教育(yu)部(bu)等五(wu)部(bu)門日前印發通知,決定聯合(he)實施職業(ye)(ye)教育(yu)現場工(gong)(gong)程師專項(xiang)(xiang)培養(yang)(yang)計劃(以下(xia)簡稱“專項(xiang)(xiang)培養(yang)(yang)計劃”)。通知規劃,到2025年,累計不(bu)少于500所職業(ye)(ye)院校(xiao)、1000家(jia)企業(ye)(ye)參加項(xiang)(xiang)目(mu)實施,累計培養(yang)(yang)不(bu)少于20萬名現場工(gong)(gong)程師。
通知明確,專項培(pei)養計(ji)劃面向重點領(ling)域數字化、智(zhi)能化職業場景下人才緊缺(que)技術(shu)崗(gang)位(wei),遴選發(fa)布生產企業崗(gang)位(wei)需求,對接(jie)匹(pi)配職業教育資源,以中國(guo)特色學(xue)徒制為(wei)主(zhu)要培(pei)養形式,在實(shi)踐中探索形成(cheng)現場工程(cheng)師(shi)培(pei)養標準(zhun),建設一批現場工程(cheng)師(shi)學(xue)院,培(pei)養一大批具(ju)備(bei)工匠精(jing)神,精(jing)操作、懂工藝、會管理、善協作、能創新的現場工程(cheng)師(shi)。
通(tong)知提(ti)出(chu)校企(qi)聯合實施(shi)學(xue)徒(tu)培養、推進招生考試評價改革(ge)、打造(zao)雙師結構教學(xue)團隊、助(zhu)力提(ti)升員工數字技(ji)能等4項重要任(ren)務。
據悉,該專項培(pei)養計劃實行年(nian)報(bao)制度,招(zhao)生(sheng)后每兩(liang)年(nian)由專家委員會依托管理系統(tong)進(jin)行階段檢查。教育部根據檢查結果更新(xin)淘(tao)汰,項目結束時組織績效評價。

為(wei)貫徹中(zhong)央(yang)人才(cai)工(gong)作(zuo)會議(yi)和全(quan)(quan)國(guo)(guo)職業(ye)(ye)教育(yu)大(da)會精神,落實新(xin)修訂的(de)《中(zhong)華人民共和國(guo)(guo)職業(ye)(ye)教育(yu)法(fa)》,進一步優化(hua)人才(cai)供給結(jie)構,加快培(pei)(pei)養(yang)(yang)更(geng)多適應新(xin)技(ji)術(shu)(shu)、新(xin)業(ye)(ye)態、新(xin)模式的(de)高素質(zhi)技(ji)術(shu)(shu)技(ji)能人才(cai)、能工(gong)巧匠(jiang)、大(da)國(guo)(guo)工(gong)匠(jiang),教育(yu)部、工(gong)業(ye)(ye)和信息(xi)化(hua)部、國(guo)(guo)務院(yuan)(yuan)國(guo)(guo)資委、中(zhong)國(guo)(guo)工(gong)程院(yuan)(yuan)、全(quan)(quan)國(guo)(guo)工(gong)商聯決(jue)定聯合實施職業(ye)(ye)教育(yu)現場工(gong)程師專項(xiang)(xiang)培(pei)(pei)養(yang)(yang)計劃(hua)(以下簡(jian)稱(cheng)專項(xiang)(xiang)培(pei)(pei)養(yang)(yang)計劃(hua))。現將有關事項(xiang)(xiang)通知如下。
一、總體思路
以習(xi)近(jin)平新(xin)時代中國特色社會主義思想為指導,全(quan)(quan)面貫徹黨(dang)的(de)教(jiao)育方針,落實立德樹人(ren)根本(ben)任務(wu),緊密對接先進制造(zao)業、戰略性(xing)新(xin)興產業和現(xian)代服務(wu)業等重(zhong)點領域高端化(hua)、數字化(hua)、智能(neng)化(hua)、綠色化(hua)發展要求,協調匹配教(jiao)育供(gong)給與(yu)人(ren)才需求,深(shen)化(hua)產教(jiao)融合(he)(he)、校企合(he)(he)作,全(quan)(quan)面實踐中國特色學(xue)(xue)徒制,校企聯合(he)(he)實施學(xue)(xue)徒培養和在職員(yuan)工培訓(xun),健全(quan)(quan)教(jiao)育鏈(lian)、產業鏈(lian)、人(ren)才鏈(lian)、創新(xin)鏈(lian)協同發展新(xin)機(ji)制,形成為技術技能(neng)人(ren)才緊缺領域系統儲(chu)能(neng)、賦能(neng)的(de)人(ren)才培養培訓(xun)生態。
二、工作目標
面(mian)向(xiang)重點領域數字化、智能化職(zhi)(zhi)(zhi)業(ye)(ye)場(chang)(chang)景下人才緊缺技術崗(gang)(gang)位(wei)(wei),遴選發布(bu)生產企(qi)業(ye)(ye)崗(gang)(gang)位(wei)(wei)需求,對接(jie)匹配職(zhi)(zhi)(zhi)業(ye)(ye)教育(yu)資源,以中國(guo)特色學(xue)徒制為主要培(pei)(pei)養(yang)(yang)形(xing)式,在實踐中探(tan)索形(xing)成現場(chang)(chang)工(gong)(gong)(gong)(gong)(gong)程師(shi)培(pei)(pei)養(yang)(yang)標準,建設(she)一批現場(chang)(chang)工(gong)(gong)(gong)(gong)(gong)程師(shi)學(xue)院,培(pei)(pei)養(yang)(yang)一大批具備工(gong)(gong)(gong)(gong)(gong)匠精(jing)神(shen),精(jing)操作、懂工(gong)(gong)(gong)(gong)(gong)藝、會管(guan)理(li)、善協作、能創(chuang)新的現場(chang)(chang)工(gong)(gong)(gong)(gong)(gong)程師(shi)。到2025年,累計不少(shao)于500所(suo)職(zhi)(zhi)(zhi)業(ye)(ye)院校、1000家企(qi)業(ye)(ye)參加項目實施,累計培(pei)(pei)養(yang)(yang)不少(shao)于20萬(wan)名(ming)現場(chang)(chang)工(gong)(gong)(gong)(gong)(gong)程師(shi)。
三、重點任務
(一)校(xiao)企(qi)(qi)聯合實(shi)施學徒培養(yang)(yang)。項目(mu)企(qi)(qi)業設立現場工(gong)(gong)程(cheng)(cheng)師學徒崗(gang)(gang)位,明確(que)崗(gang)(gang)位知(zhi)識、能(neng)(neng)力、素質要求(qiu)。學校(xiao)、企(qi)(qi)業和(he)學生(sheng)簽訂學徒培養(yang)(yang)協議,明確(que)三方的(de)權(quan)利和(he)責任,明確(que)學徒參照(zhao)企(qi)(qi)業職(zhi)工(gong)(gong)或見習職(zhi)工(gong)(gong)享受(shou)相關待遇,落實(shi)企(qi)(qi)業職(zhi)工(gong)(gong)教(jiao)(jiao)育經(jing)費用于(yu)學徒培養(yang)(yang)和(he)員(yuan)工(gong)(gong)職(zhi)業教(jiao)(jiao)育。校(xiao)企(qi)(qi)共同(tong)制(zhi)定和(he)實(shi)施人才(cai)培養(yang)(yang)方案(an)、構建(jian)專業課程(cheng)(cheng)體系、開發建(jian)設核心課程(cheng)(cheng)、開發建(jian)設高水(shui)平教(jiao)(jiao)材以(yi)及配套的(de)數字化資源,基(ji)于(yu)真實(shi)生(sheng)產任務靈活組織教(jiao)(jiao)學,工(gong)(gong)學交替強化實(shi)踐能(neng)(neng)力培養(yang)(yang)。
(二(er))推進招(zhao)(zhao)生(sheng)考試(shi)評(ping)(ping)價(jia)改(gai)革。完善“文化(hua)素(su)質+職(zhi)業(ye)(ye)技能”考試(shi)招(zhao)(zhao)生(sheng)辦法,根據崗位人才需要(yao),校企(qi)(qi)聯合(he)招(zhao)(zhao)生(sheng)(項(xiang)(xiang)(xiang)目企(qi)(qi)業(ye)(ye)可根據需要(yao)向項(xiang)(xiang)(xiang)目學(xue)校提出(chu)招(zhao)(zhao)生(sheng)選拔的(de)標準和(he)要(yao)求)。項(xiang)(xiang)(xiang)目學(xue)校根據教育部相(xiang)關招(zhao)(zhao)生(sheng)政策開展中(zhong)(zhong)職(zhi)、高職(zhi)專科、高職(zhi)本(ben)科等人才選拔和(he)培(pei)(pei)養(yang)(yang),實(shi)行(xing)小班化(hua)教學(xue),支持通過(guo)中(zhong)(zhong)高職(zhi)貫通培(pei)(pei)養(yang)(yang)、專升本(ben)等形式提升教育層(ceng)次、接(jie)續培(pei)(pei)養(yang)(yang)。校企(qi)(qi)聯合(he)設(she)計和(he)開展教學(xue)考核評(ping)(ping)價(jia)改(gai)革,開展職(zhi)業(ye)(ye)能力(li)評(ping)(ping)價(jia),設(she)立淘汰機制,實(shi)現動態擇優增補(bu)。職(zhi)業(ye)(ye)能力(li)評(ping)(ping)價(jia)結果作為入職(zhi)項(xiang)(xiang)(xiang)目企(qi)(qi)業(ye)(ye)的(de)定崗定級定薪參考。探(tan)索項(xiang)(xiang)(xiang)目企(qi)(qi)業(ye)(ye)按照(zhao)人才培(pei)(pei)養(yang)(yang)方案獨立承擔學(xue)分課程(cheng)。
(三)打造雙師結構教(jiao)(jiao)(jiao)學(xue)(xue)團隊。項(xiang)目(mu)企(qi)業(ye)(ye)選派(pai)具有教(jiao)(jiao)(jiao)學(xue)(xue)能力的(de)相關專(zhuan)業(ye)(ye)技術(shu)人(ren)員(yuan)、經營管理人(ren)員(yuan)參(can)加學(xue)(xue)徒培養,承(cheng)擔專(zhuan)業(ye)(ye)課程教(jiao)(jiao)(jiao)學(xue)(xue)任務(wu),指導崗位實踐(jian)教(jiao)(jiao)(jiao)學(xue)(xue),與(yu)學(xue)(xue)校專(zhuan)任教(jiao)(jiao)(jiao)師共(gong)同開展(zhan)教(jiao)(jiao)(jiao)學(xue)(xue)研究(jiu)。項(xiang)目(mu)企(qi)業(ye)(ye)選派(pai)的(de)承(cheng)擔教(jiao)(jiao)(jiao)學(xue)(xue)任務(wu)的(de)人(ren)員(yuan)可以收取課酬。項(xiang)目(mu)學(xue)(xue)校相關教(jiao)(jiao)(jiao)師定(ding)期到(dao)企(qi)業(ye)(ye)進行崗位實踐(jian)、參(can)與(yu)企(qi)業(ye)(ye)工程實踐(jian)或技術(shu)攻關,可以按規定(ding)取酬。
(四)助力(li)提升員工(gong)數(shu)字(zi)技能。項目學校(xiao)發(fa)揮辦學優勢和專業(ye)(ye)特長,對接(jie)產(chan)業(ye)(ye)數(shu)字(zi)化(hua)(hua)、數(shu)字(zi)產(chan)業(ye)(ye)化(hua)(hua)需求(qiu),按(an)照企業(ye)(ye)需要協(xie)同開發(fa)培訓(xun)資源(yuan),根據企業(ye)(ye)運(yun)行特點,充(chong)分運(yun)用現代信息技術和多種授課方式,面向企業(ye)(ye)在職員工(gong)開展入職培訓(xun)、專業(ye)(ye)技術培訓(xun)和數(shu)字(zi)能力(li)提升培訓(xun)。加強人才培養培訓(xun)標準(zhun)和模式的(de)國(guo)際交流與合(he)作。
四、組織實施
(一)完善組(zu)織機制。專項(xiang)(xiang)培養(yang)計(ji)劃(hua)按照確(que)定(ding)(ding)需求、聯合(he)申報(bao)、審核(he)立項(xiang)(xiang)、管理評價的(de)工(gong)(gong)(gong)(gong)(gong)(gong)作(zuo)流程(cheng)組(zu)織實(shi)施(shi)(詳見附(fu)件)。教育(yu)部牽頭,會同工(gong)(gong)(gong)(gong)(gong)(gong)業和信息化(hua)部、國(guo)(guo)(guo)(guo)務(wu)院國(guo)(guo)(guo)(guo)資委、中國(guo)(guo)(guo)(guo)工(gong)(gong)(gong)(gong)(gong)(gong)程(cheng)院、全(quan)(quan)國(guo)(guo)(guo)(guo)工(gong)(gong)(gong)(gong)(gong)(gong)商聯等(deng)建立聯合(he)工(gong)(gong)(gong)(gong)(gong)(gong)作(zuo)機制,負(fu)(fu)責(ze)(ze)專項(xiang)(xiang)培養(yang)計(ji)劃(hua)的(de)規劃(hua)設計(ji)和組(zu)織實(shi)施(shi);組(zu)建專家(jia)委員會,負(fu)(fu)責(ze)(ze)具體培養(yang)項(xiang)(xiang)目(mu)的(de)審核(he)把(ba)關、指(zhi)導實(shi)施(shi)、驗收評價。中國(guo)(guo)(guo)(guo)工(gong)(gong)(gong)(gong)(gong)(gong)程(cheng)院負(fu)(fu)責(ze)(ze)指(zhi)導項(xiang)(xiang)目(mu)規劃(hua)、推薦相關專家(jia),參與方案審核(he)。工(gong)(gong)(gong)(gong)(gong)(gong)業和信息化(hua)部、國(guo)(guo)(guo)(guo)務(wu)院國(guo)(guo)(guo)(guo)資委、全(quan)(quan)國(guo)(guo)(guo)(guo)工(gong)(gong)(gong)(gong)(gong)(gong)商聯等(deng)負(fu)(fu)責(ze)(ze)遴(lin)選推薦技術(shu)技能人才需求穩定(ding)(ding)且具有(you)(you)一定(ding)(ding)培養(yang)能力(li)的(de)生產企業,優先(xian)考慮產教融(rong)合(he)型企業、專精特新企業和行業頭部企業。省(sheng)級有(you)(you)關部門按照國(guo)(guo)(guo)(guo)家(jia)有(you)(you)關部門要求落(luo)實(shi)相關責(ze)(ze)任。
(二)合理規劃(hua)(hua)(hua)實(shi)(shi)施。專項(xiang)培養(yang)(yang)計(ji)劃(hua)(hua)(hua)分領(ling)域(yu)規劃(hua)(hua)(hua)、分區域(yu)布局、分批(pi)次實(shi)(shi)施。率先在(zai)先進制造業(ye)(ye)重(zhong)點(dian)領(ling)域(yu)啟動,逐步擴大到(dao)其他重(zhong)點(dian)領(ling)域(yu)。每個項(xiang)目存續期不(bu)低(di)于一個培養(yang)(yang)周期。支持項(xiang)目學(xue)(xue)校建設以(yi)學(xue)(xue)徒制培養(yang)(yang)為主的現場工程師學(xue)(xue)院。有關(guan)學(xue)(xue)校和企業(ye)(ye)不(bu)得以(yi)項(xiang)目名義(yi)違規收取學(xue)(xue)費。結束后(hou)合作方(fang)不(bu)得再以(yi)國(guo)家級項(xiang)目名義(yi)進行招生(sheng)宣(xuan)傳(chuan)。各地可參照(zhao)本(ben)計(ji)劃(hua)(hua)(hua)設計(ji)實(shi)(shi)施省級相關(guan)計(ji)劃(hua)(hua)(hua)。
(三)加強(qiang)政(zheng)(zheng)策支(zhi)(zhi)(zhi)持(chi)。產教(jiao)(jiao)(jiao)(jiao)融合(he)型(xing)(xing)企(qi)(qi)(qi)業(ye)(ye)認定向(xiang)項(xiang)(xiang)(xiang)目(mu)企(qi)(qi)(qi)業(ye)(ye)傾斜(xie),對(dui)納入(ru)的產教(jiao)(jiao)(jiao)(jiao)融合(he)型(xing)(xing)企(qi)(qi)(qi)業(ye)(ye),給予(yu)“金融+財政(zheng)(zheng)+土地(di)”組合(he)式激(ji)勵(li)。學(xue)(xue)校參(can)與(yu)(yu)專(zhuan)項(xiang)(xiang)(xiang)培(pei)養(yang)計(ji)(ji)劃(hua)情(qing)況作為高(gao)職(zhi)(zhi)(zhi)“雙高(gao)計(ji)(ji)劃(hua)”、中(zhong)職(zhi)(zhi)(zhi)“雙優(you)計(ji)(ji)劃(hua)”等考核(he)遴選(xuan)的參(can)考。鼓勵(li)職(zhi)(zhi)(zhi)業(ye)(ye)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)創(chuang)新發展高(gao)地(di)、技能(neng)型(xing)(xing)社會建(jian)設(she)試點省(sheng)份率(lv)先制訂面向(xiang)專(zhuan)項(xiang)(xiang)(xiang)培(pei)養(yang)計(ji)(ji)劃(hua)的區域激(ji)勵(li)政(zheng)(zheng)策,對(dui)參(can)與(yu)(yu)學(xue)(xue)徒(tu)培(pei)養(yang)的有(you)關企(qi)(qi)(qi)業(ye)(ye)進行(xing)補貼,將有(you)關職(zhi)(zhi)(zhi)業(ye)(ye)能(neng)力評價結果納入(ru)地(di)方技能(neng)人才薪酬激(ji)勵(li)政(zheng)(zheng)策支(zhi)(zhi)(zhi)持(chi)范圍。相關省(sheng)份統(tong)籌地(di)方教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)附(fu)加專(zhuan)項(xiang)(xiang)(xiang)資(zi)金和(he)現代職(zhi)(zhi)(zhi)業(ye)(ye)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)質(zhi)量(liang)提(ti)升專(zhuan)項(xiang)(xiang)(xiang)資(zi)金時,應對(dui)項(xiang)(xiang)(xiang)目(mu)學(xue)(xue)校給予(yu)支(zhi)(zhi)(zhi)持(chi),對(dui)績效顯(xian)著的學(xue)(xue)校給予(yu)獎(jiang)勵(li),支(zhi)(zhi)(zhi)持(chi)項(xiang)(xiang)(xiang)目(mu)學(xue)(xue)校與(yu)(yu)合(he)作企(qi)(qi)(qi)業(ye)(ye)共同加大產教(jiao)(jiao)(jiao)(jiao)融合(he)實訓(xun)基(ji)地(di)、工程訓(xun)練中(zhong)心等的建(jian)設(she)投(tou)入(ru)并給予(yu)相應的用地(di)、公用事(shi)業(ye)(ye)費等優(you)惠。中(zhong)國銀(yin)行(xing)支(zhi)(zhi)(zhi)持(chi)中(zhong)國教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)發展基(ji)金會設(she)立(li)專(zhuan)項(xiang)(xiang)(xiang)培(pei)養(yang)計(ji)(ji)劃(hua)學(xue)(xue)生獎(jiang)學(xue)(xue)金。
(四)強(qiang)化(hua)監督(du)(du)指導(dao)。省(sheng)級有關(guan)部(bu)門要根據《中華(hua)人民共和國職業(ye)教育(yu)法(fa)》等法(fa)律相(xiang)關(guan)規(gui)定(ding),加強(qiang)對項目(mu)實(shi)施過程的跟(gen)蹤指導(dao),及(ji)時(shi)發現問題、督(du)(du)促糾(jiu)偏整(zheng)改、提出改進建議。各項目(mu)單位要扎(zha)實(shi)推進實(shi)施,及(ji)時(shi)總結經驗(yan)、健(jian)全體制(zhi)(zhi)機制(zhi)(zhi)、沉淀形(xing)成范式,確保取得實(shi)效。專家委員(yuan)會依托(tuo)項目(mu)管理系統開(kai)展(zhan)階段(duan)性評價(jia)。

職業教育現場工程師專項培養計劃工作流程
一、確(que)(que)定(ding)需(xu)求(qiu)(qiu)。聯合(he)發文(wen)單位(wei)(wei)暨協調機制單位(wei)(wei)共同研究確(que)(que)定(ding)布局(ju)領域和批次安排;有關行業(ye)(ye)部門、國有資(zi)產監督管理機構等按照統一要求(qiu)(qiu),分別(bie)征集遴選項目企(qi)業(ye)(ye),向教育部推(tui)薦參與企(qi)業(ye)(ye)、學徒崗位(wei)(wei)以(yi)及對合(he)作職業(ye)(ye)院(yuan)校的條(tiao)件要求(qiu)(qiu)。
二、聯(lian)合(he)申報(bao)。教育(yu)(yu)部發布(bu)企業(ye)(ye)和學(xue)徒崗位等(deng)信息(xi)啟(qi)動申報(bao),省級教育(yu)(yu)行(xing)政部門(men)組織動員有關職業(ye)(ye)院校(xiao)(xiao)主動對(dui)接企業(ye)(ye)協(xie)商,校(xiao)(xiao)企聯(lian)合(he)制(zhi)定方案、簽署協(xie)議、聯(lian)合(he)申報(bao)。可以多所學(xue)校(xiao)(xiao)對(dui)接同(tong)一(yi)企業(ye)(ye),也可以一(yi)所學(xue)校(xiao)(xiao)對(dui)接多家企業(ye)(ye)。省級教育(yu)(yu)行(xing)政部門(men)對(dui)申報(bao)項目(mu)的真實(shi)性審(shen)核(he)無誤,并附(fu)省級支持政策清單(dan)(dan)或(huo)承諾支持政策清單(dan)(dan)后,按要求推薦報(bao)送教育(yu)(yu)部。
三、審(shen)核(he)立項。教育部(bu)牽(qian)頭組(zu)織專家對(dui)照條(tiao)件(jian)標(biao)準進(jin)行審(shen)核(he),并(bing)確認(ren)項目(mu)任(ren)務書(shu)和進(jin)度(du)表等(必要時可(ke)實地考察),公示無異議的,與聯合發文(wen)單(dan)位聯合公布(bu)項目(mu)名單(dan)。
四、管理評(ping)價(jia)(jia)。省(sheng)級教(jiao)育行(xing)政部門會(hui)同省(sheng)級有關單(dan)位負責項(xiang)(xiang)目實(shi)施的日(ri)常監(jian)管,及時(shi)指導糾偏。項(xiang)(xiang)目實(shi)行(xing)年報制(zhi)度(du),招生后(hou)每兩年由(you)專家委員會(hui)依托管理系統進行(xing)階段檢查(cha)。教(jiao)育部根據檢查(cha)結果更新淘汰,項(xiang)(xiang)目結束(shu)時(shi)組(zu)織(zhi)績效評(ping)價(jia)(jia)。

一、請簡要介紹一下“專項培養計劃”的內涵。
答:“專(zhuan)項培養(yang)計劃”主要面向先進制造(zao)業、戰略性新(xin)興(xing)產業等重點領域的數字化(hua)(hua)、智能化(hua)(hua)職業場景,面向人才(cai)緊缺(que)技(ji)術崗(gang)位,通過(guo)匯總發(fa)布生(sheng)產企業崗(gang)位需求,對接匹配職業教育優(you)質(zhi)資(zi)源,以(yi)中(zhong)國特色學徒(tu)制為主要培養(yang)形式,多方(fang)合作(zuo)培養(yang)一(yi)大批具備工(gong)(gong)匠精神,精操作(zuo)、懂工(gong)(gong)藝、會(hui)管(guan)理、善協作(zuo)、能創新(xin)的現場工(gong)(gong)程師(shi)(shi),建設(she)一(yi)批現場工(gong)(gong)程師(shi)(shi)學院。預計到2025年,累計培養(yang)不少(shao)于20萬(wan)名現場工(gong)(gong)程師(shi)(shi)。
二、請介紹一下“專項培養計劃”出臺的背景。
答:伴隨新一(yi)輪科(ke)技(ji)革(ge)(ge)(ge)(ge)命和產(chan)業(ye)變(bian)(bian)革(ge)(ge)(ge)(ge),產(chan)業(ye)升級和經濟(ji)結(jie)構調整(zheng)不斷(duan)加快(kuai),迫切(qie)需要(yao)優化教育供給(gei)結(jie)構,推進我國工程(cheng)教育改革(ge)(ge)(ge)(ge)發展和職(zhi)普融(rong)通(tong),提(ti)高(gao)職(zhi)業(ye)教育適(shi)應性(xing),培(pei)(pei)養具(ju)備終身學習(xi)能力(li)(li)、適(shi)應科(ke)技(ji)革(ge)(ge)(ge)(ge)命和產(chan)業(ye)變(bian)(bian)革(ge)(ge)(ge)(ge)需要(yao)的(de)工程(cheng)領(ling)(ling)域技(ji)術(shu)(shu)技(ji)能人(ren)才(cai)。出臺專(zhuan)項培(pei)(pei)養計劃,就(jiu)是要(yao)聚(ju)焦(jiao)技(ji)術(shu)(shu)技(ji)能人(ren)才(cai)、應用(yong)技(ji)術(shu)(shu)人(ren)才(cai)需求重點領(ling)(ling)域,集(ji)聚(ju)優質資(zi)源,打破產(chan)教藩籬,采取創新舉措(cuo),加快(kuai)探索形(xing)成中國特色、世界水平的(de)工程(cheng)師培(pei)(pei)養體(ti)系,助力(li)(li)建設愛黨報國、敬業(ye)奉獻、具(ju)有突出技(ji)術(shu)(shu)創新能力(li)(li)、善于解決復雜工程(cheng)問題(ti),包括現場工程(cheng)師等在內的(de)高(gao)水平工程(cheng)師隊(dui)伍。
三、“專項培養計劃”與常規人才培養相比有哪些特點?
答(da):主(zhu)要有三(san)個特點:一是完善工(gong)(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)師(shi)培(pei)(pei)養(yang)(yang)(yang)體系(xi)。通過實施(shi)專(zhuan)項計劃,探索通過職(zhi)(zhi)(zhi)業(ye)(ye)(ye)教(jiao)育(yu)培(pei)(pei)養(yang)(yang)(yang)工(gong)(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)技(ji)術(shu)(shu)人才的(de)(de)規律,形(xing)成(cheng)現場(chang)工(gong)(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)師(shi)人才培(pei)(pei)養(yang)(yang)(yang)標準(zhun)(zhun),增強(qiang)(qiang)工(gong)(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)基(ji)(ji)礎、通用技(ji)術(shu)(shu)、行動(dong)(dong)能(neng)力(li)培(pei)(pei)養(yang)(yang)(yang)培(pei)(pei)訓,增強(qiang)(qiang)生(sheng)(sheng)產(chan)工(gong)(gong)(gong)(gong)(gong)藝、生(sheng)(sheng)產(chan)方式、生(sheng)(sheng)產(chan)設(she)備實訓實踐,增強(qiang)(qiang)工(gong)(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)思維(wei)、工(gong)(gong)(gong)(gong)(gong)匠精神(shen)、人文素養(yang)(yang)(yang)交叉(cha)融(rong)合(he),貫(guan)通培(pei)(pei)養(yang)(yang)(yang)現場(chang)工(gong)(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)師(shi),形(xing)成(cheng)為(wei)(wei)工(gong)(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)技(ji)術(shu)(shu)人才緊缺(que)領域(yu)儲(chu)能(neng)賦能(neng)的(de)(de)新(xin)機(ji)制。二是打造校(xiao)企(qi)(qi)(qi)命(ming)運共(gong)同體。首先由產(chan)業(ye)(ye)(ye)部門遴選一批企(qi)(qi)(qi)業(ye)(ye)(ye),設(she)立學(xue)(xue)徒(tu)崗位、明確(que)崗位要求,選派技(ji)術(shu)(shu)骨干承擔(dan)專(zhuan)業(ye)(ye)(ye)課(ke)教(jiao)學(xue)(xue),指(zhi)導崗位實踐,建設(she)產(chan)教(jiao)融(rong)合(he)實訓基(ji)(ji)地、工(gong)(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)訓練中(zhong)心。教(jiao)育(yu)部門引導職(zhi)(zhi)(zhi)業(ye)(ye)(ye)院(yuan)校(xiao)與(yu)企(qi)(qi)(qi)業(ye)(ye)(ye)資(zi)源(yuan)共(gong)享、優(you)(you)勢互補,推(tui)動(dong)(dong)專(zhuan)業(ye)(ye)(ye)與(yu)產(chan)業(ye)(ye)(ye)精準(zhun)(zhun)對接,學(xue)(xue)校(xiao)人才培(pei)(pei)養(yang)(yang)(yang)規格(ge)層次、目標與(yu)企(qi)(qi)(qi)業(ye)(ye)(ye)需求精準(zhun)(zhun)匹配,推(tui)動(dong)(dong)形(xing)成(cheng)產(chan)教(jiao)融(rong)合(he)新(xin)生(sheng)(sheng)態。三(san)是推(tui)廣中(zhong)國特色(se)學(xue)(xue)徒(tu)制。校(xiao)企(qi)(qi)(qi)共(gong)建以高層次學(xue)(xue)徒(tu)制培(pei)(pei)養(yang)(yang)(yang)為(wei)(wei)主(zhu)的(de)(de)現場(chang)工(gong)(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)師(shi)學(xue)(xue)院(yuan),校(xiao)企(qi)(qi)(qi)簽訂(ding)學(xue)(xue)徒(tu)培(pei)(pei)養(yang)(yang)(yang)協議,明確(que)學(xue)(xue)徒(tu)的(de)(de)企(qi)(qi)(qi)業(ye)(ye)(ye)職(zhi)(zhi)(zhi)工(gong)(gong)(gong)(gong)(gong)或見習職(zhi)(zhi)(zhi)工(gong)(gong)(gong)(gong)(gong)身份(fen)享受相(xiang)關待遇,落實企(qi)(qi)(qi)業(ye)(ye)(ye)職(zhi)(zhi)(zhi)工(gong)(gong)(gong)(gong)(gong)教(jiao)育(yu)經費用于(yu)學(xue)(xue)徒(tu)培(pei)(pei)養(yang)(yang)(yang)和(he)(he)員工(gong)(gong)(gong)(gong)(gong)職(zhi)(zhi)(zhi)業(ye)(ye)(ye)教(jiao)育(yu)。創新(xin)工(gong)(gong)(gong)(gong)(gong)學(xue)(xue)交替(ti)、育(yu)訓并舉的(de)(de)學(xue)(xue)徒(tu)培(pei)(pei)養(yang)(yang)(yang)培(pei)(pei)訓模式,基(ji)(ji)于(yu)真實生(sheng)(sheng)產(chan)任(ren)務靈活組織(zhi)教(jiao)學(xue)(xue),設(she)計工(gong)(gong)(gong)(gong)(gong)學(xue)(xue)交替(ti)課(ke)時比(bi)例安排,校(xiao)企(qi)(qi)(qi)合(he)作開發優(you)(you)質課(ke)程(cheng)(cheng)(cheng)及數字資(zi)源(yuan),面向企(qi)(qi)(qi)業(ye)(ye)(ye)在職(zhi)(zhi)(zhi)員工(gong)(gong)(gong)(gong)(gong)開展入職(zhi)(zhi)(zhi)培(pei)(pei)訓、專(zhuan)業(ye)(ye)(ye)技(ji)術(shu)(shu)培(pei)(pei)訓和(he)(he)數字能(neng)力(li)提升培(pei)(pei)訓。
四、下一步“專項培養計劃”實施有何考慮?
答:專項(xiang)(xiang)(xiang)培養(yang)(yang)計(ji)劃(hua)充(chong)分考慮職(zhi)業教(jiao)育特點(dian)(dian),重視發揮行(xing)業部(bu)門、行(xing)業組(zu)織、企(qi)事業單位和社會(hui)組(zu)織各(ge)方參與(yu)(yu)職(zhi)業教(jiao)育的(de)積(ji)極性(xing)、主動性(xing),凝聚(ju)各(ge)方合(he)力。一是由教(jiao)育部(bu)會(hui)同(tong)工(gong)業和信(xin)(xin)息化部(bu)、國務院(yuan)國資委(wei)、中國工(gong)程院(yuan)、全(quan)國工(gong)商(shang)聯(lian)等(deng)建(jian)立聯(lian)合(he)工(gong)作機制,負(fu)責(ze)(ze)專項(xiang)(xiang)(xiang)培養(yang)(yang)計(ji)劃(hua)的(de)規劃(hua)設計(ji)和組(zu)織實施。二是組(zu)建(jian)“專項(xiang)(xiang)(xiang)培養(yang)(yang)計(ji)劃(hua)”專家委(wei)員(yuan)會(hui),負(fu)責(ze)(ze)開展(zhan)項(xiang)(xiang)(xiang)目專家審核、指(zhi)導項(xiang)(xiang)(xiang)目實施、驗收(shou)評價。三(san)是分批(pi)分領域推進(jin),各(ge)聯(lian)合(he)發文(wen)單位共同(tong)研究(jiu)確(que)定布局領域和批(pi)次安(an)排,率先(xian)在先(xian)進(jin)制造業重點(dian)(dian)領域啟(qi)動,逐(zhu)步擴(kuo)大(da)到其他重點(dian)(dian)領域。四是強化工(gong)作協同(tong),有關(guan)行(xing)業部(bu)門分別(bie)征(zheng)集推薦參與(yu)(yu)企(qi)業及擬(ni)設立的(de)學徒崗位,提出對合(he)作職(zhi)業院(yuan)校的(de)條件要求;教(jiao)育部(bu)審核匯(hui)總發布相關(guan)信(xin)(xin)息,省級教(jiao)育行(xing)政(zheng)部(bu)門會(hui)同(tong)省內(nei)有關(guan)部(bu)門組(zu)織有關(guan)職(zhi)業院(yuan)校主動對接企(qi)業共商(shang)合(he)作培養(yang)(yang)方案并聯(lian)合(he)申報。
五、“專項培養計劃”主要有哪些激勵保障措施?
答:為(wei)保證(zheng)計劃(hua)順利實施(shi),我們會同(tong)有關方面配套了(le)以下激勵(li)(li)(li)保障措(cuo)施(shi):一是對參(can)與(yu)(yu)項目的企(qi)業(ye)(ye)(ye),在產教(jiao)融(rong)合(he)型企(qi)業(ye)(ye)(ye)認定時(shi)予以傾斜,對納(na)入的產教(jiao)融(rong)合(he)型企(qi)業(ye)(ye)(ye)給(gei)予“金融(rong)+財(cai)政+土(tu)地”組(zu)合(he)式激勵(li)(li)(li),鼓勵(li)(li)(li)地方對參(can)與(yu)(yu)學(xue)徒培養的有關企(qi)業(ye)(ye)(ye)進行補貼。二是對參(can)與(yu)(yu)項目的學(xue)校,將學(xue)校參(can)與(yu)(yu)情況作為(wei)高職“雙(shuang)高計劃(hua)”、中職“雙(shuang)優計劃(hua)”等項目考(kao)核遴選(xuan)的參(can)考(kao)。三是鼓勵(li)(li)(li)相關省(區、市)統籌使用(yong)地方教(jiao)育附加和現(xian)代職業(ye)(ye)(ye)教(jiao)育質量提升專(zhuan)項資金,對項目學(xue)校給(gei)予支持,對實施(shi)績效較好的學(xue)校給(gei)予獎勵(li)(li)(li),支持項目學(xue)校與(yu)(yu)合(he)作企(qi)業(ye)(ye)(ye)共同(tong)加大產教(jiao)融(rong)合(he)實訓基地、工(gong)程訓練中心(xin)等的建(jian)設投入并(bing)給(gei)予相應的用(yong)地、公用(yong)事業(ye)(ye)(ye)費等優惠。四是教(jiao)育部與(yu)(yu)中國銀行簽署(shu)了(le)“助力職業(ye)(ye)(ye)教(jiao)育高質量發展戰略合(he)作”,為(wei)專(zhuan)項培養計劃(hua)設立了(le)獎學(xue)金。
