)辦學(xue)短板,同(tong)時避免因過(guo)度集中(zhong)投入帶來的(de)(de)資(zi)源(yuan)(yuan)浪費(fei),更(geng)好推(tui)動(dong)城鄉(xiang)教育(yu)(yu)協調(diao)發展。另一(yi)(yi)方面(mian),當前中(zhong)考和高(gao)中(zhong)階段(duan)招生錄(lu)取一(yi)(yi)般(ban)以地市(shi)(shi)為單位(wei)組織,在(zai)“以縣(xian)(xian)為主”的(de)(de)管(guan)(guan)理體(ti)(ti)制(zhi)下,縣(xian)(xian)與縣(xian)(xian)之(zhi)間容易出(chu)現爭(zheng)搶辦學(xue)資(zi)源(yuan)(yuan)、比(bi)拼升學(xue)率等一(yi)(yi)系列問題。建(jian)立“市(shi)(shi)縣(xian)(xian)結合(he)”的(de)(de)管(guan)(guan)理體(ti)(ti)制(zhi),有(you)利于弱化(hua)惡(e)性競爭(zheng),促進形成(cheng)良(liang)好教育(yu)(yu)生態。因此,《行動(dong)計劃》專門提(ti)出(chu),探索(suo)市(shi)(shi)縣(xian)(xian)結合(he)管(guan)(guan)理體(ti)(ti)制(zhi)改革(ge),鼓勵有(you)條(tiao)件的(de)(de)地方加大市(shi)(shi)級在(zai)資(zi)源(yuan)(yuan)配置(zhi)、經費(fei)投入、教育(yu)(yu)評價、規(gui)范(fan)辦學(xue)等方面(mian)的(de)(de)統籌力度,著力補短板、兜底線、促公平。

  問:《行動計劃》在規范縣中辦學行為方面有哪些舉措?

  答:一(yi)些地(di)方縣(xian)中(zhong)(zhong)(zhong)(zhong)還存(cun)在(zai)片面強化(hua)應試教(jiao)育(yu)的(de)傾向,長(chang)時(shi)(shi)(shi)間(jian)(jian)刷題(ti)(ti)、反復(fu)刷題(ti)(ti)的(de)情況還比較普遍。為(wei)落實(shi)健康第(di)一(yi)的(de)教(jiao)育(yu)理念,助力學(xue)生身心健康發(fa)展,《行動計劃》針對目前縣(xian)中(zhong)(zhong)(zhong)(zhong)存(cun)在(zai)的(de)在(zai)校學(xue)習時(shi)(shi)(shi)間(jian)(jian)過(guo)長(chang),雙(shuang)休日、節假(jia)日違規補(bu)課等問題(ti)(ti),就合(he)理安(an)排學(xue)生作(zuo)(zuo)息(xi)時(shi)(shi)(shi)間(jian)(jian)提出了明確(que)要求(qiu)。一(yi)是要求(qiu)各地(di)以省為(wei)單位明確(que)高中(zhong)(zhong)(zhong)(zhong)學(xue)生在(zai)校作(zuo)(zuo)息(xi)時(shi)(shi)(shi)間(jian)(jian)、寒暑(shu)假(jia)時(shi)(shi)(shi)間(jian)(jian),確(que)保學(xue)生的(de)作(zuo)(zuo)息(xi)時(shi)(shi)(shi)間(jian)(jian)合(he)理合(he)規。二是要求(qiu)保障學(xue)生課間(jian)(jian)休息(xi)、午(wu)休、晚(wan)間(jian)(jian)睡眠和自主(zhu)學(xue)習活(huo)動時(shi)(shi)(shi)間(jian)(jian),不得利用周末、寒暑(shu)假(jia)、法定節假(jia)日集中(zhong)(zhong)(zhong)(zhong)上課補(bu)課或(huo)組(zu)織測評(ping)。三是要求(qiu)寄宿(su)制縣(xian)中(zhong)(zhong)(zhong)(zhong)結合(he)學(xue)生實(shi)際,統籌(chou)安(an)排好(hao)學(xue)生起床(chuang)就寢、早(zao)(zao)操早(zao)(zao)讀、晚(wan)自習和課外活(huo)動,防止超長(chang)時(shi)(shi)(shi)間(jian)(jian)學(xue)習和擠(ji)占正常休息(xi)時(shi)(shi)(shi)間(jian)(jian)。

  問:托管幫扶對縣中發展起到了積極作用,請問下一步如何更好推動此項工作開展?

  答:“十四(si)五”期間,中(zhong)(zhong)(zhong)(zhong)組(zu)(zu)部(bu)(bu)會(hui)同教(jiao)育(yu)部(bu)(bu)實施(shi)了(le)(le)教(jiao)育(yu)人(ren)才“組(zu)(zu)團(tuan)(tuan)(tuan)式(shi)”幫(bang)(bang)(bang)(bang)扶(fu)(fu)(fu)(fu)(fu),支持西(xi)部(bu)(bu)10個(ge)省(sheng)區(qu)(qu)市(shi)的(de)160個(ge)國家鄉村(cun)振興重(zhong)點(dian)幫(bang)(bang)(bang)(bang)扶(fu)(fu)(fu)(fu)(fu)縣(xian)(xian)(xian)(xian)(xian)高中(zhong)(zhong)(zhong)(zhong)階段學(xue)(xue)(xue)校(xiao)(xiao)提(ti)升管(guan)(guan)理(li)和(he)(he)(he)教(jiao)育(yu)教(jiao)學(xue)(xue)(xue)水平。教(jiao)育(yu)部(bu)(bu)實施(shi)了(le)(le)部(bu)(bu)屬(shu)高校(xiao)(xiao)縣(xian)(xian)(xian)(xian)(xian)中(zhong)(zhong)(zhong)(zhong)托(tuo)管(guan)(guan)幫(bang)(bang)(bang)(bang)扶(fu)(fu)(fu)(fu)(fu)項目(mu),組(zu)(zu)織48所部(bu)(bu)屬(shu)高校(xiao)(xiao)和(he)(he)(he)相(xiang)關專業機構(gou),面向中(zhong)(zhong)(zhong)(zhong)西(xi)部(bu)(bu)、東北地(di)(di)區(qu)(qu)23個(ge)省(sheng)份和(he)(he)(he)新疆生產建設兵團(tuan)(tuan)(tuan)托(tuo)管(guan)(guan)幫(bang)(bang)(bang)(bang)扶(fu)(fu)(fu)(fu)(fu)115所縣(xian)(xian)(xian)(xian)(xian)中(zhong)(zhong)(zhong)(zhong)。通(tong)過派駐(zhu)校(xiao)(xiao)長教(jiao)師(shi)團(tuan)(tuan)(tuan)隊、組(zu)(zu)織學(xue)(xue)(xue)科(ke)骨干教(jiao)師(shi)定期到(dao)校(xiao)(xiao)指導、選派優(you)秀大學(xue)(xue)(xue)生支教(jiao)實踐、定期開展縣(xian)(xian)(xian)(xian)(xian)中(zhong)(zhong)(zhong)(zhong)校(xiao)(xiao)長教(jiao)師(shi)培訓(xun)、選派縣(xian)(xian)(xian)(xian)(xian)中(zhong)(zhong)(zhong)(zhong)教(jiao)師(shi)到(dao)高校(xiao)(xiao)附屬(shu)高中(zhong)(zhong)(zhong)(zhong)跟崗掛(gua)職鍛(duan)煉等方式(shi),著力(li)(li)幫(bang)(bang)(bang)(bang)助受援(yuan)縣(xian)(xian)(xian)(xian)(xian)中(zhong)(zhong)(zhong)(zhong)提(ti)升學(xue)(xue)(xue)校(xiao)(xiao)管(guan)(guan)理(li)水平、教(jiao)師(shi)專業能力(li)(li)和(he)(he)(he)教(jiao)育(yu)教(jiao)學(xue)(xue)(xue)質量。各地(di)(di)也結(jie)合(he)實際積極(ji)組(zu)(zu)織地(di)(di)方高校(xiao)(xiao)和(he)(he)(he)城(cheng)區(qu)(qu)優(you)質普通(tong)高中(zhong)(zhong)(zhong)(zhong)開展縣(xian)(xian)(xian)(xian)(xian)中(zhong)(zhong)(zhong)(zhong)托(tuo)管(guan)(guan)幫(bang)(bang)(bang)(bang)扶(fu)(fu)(fu)(fu)(fu),目(mu)前已(yi)托(tuo)管(guan)(guan)幫(bang)(bang)(bang)(bang)扶(fu)(fu)(fu)(fu)(fu)縣(xian)(xian)(xian)(xian)(xian)中(zhong)(zhong)(zhong)(zhong)近2000所,占縣(xian)(xian)(xian)(xian)(xian)中(zhong)(zhong)(zhong)(zhong)總數的(de)25%左右(you),初步建立起國家示(shi)范、省(sheng)市(shi)為主的(de)縣(xian)(xian)(xian)(xian)(xian)中(zhong)(zhong)(zhong)(zhong)托(tuo)管(guan)(guan)幫(bang)(bang)(bang)(bang)扶(fu)(fu)(fu)(fu)(fu)體系(xi)(xi)。在此基礎(chu)上,《行動計劃》決定持續深化(hua)縣(xian)(xian)(xian)(xian)(xian)中(zhong)(zhong)(zhong)(zhong)托(tuo)管(guan)(guan)幫(bang)(bang)(bang)(bang)扶(fu)(fu)(fu)(fu)(fu)工作。一是(shi)(shi)繼續開展國家示(shi)范幫(bang)(bang)(bang)(bang)扶(fu)(fu)(fu)(fu)(fu)。深化(hua)國家鄉村(cun)振興重(zhong)點(dian)幫(bang)(bang)(bang)(bang)扶(fu)(fu)(fu)(fu)(fu)縣(xian)(xian)(xian)(xian)(xian)教(jiao)育(yu)人(ren)才“組(zu)(zu)團(tuan)(tuan)(tuan)式(shi)”幫(bang)(bang)(bang)(bang)扶(fu)(fu)(fu)(fu)(fu),實施(shi)新一輪(lun)教(jiao)育(yu)部(bu)(bu)部(bu)(bu)屬(shu)高校(xiao)(xiao)縣(xian)(xian)(xian)(xian)(xian)中(zhong)(zhong)(zhong)(zhong)托(tuo)管(guan)(guan)幫(bang)(bang)(bang)(bang)扶(fu)(fu)(fu)(fu)(fu)項目(mu),開展“教(jiao)學(xue)(xue)(xue)名(ming)師(shi)西(xi)部(bu)(bu)行”行動,加(jia)大對(dui)中(zhong)(zhong)(zhong)(zhong)西(xi)部(bu)(bu)教(jiao)育(yu)基礎(chu)薄弱(ruo)(ruo)地(di)(di)區(qu)(qu)、民族(zu)地(di)(di)區(qu)(qu)、邊疆地(di)(di)區(qu)(qu)縣(xian)(xian)(xian)(xian)(xian)中(zhong)(zhong)(zhong)(zhong)的(de)幫(bang)(bang)(bang)(bang)扶(fu)(fu)(fu)(fu)(fu)力(li)(li)度。二是(shi)(shi)積極(ji)擴大省(sheng)內托(tuo)管(guan)(guan)幫(bang)(bang)(bang)(bang)扶(fu)(fu)(fu)(fu)(fu)。以(yi)省(sheng)為單位建立完(wan)善幫(bang)(bang)(bang)(bang)扶(fu)(fu)(fu)(fu)(fu)工作成(cheng)效評估和(he)(he)(he)激勵(li)措施(shi),鼓勵(li)各地(di)(di)組(zu)(zu)織區(qu)(qu)域內更多的(de)高校(xiao)(xiao)和(he)(he)(he)城(cheng)市(shi)優(you)質普通(tong)高中(zhong)(zhong)(zhong)(zhong)對(dui)口幫(bang)(bang)(bang)(bang)扶(fu)(fu)(fu)(fu)(fu)薄弱(ruo)(ruo)縣(xian)(xian)(xian)(xian)(xian)中(zhong)(zhong)(zhong)(zhong)。三(san)是(shi)(shi)強化(hua)省(sheng)際對(dui)口幫(bang)(bang)(bang)(bang)扶(fu)(fu)(fu)(fu)(fu)。將縣(xian)(xian)(xian)(xian)(xian)中(zhong)(zhong)(zhong)(zhong)托(tuo)管(guan)(guan)幫(bang)(bang)(bang)(bang)扶(fu)(fu)(fu)(fu)(fu)納(na)入東西(xi)部(bu)(bu)協作和(he)(he)(he)對(dui)口支援(yuan)整體規劃,按照對(dui)口支援(yuan)關系(xi)(xi),組(zu)(zu)織東部(bu)(bu)高校(xiao)(xiao)和(he)(he)(he)普通(tong)高中(zhong)(zhong)(zhong)(zhong)對(dui)口幫(bang)(bang)(bang)(bang)扶(fu)(fu)(fu)(fu)(fu)西(xi)部(bu)(bu)地(di)(di)區(qu)(qu)薄弱(ruo)(ruo)縣(xian)(xian)(xian)(xian)(xian)中(zhong)(zhong)(zhong)(zhong)。

  問:如何保證《行動計劃》的各項目標、任務和措施落到實處?

  答:為確保(bao)(bao)(bao)《行動(dong)計(ji)劃》各項目標任務達(da)到(dao)預期(qi)效(xiao)果,《行動(dong)計(ji)劃》從加(jia)(jia)強組織領導、強化(hua)協同(tong)配(pei)(pei)合、加(jia)(jia)強督(du)(du)(du)導評(ping)估(gu)等(deng)方面(mian)(mian)提出了明確要求。一(yi)是強化(hua)省(sheng)級統籌。將縣(xian)中振興(xing)工作(zuo)(zuo)納入地方政(zheng)府重(zhong)要議(yi)事日(ri)程,要求重(zhong)大事項及(ji)時向省(sheng)級教(jiao)育(yu)(yu)工作(zuo)(zuo)領導小組報(bao)告。建(jian)立省(sheng)級統籌、市級主(zhu)抓(zhua)、縣(xian)級落實(shi)(shi)的(de)工作(zuo)(zuo)推進機制(zhi)。二是堅持部門(men)協同(tong)。明確教(jiao)育(yu)(yu)、發(fa)展(zhan)改革、財政(zheng)、人力(li)資(zi)(zi)源(yuan)(yuan)社會保(bao)(bao)(bao)障、自然資(zi)(zi)源(yuan)(yuan)、住房城鄉建(jian)設等(deng)部門(men)的(de)職(zhi)責任務,形成工作(zuo)(zuo)合力(li)。三是加(jia)(jia)強督(du)(du)(du)導評(ping)估(gu)。把縣(xian)中振興(xing)行動(dong)計(ji)劃實(shi)(shi)施(shi)(shi)情(qing)況(kuang)作(zuo)(zuo)為各級教(jiao)育(yu)(yu)督(du)(du)(du)導的(de)重(zhong)要內容,將學(xue)生(sheng)身心健康(kang)發(fa)展(zhan)、高中階(jie)段教(jiao)育(yu)(yu)普及(ji)、學(xue)校標準(zhun)化(hua)建(jian)設、課程實(shi)(shi)施(shi)(shi)、教(jiao)師(shi)配(pei)(pei)備、生(sheng)均公(gong)用經費保(bao)(bao)(bao)障、規(gui)范辦學(xue)等(deng)情(qing)況(kuang)作(zuo)(zuo)為評(ping)價重(zhong)點(dian)。國(guo)家加(jia)(jia)強學(xue)齡人口變化(hua)、資(zi)(zi)源(yuan)(yuan)配(pei)(pei)置、工作(zuo)(zuo)進展(zhan)、教(jiao)育(yu)(yu)質量(liang)等(deng)方面(mian)(mian)監測,定期(qi)發(fa)布監測報(bao)告。
