上海市持續深化高校課程思政改革創新

  上海市認真學(xue)(xue)(xue)習(xi)貫徹習(xi)近平總書記關于(yu)教(jiao)育的重要論述,落實中(zhong)共中(zhong)央辦(ban)公廳(ting)、國務院辦(ban)公廳(ting)《關于(yu)深化新(xin)時代學(xue)(xue)(xue)校思想政(zheng)治理論課改革(ge)(ge)創新(xin)的若干意見(jian)》,以高等教(jiao)育綜合改革(ge)(ge)先行先試戰略為契機,不斷加強系統規劃(hua)、完善(shan)教(jiao)學(xue)(xue)(xue)體系,持續深化課程思政(zheng)改革(ge)(ge)創新(xin),切實發揮好每(mei)門課程的育人作用,努力培養堪當民族(zu)復興(xing)重任的時代新(xin)人。

  堅持先行先試,加強系統規劃。啟動先行先試改(gai)(gai)革試點(dian)(dian),整體推(tui)(tui)進(jin)高(gao)校(xiao)(xiao)課(ke)(ke)(ke)程(cheng)(cheng)(cheng)思(si)(si)(si)(si)政(zheng)(zheng)(zheng)創新發展(zhan)。一(yi)(yi)是加強統籌謀劃。將課(ke)(ke)(ke)程(cheng)(cheng)(cheng)思(si)(si)(si)(si)政(zheng)(zheng)(zheng)建(jian)設(she)(she)納入教(jiao)(jiao)(jiao)育(yu)綜(zong)合改(gai)(gai)革重點(dian)(dian)項(xiang)目(mu),持續優化(hua)工(gong)作思(si)(si)(si)(si)路和(he)路徑框(kuang)架,建(jian)立(li)健全制度安排和(he)工(gong)作體系。出臺《關(guan)于深入推(tui)(tui)進(jin)上(shang)海(hai)(hai)高(gao)校(xiao)(xiao)課(ke)(ke)(ke)程(cheng)(cheng)(cheng)思(si)(si)(si)(si)政(zheng)(zheng)(zheng)建(jian)設(she)(she)的(de)實施意(yi)見》等文件(jian),明確課(ke)(ke)(ke)程(cheng)(cheng)(cheng)思(si)(si)(si)(si)政(zheng)(zheng)(zheng)建(jian)設(she)(she)的(de)基(ji)本內(nei)涵、總體目(mu)標和(he)核(he)心(xin)內(nei)容,進(jin)一(yi)(yi)步規范和(he)完善課(ke)(ke)(ke)程(cheng)(cheng)(cheng)思(si)(si)(si)(si)政(zheng)(zheng)(zheng)內(nei)容體系。二是推(tui)(tui)進(jin)試點(dian)(dian)建(jian)設(she)(she)。實施課(ke)(ke)(ke)程(cheng)(cheng)(cheng)思(si)(si)(si)(si)政(zheng)(zheng)(zheng)教(jiao)(jiao)(jiao)學(xue)體系建(jian)設(she)(she)專(zhuan)項(xiang)計(ji)(ji)劃和(he)高(gao)校(xiao)(xiao)課(ke)(ke)(ke)程(cheng)(cheng)(cheng)思(si)(si)(si)(si)政(zheng)(zheng)(zheng)領航(hang)計(ji)(ji)劃,選(xuan)樹一(yi)(yi)批改(gai)(gai)革領航(hang)高(gao)校(xiao)(xiao)、學(xue)院、團隊(dui)和(he)精(jing)品課(ke)(ke)(ke)程(cheng)(cheng)(cheng),著力(li)在實踐中不斷(duan)改(gai)(gai)革創新,推(tui)(tui)動實現高(gao)校(xiao)(xiao)課(ke)(ke)(ke)程(cheng)(cheng)(cheng)思(si)(si)(si)(si)政(zheng)(zheng)(zheng)建(jian)設(she)(she)由試點(dian)(dian)探(tan)索(suo)發展(zhan)轉向全面推(tui)(tui)廣鋪(pu)開。三是促進(jin)質量提(ti)升(sheng)(sheng)。聚(ju)焦課(ke)(ke)(ke)程(cheng)(cheng)(cheng)思(si)(si)(si)(si)政(zheng)(zheng)(zheng)內(nei)涵式發展(zhan)和(he)質量提(ti)升(sheng)(sheng),2023年啟動“上(shang)海(hai)(hai)學(xue)校(xiao)(xiao)課(ke)(ke)(ke)程(cheng)(cheng)(cheng)思(si)(si)(si)(si)政(zheng)(zheng)(zheng)建(jian)設(she)(she)質量提(ti)升(sheng)(sheng)行動”,積極(ji)開展(zhan)上(shang)海(hai)(hai)學(xue)校(xiao)(xiao)課(ke)(ke)(ke)程(cheng)(cheng)(cheng)思(si)(si)(si)(si)政(zheng)(zheng)(zheng)教(jiao)(jiao)(jiao)學(xue)展(zhan)示、示范項(xiang)目(mu)建(jian)設(she)(she)、教(jiao)(jiao)(jiao)學(xue)改(gai)(gai)革重點(dian)(dian)項(xiang)目(mu)建(jian)設(she)(she)、學(xue)術交(jiao)流、骨干教(jiao)(jiao)(jiao)師研(yan)修、大調(diao)研(yan)6項(xiang)活(huo)動,深化(hua)課(ke)(ke)(ke)程(cheng)(cheng)(cheng)思(si)(si)(si)(si)政(zheng)(zheng)(zheng)教(jiao)(jiao)(jiao)學(xue)改(gai)(gai)革,并展(zhan)示高(gao)校(xiao)(xiao)課(ke)(ke)(ke)程(cheng)(cheng)(cheng)思(si)(si)(si)(si)政(zheng)(zheng)(zheng)建(jian)設(she)(she)成效,助力(li)提(ti)升(sheng)(sheng)教(jiao)(jiao)(jiao)師開展(zhan)課(ke)(ke)(ke)程(cheng)(cheng)(cheng)思(si)(si)(si)(si)政(zheng)(zheng)(zheng)建(jian)設(she)(she)的(de)意(yi)識和(he)能(neng)力(li),切實推(tui)(tui)進(jin)各(ge)類課(ke)(ke)(ke)程(cheng)(cheng)(cheng)與思(si)(si)(si)(si)政(zheng)(zheng)(zheng)課(ke)(ke)(ke)程(cheng)(cheng)(cheng)同(tong)向同(tong)行。

  注重示范引領,推動內涵發展。持續完(wan)善(shan)課(ke)(ke)(ke)(ke)程(cheng)(cheng)(cheng)(cheng)思(si)(si)(si)政(zheng)(zheng)教(jiao)(jiao)學(xue)(xue)(xue)體系(xi),重(zhong)點加強(qiang)示(shi)范(fan)課(ke)(ke)(ke)(ke)程(cheng)(cheng)(cheng)(cheng)建(jian)(jian)(jian)設(she),強(qiang)化(hua)引領帶動和(he)資(zi)源共(gong)享,不(bu)斷提升育(yu)人(ren)實(shi)(shi)效。一是實(shi)(shi)施(shi)示(shi)范(fan)項(xiang)目建(jian)(jian)(jian)設(she)。首(shou)批遴選(xuan)507門示(shi)范(fan)課(ke)(ke)(ke)(ke)程(cheng)(cheng)(cheng)(cheng)、117名教(jiao)(jiao)學(xue)(xue)(xue)名師(shi)、325個(ge)示(shi)范(fan)團(tuan)隊(dui),積極打造全(quan)面覆蓋、類型豐富(fu)、層(ceng)次遞進、相互支撐的(de)課(ke)(ke)(ke)(ke)程(cheng)(cheng)(cheng)(cheng)思(si)(si)(si)政(zheng)(zheng)示(shi)范(fan)體系(xi),推動形成(cheng)“校(xiao)(xiao)校(xiao)(xiao)有(you)精品(pin)、課(ke)(ke)(ke)(ke)課(ke)(ke)(ke)(ke)有(you)特色、人(ren)人(ren)重(zhong)育(yu)人(ren)”的(de)良好局面。二是打造教(jiao)(jiao)研(yan)(yan)示(shi)范(fan)中心。遴選(xuan)建(jian)(jian)(jian)設(she)26家課(ke)(ke)(ke)(ke)程(cheng)(cheng)(cheng)(cheng)思(si)(si)(si)政(zheng)(zheng)教(jiao)(jiao)學(xue)(xue)(xue)研(yan)(yan)究(jiu)示(shi)范(fan)中心,打造集“優師(shi)、優課(ke)(ke)(ke)(ke)、優制(zhi)”于一體的(de)課(ke)(ke)(ke)(ke)程(cheng)(cheng)(cheng)(cheng)思(si)(si)(si)政(zheng)(zheng)綜合教(jiao)(jiao)研(yan)(yan)實(shi)(shi)體,努(nu)力構建(jian)(jian)(jian)“課(ke)(ke)(ke)(ke)程(cheng)(cheng)(cheng)(cheng)有(you)示(shi)范(fan)、教(jiao)(jiao)學(xue)(xue)(xue)有(you)參考、教(jiao)(jiao)師(shi)有(you)標(biao)桿、團(tuan)隊(dui)有(you)組織(zhi)”的(de)工作(zuo)格(ge)局。三是推進系(xi)統分類實(shi)(shi)施(shi)。按照(zhao)專業(ye)(ye)類別(bie)和(he)學(xue)(xue)(xue)校(xiao)(xiao)類型,分類指導、研(yan)(yan)討、實(shi)(shi)施(shi)課(ke)(ke)(ke)(ke)程(cheng)(cheng)(cheng)(cheng)思(si)(si)(si)政(zheng)(zheng)建(jian)(jian)(jian)設(she),打造不(bu)同學(xue)(xue)(xue)校(xiao)(xiao)、學(xue)(xue)(xue)科、專業(ye)(ye)課(ke)(ke)(ke)(ke)程(cheng)(cheng)(cheng)(cheng)思(si)(si)(si)政(zheng)(zheng)建(jian)(jian)(jian)設(she)的(de)特色路徑。如,同濟大(da)學(xue)(xue)(xue)發起成(cheng)立“高校(xiao)(xiao)交通運輸(shu)類專業(ye)(ye)課(ke)(ke)(ke)(ke)程(cheng)(cheng)(cheng)(cheng)思(si)(si)(si)政(zheng)(zheng)研(yan)(yan)究(jiu)聯(lian)盟”,建(jian)(jian)(jian)立教(jiao)(jiao)學(xue)(xue)(xue)資(zi)源共(gong)建(jian)(jian)(jian)共(gong)享、跨院校(xiao)(xiao)教(jiao)(jiao)學(xue)(xue)(xue)合作(zuo)等長效機制(zhi)。四是拓展教(jiao)(jiao)學(xue)(xue)(xue)資(zi)源供給。面向全(quan)市一流本科專業(ye)(ye)的(de)核心課(ke)(ke)(ke)(ke)程(cheng)(cheng)(cheng)(cheng),遴選(xuan)值得借(jie)鑒推廣的(de)經(jing)驗做(zuo)法,分學(xue)(xue)(xue)科匯(hui)編案(an)例集,建(jian)(jian)(jian)設(she)課(ke)(ke)(ke)(ke)程(cheng)(cheng)(cheng)(cheng)思(si)(si)(si)政(zheng)(zheng)案(an)例庫,推動資(zi)源共(gong)建(jian)(jian)(jian)共(gong)享。

  突出價值融入,創新教學方法。抓牢教(jiao)學(xue)(xue)(xue)“主渠道”,加快推進(jin)(jin)高校課(ke)(ke)(ke)(ke)程(cheng)(cheng)(cheng)思(si)(si)(si)政(zheng)(zheng)(zheng)教(jiao)學(xue)(xue)(xue)方(fang)(fang)法改革創新,堅持寓價值觀引導于知識傳授(shou)和能力(li)培養(yang)之(zhi)中(zhong)。一是深化調(diao)查研(yan)(yan)究。開(kai)展課(ke)(ke)(ke)(ke)程(cheng)(cheng)(cheng)思(si)(si)(si)政(zheng)(zheng)(zheng)建(jian)設(she)大調(diao)研(yan)(yan),堅持問(wen)題(ti)(ti)導向,努力(li)摸清各高校課(ke)(ke)(ke)(ke)程(cheng)(cheng)(cheng)思(si)(si)(si)政(zheng)(zheng)(zheng)建(jian)設(she)情況,確(que)保找準問(wen)題(ti)(ti)、提實(shi)對策,不(bu)斷深化一線(xian)教(jiao)師(shi)對課(ke)(ke)(ke)(ke)程(cheng)(cheng)(cheng)思(si)(si)(si)政(zheng)(zheng)(zheng)的(de)(de)理解,推動(dong)(dong)教(jiao)學(xue)(xue)(xue)方(fang)(fang)式方(fang)(fang)法、管理考核(he)體系改革。如,上海(hai)大學(xue)(xue)(xue)開(kai)展課(ke)(ke)(ke)(ke)程(cheng)(cheng)(cheng)思(si)(si)(si)政(zheng)(zheng)(zheng)工(gong)作(zuo)坊,聚焦實(shi)地調(diao)研(yan)(yan)發現的(de)(de)問(wen)題(ti)(ti),采用(yong)“云上思(si)(si)(si)政(zheng)(zheng)(zheng)”形(xing)式,開(kai)展課(ke)(ke)(ke)(ke)程(cheng)(cheng)(cheng)思(si)(si)(si)政(zheng)(zheng)(zheng)教(jiao)學(xue)(xue)(xue)設(she)計專項培訓等。二是實(shi)施有組織教(jiao)研(yan)(yan)。健全完善教(jiao)研(yan)(yan)室(shi)工(gong)作(zuo)機制,圍繞(rao)課(ke)(ke)(ke)(ke)程(cheng)(cheng)(cheng)思(si)(si)(si)政(zheng)(zheng)(zheng)開(kai)展集(ji)體備(bei)課(ke)(ke)(ke)(ke),通(tong)過共商共研(yan)(yan),凝(ning)聚共識、明確(que)方(fang)(fang)向,不(bu)斷提升教(jiao)師(shi)課(ke)(ke)(ke)(ke)程(cheng)(cheng)(cheng)思(si)(si)(si)政(zheng)(zheng)(zheng)建(jian)設(she)的(de)(de)能力(li)水平(ping)。如,上海(hai)中(zhong)醫藥大學(xue)(xue)(xue)中(zhong)藥學(xue)(xue)(xue)課(ke)(ke)(ke)(ke)程(cheng)(cheng)(cheng)思(si)(si)(si)政(zheng)(zheng)(zheng)教(jiao)研(yan)(yan)團隊與(yu)馬克思(si)(si)(si)主義(yi)學(xue)(xue)(xue)院(yuan)教(jiao)師(shi)共同備(bei)課(ke)(ke)(ke)(ke),形(xing)成學(xue)(xue)(xue)科(ke)橫向聯動(dong)(dong)與(yu)縱向發展的(de)(de)學(xue)(xue)(xue)術(shu)共同體。三是加強交(jiao)流互動(dong)(dong)。依托課(ke)(ke)(ke)(ke)程(cheng)(cheng)(cheng)思(si)(si)(si)政(zheng)(zheng)(zheng)教(jiao)學(xue)(xue)(xue)研(yan)(yan)究示范中(zhong)心所在高校,舉(ju)辦“課(ke)(ke)(ke)(ke)程(cheng)(cheng)(cheng)思(si)(si)(si)政(zheng)(zheng)(zheng)上海(hai)論壇”等學(xue)(xue)(xue)術(shu)交(jiao)流活動(dong)(dong),為專業課(ke)(ke)(ke)(ke)教(jiao)師(shi)與(yu)思(si)(si)(si)政(zheng)(zheng)(zheng)課(ke)(ke)(ke)(ke)教(jiao)師(shi)搭建(jian)溝通(tong)交(jiao)流的(de)(de)平(ping)臺,促進(jin)(jin)教(jiao)師(shi)共同成長,進(jin)(jin)一步凝(ning)聚育人合力(li)。

  堅持能力導向,完善培育體系。加(jia)強教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)能(neng)力(li)建設(she),將高校教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)課(ke)(ke)(ke)(ke)(ke)程(cheng)(cheng)(cheng)(cheng)思(si)(si)政(zheng)意識與(yu)能(neng)力(li)培(pei)養融入教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)全(quan)(quan)過(guo)程(cheng)(cheng)(cheng)(cheng)培(pei)訓培(pei)養體(ti)系。一(yi)(yi)是明確工作(zuo)導(dao)向。在(zai)高校教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)崗前培(pei)訓中(zhong)(zhong)設(she)立課(ke)(ke)(ke)(ke)(ke)程(cheng)(cheng)(cheng)(cheng)思(si)(si)政(zheng)模塊(kuai),在(zai)青年(nian)教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)培(pei)養資助計劃、教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)教(jiao)(jiao)(jiao)(jiao)(jiao)學(xue)(xue)比(bi)賽等(deng)工作(zuo)中(zhong)(zhong)單列(lie)課(ke)(ke)(ke)(ke)(ke)程(cheng)(cheng)(cheng)(cheng)思(si)(si)政(zheng)項目(mu)和評價(jia)標準(zhun),全(quan)(quan)方位強化高校教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)育德(de)意識和育德(de)能(neng)力(li)。二是完善培(pei)育體(ti)系。構建市、校兩級專業(ye)教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)課(ke)(ke)(ke)(ke)(ke)程(cheng)(cheng)(cheng)(cheng)思(si)(si)政(zheng)培(pei)訓體(ti)系,組織1500余名(ming)(ming)專業(ye)骨干(gan)(gan)教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)開(kai)展課(ke)(ke)(ke)(ke)(ke)程(cheng)(cheng)(cheng)(cheng)思(si)(si)政(zheng)專題培(pei)訓。逐步擴(kuo)大教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)研修(xiu)培(pei)訓范(fan)(fan)圍,健全(quan)(quan)“青年(nian)教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)—骨干(gan)(gan)教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)—名(ming)(ming)師(shi)(shi)(shi)(shi)(shi)”全(quan)(quan)鏈條培(pei)養體(ti)系,著(zhu)力(li)培(pei)養一(yi)(yi)批(pi)課(ke)(ke)(ke)(ke)(ke)程(cheng)(cheng)(cheng)(cheng)思(si)(si)政(zheng)管(guan)理(li)核心(xin)骨干(gan)(gan)、業(ye)務(wu)指導(dao)專家和優秀教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)。連續多年(nian)開(kai)展覆蓋全(quan)(quan)市500多位高校二級學(xue)(xue)院(yuan)(yuan)院(yuan)(yuan)長(chang)的課(ke)(ke)(ke)(ke)(ke)程(cheng)(cheng)(cheng)(cheng)思(si)(si)政(zheng)專題培(pei)訓,推動課(ke)(ke)(ke)(ke)(ke)程(cheng)(cheng)(cheng)(cheng)思(si)(si)政(zheng)理(li)念有效傳導(dao)至各專業(ye)教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)教(jiao)(jiao)(jiao)(jiao)(jiao)育教(jiao)(jiao)(jiao)(jiao)(jiao)學(xue)(xue)中(zhong)(zhong)。三(san)是加(jia)強交流展示(shi)(shi)。開(kai)展全(quan)(quan)市課(ke)(ke)(ke)(ke)(ke)程(cheng)(cheng)(cheng)(cheng)思(si)(si)政(zheng)教(jiao)(jiao)(jiao)(jiao)(jiao)學(xue)(xue)設(she)計展示(shi)(shi)活動,通過(guo)教(jiao)(jiao)(jiao)(jiao)(jiao)學(xue)(xue)案例(li)展示(shi)(shi)、現場示(shi)(shi)范(fan)(fan)說課(ke)(ke)(ke)(ke)(ke)環(huan)節,引(yin)導(dao)教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)結合不(bu)同(tong)專業(ye)課(ke)(ke)(ke)(ke)(ke)程(cheng)(cheng)(cheng)(cheng)特(te)點(dian),進(jin)一(yi)(yi)步優化課(ke)(ke)(ke)(ke)(ke)程(cheng)(cheng)(cheng)(cheng)思(si)(si)政(zheng)的思(si)(si)路、方法(fa)和路徑。四(si)是強化名(ming)(ming)師(shi)(shi)(shi)(shi)(shi)引(yin)領(ling)。加(jia)強課(ke)(ke)(ke)(ke)(ke)程(cheng)(cheng)(cheng)(cheng)思(si)(si)政(zheng)名(ming)(ming)師(shi)(shi)(shi)(shi)(shi)工作(zuo)室建設(she),著(zhu)力(li)打造一(yi)(yi)批(pi)由“兩院(yuan)(yuan)”院(yuan)(yuan)士、“長(chang)江學(xue)(xue)者(zhe)”等(deng)帶頭(tou)領(ling)銜的課(ke)(ke)(ke)(ke)(ke)程(cheng)(cheng)(cheng)(cheng)思(si)(si)政(zheng)教(jiao)(jiao)(jiao)(jiao)(jiao)學(xue)(xue)名(ming)(ming)師(shi)(shi)(shi)(shi)(shi)團隊,切實發揮輻射帶動效應,引(yin)領(ling)全(quan)(quan)市高校教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)不(bu)斷(duan)提升(sheng)課(ke)(ke)(ke)(ke)(ke)程(cheng)(cheng)(cheng)(cheng)思(si)(si)政(zheng)教(jiao)(jiao)(jiao)(jiao)(jiao)學(xue)(xue)素養和能(neng)力(li)。
