  教(jiao)(jiao)育(yu)(yu)(yu)是民(min)族振興和社(she)會(hui)進步的(de)(de)(de)基石,職業(ye)(ye)(ye)教(jiao)(jiao)育(yu)(yu)(yu)是面(mian)向(xiang)大眾、面(mian)向(xiang)社(she)會(hui)、面(mian)向(xiang)實踐的(de)(de)(de)教(jiao)(jiao)育(yu)(yu)(yu)。辦好職業(ye)(ye)(ye)教(jiao)(jiao)育(yu)(yu)(yu)、培養大批(pi)高(gao)素質應用技術人才,是提(ti)高(gao)勞(lao)動(dong)者技能素質、促(cu)進青年(nian)就業(ye)(ye)(ye)創業(ye)(ye)(ye)的(de)(de)(de)重(zhong)大民(min)生(sheng)工程(cheng),也是推動(dong)產業(ye)(ye)(ye)結構優化升級、提(ti)升國際競爭力的(de)(de)(de)重(zhong)要(yao)(yao)途徑。近年(nian)來,安徽省委、省政府聚焦黨的(de)(de)(de)二(er)十(shi)大關于職業(ye)(ye)(ye)教(jiao)(jiao)育(yu)(yu)(yu)的(de)(de)(de)新部署(shu)新要(yao)(yao)求,堅持將(jiang)職業(ye)(ye)(ye)教(jiao)(jiao)育(yu)(yu)(yu)擺(bai)上經濟社(she)會(hui)發(fa)展的(de)(de)(de)重(zhong)要(yao)(yao)地位,列入重(zhong)要(yao)(yao)議事日(ri)程(cheng),提(ti)高(gao)政治站(zhan)位,加強統(tong)籌規劃,完(wan)善工作機制,采取有力措施,促(cu)進了職業(ye)(ye)(ye)教(jiao)(jiao)育(yu)(yu)(yu)的(de)(de)(de)快速(su)發(fa)展。

  目(mu)前,全(quan)省(sheng)共(gong)有職(zhi)業(ye)學校320所(高(gao)職(zhi)75所、中職(zhi)245所);在校生145.2萬(wan)(wan)人(ren)(高(gao)職(zhi)79.2萬(wan)(wan)人(ren)、中職(zhi)66萬(wan)(wan)人(ren)),年均輸送(song)各類(lei)技(ji)術(shu)技(ji)能型人(ren)才近50萬(wan)(wan)人(ren),為我省(sheng)經濟社會高(gao)質量發(fa)展(zhan)提供了技(ji)能人(ren)才支(zhi)撐。2021年4月(yue)、2022年4月(yue),栗戰書、孫春蘭(lan)同志先后來(lai)我省(sheng)調(diao)研職(zhi)業(ye)教育,對我省(sheng)職(zhi)業(ye)教育改革(ge)發(fa)展(zhan)均給(gei)予充分肯定。2022年,因職(zhi)業(ye)教育改革(ge)成效明(ming)顯,我省(sheng)獲得國務院督查激勵(li)。

  高位推動更加有力

  近(jin)年(nian)來,安(an)(an)徽(hui)省(sheng)委省(sheng)政(zheng)府(fu)(fu)(fu)高(gao)度(du)重視職(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu),采取一系列卓(zhuo)有成效(xiao)的(de)(de)舉措,加(jia)快(kuai)推進(jin)(jin)職(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)發(fa)(fa)(fa)展(zhan)(zhan)(zhan)(zhan)(zhan)。一部立(li)法:2022年(nian),我(wo)省(sheng)率先頒布(bu)省(sheng)級(ji)(ji)(ji)實(shi)(shi)施(shi)(shi)《中華人民共(gong)(gong)和(he)國(guo)職(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)法》辦法,為(wei)推動職(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)高(gao)質(zhi)量(liang)發(fa)(fa)(fa)展(zhan)(zhan)(zhan)(zhan)(zhan)提(ti)(ti)供法律保障。兩(liang)次(ci)會(hui)(hui)議:2021年(nian)隆重召(zhao)開(kai)全(quan)省(sheng)職(zhi)(zhi)(zhi)教(jiao)(jiao)(jiao)大(da)(da)會(hui)(hui),為(wei)安(an)(an)徽(hui)職(zhi)(zhi)(zhi)教(jiao)(jiao)(jiao)“十四(si)五”穩健(jian)開(kai)局;2024年(nian)將召(zhao)開(kai)全(quan)省(sheng)職(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)改(gai)革(ge)(ge)與發(fa)(fa)(fa)展(zhan)(zhan)(zhan)(zhan)(zhan)大(da)(da)會(hui)(hui),對(dui)(dui)全(quan)省(sheng)職(zhi)(zhi)(zhi)教(jiao)(jiao)(jiao)改(gai)革(ge)(ge)發(fa)(fa)(fa)展(zhan)(zhan)(zhan)(zhan)(zhan)作(zuo)進(jin)(jin)一步部署。三項制度(du):建(jian)立(li)省(sheng)領(ling)導(dao)直接聯(lian)(lian)系職(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)院校和(he)技師(shi)學院制度(du),市(shi)領(ling)導(dao)聯(lian)(lian)系職(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)院校制度(du)也隨之建(jian)立(li);職(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)發(fa)(fa)(fa)展(zhan)(zhan)(zhan)(zhan)(zhan)情況(kuang)每(mei)年(nian)納(na)入對(dui)(dui)市(shi)級(ji)(ji)(ji)政(zheng)府(fu)(fu)(fu)、縣級(ji)(ji)(ji)黨政(zheng)領(ling)導(dao)干部履行教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)職(zhi)(zhi)(zhi)責考核;省(sheng)政(zheng)府(fu)(fu)(fu)定期對(dui)(dui)職(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)改(gai)革(ge)(ge)發(fa)(fa)(fa)展(zhan)(zhan)(zhan)(zhan)(zhan)成效(xiao)明顯地(di)方實(shi)(shi)施(shi)(shi)督查激勵(li)。四(si)份文(wen)件:印(yin)發(fa)(fa)(fa)《關(guan)于(yu)整省(sheng)推進(jin)(jin)職(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)一體(ti)化(hua)(hua)高(gao)質(zhi)量(liang)發(fa)(fa)(fa)展(zhan)(zhan)(zhan)(zhan)(zhan)加(jia)快(kuai)技能安(an)(an)徽(hui)建(jian)設(she)的(de)(de)意(yi)(yi)(yi)見》,在全(quan)國(guo)率先開(kai)展(zhan)(zhan)(zhan)(zhan)(zhan)部省(sheng)共(gong)(gong)建(jian)技能型社會(hui)(hui)試點(dian),聚(ju)焦完善體(ti)制、健(jian)全(quan)體(ti)系、提(ti)(ti)升質(zhi)量(liang)、優化(hua)(hua)服務(wu),實(shi)(shi)施(shi)(shi)6大(da)(da)工(gong)程、4大(da)(da)行動;印(yin)發(fa)(fa)(fa)《關(guan)于(yu)推動現代職(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)高(gao)質(zhi)量(liang)發(fa)(fa)(fa)展(zhan)(zhan)(zhan)(zhan)(zhan)的(de)(de)實(shi)(shi)施(shi)(shi)意(yi)(yi)(yi)見》,提(ti)(ti)出“打造安(an)(an)徽(hui)職(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)品牌(pai)”等19條政(zheng)策意(yi)(yi)(yi)見;出臺(tai)《關(guan)于(yu)加(jia)快(kuai)職(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)改(gai)革(ge)(ge)發(fa)(fa)(fa)展(zhan)(zhan)(zhan)(zhan)(zhan)服務(wu)現代化(hua)(hua)美好(hao)安(an)(an)徽(hui)建(jian)設(she)的(de)(de)意(yi)(yi)(yi)見》,就加(jia)快(kuai)職(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)發(fa)(fa)(fa)展(zhan)(zhan)(zhan)(zhan)(zhan)、深(shen)化(hua)(hua)產(chan)教(jiao)(jiao)(jiao)融合作(zuo)出安(an)(an)排;出臺(tai)《關(guan)于(yu)加(jia)快(kuai)推進(jin)(jin)職(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)院校現代產(chan)業(ye)(ye)(ye)(ye)(ye)學院建(jian)設(she)的(de)(de)實(shi)(shi)施(shi)(shi)方案》,推動全(quan)省(sheng)職(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)院校以(yi)實(shi)(shi)施(shi)(shi)“九個共(gong)(gong)同(tong)”育(yu)(yu)(yu)(yu)人模式改(gai)革(ge)(ge)為(wei)主要(yao)(yao)路徑,聯(lian)(lian)合“鏈主”企業(ye)(ye)(ye)(ye)(ye)、龍頭(tou)企業(ye)(ye)(ye)(ye)(ye)、產(chan)業(ye)(ye)(ye)(ye)(ye)鏈核心配套企業(ye)(ye)(ye)(ye)(ye),加(jia)快(kuai)布(bu)局建(jian)設(she)一批高(gao)水平(ping)現代產(chan)業(ye)(ye)(ye)(ye)(ye)學院。四(si)份重要(yao)(yao)文(wen)件架構(gou)了(le)安(an)(an)徽(hui)職(zhi)(zhi)(zhi)教(jiao)(jiao)(jiao)發(fa)(fa)(fa)展(zhan)(zhan)(zhan)(zhan)(zhan)的(de)(de)遠景(jing)藍(lan)圖與近(jin)期重點(dian)任務(wu)。

  職教改革更加深入

  安(an)徽職(zhi)(zhi)(zhi)(zhi)(zhi)業(ye)(ye)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)敢(gan)闖敢(gan)為,率(lv)(lv)(lv)先(xian)在全(quan)國開(kai)(kai)(kai)展(zhan)(zhan)八(ba)項(xiang)重大改革。一(yi)是(shi)率(lv)(lv)(lv)先(xian)開(kai)(kai)(kai)展(zhan)(zhan)“市統(tong)(tong)籌縣(xian)整合(he)”管(guan)理(li)體(ti)制改革,擴大市級(ji)政(zheng)府統(tong)(tong)籌權,夯實(shi)(shi)市縣(xian)政(zheng)府發(fa)展(zhan)(zhan)職(zhi)(zhi)(zhi)(zhi)(zhi)業(ye)(ye)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)的主體(ti)責(ze)任。二是(shi)率(lv)(lv)(lv)先(xian)開(kai)(kai)(kai)展(zhan)(zhan)中(zhong)職(zhi)(zhi)(zhi)(zhi)(zhi)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)布局結(jie)構調(diao)整,推(tui)(tui)進職(zhi)(zhi)(zhi)(zhi)(zhi)業(ye)(ye)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)資源(yuan)整合(he)。各(ge)縣(xian)集中(zhong)力(li)量(liang)辦(ban)(ban)好一(yi)所(suo)上規(gui)(gui)模(mo)(mo)、高(gao)水(shui)平的優質學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)。2016—2023年(nian)(nian),全(quan)省共撤并轉中(zhong)職(zhi)(zhi)(zhi)(zhi)(zhi)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)183所(suo),校(xiao)均辦(ban)(ban)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)規(gui)(gui)模(mo)(mo)由2033人增加(jia)至2693人,增幅達(da)32%。三是(shi)率(lv)(lv)(lv)先(xian)統(tong)(tong)一(yi)規(gui)(gui)范(fan)各(ge)類(lei)中(zhong)職(zhi)(zhi)(zhi)(zhi)(zhi)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)類(lei)別名稱(cheng),并在學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)費標準(zhun)、編制標準(zhun)和職(zhi)(zhi)(zhi)(zhi)(zhi)稱(cheng)評聘等方(fang)面(mian)實(shi)(shi)現政(zheng)策統(tong)(tong)一(yi),激發(fa)中(zhong)職(zhi)(zhi)(zhi)(zhi)(zhi)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)的辦(ban)(ban)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)活力(li)。四是(shi)率(lv)(lv)(lv)先(xian)建(jian)立全(quan)省統(tong)(tong)一(yi)的中(zhong)職(zhi)(zhi)(zhi)(zhi)(zhi)網上招生錄取平臺,將各(ge)級(ji)各(ge)類(lei)中(zhong)職(zhi)(zhi)(zhi)(zhi)(zhi)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)、技工學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)招生錄取全(quan)部納(na)入平臺,打破(po)生源(yuan)封鎖,規(gui)(gui)范(fan)招生管(guan)理(li)。五(wu)是(shi)率(lv)(lv)(lv)先(xian)會(hui)同教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)部出臺意(yi)見(jian),推(tui)(tui)進技能型社會(hui)建(jian)設(she),出臺職(zhi)(zhi)(zhi)(zhi)(zhi)業(ye)(ye)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)服(fu)務地方(fang)十大產(chan)業(ye)(ye)系列政(zheng)策,研制了職(zhi)(zhi)(zhi)(zhi)(zhi)業(ye)(ye)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)資源(yuan)與重大產(chan)業(ye)(ye)匹(pi)配(pei)戰略(lve)方(fang)案,推(tui)(tui)進實(shi)(shi)施(shi)(shi)混合(he)所(suo)有(you)制辦(ban)(ban)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)、高(gao)職(zhi)(zhi)(zhi)(zhi)(zhi)專業(ye)(ye)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)院、產(chan)業(ye)(ye)教(jiao)(jiao)(jiao)(jiao)授(shou)制度、職(zhi)(zhi)(zhi)(zhi)(zhi)業(ye)(ye)啟蒙(meng)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)等多(duo)項(xiang)改革。六是(shi)率(lv)(lv)(lv)先(xian)開(kai)(kai)(kai)展(zhan)(zhan)中(zhong)職(zhi)(zhi)(zhi)(zhi)(zhi)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)辦(ban)(ban)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)條(tiao)件達(da)標工程,提前(qian)兩(liang)年(nian)(nian)全(quan)面(mian)實(shi)(shi)現中(zhong)職(zhi)(zhi)(zhi)(zhi)(zhi)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)辦(ban)(ban)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)條(tiao)件達(da)標。七(qi)是(shi)率(lv)(lv)(lv)先(xian)全(quan)面(mian)開(kai)(kai)(kai)展(zhan)(zhan)升級(ji)版中(zhong)職(zhi)(zhi)(zhi)(zhi)(zhi)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)分類(lei)達(da)標示范(fan)建(jian)設(she),引領中(zhong)職(zhi)(zhi)(zhi)(zhi)(zhi)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)辦(ban)(ban)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)水(shui)平提升。八(ba)是(shi)率(lv)(lv)(lv)先(xian)出臺了全(quan)國首部省級(ji)老年(nian)(nian)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)地方(fang)性法規(gui)(gui)和職(zhi)(zhi)(zhi)(zhi)(zhi)業(ye)(ye)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)法實(shi)(shi)施(shi)(shi)辦(ban)(ban)法,將老年(nian)(nian)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)納(na)入省委省政(zheng)府推(tui)(tui)動(dong)(dong)的暖民心工程,高(gao)位推(tui)(tui)動(dong)(dong)實(shi)(shi)施(shi)(shi)“老有(you)所(suo)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)”行動(dong)(dong)。

  職教體系更加完善

  有(you)序推(tui)進“職(zhi)(zhi)教(jiao)高(gao)考(kao)(kao)”,按照“頂層設計(ji)(ji),分步實(shi)施,重點(dian)突破,整體(ti)(ti)(ti)推(tui)進”的(de)(de)思路,統籌(chou)推(tui)進職(zhi)(zhi)業(ye)(ye)(ye)院(yuan)校(xiao)(xiao)(xiao)(xiao)(xiao)分類招(zhao)生(sheng)(sheng)、綜合評價(jia)、多元錄取試(shi)點(dian),基(ji)本形(xing)成(cheng)縱向(xiang)銜接、立交(jiao)互通(tong)(tong)的(de)(de)機制(zhi),并逐年(nian)(nian)完(wan)善。同(tong)時,不斷優化招(zhao)生(sheng)(sheng)院(yuan)校(xiao)(xiao)(xiao)(xiao)(xiao)結構,逐步擴大試(shi)點(dian)規模。分類考(kao)(kao)試(shi)招(zhao)生(sheng)(sheng)已成(cheng)為高(gao)職(zhi)(zhi)院(yuan)校(xiao)(xiao)(xiao)(xiao)(xiao)招(zhao)生(sheng)(sheng)主渠道,應用型本科高(gao)校(xiao)(xiao)(xiao)(xiao)(xiao)對口(kou)招(zhao)生(sheng)(sheng)也由2014年(nian)(nian)之(zhi)前的(de)(de)5所(suo)院(yuan)校(xiao)(xiao)(xiao)(xiao)(xiao)、800名計(ji)(ji)劃增加至2024年(nian)(nian)的(de)(de)20所(suo)院(yuan)校(xiao)(xiao)(xiao)(xiao)(xiao)、6400余名,中(zhong)(zhong)職(zhi)(zhi)畢業(ye)(ye)(ye)生(sheng)(sheng)升學通(tong)(tong)道更加通(tong)(tong)暢。高(gao)職(zhi)(zhi)“雙高(gao)”計(ji)(ji)劃持續推(tui)進。立項31所(suo)“雙高(gao)計(ji)(ji)劃”學校(xiao)(xiao)(xiao)(xiao)(xiao)、25所(suo)“雙高(gao)計(ji)(ji)劃”專(zhuan)業(ye)(ye)(ye)群建(jian)(jian)設單位(wei)。構建(jian)(jian)縱向(xiang)貫(guan)通(tong)(tong)的(de)(de)職(zhi)(zhi)業(ye)(ye)(ye)教(jiao)育體(ti)(ti)(ti)系,中(zhong)(zhong)職(zhi)(zhi)與高(gao)職(zhi)(zhi)“3+2”“五(wu)(wu)年(nian)(nian)一貫(guan)制(zhi)”不斷深(shen)化,151所(suo)中(zhong)(zhong)職(zhi)(zhi)與61所(suo)高(gao)職(zhi)(zhi)開展(zhan)五(wu)(wu)年(nian)(nian)制(zhi)貫(guan)通(tong)(tong)培(pei)養。2023年(nian)(nian)我省(sheng)首批認(ren)定高(gao)職(zhi)(zhi)專(zhuan)業(ye)(ye)(ye)學院(yuan)20個、高(gao)職(zhi)(zhi)中(zhong)(zhong)專(zhuan)分校(xiao)(xiao)(xiao)(xiao)(xiao)68個,打通(tong)(tong)構建(jian)(jian)中(zhong)(zhong)高(gao)職(zhi)(zhi)縱向(xiang)貫(guan)通(tong)(tong)的(de)(de)職(zhi)(zhi)業(ye)(ye)(ye)教(jiao)育人才培(pei)養體(ti)(ti)(ti)系“最(zui)后(hou)一公里(li)”。本科職(zhi)(zhi)業(ye)(ye)(ye)教(jiao)育穩(wen)步發展(zhan)。經(jing)積極爭取,我省(sheng)已有(you)5所(suo)高(gao)職(zhi)(zhi)院(yuan)校(xiao)(xiao)(xiao)(xiao)(xiao)升格為職(zhi)(zhi)業(ye)(ye)(ye)本科院(yuan)校(xiao)(xiao)(xiao)(xiao)(xiao)納入了十四(si)五(wu)(wu)院(yuan)校(xiao)(xiao)(xiao)(xiao)(xiao)設置規劃。

  產教融合更加緊密

  認真(zhen)學(xue)(xue)習貫徹習近平總書記(ji)關于建設(she)(she)終身學(xue)(xue)習型社會和(he)(he)(he)老(lao)(lao)(lao)(lao)(lao)(lao)齡工(gong)(gong)作(zuo)(zuo)的重(zhong)要指(zhi)示精神(shen),在(zai)全(quan)(quan)省廣泛(fan)開(kai)展(zhan)“老(lao)(lao)(lao)(lao)(lao)(lao)有所學(xue)(xue)”暖民心行動,通過改建一(yi)批(pi)(pi)、擴(kuo)容一(yi)批(pi)(pi)、新設(she)(she)一(yi)批(pi)(pi)、網辦(ban)一(yi)批(pi)(pi)等“四個一(yi)批(pi)(pi)”辦(ban)法擴(kuo)容增(zeng)量,盤活(huo)存(cun)量資(zi)(zi)源(yuan),重(zhong)點面向(xiang)鄉村(cun)(cun)、街道、社區,建設(she)(she)老(lao)(lao)(lao)(lao)(lao)(lao)百姓身邊的老(lao)(lao)(lao)(lao)(lao)(lao)年(nian)(nian)(nian)(nian)(nian)學(xue)(xue)校(xiao)(xiao),重(zhong)點解(jie)(jie)決(jue)“有學(xue)(xue)上(shang)”的問題(ti)。通過加(jia)強師資(zi)(zi)隊(dui)伍(wu)建設(she)(she)、教(jiao)學(xue)(xue)資(zi)(zi)源(yuan)建設(she)(she)、智慧校(xiao)(xiao)園建設(she)(she)和(he)(he)(he)條件保障“四個加(jia)強”的途徑提質(zhi)(zhi)培優,推進老(lao)(lao)(lao)(lao)(lao)(lao)年(nian)(nian)(nian)(nian)(nian)學(xue)(xue)校(xiao)(xiao)辦(ban)學(xue)(xue)質(zhi)(zhi)量提升,重(zhong)點解(jie)(jie)決(jue)“學(xue)(xue)得好”的問題(ti)。通過上(shang)下努(nu)力(li),一(yi)個以各級教(jiao)育(yu)(yu)行政部門和(he)(he)(he)老(lao)(lao)(lao)(lao)(lao)(lao)年(nian)(nian)(nian)(nian)(nian)協會為(wei)主體,以地(di)方(fang)性老(lao)(lao)(lao)(lao)(lao)(lao)年(nian)(nian)(nian)(nian)(nian)學(xue)(xue)校(xiao)(xiao)和(he)(he)(he)高校(xiao)(xiao)老(lao)(lao)(lao)(lao)(lao)(lao)年(nian)(nian)(nian)(nian)(nian)教(jiao)育(yu)(yu)機(ji)(ji)構為(wei)“兩翼”,覆(fu)(fu)蓋省、市(shi)、縣、鄉、村(cun)(cun)五級的老(lao)(lao)(lao)(lao)(lao)(lao)年(nian)(nian)(nian)(nian)(nian)教(jiao)育(yu)(yu)體系基本建成(cheng)。全(quan)(quan)省累計(ji)建設(she)(she)各級各類(lei)老(lao)(lao)(lao)(lao)(lao)(lao)年(nian)(nian)(nian)(nian)(nian)學(xue)(xue)校(xiao)(xiao)16800所,參(can)與(yu)學(xue)(xue)習教(jiao)育(yu)(yu)活(huo)動的老(lao)(lao)(lao)(lao)(lao)(lao)年(nian)(nian)(nian)(nian)(nian)人(ren)(ren)達336.6萬人(ren)(ren),老(lao)(lao)(lao)(lao)(lao)(lao)年(nian)(nian)(nian)(nian)(nian)學(xue)(xue)校(xiao)(xiao)市(shi)、縣級覆(fu)(fu)蓋率(lv)達100%,老(lao)(lao)(lao)(lao)(lao)(lao)年(nian)(nian)(nian)(nian)(nian)學(xue)(xue)校(xiao)(xiao)市(shi)、縣、鄉鎮(街道)覆(fu)(fu)蓋率(lv)達100%,村(cun)(cun)(社區)覆(fu)(fu)蓋率(lv)超(chao)過84%。老(lao)(lao)(lao)(lao)(lao)(lao)年(nian)(nian)(nian)(nian)(nian)教(jiao)育(yu)(yu)機(ji)(ji)構不斷健全(quan)(quan),鄉村(cun)(cun)“短腿(tui)”現象大有改觀,資(zi)(zi)源(yuan)供給(gei)持續豐(feng)富,“一(yi)票難求”問題(ti)得到改善,覆(fu)(fu)蓋廣泛(fan)、靈(ling)活(huo)多樣、特色鮮明(ming)、規(gui)范有序(xu)的老(lao)(lao)(lao)(lao)(lao)(lao)年(nian)(nian)(nian)(nian)(nian)教(jiao)育(yu)(yu)新格局(ju)基本形成(cheng)。同時,老(lao)(lao)(lao)(lao)(lao)(lao)年(nian)(nian)(nian)(nian)(nian)教(jiao)育(yu)(yu)立法、老(lao)(lao)(lao)(lao)(lao)(lao)年(nian)(nian)(nian)(nian)(nian)教(jiao)育(yu)(yu)辦(ban)學(xue)(xue)經費人(ren)(ren)均保障機(ji)(ji)制、脫(tuo)貧地(di)區老(lao)(lao)(lao)(lao)(lao)(lao)年(nian)(nian)(nian)(nian)(nian)學(xue)(xue)校(xiao)(xiao)建設(she)(she)獎補、老(lao)(lao)(lao)(lao)(lao)(lao)年(nian)(nian)(nian)(nian)(nian)學(xue)(xue)校(xiao)(xiao)分(fen)類(lei)建設(she)(she)指(zhi)導標準制定、老(lao)(lao)(lao)(lao)(lao)(lao)年(nian)(nian)(nian)(nian)(nian)教(jiao)育(yu)(yu)理(li)論研究、老(lao)(lao)(lao)(lao)(lao)(lao)年(nian)(nian)(nian)(nian)(nian)學(xue)(xue)校(xiao)(xiao)工(gong)(gong)作(zuo)(zuo)人(ren)(ren)員(yuan)特設(she)(she)崗位招(zhao)聘等多項工(gong)(gong)作(zuo)(zuo)走(zou)在(zai)全(quan)(quan)國前列。

  服務能力更加強勁

  服(fu)務(wu)區域(yu)(yu)經濟(ji)發(fa)展更加有力。2021—2023年(nian),直(zhi)接就業(ye)(ye)(ye)的畢業(ye)(ye)(ye)生(sheng)(sheng)(sheng)(不含(han)升(sheng)學(xue)、入伍(wu)等)中(zhong),78.5%的高職(zhi)(zhi)(zhi)專(zhuan)科畢業(ye)(ye)(ye)生(sheng)(sheng)(sheng)、72.3%的中(zhong)職(zhi)(zhi)(zhi)畢業(ye)(ye)(ye)生(sheng)(sheng)(sheng)留在(zai)省內就業(ye)(ye)(ye),為我省經濟(ji)社(she)會高質量(liang)(liang)發(fa)展提供了(le)技(ji)能(neng)(neng)(neng)人(ren)(ren)(ren)(ren)才(cai)支撐。服(fu)務(wu)重點(dian)領(ling)域(yu)(yu)指向更明(ming)。出臺《安徽職(zhi)(zhi)(zhi)業(ye)(ye)(ye)教育服(fu)務(wu)十大新(xin)(xin)興(xing)產業(ye)(ye)(ye)高質量(liang)(liang)發(fa)展實(shi)施方案》,構建(jian)“一(yi)(yi)(yi)(yi)產一(yi)(yi)(yi)(yi)鏈(lian)、一(yi)(yi)(yi)(yi)地一(yi)(yi)(yi)(yi)群、一(yi)(yi)(yi)(yi)企(qi)一(yi)(yi)(yi)(yi)校(xiao)(xiao)”的職(zhi)(zhi)(zhi)業(ye)(ye)(ye)教育與(yu)十大新(xin)(xin)興(xing)產業(ye)(ye)(ye)融合發(fa)展生(sheng)(sheng)(sheng)態。2023年(nian),全省職(zhi)(zhi)(zhi)業(ye)(ye)(ye)學(xue)校(xiao)(xiao)服(fu)務(wu)十大新(xin)(xin)興(xing)產業(ye)(ye)(ye)相關專(zhuan)業(ye)(ye)(ye)在(zai)校(xiao)(xiao)生(sheng)(sheng)(sheng)已(yi)達57萬(wan)(wan)人(ren)(ren)(ren)(ren),年(nian)均輸送相關專(zhuan)業(ye)(ye)(ye)技(ji)術技(ji)能(neng)(neng)(neng)人(ren)(ren)(ren)(ren)才(cai)逾(yu)20萬(wan)(wan)人(ren)(ren)(ren)(ren);職(zhi)(zhi)(zhi)業(ye)(ye)(ye)院校(xiao)(xiao)面(mian)向包括養老服(fu)務(wu)、家政服(fu)務(wu)在(zai)內的各類民(min)(min)(min)生(sheng)(sheng)(sheng)領(ling)域(yu)(yu)群體開(kai)展職(zhi)(zhi)(zhi)業(ye)(ye)(ye)技(ji)能(neng)(neng)(neng)培(pei)訓(xun)超90萬(wan)(wan)人(ren)(ren)(ren)(ren)次(ci)。立項建(jian)設21個汽車類現(xian)代產業(ye)(ye)(ye)學(xue)院,服(fu)務(wu)新(xin)(xin)能(neng)(neng)(neng)源汽車產業(ye)(ye)(ye)專(zhuan)業(ye)(ye)(ye)點(dian)2267個,占比(bi)38.1%。服(fu)務(wu)鄉(xiang)(xiang)村(cun)振興(xing)成效顯著。中(zhong)、高職(zhi)(zhi)(zhi)設置涉(she)(she)農(nong)專(zhuan)業(ye)(ye)(ye)點(dian)452個,支持職(zhi)(zhi)(zhi)業(ye)(ye)(ye)院校(xiao)(xiao)積極(ji)配(pei)合相關部門面(mian)向新(xin)(xin)型(xing)職(zhi)(zhi)(zhi)業(ye)(ye)(ye)農(nong)民(min)(min)(min)、農(nong)民(min)(min)(min)工、退役軍(jun)人(ren)(ren)(ren)(ren)、社(she)區居(ju)民(min)(min)(min)等各類城鄉(xiang)(xiang)新(xin)(xin)增勞動力,開(kai)展各類職(zhi)(zhi)(zhi)業(ye)(ye)(ye)技(ji)能(neng)(neng)(neng)培(pei)訓(xun),推進提升(sheng)職(zhi)(zhi)(zhi)業(ye)(ye)(ye)能(neng)(neng)(neng)力,2023年(nian)培(pei)養培(pei)訓(xun)涉(she)(she)農(nong)技(ji)能(neng)(neng)(neng)人(ren)(ren)(ren)(ren)才(cai)逾(yu)20萬(wan)(wan)人(ren)(ren)(ren)(ren)次(ci)。
