加強改(gai)革創新引(yin)領,推(tui)(tui)動教(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)隊伍活力迸發(fa)。印發(fa)《公辦(ban)中(zhong)小學教(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)優化(hua)(hua)(hua)配置(zhi)工作(zuo)指導意(yi)見》,指導各市(shi)縣強化(hua)(hua)(hua)協同(tong)聯(lian)動,采取先試點后(hou)推(tui)(tui)開(kai)的(de)方式(shi),穩妥推(tui)(tui)進(jin)公辦(ban)中(zhong)小學教(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)優化(hua)(hua)(hua)配置(zhi)改(gai)革,推(tui)(tui)動建(jian)立中(zhong)小學教(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)周轉(zhuan)編(bian)(bian)(bian)制管理和使用機(ji)制,分級(ji)統籌全省存量空編(bian)(bian)(bian)資(zi)源,盤活教(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)隊伍編(bian)(bian)(bian)制和崗(gang)位(wei)資(zi)源。拓展引(yin)才渠道,通過(guo)落實定(ding)向公費師(shi)(shi)(shi)(shi)范(fan)生崗(gang)位(wei)、特(te)崗(gang)教(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)招聘(pin)、農(nong)村學前教(jiao)(jiao)(jiao)育專項(xiang)計劃(hua)、引(yin)進(jin)急需緊缺教(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)等方式(shi)引(yin)進(jin)補充中(zhong)小學、幼(you)兒(er)園教(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi),同(tong)時通過(guo)專業(ye)化(hua)(hua)(hua)服務機(ji)構,以市(shi)場化(hua)(hua)(hua)方式(shi)精(jing)準(zhun)引(yin)進(jin)優秀教(jiao)(jiao)(jiao)育人才到農(nong)村學校任教(jiao)(jiao)(jiao),推(tui)(tui)動優質師(shi)(shi)(shi)(shi)資(zi)共享。建(jian)立職稱層級(ji)競聘(pin)制度,全面落實《中(zhong)小學教(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)高級(ji)專業(ye)技(ji)術職務聘(pin)期管理辦(ban)法》,突出教(jiao)(jiao)(jiao)育教(jiao)(jiao)(jiao)學實績,強化(hua)(hua)(hua)考核評(ping)價結果運用,實現職稱評(ping)審與(yu)崗(gang)位(wei)聘(pin)用的(de)有效銜接,實現從“如(ru)何評(ping),怎樣聘(pin)”向“如(ru)何治理,怎樣考核”的(de)轉(zhuan)變,從“重(zhong)身份、重(zhong)評(ping)審、重(zhong)資(zi)格(ge)”向“重(zhong)實績、重(zhong)聘(pin)任、重(zhong)考核”的(de)轉(zhuan)變,提高聘(pin)期管理質量。
