天津大學認(ren)真學習貫徹黨的(de)二(er)十(shi)大精(jing)神(shen),深入(ru)落實習近平總(zong)書記關(guan)于教(jiao)育(yu)(yu)、“三農”工作(zuo)的(de)重要論述,按照黨中央、國(guo)務院關(guan)于實現鞏固拓展脫(tuo)貧(pin)攻堅成果同鄉村振(zhen)興有效銜接(jie)的(de)決策部署,聚焦發揮組(zu)織領航、科技賦能、教(jiao)育(yu)(yu)啟智、文化潤心作(zuo)用,積極(ji)整合學校資源力量,持續做好定點幫扶工作(zuo),助力甘肅省(sheng)隴南市宕昌縣鄉村全面振(zhen)興。
堅(jian)持組織(zhi)領(ling)(ling)航,完(wan)善(shan)定(ding)點(dian)幫(bang)(bang)(bang)(bang)扶(fu)(fu)(fu)機(ji)(ji)制(zhi)。一(yi)(yi)(yi)是強化(hua)系統(tong)設計。將定(ding)點(dian)幫(bang)(bang)(bang)(bang)扶(fu)(fu)(fu)工(gong)(gong)作(zuo)(zuo)列入學(xue)(xue)校(xiao)(xiao)(xiao)“十四五”規(gui)劃,納(na)入年度重點(dian)工(gong)(gong)作(zuo)(zuo),每年制(zhi)定(ding)定(ding)點(dian)幫(bang)(bang)(bang)(bang)扶(fu)(fu)(fu)工(gong)(gong)作(zuo)(zuo)計劃、實施方案(an)、任(ren)(ren)務分解表等(deng),保(bao)障(zhang)各項任(ren)(ren)務落實落地(di)。成立由學(xue)(xue)校(xiao)(xiao)(xiao)黨(dang)(dang)(dang)委(wei)書記、校(xiao)(xiao)(xiao)長擔任(ren)(ren)雙組長的(de)定(ding)點(dian)幫(bang)(bang)(bang)(bang)扶(fu)(fu)(fu)工(gong)(gong)作(zuo)(zuo)領(ling)(ling)導(dao)(dao)小組,相關職(zhi)(zhi)能部(bu)(bu)門作(zuo)(zuo)為(wei)(wei)成員(yuan)單(dan)位,建(jian)(jian)立定(ding)期研(yan)究推(tui)(tui)進(jin)定(ding)點(dian)幫(bang)(bang)(bang)(bang)扶(fu)(fu)(fu)工(gong)(gong)作(zuo)(zuo)機(ji)(ji)制(zhi),構建(jian)(jian)黨(dang)(dang)(dang)委(wei)統(tong)一(yi)(yi)(yi)領(ling)(ling)導(dao)(dao),幫(bang)(bang)(bang)(bang)扶(fu)(fu)(fu)工(gong)(gong)作(zuo)(zuo)辦(ban)公(gong)室牽頭(tou)協調(diao),全(quan)校(xiao)(xiao)(xiao)上(shang)下聯動(dong)、同向發力(li)的(de)工(gong)(gong)作(zuo)(zuo)格局。學(xue)(xue)校(xiao)(xiao)(xiao)領(ling)(ling)導(dao)(dao)班子成員(yuan)先后34次(ci)帶隊赴宕昌(chang)縣(xian)調(diao)研(yan)考察(cha),現場指導(dao)(dao)幫(bang)(bang)(bang)(bang)扶(fu)(fu)(fu)工(gong)(gong)作(zuo)(zuo),解決重點(dian)難點(dian)問題。二是深(shen)化(hua)結(jie)(jie)對(dui)(dui)共(gong)建(jian)(jian)。持續完(wan)善(shan)“院級黨(dang)(dang)(dang)組織(zhi)—黨(dang)(dang)(dang)支(zhi)(zhi)部(bu)(bu)—黨(dang)(dang)(dang)員(yuan)”三(san)級結(jie)(jie)對(dui)(dui)共(gong)建(jian)(jian)機(ji)(ji)制(zhi),推(tui)(tui)動(dong)36個(ge)院級黨(dang)(dang)(dang)組織(zhi)與宕昌(chang)縣(xian)25個(ge)鄉鎮黨(dang)(dang)(dang)組織(zhi)結(jie)(jie)對(dui)(dui),師生(sheng)(sheng)黨(dang)(dang)(dang)支(zhi)(zhi)部(bu)(bu)與宕昌(chang)縣(xian)村(cun)黨(dang)(dang)(dang)支(zhi)(zhi)部(bu)(bu)結(jie)(jie)對(dui)(dui),師生(sheng)(sheng)黨(dang)(dang)(dang)員(yuan)與宕昌(chang)縣(xian)中學(xue)(xue)生(sheng)(sheng)結(jie)(jie)對(dui)(dui),通(tong)過“共(gong)上(shang)一(yi)(yi)(yi)堂課(ke)、幫(bang)(bang)(bang)(bang)辦(ban)一(yi)(yi)(yi)件事(shi)”等(deng)方式(shi),引導(dao)(dao)廣(guang)大(da)師生(sheng)(sheng)黨(dang)(dang)(dang)員(yuan)爭當定(ding)點(dian)幫(bang)(bang)(bang)(bang)扶(fu)(fu)(fu)工(gong)(gong)作(zuo)(zuo)的(de)“急先鋒”“排頭(tou)兵”。三(san)是加大(da)投入保(bao)障(zhang)。落實“四個(ge)不摘”要求,持續在資金(jin)投入、人(ren)(ren)員(yuan)培(pei)(pei)訓(xun)、消費幫(bang)(bang)(bang)(bang)扶(fu)(fu)(fu)等(deng)方面加大(da)工(gong)(gong)作(zuo)(zuo)力(li)度。選(xuan)優配強掛職(zhi)(zhi)干(gan)(gan)部(bu)(bu),先后選(xuan)派多名干(gan)(gan)部(bu)(bu)教師赴宕昌(chang)縣(xian)掛職(zhi)(zhi)副縣(xian)長、駐(zhu)村(cun)第一(yi)(yi)(yi)書記、扶(fu)(fu)(fu)貧(pin)辦(ban)副主任(ren)(ren)、鄉村(cun)振(zhen)興局副局長等(deng)職(zhi)(zhi)務,將定(ding)點(dian)幫(bang)(bang)(bang)(bang)扶(fu)(fu)(fu)工(gong)(gong)作(zuo)(zuo)作(zuo)(zuo)為(wei)(wei)培(pei)(pei)養(yang)鍛煉干(gan)(gan)部(bu)(bu)的(de)廣(guang)闊(kuo)舞臺,壓茬接(jie)(jie)(jie)力(li),接(jie)(jie)(jie)續奮戰,搭好工(gong)(gong)作(zuo)(zuo)對(dui)(dui)接(jie)(jie)(jie)橋梁。自(zi)2017年以來(lai),累(lei)計為(wei)(wei)宕昌(chang)縣(xian)直(zhi)接(jie)(jie)(jie)投入2887.75萬元,引進(jin)資金(jin)6117.18萬元,培(pei)(pei)訓(xun)干(gan)(gan)部(bu)(bu)8337人(ren)(ren)次(ci),培(pei)(pei)訓(xun)技術(shu)人(ren)(ren)員(yuan)1.03萬人(ren)(ren)次(ci),采購(gou)貧(pin)困地(di)區(qu)農(nong)產品2361.99萬元,幫(bang)(bang)(bang)(bang)助銷(xiao)售(shou)貧(pin)困地(di)區(qu)農(nong)產品3365.27萬元,有力(li)帶動(dong)當地(di)群眾增收致富(fu)。
堅持科(ke)技(ji)(ji)(ji)(ji)賦能(neng),提(ti)升(sheng)(sheng)產業(ye)發展(zhan)(zhan)(zhan)動能(neng)。一(yi)是(shi)完(wan)善科(ke)技(ji)(ji)(ji)(ji)幫扶(fu)體(ti)系(xi)。設(she)立(li)鄉村(cun)振興自主創新基(ji)金項(xiang)目(mu),圍(wei)繞清潔(jie)能(neng)源、數字鄉村(cun)建(jian)設(she)與(yu)發展(zhan)(zhan)(zhan)、鄉村(cun)人(ren)(ren)(ren)居環(huan)境(jing)整治與(yu)提(ti)升(sheng)(sheng)、現(xian)代(dai)農業(ye)、設(she)施農業(ye)等(deng)(deng)選題(ti)“揭(jie)榜掛帥(shuai)”,推(tui)動實(shi)(shi)(shi)現(xian)相關(guan)科(ke)研方向與(yu)宕昌(chang)(chang)(chang)縣(xian)(xian)實(shi)(shi)(shi)際需求精準(zhun)對(dui)(dui)接(jie)。成(cheng)立(li)“海棠(tang)科(ke)技(ji)(ji)(ji)(ji)工作(zuo)(zuo)站”,打造專家(jia)科(ke)技(ji)(ji)(ji)(ji)服(fu)務(wu)(wu)(wu)基(ji)地,助(zhu)力當地修復農業(ye)環(huan)境(jing)、提(ti)升(sheng)(sheng)飲用水水質等(deng)(deng)。組建(jian)專家(jia)服(fu)務(wu)(wu)(wu)團、優秀(xiu)(xiu)青年教師(shi)暑期(qi)實(shi)(shi)(shi)踐營、師(shi)生實(shi)(shi)(shi)踐隊等(deng)(deng),持續深入宕昌(chang)(chang)(chang)縣(xian)(xian)開展(zhan)(zhan)(zhan)各(ge)類科(ke)技(ji)(ji)(ji)(ji)服(fu)務(wu)(wu)(wu),為(wei)當地產業(ye)發展(zhan)(zhan)(zhan)提(ti)供智力和人(ren)(ren)(ren)才支(zhi)持,著(zhu)(zhu)力構建(jian)“項(xiang)目(mu)牽(qian)引—平臺(tai)支(zhi)撐—團隊協同(tong)”科(ke)技(ji)(ji)(ji)(ji)幫扶(fu)工作(zuo)(zuo)體(ti)系(xi)。二是(shi)加快創新成(cheng)果轉化(hua)。積極(ji)開展(zhan)(zhan)(zhan)多學科(ke)聯(lian)合科(ke)研攻(gong)關(guan),研發“邊修復、邊增產”功能(neng)有機(ji)肥技(ji)(ji)(ji)(ji)術、大棚蔬菜水肥一(yi)體(ti)化(hua)技(ji)(ji)(ji)(ji)術、“振興號”飲水凈化(hua)系(xi)統等(deng)(deng),安裝(zhuang)屋頂(ding)光伏(fu)發電系(xi)統,不斷提(ti)升(sheng)(sheng)科(ke)技(ji)(ji)(ji)(ji)成(cheng)果的轉化(hua)、供給、推(tui)廣能(neng)力,著(zhu)(zhu)力以技(ji)(ji)(ji)(ji)術創新產出更大經濟效(xiao)益(yi)和社(she)會效(xiao)益(yi)。三是(shi)培(pei)育(yu)本土(tu)工作(zuo)(zuo)力量(liang)。依(yi)托(tuo)建(jian)筑、建(jian)工、藥(yao)學等(deng)(deng)學科(ke)專業(ye)力量(liang),幫助(zhu)當地規劃建(jian)設(she)“拉路梁萬畝中(zhong)藥(yao)材綜合展(zhan)(zhan)(zhan)示園”,提(ti)供土(tu)壤(rang)監(jian)測、成(cheng)分檢測、品質評價、深加工指導等(deng)(deng)服(fu)務(wu)(wu)(wu),助(zhu)推(tui)宕昌(chang)(chang)(chang)縣(xian)(xian)中(zhong)草(cao)藥(yao)支(zhi)柱產業(ye)發展(zhan)(zhan)(zhan)。實(shi)(shi)(shi)施“科(ke)技(ji)(ji)(ji)(ji)人(ren)(ren)(ren)才培(pei)養質量(liang)提(ti)升(sheng)(sheng)”行動,選派相關(guan)專家(jia)主動對(dui)(dui)接(jie)當地農業(ye)技(ji)(ji)(ji)(ji)術人(ren)(ren)(ren)員,傳授農作(zuo)(zuo)物種植、農產品培(pei)育(yu)技(ji)(ji)(ji)(ji)術,并指導農民(min)專業(ye)合作(zuo)(zuo)社(she)建(jian)設(she)育(yu)苗(miao)中(zhong)心,著(zhu)(zhu)力為(wei)宕昌(chang)(chang)(chang)縣(xian)(xian)培(pei)養一(yi)批“田秀(xiu)(xiu)才”“土(tu)專家(jia)”。
堅持(chi)教(jiao)(jiao)(jiao)育(yu)啟(qi)智,夯實人才振興(xing)根基(ji)(ji)。一是(shi)多渠道加大資(zi)源供(gong)(gong)給。積極探索“數字支教(jiao)(jiao)(jiao)”模式,建(jian)(jian)設(she)(she)(she)59間(jian)“夢想教(jiao)(jiao)(jiao)室”,面(mian)(mian)(mian)向當(dang)地(di)(di)中小學(xue)(xue)(xue)(xue)(xue)生(sheng)開(kai)(kai)設(she)(she)(she)“電子線路(lu)(lu)”“音樂感悟”“鄉(xiang)土繪卷”等(deng)140余(yu)門在線“云課堂”,并組織1640名(ming)(ming)志(zhi)愿者(zhe)為(wei)當(dang)地(di)(di)5000余(yu)名(ming)(ming)學(xue)(xue)(xue)(xue)(xue)生(sheng)提(ti)(ti)(ti)供(gong)(gong)線上課業(ye)(ye)和心理輔導。連續9年選(xuan)派研究生(sheng)支教(jiao)(jiao)(jiao)志(zhi)愿者(zhe)赴宕(dang)(dang)昌(chang)縣(xian)開(kai)(kai)展(zhan)支教(jiao)(jiao)(jiao),舉(ju)(ju)辦科(ke)(ke)學(xue)(xue)(xue)(xue)(xue)營、科(ke)(ke)普宣講、素(su)質拓展(zhan)等(deng)特色幫扶(fu)(fu)活(huo)動,助力鄉(xiang)村(cun)學(xue)(xue)(xue)(xue)(xue)生(sheng)德智體美勞全(quan)面(mian)(mian)(mian)發展(zhan)。積極開(kai)(kai)展(zhan)捐資(zi)助學(xue)(xue)(xue)(xue)(xue)、援建(jian)(jian)捐贈(zeng),實施(shi)“百萬(wan)(wan)資(zi)助計(ji)劃”,投入100萬(wan)(wan)元資(zi)助1000名(ming)(ming)宕(dang)(dang)昌(chang)縣(xian)困難教(jiao)(jiao)(jiao)師(shi)和困難學(xue)(xue)(xue)(xue)(xue)生(sheng)、孤殘兒童(tong)等(deng);成立“興(xing)學(xue)(xue)(xue)(xue)(xue)之路(lu)(lu)”教(jiao)(jiao)(jiao)育(yu)扶(fu)(fu)貧(pin)基(ji)(ji)金,直接投入500萬(wan)(wan)元,并引(yin)進價值1100余(yu)萬(wan)(wan)元的(de)相關教(jiao)(jiao)(jiao)育(yu)資(zi)源,幫助當(dang)地(di)(di)提(ti)(ti)(ti)升學(xue)(xue)(xue)(xue)(xue)校硬件條件和教(jiao)(jiao)(jiao)育(yu)教(jiao)(jiao)(jiao)學(xue)(xue)(xue)(xue)(xue)水平。二是(shi)多層次強化共(gong)(gong)建(jian)(jian)共(gong)(gong)享。學(xue)(xue)(xue)(xue)(xue)校教(jiao)(jiao)(jiao)育(yu)學(xue)(xue)(xue)(xue)(xue)院與宕(dang)(dang)昌(chang)縣(xian)職業(ye)(ye)中等(deng)專(zhuan)業(ye)(ye)學(xue)(xue)(xue)(xue)(xue)校結對(dui)共(gong)(gong)建(jian)(jian),協助建(jian)(jian)設(she)(she)(she)特色專(zhuan)業(ye)(ye)、實訓(xun)基(ji)(ji)地(di)(di),接收(shou)同等(deng)學(xue)(xue)(xue)(xue)(xue)力人員(yuan)申請教(jiao)(jiao)(jiao)育(yu)學(xue)(xue)(xue)(xue)(xue)碩士(shi);學(xue)(xue)(xue)(xue)(xue)校附(fu)屬小學(xue)(xue)(xue)(xue)(xue)、附(fu)屬幼(you)兒園與宕(dang)(dang)昌(chang)縣(xian)基(ji)(ji)礎教(jiao)(jiao)(jiao)育(yu)系統開(kai)(kai)展(zhan)資(zi)源共(gong)(gong)享、課程(cheng)共(gong)(gong)建(jian)(jian)。面(mian)(mian)(mian)向不同學(xue)(xue)(xue)(xue)(xue)科(ke)(ke)、不同學(xue)(xue)(xue)(xue)(xue)段教(jiao)(jiao)(jiao)師(shi),圍(wei)繞學(xue)(xue)(xue)(xue)(xue)前教(jiao)(jiao)(jiao)育(yu)、中學(xue)(xue)(xue)(xue)(xue)理科(ke)(ke)教(jiao)(jiao)(jiao)育(yu)、心理健康(kang)教(jiao)(jiao)(jiao)育(yu)、音體教(jiao)(jiao)(jiao)育(yu)等(deng)方面(mian)(mian)(mian),累計(ji)舉(ju)(ju)辦4期(qi)“宕(dang)(dang)昌(chang)縣(xian)中小學(xue)(xue)(xue)(xue)(xue)班主任綜合素(su)質提(ti)(ti)(ti)升培訓(xun)班”,幫助300余(yu)名(ming)(ming)教(jiao)(jiao)(jiao)師(shi)強化專(zhuan)業(ye)(ye)素(su)養(yang)和教(jiao)(jiao)(jiao)學(xue)(xue)(xue)(xue)(xue)能力,輻(fu)射帶(dai)動宕(dang)(dang)昌(chang)縣(xian)學(xue)(xue)(xue)(xue)(xue)校教(jiao)(jiao)(jiao)育(yu)質量整(zheng)體提(ti)(ti)(ti)升。三是(shi)多形式強化培訓(xun)服務。設(she)(she)(she)立教(jiao)(jiao)(jiao)育(yu)培訓(xun)幫扶(fu)(fu)資(zi)金,以(yi)“請過來(lai)”“送出(chu)去”和線上線下相結合的(de)方式,持(chi)續為(wei)宕(dang)(dang)昌(chang)縣(xian)黨政干(gan)部、鄉(xiang)村(cun)振興(xing)帶(dai)頭人、專(zhuan)業(ye)(ye)技術(shu)人才等(deng)提(ti)(ti)(ti)供(gong)(gong)產業(ye)(ye)發展(zhan)、旅游開(kai)(kai)發、城鄉(xiang)建(jian)(jian)設(she)(she)(she)、電子商(shang)務等(deng)方面(mian)(mian)(mian)的(de)遠程(cheng)研修、交流研討服務,努力為(wei)宕(dang)(dang)昌(chang)縣(xian)鄉(xiang)村(cun)全(quan)面(mian)(mian)(mian)振興(xing)夯實人才基(ji)(ji)礎。自2017年以(yi)來(lai),累計(ji)舉(ju)(ju)辦各(ge)類專(zhuan)題培訓(xun)班69期(qi),培訓(xun)1.8萬(wan)(wan)余(yu)人次。
