黨的二(er)十大作出加快建設農(nong)業(ye)(ye)強國(guo)(guo)(guo)的重(zhong)大部署。習近平總書記(ji)在(zai)中(zhong)央農(nong)村工(gong)作會議上進(jin)(jin)一(yi)步強調,全面(mian)推進(jin)(jin)鄉村振興、加快建設農(nong)業(ye)(ye)強國(guo)(guo)(guo),是黨中(zhong)央著眼全面(mian)建成社會主義現代化(hua)強國(guo)(guo)(guo)作出的戰(zhan)略(lve)部署。全國(guo)(guo)(guo)政協委(wei)員、中(zhong)國(guo)(guo)(guo)農(nong)業(ye)(ye)大學黨委(wei)書記(ji)、中(zhong)國(guo)(guo)(guo)工(gong)程院院士(shi)鐘(zhong)登華在(zai)提(ti)案(an)中(zhong)建議,要進(jin)(jin)一(yi)步深化(hua)農(nong)科(ke)教融(rong)合,高質量服務農(nong)業(ye)(ye)強國(guo)(guo)(guo)建設。
鐘(zhong)登華指(zhi)出(chu),世(shi)界農(nong)(nong)業(ye)強(qiang)(qiang)國(guo)(guo)必是高(gao)質量農(nong)(nong)業(ye)教育(yu)、高(gao)水(shui)(shui)平農(nong)(nong)業(ye)科(ke)技(ji)與高(gao)素質農(nong)(nong)業(ye)人(ren)才融合發展(zhan)的(de)(de)強(qiang)(qiang)國(guo)(guo)。當前,我國(guo)(guo)農(nong)(nong)科(ke)教深度(du)融合、主動(dong)服務農(nong)(nong)業(ye)強(qiang)(qiang)國(guo)(guo)建設的(de)(de)生態還需要進一(yi)步完善。農(nong)(nong)業(ye)和鄉村產業(ye)高(gao)質量發展(zhan)亟需人(ren)才智力支撐,實現高(gao)水(shui)(shui)平農(nong)(nong)業(ye)科(ke)技(ji)自(zi)立自(zi)強(qiang)(qiang)對深化農(nong)(nong)科(ke)教融合提出(chu)更高(gao)的(de)(de)要求,涉農(nong)(nong)高(gao)校面對農(nong)(nong)業(ye)強(qiang)(qiang)國(guo)(guo)建設的(de)(de)時(shi)代使(shi)命(ming)還面臨不(bu)少(shao)發展(zhan)瓶頸(jing)。對此,鐘(zhong)登華建議(yi):
一是堅持(chi)加強(qiang)統(tong)籌,提升農(nong)(nong)業人(ren)才自主培養(yang)質量(liang)。以超常規方式,加強(qiang)頂層設計和政策引導,大力(li)培養(yang)生物育種、智能(neng)農(nong)(nong)裝、營養(yang)健康、農(nong)(nong)業綠色發展、獸醫公共衛生等急需緊缺(que)人(ren)才。大力(li)推進涉農(nong)(nong)高校(xiao)實踐基地(di)建設,深化(hua)實踐教(jiao)育與耕(geng)讀教(jiao)育。促進職普(pu)融(rong)通、產教(jiao)融(rong)合、科(ke)教(jiao)融(rong)匯,持(chi)續(xu)推廣科(ke)技(ji)小院人(ren)才培養(yang)模式,擴大農(nong)(nong)業博士(shi)規模,加快(kuai)培養(yang)農(nong)(nong)業高層次(ci)應用型人(ren)才。
二是整合(he)農(nong)(nong)(nong)(nong)科(ke)教資源,著力提升(sheng)農(nong)(nong)(nong)(nong)業(ye)(ye)創新(xin)體(ti)系整體(ti)效能。強(qiang)化農(nong)(nong)(nong)(nong)業(ye)(ye)領域(yu)(yu)國家戰略科(ke)技(ji)(ji)(ji)力量布(bu)局(ju),聚焦生物育(yu)種、耕(geng)地保護(hu)、設(she)施(shi)農(nong)(nong)(nong)(nong)業(ye)(ye)、多元化食物供給、水利基礎(chu)(chu)設(she)施(shi)等重點方面(mian),合(he)力破解(jie)“卡脖子”難題。推動涉農(nong)(nong)(nong)(nong)高(gao)校與科(ke)研院(yuan)所、行業(ye)(ye)企(qi)業(ye)(ye)建(jian)立健全合(he)作(zuo)機制(zhi),開(kai)展高(gao)水平(ping)前沿(yan)基礎(chu)(chu)研究(jiu)和(he)關鍵核(he)心技(ji)(ji)(ji)術聯合(he)攻關,支撐實現高(gao)水平(ping)科(ke)技(ji)(ji)(ji)自立自強(qiang)。布(bu)局(ju)農(nong)(nong)(nong)(nong)業(ye)(ye)領域(yu)(yu)國家實驗室,新(xin)增(zeng)部署一(yi)批(pi)農(nong)(nong)(nong)(nong)業(ye)(ye)全國重點實驗室、國家技(ji)(ji)(ji)術創新(xin)中心、農(nong)(nong)(nong)(nong)業(ye)(ye)基礎(chu)(chu)性(xing)長(chang)期性(xing)觀測實驗站(點)和(he)重大(da)科(ke)技(ji)(ji)(ji)基礎(chu)(chu)設(she)施(shi),打造農(nong)(nong)(nong)(nong)業(ye)(ye)領域(yu)(yu)的“國之重器”。
三是(shi)深度融入全(quan)球農科教(jiao)體(ti)系,構建農科教(jiao)國際合(he)作(zuo)(zuo)共(gong)同(tong)體(ti)。加(jia)大(da)支持力度,探(tan)索農科教(jiao)國際交流合(he)作(zuo)(zuo)新模式,與世界一(yi)流涉(she)(she)農高(gao)(gao)校(xiao)和(he)有關機構開展(zhan)更高(gao)(gao)水平(ping)(ping)合(he)作(zuo)(zuo)。支持和(he)加(jia)強中(zhong)非農業技術示范(fan)與培訓(xun)基地、非洲減貧示范(fan)村、中(zhong)非科技小院建設等,創建我國高(gao)(gao)校(xiao)引(yin)領的“一(yi)帶一(yi)路”高(gao)(gao)質量發(fa)展(zhan)共(gong)建平(ping)(ping)臺。持續加(jia)大(da)對涉(she)(she)農高(gao)(gao)校(xiao)全(quan)球發(fa)展(zhan)合(he)作(zuo)(zuo)的資源(yuan)投入,提升國際話語權,打造農科教(jiao)合(he)作(zuo)(zuo)全(quan)球命運(yun)共(gong)同(tong)體(ti)。
四是完善農(nong)(nong)(nong)(nong)(nong)科(ke)教(jiao)統籌協調機(ji)制,提(ti)(ti)升服(fu)務(wu)農(nong)(nong)(nong)(nong)(nong)業(ye)強國建(jian)(jian)設(she)(she)的(de)能(neng)力(li)。建(jian)(jian)議農(nong)(nong)(nong)(nong)(nong)業(ye)農(nong)(nong)(nong)(nong)(nong)村部、科(ke)技部、教(jiao)育部等強化(hua)部際協調,高(gao)質量共建(jian)(jian)涉(she)農(nong)(nong)(nong)(nong)(nong)高(gao)校(xiao),完善農(nong)(nong)(nong)(nong)(nong)業(ye)科(ke)技領域(yu)基礎(chu)研究穩(wen)定支持機(ji)制,切實(shi)提(ti)(ti)升涉(she)農(nong)(nong)(nong)(nong)(nong)高(gao)校(xiao)服(fu)務(wu)農(nong)(nong)(nong)(nong)(nong)業(ye)強國建(jian)(jian)設(she)(she)的(de)能(neng)力(li)。充(chong)分發揮(hui)涉(she)農(nong)(nong)(nong)(nong)(nong)“雙(shuang)一(yi)流”高(gao)校(xiao)的(de)引領作用,建(jian)(jian)設(she)(she)一(yi)流涉(she)農(nong)(nong)(nong)(nong)(nong)大(da)學群,國家(jia)和(he)地方合力(li)加(jia)大(da)對涉(she)農(nong)(nong)(nong)(nong)(nong)高(gao)校(xiao)和(he)學科(ke)的(de)持續(xu)穩(wen)定投入,提(ti)(ti)高(gao)涉(she)農(nong)(nong)(nong)(nong)(nong)高(gao)校(xiao)生(sheng)均(jun)教(jiao)育經費(fei)撥款(kuan)(kuan)。擴大(da)涉(she)農(nong)(nong)(nong)(nong)(nong)高(gao)校(xiao)在重大(da)設(she)(she)備購置和(he)基礎(chu)設(she)(she)施配套建(jian)(jian)設(she)(she)方面的(de)專項貼息貸款(kuan)(kuan)支持。
五是鼓勵先行先試,著力打造農科(ke)教融(rong)(rong)合(he)樣板(ban)基地。支持涉農高(gao)校積極擴大智力資源外溢,深入參與戰(zhan)略性新興產業(ye)(ye)融(rong)(rong)合(he)集(ji)群發(fa)(fa)展,推動(dong)教育鏈(lian)、人才鏈(lian)與產業(ye)(ye)鏈(lian)、創(chuang)新鏈(lian)深度(du)融(rong)(rong)合(he),打造生物(wu)種(zhong)業(ye)(ye)、食(shi)物(wu)營養與健(jian)康(kang)、智慧農業(ye)(ye)、農業(ye)(ye)綠色發(fa)(fa)展、鄉村(cun)振興、技(ji)術轉(zhuan)化與創(chuang)新創(chuang)業(ye)(ye)等農科(ke)教融(rong)(rong)合(he)發(fa)(fa)展樣板(ban)基地。
