近年來,安(an)徽省(sheng)以國家教(jiao)育(yu)(yu)信息化試(shi)點省(sheng)建設為契機,堅持(chi)改(gai)革驅(qu)動(dong)、創新引領,構建并不斷完善教(jiao)育(yu)(yu)信息化“三(san)通兩平臺”,梯(ti)次有序推(tui)進智慧(hui)學(xue)校建設,持(chi)續(xu)提升(sheng)師(shi)生信息技術應用能力(li),實(shi)現(xian)優(you)(you)質(zhi)教(jiao)育(yu)(yu)資源(yuan)在(zai)更大(da)范圍內普惠共享,努力(li)推(tui)動(dong)基礎教(jiao)育(yu)(yu)從基本均衡(heng)向優(you)(you)質(zhi)均衡(heng)邁進。
通盤(pan)謀劃抓統(tong)籌。省(sheng)(sheng)(sheng)委省(sheng)(sheng)(sheng)政府高度(du)重視以智(zhi)(zhi)(zhi)慧(hui)(hui)(hui)學(xue)校(xiao)為核心的教(jiao)(jiao)育(yu)信息(xi)(xi)化(hua)建(jian)設(she)。省(sheng)(sheng)(sheng)政府先后印發(fa)《安(an)徽(hui)省(sheng)(sheng)(sheng)教(jiao)(jiao)育(yu)信息(xi)(xi)化(hua)中長期發(fa)展規(gui)(gui)劃(2013—2020年)》《安(an)徽(hui)省(sheng)(sheng)(sheng)智(zhi)(zhi)(zhi)慧(hui)(hui)(hui)學(xue)校(xiao)建(jian)設(she)總體規(gui)(gui)劃(2018—2022年)》等文件,構建(jian)以智(zhi)(zhi)(zhi)慧(hui)(hui)(hui)教(jiao)(jiao)學(xue)、智(zhi)(zhi)(zhi)慧(hui)(hui)(hui)學(xue)習、智(zhi)(zhi)(zhi)慧(hui)(hui)(hui)管理(li)、智(zhi)(zhi)(zhi)慧(hui)(hui)(hui)生(sheng)活、智(zhi)(zhi)(zhi)慧(hui)(hui)(hui)文化(hua)為主要內容,以人才隊(dui)伍和(he)(he)基(ji)礎環境建(jian)設(she)為主要支(zhi)撐的“5+2”智(zhi)(zhi)(zhi)慧(hui)(hui)(hui)學(xue)校(xiao)架構。各市縣(xian)根(gen)據省(sheng)(sheng)(sheng)級(ji)規(gui)(gui)劃,制(zhi)定(ding)本(ben)地智(zhi)(zhi)(zhi)慧(hui)(hui)(hui)學(xue)校(xiao)實(shi)施規(gui)(gui)劃,推動形(xing)成(cheng)“全省(sheng)(sheng)(sheng)一盤(pan)棋”的發(fa)展格局。堅持統(tong)一設(she)計、統(tong)一標準(zhun)、統(tong)一平(ping)(ping)(ping)臺(tai)(tai)(tai)、統(tong)一數據資(zi)源(yuan)庫,制(zhi)定(ding)《安(an)徽(hui)省(sheng)(sheng)(sheng)中小(xiao)(xiao)學(xue)校(xiao)信息(xi)(xi)化(hua)基(ji)本(ben)標準(zhun)》《安(an)徽(hui)教(jiao)(jiao)育(yu)管理(li)公共(gong)平(ping)(ping)(ping)臺(tai)(tai)(tai)和(he)(he)資(zi)源(yuan)應(ying)用(yong)(yong)(yong)平(ping)(ping)(ping)臺(tai)(tai)(tai)技術(shu)規(gui)(gui)范》等,搭建(jian)“皖教(jiao)(jiao)云(yun)”平(ping)(ping)(ping)臺(tai)(tai)(tai),著力(li)構建(jian)縱向(xiang)貫通、橫向(xiang)聯通的智(zhi)(zhi)(zhi)慧(hui)(hui)(hui)學(xue)校(xiao)生(sheng)態。截至目前,全省(sheng)(sheng)(sheng)智(zhi)(zhi)(zhi)慧(hui)(hui)(hui)課堂系統(tong)與省(sheng)(sheng)(sheng)級(ji)教(jiao)(jiao)育(yu)管理(li)公共(gong)平(ping)(ping)(ping)臺(tai)(tai)(tai)和(he)(he)資(zi)源(yuan)應(ying)用(yong)(yong)(yong)平(ping)(ping)(ping)臺(tai)(tai)(tai)在賬號、資(zi)源(yuan)、數據、空間等方面已(yi)全部實(shi)現互(hu)聯互(hu)通,上(shang)架應(ying)用(yong)(yong)(yong)140余個。聚焦農(nong)村地區(qu)、革命老區(qu)、偏(pian)遠(yuan)山區(qu)等,將工(gong)作(zuo)著力(li)點(dian)落在鄉(xiang)村中小(xiao)(xiao)學(xue)和(he)(he)義務(wu)教(jiao)(jiao)育(yu)小(xiao)(xiao)規(gui)(gui)模學(xue)校(xiao)(教(jiao)(jiao)學(xue)點(dian)),充分利用(yong)(yong)(yong)信息(xi)(xi)化(hua)技術(shu),推動優(you)質教(jiao)(jiao)育(yu)資(zi)源(yuan)輻射共(gong)享,推動基(ji)礎教(jiao)(jiao)育(yu)發(fa)展水平(ping)(ping)(ping)整體提升。
創(chuang)新模(mo)式促建(jian)設。按(an)照(zhao)(zhao)分級(ji)建(jian)設、分級(ji)分擔的(de)(de)(de)原(yuan)則,統籌(chou)整合各類教(jiao)(jiao)育(yu)(yu)(yu)相關項目資(zi)金,引進社(she)會資(zi)本投入,建(jian)立智(zhi)慧學校建(jian)設資(zi)金多元(yuan)籌(chou)措(cuo)機(ji)制。建(jian)立政企合作“共建(jian)共管”模(mo)式,按(an)照(zhao)(zhao)“所(suo)有(you)權(quan)、監管權(quan)、應用(yong)權(quan)在(zai)(zai)教(jiao)(jiao)育(yu)(yu)(yu),建(jian)維事務(wu)(wu)在(zai)(zai)企業”的(de)(de)(de)原(yuan)則,堅持政府和市場“兩條腿”走路;建(jian)立政企協議框(kuang)架內的(de)(de)(de)工作聯系機(ji)制,定期研究會商(shang)建(jian)設與應用(yong)過(guo)(guo)程中的(de)(de)(de)問題,做到(dao)互補(bu)合作、互利(li)共贏。接續開發、穩步輸出在(zai)(zai)線教(jiao)(jiao)育(yu)(yu)(yu)教(jiao)(jiao)學資(zi)源(yuan),已覆蓋(gai)義務(wu)(wu)教(jiao)(jiao)育(yu)(yu)(yu)各學科主要教(jiao)(jiao)材版(ban)本。通(tong)過(guo)(guo)政府購買(mai)服務(wu)(wu)等多種(zhong)方式,努力為全省師生提供適(shi)合的(de)(de)(de)優質(zhi)教(jiao)(jiao)育(yu)(yu)(yu)資(zi)源(yuan)。目前,安徽基礎教(jiao)(jiao)育(yu)(yu)(yu)資(zi)源(yuan)應用(yong)平臺資(zi)源(yuan)存儲量達600TB,總(zong)瀏覽量超13.5億人次。
豐富(fu)實(shi)(shi)(shi)踐強應用。發揮國家教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)管理(li)信(xin)息(xi)(xi)系統及省級管理(li)系統作用,著(zhu)力(li)(li)提(ti)升(sheng)(sheng)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)治理(li)能(neng)力(li)(li)。規范教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)數(shu)(shu)據(ju)管理(li),按照“一數(shu)(shu)一源”的(de)原(yuan)則,建成教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)基(ji)礎數(shu)(shu)據(ju)庫(ku)和常(chang)態數(shu)(shu)據(ju)庫(ku),并向各(ge)地(di)(di)進(jin)行數(shu)(shu)據(ju)授權與(yu)(yu)共享,促進(jin)各(ge)地(di)(di)各(ge)校利用大(da)數(shu)(shu)據(ju)輔助(zhu)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)管理(li)和決策。通過(guo)全(quan)(quan)過(guo)程、伴隨式數(shu)(shu)據(ju)采集和分析(xi),著(zhu)力(li)(li)提(ti)升(sheng)(sheng)教(jiao)(jiao)(jiao)(jiao)(jiao)學(xue)應用水平,實(shi)(shi)(shi)現課前精準定教(jiao)(jiao)(jiao)(jiao)(jiao)、高(gao)效(xiao)備(bei)課,課中立體互動、實(shi)(shi)(shi)時反饋,課后定制作業、科學(xue)評估(gu),助(zhu)力(li)(li)減負增效(xiao)、因材施教(jiao)(jiao)(jiao)(jiao)(jiao),推動“雙減”工(gong)作落地(di)(di)落細,截至(zhi)2021年(nian)(nian)11月底(di),全(quan)(quan)省智(zhi)慧(hui)課堂(tang)累計開課665萬余節,覆蓋366萬余名(ming)(ming)師(shi)生。實(shi)(shi)(shi)施在(zai)線(xian)課堂(tang)常(chang)態化(hua)教(jiao)(jiao)(jiao)(jiao)(jiao)學(xue)模式,在(zai)2016年(nian)(nian)底(di)實(shi)(shi)(shi)現全(quan)(quan)省教(jiao)(jiao)(jiao)(jiao)(jiao)學(xue)點(dian)在(zai)線(xian)課堂(tang)全(quan)(quan)覆蓋的(de)基(ji)礎上(shang),2019年(nian)(nian)升(sheng)(sheng)級打(da)造“在(zai)線(xian)智(zhi)慧(hui)課堂(tang)”,實(shi)(shi)(shi)現課堂(tang)實(shi)(shi)(shi)時互動、教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)精準教(jiao)(jiao)(jiao)(jiao)(jiao)學(xue)、作業線(xian)上(shang)批改等功(gong)能(neng),有(you)效(xiao)提(ti)高(gao)教(jiao)(jiao)(jiao)(jiao)(jiao)與(yu)(yu)學(xue)的(de)效(xiao)果。實(shi)(shi)(shi)施全(quan)(quan)省中小學(xue)教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)信(xin)息(xi)(xi)技術應用能(neng)力(li)(li)提(ti)升(sheng)(sheng)工(gong)程,已(yi)完(wan)成兩輪省級試點(dian),覆蓋16個(ge)市50個(ge)縣(xian)區(qu)301所(suo)學(xue)校3.3萬余名(ming)(ming)教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)。
完善機(ji)(ji)制(zhi)(zhi)提質(zhi)效。建(jian)立(li)(li)以(yi)教(jiao)(jiao)(jiao)(jiao)育(yu)行政(zheng)(zheng)部(bu)門(men)(men)為龍頭、教(jiao)(jiao)(jiao)(jiao)育(yu)科研部(bu)門(men)(men)為主體(ti)(ti)、信(xin)息(xi)(xi)技(ji)術(shu)部(bu)門(men)(men)為支撐的組織機(ji)(ji)制(zhi)(zhi),確保(bao)相(xiang)關單(dan)位高(gao)(gao)效協同(tong)、大力(li)推進。建(jian)立(li)(li)教(jiao)(jiao)(jiao)(jiao)師信(xin)息(xi)(xi)化應用(yong)能力(li)測評(ping)機(ji)(ji)制(zhi)(zhi),實施(shi)初(chu)級(ji)、中級(ji)、高(gao)(gao)級(ji)三(san)級(ji)考核(he),并將教(jiao)(jiao)(jiao)(jiao)育(yu)信(xin)息(xi)(xi)技(ji)術(shu)應用(yong)作為新任教(jiao)(jiao)(jiao)(jiao)師上崗和教(jiao)(jiao)(jiao)(jiao)師資格注(zhu)冊的考核(he)內容,增強教(jiao)(jiao)(jiao)(jiao)師學(xue)(xue)習(xi)應用(yong)的內生動力(li)。建(jian)立(li)(li)督導(dao)評(ping)估機(ji)(ji)制(zhi)(zhi),將智慧學(xue)(xue)校(xiao)建(jian)設納(na)入省政(zheng)(zheng)府(fu)對(dui)市(shi)政(zheng)(zheng)府(fu)目標管(guan)理(li)績效考核(he)指(zhi)標體(ti)(ti)系,同(tong)時納(na)入對(dui)縣(市(shi)、區)黨(dang)政(zheng)(zheng)領導(dao)干部(bu)履行教(jiao)(jiao)(jiao)(jiao)育(yu)職責(ze)(ze)督導(dao)考核(he),壓緊(jin)壓實地(di)方政(zheng)(zheng)府(fu)主體(ti)(ti)責(ze)(ze)任。建(jian)立(li)(li)教(jiao)(jiao)(jiao)(jiao)育(yu)網(wang)絡(luo)和信(xin)息(xi)(xi)安(an)全(quan)管(guan)理(li)機(ji)(ji)制(zhi)(zhi),構建(jian)省、市(shi)、縣、校(xiao)四級(ji)聯動工作體(ti)(ti)系,全(quan)面提高(gao)(gao)教(jiao)(jiao)(jiao)(jiao)育(yu)網(wang)絡(luo)與(yu)信(xin)息(xi)(xi)安(an)全(quan)防(fang)護能力(li)。建(jian)立(li)(li)服(fu)(fu)務(wu)保(bao)障機(ji)(ji)制(zhi)(zhi),著力(li)培養懂(dong)技(ji)術(shu)、懂(dong)教(jiao)(jiao)(jiao)(jiao)學(xue)(xue)、懂(dong)管(guan)理(li)的復合型教(jiao)(jiao)(jiao)(jiao)育(yu)技(ji)術(shu)人才,打造信(xin)息(xi)(xi)技(ji)術(shu)支持服(fu)(fu)務(wu)隊伍;同(tong)時探索以(yi)政(zheng)(zheng)府(fu)購買(mai)專業服(fu)(fu)務(wu)方式強化智慧學(xue)(xue)校(xiao)服(fu)(fu)務(wu)保(bao)障,以(yi)教(jiao)(jiao)(jiao)(jiao)育(yu)信(xin)息(xi)(xi)化推進教(jiao)(jiao)(jiao)(jiao)育(yu)現代化,努力(li)建(jian)設高(gao)(gao)質(zhi)量教(jiao)(jiao)(jiao)(jiao)育(yu)體(ti)(ti)系。
