2024年9月,黨中央(yang)召開全(quan)國(guo)(guo)教(jiao)(jiao)育(yu)(yu)大會,習近平(ping)總(zong)書記(ji)發表重(zhong)要(yao)(yao)講話,全(quan)面(mian)(mian)總(zong)結新時(shi)代教(jiao)(jiao)育(yu)(yu)事(shi)業(ye)取得的歷史(shi)性成就、發生的格(ge)局性變化,系(xi)(xi)統部(bu)署(shu)全(quan)面(mian)(mian)推(tui)進(jin)教(jiao)(jiao)育(yu)(yu)強(qiang)(qiang)國(guo)(guo)建(jian)設(she)(she)的戰(zhan)略(lve)任務和(he)重(zhong)大舉措(cuo),為加快(kuai)建(jian)設(she)(she)教(jiao)(jiao)育(yu)(yu)強(qiang)(qiang)國(guo)(guo)提供了行動綱(gang)(gang)領和(he)科學指南(nan)。今年1月,黨中央(yang)、國(guo)(guo)務院發布《教(jiao)(jiao)育(yu)(yu)強(qiang)(qiang)國(guo)(guo)建(jian)設(she)(she)規劃(hua)綱(gang)(gang)要(yao)(yao)(2024—2035年)》(以(yi)下簡稱《綱(gang)(gang)要(yao)(yao)》),對加快(kuai)建(jian)設(she)(she)教(jiao)(jiao)育(yu)(yu)強(qiang)(qiang)國(guo)(guo)作出系(xi)(xi)統部(bu)署(shu)。我(wo)們要(yao)(yao)把學習習近平(ping)總(zong)書記(ji)重(zhong)要(yao)(yao)講話精(jing)神(shen)作為一項(xiang)重(zhong)要(yao)(yao)政治任務,全(quan)面(mian)(mian)落實(shi)《綱(gang)(gang)要(yao)(yao)》各項(xiang)任務舉措(cuo),扎實(shi)推(tui)進(jin)教(jiao)(jiao)育(yu)(yu)強(qiang)(qiang)國(guo)(guo)建(jian)設(she)(she),為以(yi)中國(guo)(guo)式現代化全(quan)面(mian)(mian)推(tui)進(jin)強(qiang)(qiang)國(guo)(guo)建(jian)設(she)(she)、民族復(fu)興偉業(ye)作出更大貢(gong)獻(xian)。
一、充分認識新時代新征程加快建設教育強國的重大意義
黨的(de)二十大(da)和二十屆(jie)三(san)中(zhong)全會對教(jiao)育(yu)(yu)作出戰略(lve)部署(shu),教(jiao)育(yu)(yu)作為國家創新(xin)體(ti)(ti)系整體(ti)(ti)效(xiao)能提升的(de)基礎性(xing)、戰略(lve)性(xing)支撐愈益凸顯(xian)。要緊扣黨和國家中(zhong)心任務,把準教(jiao)育(yu)(yu)與中(zhong)國式現代(dai)化、中(zhong)國教(jiao)育(yu)(yu)與世界教(jiao)育(yu)(yu)的(de)關(guan)系坐標,清醒(xing)看到教(jiao)育(yu)(yu)改革發展面臨的(de)內外部環境(jing)變化,深刻認識新(xin)時代(dai)新(xin)征程加快建設教(jiao)育(yu)(yu)強國的(de)重大(da)意義(yi),清晰把握時代(dai)責任和努(nu)力方向。
建(jian)設教育強(qiang)國(guo)(guo)是(shi)培養(yang)擔(dan)當民(min)(min)族復(fu)興大(da)任時代新人、確(que)保黨(dang)的事業后繼有人的根(gen)本要求。我國(guo)(guo)在校學(xue)生(sheng)2.9億,約(yue)占總人口的21%,其(qi)思想(xiang)觀念、價值取向(xiang)直接關系黨(dang)和(he)國(guo)(guo)家(jia)事業薪火相傳(chuan)。當前,學(xue)校思想(xiang)政(zheng)治工作(zuo)面(mian)臨嚴(yan)峻復(fu)雜的形勢和(he)挑戰。必須立(li)(li)足兩個大(da)局,堅(jian)持把立(li)(li)德(de)樹(shu)人作(zuo)為根(gen)本任務,教育引導青少年學(xue)生(sheng)堅(jian)定馬克(ke)思主(zhu)義信仰(yang)、中國(guo)(guo)特色社(she)會主(zhu)義信念、中華民(min)(min)族偉大(da)復(fu)興信心(xin),立(li)(li)報國(guo)(guo)強(qiang)國(guo)(guo)大(da)志向(xiang)、做挺膺(ying)擔(dan)當奮斗(dou)者,確(que)保培養(yang)的人始終忠(zhong)于(yu)黨(dang)、忠(zhong)于(yu)國(guo)(guo)家(jia)、忠(zhong)于(yu)人民(min)(min)、忠(zhong)于(yu)社(she)會主(zhu)義。
建(jian)(jian)設(she)教育強(qiang)國(guo)(guo)是應(ying)(ying)對世(shi)界(jie)百(bai)年(nian)變局(ju)、提升國(guo)(guo)家(jia)核(he)心(xin)(xin)競(jing)(jing)爭力、贏得戰(zhan)略主(zhu)動的(de)重(zhong)大(da)抉擇。隨著世(shi)界(jie)百(bai)年(nian)未有(you)之大(da)變局(ju)的(de)加速(su)演(yan)進(jin)、新一輪科技革(ge)(ge)命和產業變革(ge)(ge)的(de)深入發展,教育在加快前沿新興領域人才儲(chu)備,推動新技術(shu)加速(su)迭代(dai)和融合(he)應(ying)(ying)用(yong)中(zhong)的(de)關鍵性作用(yong)越來越凸顯(xian)。把建(jian)(jian)設(she)教育強(qiang)國(guo)(guo)作為以中(zhong)國(guo)(guo)式現代(dai)化全面推進(jin)強(qiang)國(guo)(guo)建(jian)(jian)設(she)、民族復興偉業的(de)先導任(ren)務、堅實基礎和戰(zhan)略支撐,將為國(guo)(guo)家(jia)核(he)心(xin)(xin)競(jing)(jing)爭力注入可持(chi)續動能,為國(guo)(guo)家(jia)贏得未來戰(zhan)略主(zhu)動提供有(you)力保障。
建設(she)教育強國(guo)是(shi)培育發(fa)(fa)(fa)展(zhan)(zhan)(zhan)(zhan)新(xin)質生(sheng)產力(li)、支撐(cheng)經濟高質量(liang)發(fa)(fa)(fa)展(zhan)(zhan)(zhan)(zhan)的迫切需求?。我(wo)國(guo)發(fa)(fa)(fa)展(zhan)(zhan)(zhan)(zhan)條件和增長模(mo)式都在發(fa)(fa)(fa)生(sheng)深刻變化,新(xin)產業(ye)新(xin)業(ye)態快速發(fa)(fa)(fa)展(zhan)(zhan)(zhan)(zhan),迫切需要大力(li)發(fa)(fa)(fa)展(zhan)(zhan)(zhan)(zhan)新(xin)質生(sheng)產力(li)。教育是(shi)激活新(xin)質生(sheng)產力(li)的基礎和先導,這就要求高校發(fa)(fa)(fa)揮高水平人才培養(yang)主陣地(di)、基礎研究(jiu)主力(li)軍、重大科技(ji)(ji)突破策源地(di)作用,成為(wei)戰略(lve)引領力(li)量(liang),以科技(ji)(ji)發(fa)(fa)(fa)展(zhan)(zhan)(zhan)(zhan)、國(guo)家戰略(lve)需求為(wei)牽引,建立(li)科技(ji)(ji)創新(xin)與人才培養(yang)相互支撐(cheng)、帶(dai)動學科高質量(liang)發(fa)(fa)(fa)展(zhan)(zhan)(zhan)(zhan)的有(you)效機制,更多產出(chu)原創性、顛覆(fu)性科技(ji)(ji)創新(xin)成果,并盡快轉化為(wei)現實生(sheng)產力(li),更加有(you)力(li)地(di)支撐(cheng)高質量(liang)發(fa)(fa)(fa)展(zhan)(zhan)(zhan)(zhan)。
建設教育(yu)(yu)強(qiang)國是落實以(yi)人(ren)(ren)民(min)為中心的(de)(de)(de)(de)發(fa)展思想、辦好人(ren)(ren)民(min)滿(man)(man)意教育(yu)(yu)的(de)(de)(de)(de)現實需(xu)要。新時代以(yi)來(lai),我國建成(cheng)了(le)世界最大規模且有質量的(de)(de)(de)(de)教育(yu)(yu)體(ti)系,教育(yu)(yu)領域(yu)(yu)“量”的(de)(de)(de)(de)短板已經不(bu)是矛盾的(de)(de)(de)(de)主要方面,而(er)“質”的(de)(de)(de)(de)需(xu)求更加凸(tu)顯,人(ren)(ren)民(min)群眾(zhong)對接(jie)受(shou)更加公平更加多樣的(de)(de)(de)(de)教育(yu)(yu)充(chong)(chong)滿(man)(man)期待。同時,我國人(ren)(ren)口發(fa)展呈現新的(de)(de)(de)(de)趨勢性(xing)特征,人(ren)(ren)口老齡化、少(shao)子化、區(qu)域(yu)(yu)增減分化,對教育(yu)(yu)資(zi)源配(pei)置(zhi)的(de)(de)(de)(de)前瞻性(xing)、科學性(xing)、動態性(xing)提(ti)出更高要求。建設教育(yu)(yu)強(qiang)國,迫切需(xu)要著力(li)解(jie)決教育(yu)(yu)發(fa)展不(bu)平衡不(bu)充(chong)(chong)分問題,充(chong)(chong)分保障人(ren)(ren)民(min)群眾(zhong)平等受(shou)教育(yu)(yu)機會,不(bu)斷增強(qiang)教育(yu)(yu)獲得感(gan)。
二、牢牢把握教育強國建設的正確方向和總體要求
習近平總書(shu)記的(de)重要(yao)講話,鮮(xian)明提出(chu)教育的(de)“三大(da)屬性”,精辟概括教育強(qiang)國“六大(da)特(te)質”、“八(ba)大(da)體(ti)系(xi)”的(de)基(ji)本特(te)征,深刻闡述(shu)建設教育強(qiang)國必須處(chu)理好的(de)“五個重大(da)關系(xi)”,整體(ti)擘畫出(chu)教育強(qiang)國建設的(de)戰略圖景。
