黨(dang)的(de)(de)十九屆四中(zhong)全會用(yong)一(yi)次全會專門研(yan)究(jiu)國(guo)(guo)(guo)家(jia)制度(du)和(he)(he)國(guo)(guo)(guo)家(jia)治(zhi)(zhi)理問題,在(zai)我們黨(dang)的(de)(de)歷(li)史(shi)上(shang)是(shi)第一(yi)次,具有開(kai)創(chuang)性和(he)(he)里程(cheng)碑意義(yi)。全會審議通過(guo)的(de)(de)決定,全面回答了在(zai)我國(guo)(guo)(guo)國(guo)(guo)(guo)家(jia)制度(du)和(he)(he)國(guo)(guo)(guo)家(jia)治(zhi)(zhi)理上(shang),應(ying)該“堅持和(he)(he)鞏固什么”“完善和(he)(he)發展什么”這(zhe)個重大(da)政治(zhi)(zhi)問題,充分體現了以習近(jin)平(ping)同(tong)志為核心的(de)(de)黨(dang)中(zhong)央高度(du)的(de)(de)制度(du)自信、巨(ju)大(da)的(de)(de)政治(zhi)(zhi)智慧和(he)(he)強(qiang)烈的(de)(de)歷(li)史(shi)擔當(dang)。
教(jiao)(jiao)(jiao)育是(shi)國之大計、黨之大計。教(jiao)(jiao)(jiao)師是(shi)興教(jiao)(jiao)(jiao)之源、立教(jiao)(jiao)(jiao)之本(ben)。全國現(xian)有各(ge)級各(ge)類(lei)專任教(jiao)(jiao)(jiao)師1673萬(wan)人(ren),這(zhe)個龐(pang)大的(de)群體(ti)支撐(cheng)起(qi)世界上規模最大的(de)教(jiao)(jiao)(jiao)育,被稱贊(zan)為“一(yi)支了不起(qi)的(de)力量”。我們(men)必須學懂(dong)弄通(tong)做實(shi)黨的(de)十(shi)九屆四中全會精(jing)神,以制度建設推進教(jiao)(jiao)(jiao)師治理(li)體(ti)系和(he)治理(li)能力現(xian)代化,切實(shi)把(ba)教(jiao)(jiao)(jiao)師這(zhe)支隊伍治理(li)好(hao)(hao),把(ba)教(jiao)(jiao)(jiao)師隊伍這(zhe)支力量調動好(hao)(hao)。
第一,完善黨對教(jiao)師(shi)(shi)工作全面領(ling)導(dao)機制,解決好“正(zheng)(zheng)方向”問題。強(qiang)化(hua)教(jiao)師(shi)(shi)黨支部和黨員隊(dui)(dui)伍(wu)建(jian)設。選(xuan)優配強(qiang)教(jiao)師(shi)(shi)黨支部書記,實(shi)施(shi)教(jiao)師(shi)(shi)黨支部書記“雙帶頭人(ren)(ren)(ren)”培育(yu)(yu)工程。引(yin)導(dao)黨員教(jiao)師(shi)(shi)樹(shu)(shu)牢“四(si)(si)個(ge)意識(shi)”,增(zeng)強(qiang)“四(si)(si)個(ge)自(zi)信(xin)”,做(zuo)到“兩個(ge)維護”,爭做(zuo)“四(si)(si)有”好老師(shi)(shi)的(de)示范標桿。強(qiang)化(hua)教(jiao)師(shi)(shi)在(zai)立德(de)樹(shu)(shu)人(ren)(ren)(ren)中的(de)實(shi)質(zhi)性作用。引(yin)導(dao)教(jiao)師(shi)(shi)認真踐(jian)行“為黨育(yu)(yu)人(ren)(ren)(ren)、為國育(yu)(yu)才”的(de)初心(xin)使命,把(ba)立德(de)樹(shu)(shu)人(ren)(ren)(ren)融入思(si)想(xiang)道(dao)德(de)教(jiao)育(yu)(yu)、文(wen)化(hua)知識(shi)教(jiao)育(yu)(yu)、社會(hui)實(shi)踐(jian)教(jiao)育(yu)(yu)各環節,培養德(de)智體美勞全面發(fa)展的(de)社會(hui)主義建(jian)設者和接(jie)班(ban)人(ren)(ren)(ren)。強(qiang)化(hua)教(jiao)師(shi)(shi)戰(zhan)線思(si)想(xiang)政治工作。加強(qiang)思(si)政課教(jiao)師(shi)(shi)隊(dui)(dui)伍(wu)建(jian)設,將“政治要(yao)(yao)強(qiang)、情懷要(yao)(yao)深、思(si)維要(yao)(yao)新(xin)、視野要(yao)(yao)廣、自(zi)律要(yao)(yao)嚴、人(ren)(ren)(ren)格要(yao)(yao)正(zheng)(zheng)”的(de)要(yao)(yao)求,融入到教(jiao)師(shi)(shi)隊(dui)(dui)伍(wu)建(jian)設和教(jiao)學實(shi)踐(jian)全過程。
第二,完(wan)善多元主體(ti)參與(yu)(yu)教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)治(zhi)理機(ji)制,解(jie)決(jue)好“強合(he)力(li)”問題(ti)。突出(chu)政府履責。推(tui)動政府部門把教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)工(gong)作置于教(jiao)(jiao)(jiao)(jiao)育事業發(fa)展的重(zhong)點支持戰略領(ling)域,優先(xian)謀劃(hua)教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)工(gong)作,優先(xian)保(bao)障教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)工(gong)作投入,優先(xian)滿足教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)隊伍建設需(xu)要。借(jie)助智庫力(li)量。發(fa)揮高校、科研院所等智庫優勢(shi),圍(wei)繞(rao)教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)管(guan)理、教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)專業發(fa)展、教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)權益維護等問題(ti),深(shen)入研究,健全機(ji)制,增(zeng)強教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)治(zhi)理體(ti)系和治(zhi)理能力(li)的系統性(xing)和協(xie)調(diao)性(xing)。發(fa)動全社會參與(yu)(yu)。突出(chu)家(jia)庭教(jiao)(jiao)(jiao)(jiao)育,促進教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)與(yu)(yu)家(jia)長良(liang)性(xing)互動,構建家(jia)校社協(xie)同育人機(ji)制。發(fa)動社會力(li)量關愛教(jiao)(jiao)(jiao)(jiao)師(shi)(shi),營造濃厚的尊(zun)師(shi)(shi)、敬(jing)師(shi)(shi)、愛師(shi)(shi)氛圍(wei),使教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)成為令人羨(xian)慕、受人尊(zun)重(zhong)的職業。
第(di)三,完善教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)(shi)(shi)隊(dui)伍(wu)成(cheng)長(chang)發展機制(zhi),解決好“高(gao)(gao)素質(zhi)(zhi)”問題。推(tui)進(jin)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)(shi)(shi)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育優(you)(you)質(zhi)(zhi)化(hua)。實施(shi)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)(shi)(shi)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育振興行(xing)動計劃,做優(you)(you)做強師(shi)(shi)(shi)(shi)(shi)(shi)(shi)范院(yuan)校(xiao)(xiao),支持高(gao)(gao)水平(ping)綜合大(da)學(xue)開展教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)(shi)(shi)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育,健全以師(shi)(shi)(shi)(shi)(shi)(shi)(shi)范院(yuan)校(xiao)(xiao)為主體、高(gao)(gao)水平(ping)非師(shi)(shi)(shi)(shi)(shi)(shi)(shi)范院(yuan)校(xiao)(xiao)參與、優(you)(you)質(zhi)(zhi)中(zhong)小學(xue)幼(you)兒園為實踐基地的(de)開放、協同(tong)、聯動的(de)中(zhong)國特色教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)(shi)(shi)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育體系(xi)。推(tui)進(jin)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)(shi)(shi)隊(dui)伍(wu)成(cheng)長(chang)專業化(hua)。實施(shi)好“國培(pei)計劃”,加強緊(jin)缺學(xue)科教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)(shi)(shi)培(pei)訓。實施(shi)卓越教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)(shi)(shi)培(pei)養計劃2.0,培(pei)養新時(shi)代優(you)(you)秀(xiu)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)(shi)(shi)。落實職(zhi)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)20條,對接1+X證(zheng)書制(zhi)度,努力(li)打造(zao)一(yi)支師(shi)(shi)(shi)(shi)(shi)(shi)(shi)德(de)高(gao)(gao)尚、技藝(yi)精湛、專兼(jian)結合、充滿活力(li)的(de)高(gao)(gao)素質(zhi)(zhi)“雙師(shi)(shi)(shi)(shi)(shi)(shi)(shi)型”職(zhi)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)(shi)(shi)資隊(dui)伍(wu)。通(tong)過公(gong)費培(pei)養、國培(pei)、省培(pei)、專項扶貧(pin)等舉(ju)措,加速補齊貧(pin)困地區教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)(shi)(shi)能(neng)力(li)短板,助力(li)打贏脫(tuo)貧(pin)攻堅戰。推(tui)進(jin)師(shi)(shi)(shi)(shi)(shi)(shi)(shi)德(de)師(shi)(shi)(shi)(shi)(shi)(shi)(shi)風(feng)建(jian)設(she)長(chang)效(xiao)化(hua)。把師(shi)(shi)(shi)(shi)(shi)(shi)(shi)德(de)師(shi)(shi)(shi)(shi)(shi)(shi)(shi)風(feng)作(zuo)為評價教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)(shi)(shi)隊(dui)伍(wu)素質(zhi)(zhi)的(de)第(di)一(yi)標準。落實《關(guan)于加強和(he)改進(jin)新時(shi)代師(shi)(shi)(shi)(shi)(shi)(shi)(shi)德(de)師(shi)(shi)(shi)(shi)(shi)(shi)(shi)風(feng)建(jian)設(she)的(de)意(yi)見(jian)》和(he)新時(shi)代教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)(shi)(shi)職(zhi)業行(xing)為十項準則,引導廣大(da)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)(shi)(shi)爭做“四(si)(si)有”好老師(shi)(shi)(shi)(shi)(shi)(shi)(shi)、當好“四(si)(si)個引路人”。選樹和(he)宣傳師(shi)(shi)(shi)(shi)(shi)(shi)(shi)德(de)典范,專項治理師(shi)(shi)(shi)(shi)(shi)(shi)(shi)德(de)師(shi)(shi)(shi)(shi)(shi)(shi)(shi)風(feng),全力(li)營造(zao)人民(min)滿意(yi)的(de)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)(shi)(shi)隊(dui)伍(wu)生態。
第四(si),完(wan)善信(xin)息(xi)(xi)(xi)技(ji)(ji)術(shu)(shu)助(zhu)推教(jiao)(jiao)師(shi)(shi)(shi)治理(li)機制,解決好“賦效能”問題。以(yi)信(xin)息(xi)(xi)(xi)技(ji)(ji)術(shu)(shu)促教(jiao)(jiao)師(shi)(shi)(shi)教(jiao)(jiao)學(xue)。實(shi)施(shi)中小學(xue)教(jiao)(jiao)師(shi)(shi)(shi)信(xin)息(xi)(xi)(xi)技(ji)(ji)術(shu)(shu)應用(yong)能力(li)提升(sheng)工(gong)程,借助(zhu)“5G+AI+大數據(ju)+學(xue)習分析”,使教(jiao)(jiao)師(shi)(shi)(shi)從傳統的“一般教(jiao)(jiao)師(shi)(shi)(shi)”升(sheng)級(ji)為(wei)“超級(ji)教(jiao)(jiao)師(shi)(shi)(shi)”。通(tong)過同(tong)步(bu)課(ke)堂、專遞課(ke)堂、名(ming)師(shi)(shi)(shi)課(ke)堂及(ji)名(ming)校網絡(luo)課(ke)堂等,精準協同(tong)地把優質教(jiao)(jiao)學(xue)資源向(xiang)(xiang)(xiang)鄉村(cun)、向(xiang)(xiang)(xiang)偏(pian)遠地區、向(xiang)(xiang)(xiang)“三區三州”等深(shen)度(du)貧困(kun)地區輻(fu)射。以(yi)信(xin)息(xi)(xi)(xi)技(ji)(ji)術(shu)(shu)促教(jiao)(jiao)師(shi)(shi)(shi)管理(li)。完(wan)善全國(guo)教(jiao)(jiao)師(shi)(shi)(shi)基礎信(xin)息(xi)(xi)(xi)系統,健全教(jiao)(jiao)師(shi)(shi)(shi)隊伍大數據(ju),加強教(jiao)(jiao)師(shi)(shi)(shi)培養(yang)培訓、交(jiao)流輪崗等動態管理(li),為(wei)教(jiao)(jiao)師(shi)(shi)(shi)治理(li)服務。以(yi)信(xin)息(xi)(xi)(xi)技(ji)(ji)術(shu)(shu)促教(jiao)(jiao)師(shi)(shi)(shi)減(jian)負。利用(yong)現代信(xin)息(xi)(xi)(xi)技(ji)(ji)術(shu)(shu),提升(sheng)教(jiao)(jiao)育工(gong)作信(xin)息(xi)(xi)(xi)采集科學(xue)化(hua)水平,努力(li)做(zuo)到“一次采集多次使用(yong)”,避免(mian)教(jiao)(jiao)師(shi)(shi)(shi)重(zhong)復報數據(ju)、多頭填表格(ge),讓信(xin)息(xi)(xi)(xi)多跑(pao)路、教(jiao)(jiao)師(shi)(shi)(shi)少跑(pao)腿。
第五,完善(shan)(shan)教師(shi)(shi)隊伍(wu)建設制(zhi)(zhi)(zhi)度(du)設計(ji)引領機制(zhi)(zhi)(zhi),解決好(hao)(hao)“可持續(xu)”問題。一方面(mian),把好(hao)(hao)制(zhi)(zhi)(zhi)度(du)成(cheng)熟(shu)定型。總(zong)結制(zhi)(zhi)(zhi)度(du)經驗,鞏固制(zhi)(zhi)(zhi)度(du)成(cheng)果,發(fa)揮類似于“特崗計(ji)劃”、“國(guo)培計(ji)劃”、鄉村教師(shi)(shi)生活補助等這種以(yi)點帶面(mian)能力強的制(zhi)(zhi)(zhi)度(du)優勢,更好(hao)(hao)服務國(guo)家(jia)戰略(lve)和(he)社會發(fa)展(zhan)。另一方面(mian),以(yi)新(xin)(xin)(xin)制(zhi)(zhi)(zhi)度(du)破局(ju)解困。突出一線規則,加強調查研究,謀深(shen)謀實制(zhi)(zhi)(zhi)度(du)創(chuang)新(xin)(xin)(xin)。健全中小學教師(shi)(shi)工資財(cai)政保障機制(zhi)(zhi)(zhi),推動教師(shi)(shi)待遇全面(mian)落(luo)實。完善(shan)(shan)教師(shi)(shi)編制(zhi)(zhi)(zhi)管理制(zhi)(zhi)(zhi)度(du),進一步挖(wa)潛(qian)創(chuang)新(xin)(xin)(xin)加強中小學教職工管理。推進新(xin)(xin)(xin)周期(qi)鄉村教師(shi)(shi)隊伍(wu)建設,補齊鄉村教師(shi)(shi)隊伍(wu)短板。深(shen)化教師(shi)(shi)職稱制(zhi)(zhi)(zhi)度(du)改革,完善(shan)(shan)教師(shi)(shi)榮譽體系(xi),提高(gao)教師(shi)(shi)地位,讓優秀(xiu)人才爭相(xiang)從教、教師(shi)(shi)人人盡展(zhan)其(qi)才、好(hao)(hao)老師(shi)(shi)不斷涌現。
