夯基(ji)礎,推(tui)動工(gong)(gong)(gong)(gong)作(zuo)規(gui)(gui)范標(biao)準(zhun)(zhun)化。完善(shan)(shan)基(ji)層(ceng)(ceng)黨(dang)(dang)(dang)組織(zhi)規(gui)(gui)章制(zhi)度(du)(du),修(xiu)訂基(ji)層(ceng)(ceng)黨(dang)(dang)(dang)委(黨(dang)(dang)(dang)總支(zhi))工(gong)(gong)(gong)(gong)作(zuo)細則(ze)、兩個議事規(gui)(gui)則(ze)等規(gui)(gui)章制(zhi)度(du)(du),制(zhi)定新形(xing)勢下加(jia)強黨(dang)(dang)(dang)支(zhi)部(bu)建設、“雙帶頭人”培(pei)育(yu)工(gong)(gong)(gong)(gong)程(cheng)等規(gui)(gui)范性文(wen)(wen)件40余(yu)個,著力構建目標(biao)明確(que)、內(nei)容完善(shan)(shan)、標(biao)準(zhun)(zhun)健全、運行科學(xue)、保障有力的(de)黨(dang)(dang)(dang)建工(gong)(gong)(gong)(gong)作(zuo)制(zhi)度(du)(du)體(ti)(ti)系。編撰基(ji)層(ceng)(ceng)黨(dang)(dang)(dang)組織(zhi)工(gong)(gong)(gong)(gong)作(zuo)手(shou)(shou)(shou)冊(ce),編印及修(xiu)訂基(ji)層(ceng)(ceng)黨(dang)(dang)(dang)委(黨(dang)(dang)(dang)總支(zhi))換屆選舉工(gong)(gong)(gong)(gong)作(zuo)手(shou)(shou)(shou)冊(ce)、黨(dang)(dang)(dang)員組織(zhi)關系轉(zhuan)接(jie)與(yu)排(pai)查指南(nan)等工(gong)(gong)(gong)(gong)作(zuo)手(shou)(shou)(shou)冊(ce)10余(yu)本,實(shi)(shi)現各級黨(dang)(dang)(dang)組織(zhi)實(shi)(shi)務工(gong)(gong)(gong)(gong)作(zuo)管(guan)理服務精細化。推(tui)廣(guang)記錄(lu)文(wen)(wen)本應用,統一印制(zhi)基(ji)層(ceng)(ceng)黨(dang)(dang)(dang)委(黨(dang)(dang)(dang)總支(zhi))工(gong)(gong)(gong)(gong)作(zuo)手(shou)(shou)(shou)冊(ce)、黨(dang)(dang)(dang)支(zhi)部(bu)工(gong)(gong)(gong)(gong)作(zuo)記錄(lu)本等系列記錄(lu)文(wen)(wen)本,明確(que)發展黨(dang)(dang)(dang)員紀實(shi)(shi)、主(zhu)題黨(dang)(dang)(dang)日、督導檢查紀實(shi)(shi)等30余(yu)項具體(ti)(ti)內(nei)容,實(shi)(shi)現基(ji)層(ceng)(ceng)黨(dang)(dang)(dang)組織(zhi)工(gong)(gong)(gong)(gong)作(zuo)紀實(shi)(shi)過程(cheng)、內(nei)容、主(zhu)體(ti)(ti)“三個全覆蓋”。
建(jian)(jian)(jian)平(ping)臺,推(tui)(tui)動任務(wu)內容項(xiang)(xiang)目(mu)化。實(shi)施基層黨(dang)(dang)(dang)(dang)建(jian)(jian)(jian)活力提升(sheng)計劃,設(she)(she)立黨(dang)(dang)(dang)(dang)建(jian)(jian)(jian)品(pin)牌項(xiang)(xiang)目(mu)、組織(zhi)(zhi)生活示(shi)范項(xiang)(xiang)目(mu)和(he)黨(dang)(dang)(dang)(dang)員教育特色(se)項(xiang)(xiang)目(mu),推(tui)(tui)動基層黨(dang)(dang)(dang)(dang)組織(zhi)(zhi)開(kai)(kai)展(zhan)(zhan)黨(dang)(dang)(dang)(dang)建(jian)(jian)(jian)實(shi)踐創新,支(zhi)(zhi)持(chi)建(jian)(jian)(jian)設(she)(she)“五有六化”“黨(dang)(dang)(dang)(dang)員故(gu)事匯(hui)”等特色(se)項(xiang)(xiang)目(mu)101個。實(shi)施黨(dang)(dang)(dang)(dang)建(jian)(jian)(jian)結(jie)對(dui)共(gong)建(jian)(jian)(jian),推(tui)(tui)動黨(dang)(dang)(dang)(dang)支(zhi)(zhi)部建(jian)(jian)(jian)設(she)(she)師生結(jie)對(dui)、扶貧(pin)結(jie)對(dui)、區(qu)域結(jie)對(dui)等共(gong)建(jian)(jian)(jian)模(mo)式,連(lian)續(xu)17年開(kai)(kai)展(zhan)(zhan)師生支(zhi)(zhi)部“一對(dui)一”結(jie)對(dui)活動,將黨(dang)(dang)(dang)(dang)建(jian)(jian)(jian)工(gong)作(zuo)融入(ru)立德樹人全過程;組織(zhi)(zhi)全校在職教工(gong)黨(dang)(dang)(dang)(dang)支(zhi)(zhi)部與(yu)定點(dian)(dian)扶貧(pin)村(cun)白水洞(dong)村(cun)貧(pin)困戶開(kai)(kai)展(zhan)(zhan)“一對(dui)一”結(jie)對(dui)幫扶,助(zhu)力鄉(xiang)村(cun)振興;開(kai)(kai)展(zhan)(zhan)區(qu)域化黨(dang)(dang)(dang)(dang)建(jian)(jian)(jian)聯席與(yu)街道黨(dang)(dang)(dang)(dang)建(jian)(jian)(jian)共(gong)建(jian)(jian)(jian)活動,以(yi)學生掛職、名(ming)師課程、志愿服務(wu)、陣(zhen)地(di)共(gong)享等為著力點(dian)(dian),形成黨(dang)(dang)(dang)(dang)建(jian)(jian)(jian)引領、協同育人的工(gong)作(zuo)機制。設(she)(she)立黨(dang)(dang)(dang)(dang)建(jian)(jian)(jian)課題研究項(xiang)(xiang)目(mu)平(ping)臺,完善黨(dang)(dang)(dang)(dang)建(jian)(jian)(jian)基金“靶向”資(zi)助(zhu)模(mo)式,支(zhi)(zhi)持(chi)圍繞基層黨(dang)(dang)(dang)(dang)建(jian)(jian)(jian)的理論(lun)和(he)實(shi)踐,有針對(dui)性地(di)開(kai)(kai)展(zhan)(zhan)黨(dang)(dang)(dang)(dang)建(jian)(jian)(jian)課題研究。
強(qiang)示范(fan),推動典(dian)型選(xuan)樹矩陣化(hua)。實施對標(biao)爭(zheng)先建(jian)(jian)設(she)計(ji)劃,全(quan)國黨(dang)(dang)(dang)(dang)(dang)(dang)建(jian)(jian)工(gong)作(zuo)標(biao)桿院系化(hua)學(xue)化(hua)工(gong)學(xue)院黨(dang)(dang)(dang)(dang)(dang)(dang)委(wei)通過找準黨(dang)(dang)(dang)(dang)(dang)(dang)建(jian)(jian)工(gong)作(zuo)與業務工(gong)作(zuo)的“結合(he)點”,探索基層(ceng)黨(dang)(dang)(dang)(dang)(dang)(dang)建(jian)(jian)的內涵式發展,推進(jin)世(shi)界一(yi)(yi)流學(xue)科建(jian)(jian)設(she);全(quan)國高(gao)校“百個研究(jiu)生樣板黨(dang)(dang)(dang)(dang)(dang)(dang)支(zhi)(zhi)部中國語(yu)言(yan)文學(xue)學(xue)院研究(jiu)生專(zhuan)碩黨(dang)(dang)(dang)(dang)(dang)(dang)支(zhi)(zhi)部以漢(han)語(yu)教(jiao)師(shi)(shi)志(zhi)愿者為支(zhi)(zhi)點傳播中華(hua)優秀文化(hua),積極構建(jian)(jian)“一(yi)(yi)黨(dang)(dang)(dang)(dang)(dang)(dang)委(wei)(黨(dang)(dang)(dang)(dang)(dang)(dang)總(zong)支(zhi)(zhi))一(yi)(yi)品牌”“一(yi)(yi)支(zhi)(zhi)部一(yi)(yi)特(te)色”的基層(ceng)黨(dang)(dang)(dang)(dang)(dang)(dang)建(jian)(jian)工(gong)作(zuo)生態(tai)。實施教(jiao)師(shi)(shi)黨(dang)(dang)(dang)(dang)(dang)(dang)支(zhi)(zhi)部書(shu)(shu)記“雙帶頭人”培育(yu)工(gong)程,實現“雙帶頭人”教(jiao)師(shi)(shi)黨(dang)(dang)(dang)(dang)(dang)(dang)支(zhi)(zhi)部書(shu)(shu)記全(quan)覆蓋,突出發揮(hui)黨(dang)(dang)(dang)(dang)(dang)(dang)支(zhi)(zhi)部書(shu)(shu)記“頭雁效應”。打造黨(dang)(dang)(dang)(dang)(dang)(dang)建(jian)(jian)品牌項目,以服務學(xue)科建(jian)(jian)設(she)為導(dao)向(xiang)開(kai)展“最滿(man)意實事”評比、精(jing)品黨(dang)(dang)(dang)(dang)(dang)(dang)課評選(xuan)等活動,開(kai)設(she)“黨(dang)(dang)(dang)(dang)(dang)(dang)員(yuan)說”“黨(dang)(dang)(dang)(dang)(dang)(dang)建(jian)(jian)樣板”等專(zhuan)欄,培育(yu)表彰110余個基層(ceng)先進(jin)黨(dang)(dang)(dang)(dang)(dang)(dang)組織(zhi)和優秀黨(dang)(dang)(dang)(dang)(dang)(dang)員(yuan)代表,充分(fen)發揮(hui)先進(jin)典(dian)型的示范(fan)引(yin)領帶動作(zuo)用(yong)。
優培(pei)訓,推(tui)動工(gong)作(zuo)隊(dui)伍專業化(hua)。建(jian)(jian)(jian)強工(gong)作(zuo)隊(dui)伍,建(jian)(jian)(jian)立學校黨(dang)(dang)(dang)委(wei)統(tong)一領(ling)導、組織部牽頭抓總(zong)、有關(guan)職能部門及(ji)(ji)各(ge)基(ji)層(ceng)黨(dang)(dang)(dang)委(wei)(黨(dang)(dang)(dang)總(zong)支)齊抓共(gong)管(guan)的黨(dang)(dang)(dang)務干(gan)部輪訓工(gong)作(zuo)格(ge)局(ju),對基(ji)層(ceng)黨(dang)(dang)(dang)組織書記(ji)(ji)、組織員、組織干(gan)事(shi)等定期開展(zhan)系統(tong)業務培(pei)訓,增強業務能力。創(chuang)新培(pei)訓方(fang)式,建(jian)(jian)(jian)立“線(xian)上+線(xian)下(xia)”“走出(chu)去+請進來”黨(dang)(dang)(dang)性教育(yu)模式,推(tui)出(chu)黨(dang)(dang)(dang)課直播、“微黨(dang)(dang)(dang)課小書桌”等精品教學及(ji)(ji)實地(di)研(yan)學項目,有效提(ti)升培(pei)訓效果。培(pei)養骨干(gan)隊(dui)伍,實施“領(ling)航(hang)工(gong)程(cheng)”“先鋒(feng)工(gong)程(cheng)”等培(pei)育(yu)工(gong)程(cheng),開展(zhan)學生黨(dang)(dang)(dang)員骨干(gan)示范班(ban)、研(yan)究(jiu)生黨(dang)(dang)(dang)支部書記(ji)(ji)訓練營等教育(yu)活動,持續(xu)提(ti)高黨(dang)(dang)(dang)建(jian)(jian)(jian)隊(dui)伍戰斗力。
辦實事(shi),推動服務師(shi)(shi)(shi)生(sheng)(sheng)(sheng)長(chang)效(xiao)(xiao)化。做師(shi)(shi)(shi)生(sheng)(sheng)(sheng)貼心人,組(zu)(zu)織(zhi)(zhi)基層(ceng)黨組(zu)(zu)織(zhi)(zhi)通過經常性走訪、座(zuo)談(tan)等(deng)形式,充分了解師(shi)(shi)(shi)生(sheng)(sheng)(sheng)對學校建(jian)(jian)設的意見及建(jian)(jian)議,進一步(bu)密切(qie)黨群干群關系。與師(shi)(shi)(shi)生(sheng)(sheng)(sheng)筑心橋,引導基層(ceng)黨組(zu)(zu)織(zhi)(zhi)踐(jian)行(xing)“一名黨員(yuan)一面旗幟”,開展(zhan)崗位學雷鋒(feng)行(xing)動,建(jian)(jian)立黨員(yuan)先鋒(feng)崗、責任區(qu),推行(xing)設崗定責、承(cheng)諾踐(jian)諾,組(zu)(zu)織(zhi)(zhi)黨員(yuan)圍(wei)繞(rao)扶危幫(bang)困、人才(cai)培養、教學科研等(deng)開展(zhan)志愿(yuan)服務活動。為(wei)師(shi)(shi)(shi)生(sheng)(sheng)(sheng)圓心愿(yuan),鼓勵基層(ceng)黨組(zu)(zu)織(zhi)(zhi)圍(wei)繞(rao)發展(zhan)大(da)局、突出重點(dian)群體(ti)、聚焦民生(sheng)(sheng)(sheng)領域(yu),及時推進本支部重點(dian)民生(sheng)(sheng)(sheng)項目、黨員(yuan)辦實事(shi)承(cheng)諾項目及“師(shi)(shi)(shi)生(sheng)(sheng)(sheng)心愿(yuan)”清單,探(tan)索建(jian)(jian)立“我為(wei)師(shi)(shi)(shi)生(sheng)(sheng)(sheng)辦實事(shi)”長(chang)效(xiao)(xiao)機(ji)制。
抓(zhua)考核(he),推動工(gong)作(zuo)責(ze)(ze)任(ren)(ren)(ren)具體化(hua)。建(jian)(jian)(jian)立健(jian)全(quan)清(qing)單(dan)(dan)制度,圍繞黨(dang)建(jian)(jian)(jian)工(gong)作(zuo)重點任(ren)(ren)(ren)務及項目,細化(hua)責(ze)(ze)任(ren)(ren)(ren)清(qing)單(dan)(dan)、任(ren)(ren)(ren)務清(qing)單(dan)(dan)和整改清(qing)單(dan)(dan),進(jin)一步(bu)明確主(zhu)體責(ze)(ze)任(ren)(ren)(ren)、第一責(ze)(ze)任(ren)(ren)(ren)、直接責(ze)(ze)任(ren)(ren)(ren)的具體內(nei)容和邊界(jie),推進(jin)問(wen)題整改。開(kai)(kai)展(zhan)常(chang)態化(hua)檢(jian)查(cha)督導(dao),采取“談、聽、查(cha)、看、訪(fang)”等(deng)方(fang)式,運(yun)用(yong)動態評(ping)估模式,以集中(zhong)督查(cha)與(yu)隨機抽查(cha)相結合(he)、面上(shang)指導(dao)與(yu)點上(shang)檢(jian)查(cha)相結合(he)等(deng)形式,對(dui)基(ji)層黨(dang)組織(zhi)“五(wu)化(hua)”建(jian)(jian)(jian)設(she)、黨(dang)員(yuan)發展(zhan)等(deng)黨(dang)建(jian)(jian)(jian)工(gong)作(zuo)進(jin)行經(jing)常(chang)性指導(dao)和常(chang)態化(hua)督查(cha)。實行述(shu)職考核(he),開(kai)(kai)展(zhan)各級黨(dang)組織(zhi)書記述(shu)職評(ping)議(yi)考核(he)工(gong)作(zuo),通過個人述(shu)評(ping)、領導(dao)點評(ping)、干部測評(ping)和實地核(he)實,對(dui)黨(dang)建(jian)(jian)(jian)工(gong)作(zuo)進(jin)行全(quan)面“體檢(jian)”,推動基(ji)層組織(zhi)建(jian)(jian)(jian)設(she)全(quan)面過硬(ying)。嚴(yan)肅追責(ze)(ze)問(wen)責(ze)(ze),定(ding)期開(kai)(kai)展(zhan)基(ji)層黨(dang)建(jian)(jian)(jian)工(gong)作(zuo)檢(jian)查(cha)“回頭看”,完善(shan)后進(jin)基(ji)層黨(dang)組織(zhi)常(chang)態化(hua)整頓機制,強(qiang)(qiang)化(hua)結果運(yun)用(yong),不斷提升(sheng)基(ji)層黨(dang)建(jian)(jian)(jian)工(gong)作(zuo)質(zhi)量,為學校(xiao)事業發展(zhan)提供堅(jian)強(qiang)(qiang)政(zheng)治保障。
