北京市全(quan)面(mian)推行職業(ye)技能(neng)(neng)等(deng)級(ji)認定,積極落實“新八級(ji)工(gong)”制度(du),不斷暢(chang)通技能(neng)(neng)人(ren)才職業(ye)發展通道。目(mu)前,全(quan)市已備(bei)案247家企(qi)業(ye)開展自(zi)主(zhu)評(ping)價,涉(she)及387個職業(ye)(工(gong)種),覆蓋140萬職工(gong),評(ping)聘51名特級(ji)技師、3名首席技師。全(quan)面(mian)施行“新八級(ji)工(gong)”崗(gang)位績效工(gong)資制,激勵廣大技能(neng)(neng)勞(lao)動者立足崗(gang)位、技能(neng)(neng)成才。
“一企一案”開展特級技師、首席技師評聘
2022年,人(ren)社部發布《關(guan)于(yu)健全完善(shan)新(xin)時代技(ji)能(neng)人(ren)才職業(ye)(ye)(ye)(ye)(ye)技(ji)能(neng)等(deng)級(ji)(ji)(ji)制度(du)的意見(試行)》,首次明確提出“新(xin)八級(ji)(ji)(ji)工”職業(ye)(ye)(ye)(ye)(ye)技(ji)能(neng)等(deng)級(ji)(ji)(ji)制度(du),暢通(tong)了(le)技(ji)能(neng)人(ren)才職業(ye)(ye)(ye)(ye)(ye)發展(zhan)通(tong)道。北京市結合企(qi)業(ye)(ye)(ye)(ye)(ye)職業(ye)(ye)(ye)(ye)(ye)技(ji)能(neng)等(deng)級(ji)(ji)(ji)認定(ding)工作實際(ji),先后制定(ding)印(yin)發《關(guan)于(yu)開展(zhan)企(qi)業(ye)(ye)(ye)(ye)(ye)特級(ji)(ji)(ji)技(ji)師(shi)評聘(pin)試點工作的通(tong)知(zhi)》《關(guan)于(yu)在職業(ye)(ye)(ye)(ye)(ye)技(ji)能(neng)等(deng)級(ji)(ji)(ji)認定(ding)備案企(qi)業(ye)(ye)(ye)(ye)(ye)中開展(zhan)特級(ji)(ji)(ji)技(ji)師(shi)、首席技(ji)師(shi)評聘(pin)工作的通(tong)知(zhi)》等(deng)文件,全面推進特級(ji)(ji)(ji)技(ji)師(shi)、首席技(ji)師(shi)評聘(pin)工作。
工(gong)(gong)(gong)作推進中(zhong)(zhong),北(bei)京市采用“一(yi)企(qi)一(yi)案(an)”模式,指(zhi)(zhi)導備(bei)案(an)企(qi)業(ye)編寫特(te)(te)級(ji)(ji)技(ji)(ji)(ji)(ji)(ji)師(shi)(shi)(shi)、首(shou)席技(ji)(ji)(ji)(ji)(ji)師(shi)(shi)(shi)評(ping)聘(pin)工(gong)(gong)(gong)作實(shi)(shi)施(shi)方(fang)案(an),明確(que)可(ke)開展(zhan)評(ping)聘(pin)的(de)(de)職業(ye)及相(xiang)關標準,合理確(que)定(ding)結構(gou)比例(li),并對(dui)評(ping)審標準、評(ping)審程序、評(ping)審方(fang)法和配套措施(shi)作出(chu)具體規(gui)定(ding),對(dui)于有(you)(you)特(te)(te)殊(shu)貢獻(xian)或特(te)(te)殊(shu)技(ji)(ji)(ji)(ji)(ji)藝的(de)(de)人才(cai),允許突破(po)現(xian)有(you)(you)工(gong)(gong)(gong)作年(nian)限規(gui)定(ding)參評(ping)。在“評(ping)”的(de)(de)層面,參評(ping)職工(gong)(gong)(gong)均為(wei)企(qi)業(ye)一(yi)線從事技(ji)(ji)(ji)(ji)(ji)術技(ji)(ji)(ji)(ji)(ji)能工(gong)(gong)(gong)作的(de)(de)優秀(xiu)高(gao)(gao)技(ji)(ji)(ji)(ji)(ji)能人才(cai),對(dui)具有(you)(you)高(gao)(gao)超(chao)技(ji)(ji)(ji)(ji)(ji)藝、貢獻(xian)突出(chu)、獲得國家或省市榮(rong)譽稱號的(de)(de)高(gao)(gao)技(ji)(ji)(ji)(ji)(ji)能人才(cai)優先推薦(jian)。在“聘(pin)”的(de)(de)層面,指(zhi)(zhi)導企(qi)業(ye)制定(ding)聘(pin)任(ren)(ren)協(xie)(xie)議模板,與特(te)(te)級(ji)(ji)技(ji)(ji)(ji)(ji)(ji)師(shi)(shi)(shi)、首(shou)席技(ji)(ji)(ji)(ji)(ji)師(shi)(shi)(shi)簽訂聘(pin)任(ren)(ren)協(xie)(xie)議,落實(shi)(shi)薪酬待遇。在已(yi)評(ping)出(chu)的(de)(de)51名特(te)(te)級(ji)(ji)技(ji)(ji)(ji)(ji)(ji)師(shi)(shi)(shi)中(zhong)(zhong),既有(you)(you)資深的(de)(de)中(zhong)(zhong)華技(ji)(ji)(ji)(ji)(ji)能大獎(jiang)獲得者(zhe)趙郁、楊才(cai)勝,也(ye)有(you)(you)年(nian)輕的(de)(de)全國技(ji)(ji)(ji)(ji)(ji)術能手(shou)獲得者(zhe)王少(shao)華,涵蓋汽車(che)裝調工(gong)(gong)(gong)、軌(gui)道(dao)交通信號工(gong)(gong)(gong)、送配電(dian)線路工(gong)(gong)(gong)、中(zhong)(zhong)式烹(peng)調師(shi)(shi)(shi)、景(jing)泰藍(lan)掐絲工(gong)(gong)(gong)等20個職業(ye)(工(gong)(gong)(gong)種)。在廣大特(te)(te)級(ji)(ji)技(ji)(ji)(ji)(ji)(ji)師(shi)(shi)(shi)、首(shou)席技(ji)(ji)(ji)(ji)(ji)師(shi)(shi)(shi)示范帶(dai)動下,一(yi)批優秀(xiu)年(nian)輕技(ji)(ji)(ji)(ji)(ji)能人才(cai)已(yi)嶄露頭角。
打造企業特色技能人才發展通道
北京(jing)市地鐵運(yun)營有(you)(you)限公(gong)司(si)(以(yi)下(xia)簡稱地鐵公(gong)司(si))始終堅持以(yi)多(duo)元(yuan)培(pei)訓方式培(pei)養人(ren)(ren),以(yi)守正(zheng)創新理念(nian)塑(su)造人(ren)(ren),大力(li)弘揚勞(lao)模(mo)精神(shen)(shen)和(he)(he)工(gong)(gong)匠(jiang)精神(shen)(shen),培(pei)養首都城(cheng)市運(yun)維一線高(gao)素質“領路人(ren)(ren)”。2022年底,地鐵公(gong)司(si)制定(ding)(ding)(ding)《公(gong)司(si)特級(ji)技(ji)師(shi)資(zi)格評審實施方案》,采取業(ye)(ye)績評審、論文答辯等(deng)(deng)方式,先后選拔(ba)聘任(ren)軌(gui)道交通(tong)信號工(gong)(gong)、軌(gui)道交通(tong)通(tong)信工(gong)(gong)等(deng)(deng)職業(ye)(ye)(工(gong)(gong)種)的3名特級(ji)技(ji)師(shi)。圍繞(rao)健(jian)全企(qi)業(ye)(ye)技(ji)能(neng)(neng)(neng)崗(gang)位等(deng)(deng)級(ji)設(she)置,出(chu)臺(tai)《公(gong)司(si)操作類員(yuan)工(gong)(gong)取證復證管理規定(ding)(ding)(ding)》,在初級(ji)工(gong)(gong)之下(xia)設(she)置學(xue)徒工(gong)(gong)崗(gang)位,在高(gao)級(ji)技(ji)師(shi)之上(shang)增設(she)特級(ji)技(ji)師(shi)、首席技(ji)師(shi),形(xing)成“新八級(ji)工(gong)(gong)”職業(ye)(ye)技(ji)能(neng)(neng)(neng)等(deng)(deng)級(ji)序列,通(tong)過(guo)公(gong)司(si)內(nei)部(bu)取證復證考核,實現(xian)職業(ye)(ye)技(ji)能(neng)(neng)(neng)等(deng)(deng)級(ji)認(ren)定(ding)(ding)(ding)結果與人(ren)(ren)才(cai)使用有(you)(you)效銜(xian)接,在崗(gang)位聘用中(zhong)實現(xian)人(ren)(ren)員(yuan)能(neng)(neng)(neng)上(shang)能(neng)(neng)(neng)下(xia)。同時,地鐵公(gong)司(si)按照(zhao)北京(jing)市人(ren)(ren)社局《關于做好技(ji)能(neng)(neng)(neng)人(ren)(ren)才(cai)薪酬激(ji)勵相關工(gong)(gong)作的意見(jian)(試行)》要求(qiu),迅速配(pei)套(tao)出(chu)臺(tai)《公(gong)司(si)所屬單位工(gong)(gong)資(zi)分(fen)配(pei)指導(dao)意見(jian)》,將生產(chan)操作崗(gang)位工(gong)(gong)資(zi)檔次19檔拓寬為(wei)22檔,新增設(she)置特級(ji)技(ji)師(shi)、首席技(ji)師(shi)技(ji)能(neng)(neng)(neng)等(deng)(deng)級(ji),縱向打通(tong)了生產(chan)操作類工(gong)(gong)人(ren)(ren)的薪級(ji)限制,橫向拓展了“新八級(ji)工(gong)(gong)”對(dui)應的薪檔設(she)置,真正(zheng)讓生產(chan)操作類工(gong)(gong)人(ren)(ren)以(yi)技(ji)能(neng)(neng)(neng)定(ding)(ding)(ding)薪,以(yi)業(ye)(ye)績定(ding)(ding)(ding)薪,以(yi)貢獻定(ding)(ding)(ding)薪,引導(dao)員(yuan)工(gong)(gong)不斷提(ti)高(gao)工(gong)(gong)作能(neng)(neng)(neng)力(li)和(he)(he)技(ji)能(neng)(neng)(neng)水平。

下一(yi)(yi)(yi)步,北京(jing)市(shi)將積極(ji)落實《人(ren)力資源社(she)會(hui)保障部等8部門(men)關于推動(dong)技能(neng)強企工作的指導意見》精神,進(jin)(jin)一(yi)(yi)(yi)步強化(hua)服務發展(zhan)和促進(jin)(jin)就業(ye)(ye)導向,優(you)化(hua)布局(ju)全市(shi)技能(neng)人(ren)才評價機構,著力提(ti)高技能(neng)人(ren)才評價質效。同時(shi),聚焦首都重點產業(ye)(ye)領域,試點布局(ju)建設若干(gan)條(tiao)“產教評”技能(neng)生(sheng)(sheng)態(tai)鏈(lian),支持符合條(tiao)件的生(sheng)(sheng)態(tai)鏈(lian)企業(ye)(ye)按照(zhao)行業(ye)(ye)企業(ye)(ye)評價規范,為生(sheng)(sheng)態(tai)鏈(lian)內部企業(ye)(ye)職工提(ti)供職業(ye)(ye)技能(neng)等級(ji)(ji)認定(ding)服務,在生(sheng)(sheng)態(tai)鏈(lian)內部加(jia)快(kuai)推動(dong)落實“新八級(ji)(ji)工”制度,激發技能(neng)強企內生(sheng)(sheng)動(dong)力,培養選拔一(yi)(yi)(yi)批(pi)優(you)秀(xiu)技能(neng)人(ren)才。
