教育部:落實課后服務經費保障 把補助實實在在發放到教師手中

  近日(ri),教(jiao)育(yu)部網站發布“關于對學校(xiao)和教(jiao)師做雙減教(jiao)育(yu)考核制(zhi)度調整(zheng)的建(jian)議”的答復(fu)(fu)。答復(fu)(fu)中(zhong)提到(dao),教(jiao)育(yu)部高度重視并采取(qu)多(duo)種(zhong)措施,推動(dong)減輕教(jiao)師負擔(dan)。落實(shi)課后(hou)(hou)服(fu)務(wu)經(jing)(jing)費保(bao)障,督促各地各校(xiao)全面落實(shi)課后(hou)(hou)服(fu)務(wu)經(jing)(jing)費保(bao)障機制(zhi),經(jing)(jing)費主(zhu)(zhu)要(yao)用于參與教(jiao)師和相關人員補助(zhu),把(ba)補助(zhu)實(shi)實(shi)在在發放(fang)到(dao)教(jiao)師手中(zhong),激發教(jiao)師參與課后(hou)(hou)服(fu)務(wu)的積極(ji)性和主(zhu)(zhu)動(dong)性。

  教(jiao)(jiao)(jiao)(jiao)育部表示,教(jiao)(jiao)(jiao)(jiao)師(shi)是(shi)(shi)教(jiao)(jiao)(jiao)(jiao)育的(de)第一資源,承載著為黨(dang)育人、為國育才的(de)歷史使命,肩負著培(pei)養社會主義建設者和接班人的(de)時代重(zhong)任。營造教(jiao)(jiao)(jiao)(jiao)育教(jiao)(jiao)(jiao)(jiao)學良好(hao)環(huan)境,讓教(jiao)(jiao)(jiao)(jiao)師(shi)全(quan)身心投入教(jiao)(jiao)(jiao)(jiao)書(shu)育人工作,落實好(hao)立德樹人根本任務,是(shi)(shi)各(ge)級黨(dang)委(wei)和政府的(de)職(zhi)責所在,是(shi)(shi)全(quan)社會尊師(shi)重(zhong)教(jiao)(jiao)(jiao)(jiao)的(de)基本體現。

  中(zhong)(zhong)(zhong)小(xiao)學(xue)(xue)校(xiao)(xiao)(xiao)和(he)(he)(he)教(jiao)(jiao)(jiao)師(shi)(shi)評(ping)(ping)(ping)比(bi)(bi)考(kao)核(he)(he)(he)方面,2019年,中(zhong)(zhong)(zhong)共中(zhong)(zhong)(zhong)央(yang)辦(ban)(ban)公廳(ting)、國務院辦(ban)(ban)公廳(ting)印發《關于減輕中(zhong)(zhong)(zhong)小(xiao)學(xue)(xue)教(jiao)(jiao)(jiao)師(shi)(shi)負擔進一(yi)步營造教(jiao)(jiao)(jiao)育(yu)(yu)教(jiao)(jiao)(jiao)學(xue)(xue)良好環境的(de)(de)(de)(de)若(ruo)干(gan)(gan)意見(jian)》,進一(yi)步營造全社會尊師(shi)(shi)重教(jiao)(jiao)(jiao)的(de)(de)(de)(de)濃厚氛圍,為(wei)教(jiao)(jiao)(jiao)師(shi)(shi)安心、靜(jing)心、舒心從教(jiao)(jiao)(jiao)創(chuang)造更加(jia)良好環境。一(yi)是(shi)(shi)依(yi)法依(yi)規(gui)開展(zhan)督查(cha)(cha)(cha)檢查(cha)(cha)(cha)評(ping)(ping)(ping)比(bi)(bi)考(kao)核(he)(he)(he)。要(yao)(yao)求(qiu)(qiu)(qiu)各(ge)部門開展(zhan)涉及(ji)(ji)中(zhong)(zhong)(zhong)小(xiao)學(xue)(xue)校(xiao)(xiao)(xiao)和(he)(he)(he)教(jiao)(jiao)(jiao)師(shi)(shi)的(de)(de)(de)(de)督查(cha)(cha)(cha)檢查(cha)(cha)(cha)評(ping)(ping)(ping)比(bi)(bi)考(kao)核(he)(he)(he)事(shi)(shi)項,實(shi)(shi)行年度計劃和(he)(he)(he)審批報(bao)備制度。除教(jiao)(jiao)(jiao)育(yu)(yu)部門外,其他部門不(bu)得(de)自行設(she)置以(yi)中(zhong)(zhong)(zhong)小(xiao)學(xue)(xue)教(jiao)(jiao)(jiao)師(shi)(shi)為(wei)對象的(de)(de)(de)(de)督查(cha)(cha)(cha)檢查(cha)(cha)(cha)評(ping)(ping)(ping)比(bi)(bi)考(kao)核(he)(he)(he)事(shi)(shi)項。涉及(ji)(ji)中(zhong)(zhong)(zhong)小(xiao)學(xue)(xue)校(xiao)(xiao)(xiao)和(he)(he)(he)教(jiao)(jiao)(jiao)師(shi)(shi)的(de)(de)(de)(de)督查(cha)(cha)(cha)檢查(cha)(cha)(cha)評(ping)(ping)(ping)比(bi)(bi)考(kao)核(he)(he)(he)事(shi)(shi)項,同類事(shi)(shi)項可合并進行,涉及(ji)(ji)多部門的(de)(de)(de)(de)聯合組(zu)團開展(zhan),不(bu)能層(ceng)層(ceng)加(jia)碼、擴(kuo)大范(fan)圍、增加(jia)環節、延長(chang)時(shi)間,堅(jian)決(jue)避免對學(xue)(xue)校(xiao)(xiao)(xiao)和(he)(he)(he)教(jiao)(jiao)(jiao)師(shi)(shi)隨意提(ti)出要(yao)(yao)求(qiu)(qiu)(qiu)。二是(shi)(shi)改進督查(cha)(cha)(cha)檢查(cha)(cha)(cha)評(ping)(ping)(ping)比(bi)(bi)考(kao)核(he)(he)(he)方式方法。要(yao)(yao)求(qiu)(qiu)(qiu)各(ge)地完善考(kao)核(he)(he)(he)評(ping)(ping)(ping)價體系,堅(jian)決(jue)糾正(zheng)機械式做法,減少(shao)不(bu)必要(yao)(yao)的(de)(de)(de)(de)環節和(he)(he)(he)表(biao)格(ge)數(shu)據材(cai)料(liao)檢查(cha)(cha)(cha)。注重工(gong)(gong)作實(shi)(shi)績,不(bu)得(de)簡(jian)(jian)單以(yi)留痕作為(wei)評(ping)(ping)(ping)判工(gong)(gong)作成效的(de)(de)(de)(de)標準,不(bu)得(de)以(yi)微信工(gong)(gong)作群、政務APP(應(ying)用程序)上傳工(gong)(gong)作場景截圖或錄制視(shi)頻等方式來代(dai)替(ti)實(shi)(shi)際工(gong)(gong)作評(ping)(ping)(ping)價,堅(jian)決(jue)克服(fu)重留痕輕實(shi)(shi)績的(de)(de)(de)(de)形式主義做法,避免干(gan)(gan)擾正(zheng)常教(jiao)(jiao)(jiao)育(yu)(yu)教(jiao)(jiao)(jiao)學(xue)(xue)活動。三是(shi)(shi)規(gui)范(fan)精(jing)簡(jian)(jian)各(ge)類報(bao)表(biao)填(tian)寫。要(yao)(yao)求(qiu)(qiu)(qiu)嚴格(ge)規(gui)范(fan)涉及(ji)(ji)中(zhong)(zhong)(zhong)小(xiao)學(xue)(xue)教(jiao)(jiao)(jiao)師(shi)(shi)的(de)(de)(de)(de)有關報(bao)表(biao)填(tian)寫工(gong)(gong)作,根據需要(yao)(yao)統籌安排各(ge)類報(bao)表(biao)填(tian)報(bao)工(gong)(gong)作,精(jing)簡(jian)(jian)填(tian)寫內容和(he)(he)(he)次(ci)數(shu),不(bu)得(de)一(yi)味要(yao)(yao)求(qiu)(qiu)(qiu)學(xue)(xue)校(xiao)(xiao)(xiao)和(he)(he)(he)教(jiao)(jiao)(jiao)師(shi)(shi)填(tian)表(biao)格(ge)報(bao)材(cai)料(liao),杜絕(jue)重復上報(bao)各(ge)種數(shu)據及(ji)(ji)多頭填(tian)寫表(biao)格(ge)現象。

  減(jian)(jian)輕教(jiao)師(shi)(shi)(shi)負擔(dan)方(fang)面,教(jiao)育(yu)(yu)部(bu)高度重(zhong)視并采(cai)取多種措施,推(tui)動(dong)減(jian)(jian)輕教(jiao)師(shi)(shi)(shi)負擔(dan)。一是(shi)(shi)推(tui)動(dong)配足配齊教(jiao)師(shi)(shi)(shi),教(jiao)育(yu)(yu)部(bu)會(hui)同(tong)機(ji)(ji)構編制(zhi)(zhi)(zhi)部(bu)門(men)嚴格按照中(zhong)小(xiao)學教(jiao)職(zhi)工(gong)編制(zhi)(zhi)(zhi)標準,督(du)促各(ge)省加快實(shi)(shi)(shi)現中(zhong)小(xiao)學教(jiao)職(zhi)工(gong)編制(zhi)(zhi)(zhi)以縣(xian)為單位(wei)全(quan)面達標。二是(shi)(shi)充實(shi)(shi)(shi)課(ke)后(hou)(hou)(hou)(hou)服(fu)(fu)務(wu)(wu)力(li)(li)量(liang),會(hui)同(tong)文(wen)化和旅(lv)游(you)部(bu)、體(ti)育(yu)(yu)總(zong)局、中(zhong)國(guo)科協等(deng)(deng)部(bu)門(men)出臺了(le)(le)利用文(wen)化藝(yi)術、體(ti)育(yu)(yu)、科普資源助(zhu)推(tui)“雙減(jian)(jian)”工(gong)作(zuo)的(de)(de)通知,推(tui)動(dong)建立(li)引進(jin)文(wen)藝(yi)工(gong)作(zuo)者、體(ti)育(yu)(yu)教(jiao)練員、科技人才、退休教(jiao)師(shi)(shi)(shi)等(deng)(deng)專(zhuan)業人員機(ji)(ji)制(zhi)(zhi)(zhi),目前(qian)各(ge)地(di)各(ge)校(xiao)(xiao)已(yi)聘請(qing)了(le)(le)28萬名校(xiao)(xiao)外專(zhuan)業人員參(can)(can)與(yu)(yu)課(ke)后(hou)(hou)(hou)(hou)服(fu)(fu)務(wu)(wu)。三是(shi)(shi)落(luo)實(shi)(shi)(shi)課(ke)后(hou)(hou)(hou)(hou)服(fu)(fu)務(wu)(wu)經費保(bao)障,督(du)促各(ge)地(di)各(ge)校(xiao)(xiao)全(quan)面落(luo)實(shi)(shi)(shi)課(ke)后(hou)(hou)(hou)(hou)服(fu)(fu)務(wu)(wu)經費保(bao)障機(ji)(ji)制(zhi)(zhi)(zhi),經費主要(yao)用于參(can)(can)與(yu)(yu)教(jiao)師(shi)(shi)(shi)和相關人員補(bu)助(zhu),把補(bu)助(zhu)實(shi)(shi)(shi)實(shi)(shi)(shi)在在發放到教(jiao)師(shi)(shi)(shi)手(shou)中(zhong),激(ji)發教(jiao)師(shi)(shi)(shi)參(can)(can)與(yu)(yu)課(ke)后(hou)(hou)(hou)(hou)服(fu)(fu)務(wu)(wu)的(de)(de)積極性(xing)(xing)和主動(dong)性(xing)(xing),目前(qian)全(quan)國(guo)約有(you)95%的(de)(de)縣(xian)區建立(li)了(le)(le)課(ke)后(hou)(hou)(hou)(hou)服(fu)(fu)務(wu)(wu)經費保(bao)障機(ji)(ji)制(zhi)(zhi)(zhi),31個(ge)省份制(zhi)(zhi)(zhi)定學校(xiao)(xiao)課(ke)后(hou)(hou)(hou)(hou)服(fu)(fu)務(wu)(wu)經費保(bao)障辦法。四是(shi)(shi)推(tui)廣典(dian)型經驗做法,遴選了(le)(le)內蒙古、江西(xi)、浙江、河南、重(zhong)慶(qing)等(deng)(deng)地(di)“雙減(jian)(jian)”背景(jing)下關心(xin)關愛教(jiao)師(shi)(shi)(shi)的(de)(de)典(dian)型做法,在全(quan)國(guo)范(fan)圍內推(tui)廣宣傳,激(ji)勵各(ge)地(di)落(luo)實(shi)(shi)(shi)好“雙減(jian)(jian)”要(yao)求,探索實(shi)(shi)(shi)行“彈性(xing)(xing)上下班(ban)制(zhi)(zhi)(zhi)”,著力(li)(li)解決教(jiao)師(shi)(shi)(shi)在思想(xiang)、情感、工(gong)作(zuo)、生活中(zhong)遇到的(de)(de)困難和問題,緩解教(jiao)師(shi)(shi)(shi)身心(xin)壓力(li)(li),合理減(jian)(jian)輕教(jiao)師(shi)(shi)(shi)過(guo)重(zhong)負擔(dan)。

  答復表示,下一步(bu),教育部(bu)將深入貫徹落(luo)實國家相關政策和(he)文件要求,進一步(bu)推動中小學校和(he)教師考核評價(jia)制(zhi)度改(gai)革,完(wan)善(shan)教職(zhi)工管理制(zhi)度,加強教師隊伍建(jian)設,為辦好人民滿意教育提(ti)供堅(jian)實支(zhi)撐。
