一、推進人工智能全學段教育。
普及(ji)中(zhong)(zhong)小學(xue)人(ren)(ren)(ren)工(gong)智(zhi)(zhi)(zhi)(zhi)(zhi)能(neng)(neng)教育,落實(shi)《中(zhong)(zhong)小學(xue)人(ren)(ren)(ren)工(gong)智(zhi)(zhi)(zhi)(zhi)(zhi)能(neng)(neng)通(tong)(tong)識(shi)教育指南(2025年(nian)版(ban))》,鼓勵將人(ren)(ren)(ren)工(gong)智(zhi)(zhi)(zhi)(zhi)(zhi)能(neng)(neng)教育納入校本課(ke)程(cheng),提升(sheng)人(ren)(ren)(ren)工(gong)智(zhi)(zhi)(zhi)(zhi)(zhi)能(neng)(neng)教育在課(ke)后服務中(zhong)(zhong)的(de)占比。加(jia)強高校人(ren)(ren)(ren)工(gong)智(zhi)(zhi)(zhi)(zhi)(zhi)能(neng)(neng)教育,面向(xiang)全體學(xue)生開設人(ren)(ren)(ren)工(gong)智(zhi)(zhi)(zhi)(zhi)(zhi)能(neng)(neng)通(tong)(tong)識(shi)課(ke)程(cheng),面向(xiang)人(ren)(ren)(ren)工(gong)智(zhi)(zhi)(zhi)(zhi)(zhi)能(neng)(neng)相(xiang)關專業(ye)學(xue)生開好(hao)人(ren)(ren)(ren)工(gong)智(zhi)(zhi)(zhi)(zhi)(zhi)能(neng)(neng)核心(xin)課(ke)程(cheng)和前(qian)沿課(ke)程(cheng)。積極探索人(ren)(ren)(ren)工(gong)智(zhi)(zhi)(zhi)(zhi)(zhi)能(neng)(neng)賦能(neng)(neng)終身教育,通(tong)(tong)過(guo)多(duo)元化人(ren)(ren)(ren)工(gong)智(zhi)(zhi)(zhi)(zhi)(zhi)能(neng)(neng)課(ke)程(cheng)與實(shi)踐(jian)活動,激發老年(nian)人(ren)(ren)(ren)學(xue)習熱情(qing)和創新能(neng)(neng)力。鼓勵高校建立面向(xiang)青少年(nian)和社(she)會(hui)公眾(zhong)的(de)人(ren)(ren)(ren)工(gong)智(zhi)(zhi)(zhi)(zhi)(zhi)能(neng)(neng)科普公共服務平臺。推動各(ge)級各(ge)類學(xue)校融合科研機構、社(she)會(hui)組織等(deng)校外資源(yuan),廣(guang)泛開展形式多(duo)樣的(de)人(ren)(ren)(ren)工(gong)智(zhi)(zhi)(zhi)(zhi)(zhi)能(neng)(neng)素養(yang)提升(sheng)活動。到(dao)2027年(nian),全省中(zhong)(zhong)小學(xue)(含中(zhong)(zhong)職)基本普及(ji)人(ren)(ren)(ren)工(gong)智(zhi)(zhi)(zhi)(zhi)(zhi)能(neng)(neng)教育,高校全面開設人(ren)(ren)(ren)工(gong)智(zhi)(zhi)(zhi)(zhi)(zhi)能(neng)(neng)通(tong)(tong)識(shi)課(ke)程(cheng)。
二、豐富人工智能教學資源。
在福(fu)建(jian)智(zhi)(zhi)慧(hui)教(jiao)(jiao)育(yu)(yu)平(ping)(ping)臺開(kai)設人(ren)(ren)工(gong)(gong)(gong)(gong)智(zhi)(zhi)能(neng)教(jiao)(jiao)育(yu)(yu)專欄,廣泛匯聚在線課程(cheng)、教(jiao)(jiao)學視頻等優質教(jiao)(jiao)育(yu)(yu)資源,鼓(gu)勵各地(di)各校(xiao)研(yan)發人(ren)(ren)工(gong)(gong)(gong)(gong)智(zhi)(zhi)能(neng)教(jiao)(jiao)育(yu)(yu)教(jiao)(jiao)學資源,實(shi)(shi)現優質資源共建(jian)共享。實(shi)(shi)施人(ren)(ren)工(gong)(gong)(gong)(gong)智(zhi)(zhi)能(neng)精品(pin)課程(cheng)建(jian)設計劃,構建(jian)覆蓋人(ren)(ren)工(gong)(gong)(gong)(gong)智(zhi)(zhi)能(neng)通識課、專業核心課、特色交叉課的優質課程(cheng)資源體系。支持學校(xiao)打造智(zhi)(zhi)能(neng)化(hua)實(shi)(shi)踐教(jiao)(jiao)學平(ping)(ping)臺,建(jian)設高水平(ping)(ping)虛(xu)擬仿(fang)真實(shi)(shi)驗室和實(shi)(shi)訓基地(di),開(kai)發智(zhi)(zhi)能(neng)實(shi)(shi)驗系統。到(dao)2027年,建(jian)設100門“人(ren)(ren)工(gong)(gong)(gong)(gong)智(zhi)(zhi)能(neng)+”精品(pin)課程(cheng)、10個人(ren)(ren)工(gong)(gong)(gong)(gong)智(zhi)(zhi)能(neng)虛(xu)擬仿(fang)真實(shi)(shi)驗室和實(shi)(shi)訓基地(di)。
三、深化人工智能助教助學。
推(tui)廣人(ren)工(gong)(gong)智(zhi)(zhi)能(neng)(neng)(neng)在教(jiao)(jiao)(jiao)師(shi)備課(ke)(ke)、課(ke)(ke)堂教(jiao)(jiao)(jiao)學(xue)(xue)(xue)、教(jiao)(jiao)(jiao)學(xue)(xue)(xue)與學(xue)(xue)(xue)情(qing)分析(xi)、作(zuo)業(ye)(ye)管理(li)、答疑(yi)輔(fu)(fu)導(dao)(dao)(dao)等教(jiao)(jiao)(jiao)學(xue)(xue)(xue)全場景應(ying)用(yong)(yong)(yong),引導(dao)(dao)(dao)教(jiao)(jiao)(jiao)師(shi)合理(li)利(li)用(yong)(yong)(yong)智(zhi)(zhi)能(neng)(neng)(neng)輔(fu)(fu)助教(jiao)(jiao)(jiao)學(xue)(xue)(xue)工(gong)(gong)具,開展備課(ke)(ke)、?作(zuo)業(ye)(ye)批閱、答疑(yi)輔(fu)(fu)導(dao)(dao)(dao)等基(ji)礎性(xing)教(jiao)(jiao)(jiao)學(xue)(xue)(xue)工(gong)(gong)作(zuo)。鼓(gu)勵學(xue)(xue)(xue)校(xiao)建設(she)以(yi)學(xue)(xue)(xue)生(sheng)為中心的智(zhi)(zhi)能(neng)(neng)(neng)化(hua)學(xue)(xue)(xue)習(xi)平臺,開發智(zhi)(zhi)能(neng)(neng)(neng)學(xue)(xue)(xue)伴與智(zhi)(zhi)能(neng)(neng)(neng)助學(xue)(xue)(xue)系統,為學(xue)(xue)(xue)生(sheng)提供個性(xing)化(hua)學(xue)(xue)(xue)習(xi)路徑推(tui)薦、智(zhi)(zhi)能(neng)(neng)(neng)選課(ke)(ke)、智(zhi)(zhi)能(neng)(neng)(neng)答疑(yi)、線上學(xue)(xue)(xue)習(xi)、人(ren)機交流互動等服務。推(tui)動人(ren)工(gong)(gong)智(zhi)(zhi)能(neng)(neng)(neng)教(jiao)(jiao)(jiao)育(yu)(yu)大模型(xing)應(ying)用(yong)(yong)(yong),積極參與生(sheng)成(cheng)式(shi)人(ren)工(gong)(gong)智(zhi)(zhi)能(neng)(neng)(neng)大模型(xing)建設(she)。支持各地(di)各校(xiao)探索基(ji)于大數據和人(ren)工(gong)(gong)智(zhi)(zhi)能(neng)(neng)(neng)的學(xue)(xue)(xue)生(sheng)綜(zong)合素質評價(jia),構建學(xue)(xue)(xue)生(sheng)成(cheng)長數字檔案,促進學(xue)(xue)(xue)生(sheng)個性(xing)化(hua)發展。到2027年,遴選推(tui)廣100個“人(ren)工(gong)(gong)智(zhi)(zhi)能(neng)(neng)(neng)+教(jiao)(jiao)(jiao)育(yu)(yu)”應(ying)用(yong)(yong)(yong)場景典型(xing)案例。
四、加強人工智能人才培養。

六、建強人工智能教師隊伍。
鼓(gu)勵(li)各地各校通過(guo)公開(kai)(kai)招(zhao)聘、人(ren)才(cai)(cai)引(yin)進、轉崗培(pei)育(yu)等(deng)方式充實(shi)人(ren)工(gong)(gong)智(zhi)能(neng)教(jiao)(jiao)(jiao)育(yu)教(jiao)(jiao)(jiao)師(shi),積極(ji)引(yin)進高(gao)(gao)校、科研(yan)院所和(he)高(gao)(gao)科技企業的專業人(ren)才(cai)(cai)作為人(ren)工(gong)(gong)智(zhi)能(neng)兼職教(jiao)(jiao)(jiao)師(shi)。強化(hua)師(shi)范生人(ren)工(gong)(gong)智(zhi)能(neng)素養培(pei)育(yu),廣(guang)泛開(kai)(kai)展人(ren)工(gong)(gong)智(zhi)能(neng)普及(ji)教(jiao)(jiao)(jiao)育(yu)和(he)應(ying)用培(pei)訓,重(zhong)點(dian)培(pei)育(yu)一批(pi)人(ren)工(gong)(gong)智(zhi)能(neng)骨干(gan)教(jiao)(jiao)(jiao)師(shi),全(quan)面提升(sheng)教(jiao)(jiao)(jiao)師(shi)數(shu)字素養和(he)人(ren)工(gong)(gong)智(zhi)能(neng)應(ying)用能(neng)力(li)。開(kai)(kai)展教(jiao)(jiao)(jiao)育(yu)管(guan)理者人(ren)工(gong)(gong)智(zhi)能(neng)素養培(pei)訓,提升(sheng)對人(ren)工(gong)(gong)智(zhi)能(neng)賦能(neng)教(jiao)(jiao)(jiao)育(yu)改革(ge)的戰略(lve)規劃與執行能(neng)力(li)。到(dao)2027年,建設一批(pi)省級人(ren)工(gong)(gong)智(zhi)能(neng)助推教(jiao)(jiao)(jiao)師(shi)隊伍建設試(shi)點(dian)單位,實(shi)現各級各類(lei)學校教(jiao)(jiao)(jiao)師(shi)人(ren)工(gong)(gong)智(zhi)能(neng)普及(ji)教(jiao)(jiao)(jiao)育(yu)和(he)應(ying)用培(pei)訓全(quan)覆蓋(gai)。

在人(ren)才聚(ju)集、產(chan)業聚(ju)集、資本(ben)聚(ju)集,且(qie)教(jiao)(jiao)育(yu)數(shu)字化基礎(chu)條件較好的地(di)區和學(xue)(xue)校(xiao)(xiao)率(lv)先(xian)(xian)布局人(ren)工(gong)智(zhi)(zhi)(zhi)(zhi)(zhi)能應用試點(dian),為人(ren)工(gong)智(zhi)(zhi)(zhi)(zhi)(zhi)能助力教(jiao)(jiao)育(yu)變革探索能落地(di)、可復制、有效果(guo)的先(xian)(xian)進經驗。建好6個(ge)教(jiao)(jiao)育(yu)部(bu)中小學(xue)(xue)人(ren)工(gong)智(zhi)(zhi)(zhi)(zhi)(zhi)能教(jiao)(jiao)育(yu)基地(di),推進省級人(ren)工(gong)智(zhi)(zhi)(zhi)(zhi)(zhi)能教(jiao)(jiao)育(yu)實驗區、試點(dian)學(xue)(xue)校(xiao)(xiao)建設,探索人(ren)工(gong)智(zhi)(zhi)(zhi)(zhi)(zhi)能教(jiao)(jiao)育(yu)的新理念、新模式(shi)(shi)和新方案,形成(cheng)可推廣的優秀案例(li)和先(xian)(xian)進經驗,推動(dong)中小學(xue)(xue)人(ren)工(gong)智(zhi)(zhi)(zhi)(zhi)(zhi)能教(jiao)(jiao)育(yu)深入開展。擴(kuo)大省級智(zhi)(zhi)(zhi)(zhi)(zhi)慧教(jiao)(jiao)育(yu)試點(dian)區、智(zhi)(zhi)(zhi)(zhi)(zhi)慧校(xiao)(xiao)園(yuan)試點(dian)校(xiao)(xiao)范圍(wei),以點(dian)帶面引領各地(di)各校(xiao)(xiao)教(jiao)(jiao)育(yu)數(shu)字化轉(zhuan)型(xing),形成(cheng)具有區域特色(se)的智(zhi)(zhi)(zhi)(zhi)(zhi)慧教(jiao)(jiao)育(yu)新途徑和新模式(shi)(shi)。到2027年,建成(cheng)一批(pi)智(zhi)(zhi)(zhi)(zhi)(zhi)慧教(jiao)(jiao)育(yu)區域、智(zhi)(zhi)(zhi)(zhi)(zhi)慧校(xiao)(xiao)園(yuan)。
八、探索人工智能教育國際交流。
鼓勵學(xue)(xue)(xue)校舉(ju)辦具有(you)國際影響力的(de)人工(gong)智(zhi)(zhi)(zhi)能(neng)(neng)教育(yu)學(xue)(xue)(xue)術交流(liu)活動,加強與(yu)有(you)關國際組織(zhi)、境(jing)外教育(yu)機構(gou)開(kai)(kai)展人工(gong)智(zhi)(zhi)(zhi)能(neng)(neng)領域師生互訪、學(xue)(xue)(xue)術研(yan)討(tao)、課程(cheng)共(gong)建等多形式合作流(liu)。探索開(kai)(kai)展人工(gong)智(zhi)(zhi)(zhi)能(neng)(neng)教育(yu)國際合作研(yan)究,共(gong)同打(da)造共(gong)建共(gong)研(yan)、開(kai)(kai)放(fang)包(bao)容(rong)的(de)學(xue)(xue)(xue)術環境(jing)。積極(ji)引進海外優質教育(yu)資源,拓展高校人工(gong)智(zhi)(zhi)(zhi)能(neng)(neng)專(zhuan)業中外合作辦學(xue)(xue)(xue),探索人工(gong)智(zhi)(zhi)(zhi)能(neng)(neng)人才(cai)培(pei)養和(he)教育(yu)教學(xue)(xue)(xue)新(xin)模式。通過國際產學(xue)(xue)(xue)研(yan)用合作,強化(hua)人工(gong)智(zhi)(zhi)(zhi)能(neng)(neng)人才(cai)鏈、產業鏈融合,提升人工(gong)智(zhi)(zhi)(zhi)能(neng)(neng)人才(cai)培(pei)養水平(ping)。鼓勵引進國際知名(ming)人工(gong)智(zhi)(zhi)(zhi)能(neng)(neng)專(zhuan)家(jia)學(xue)(xue)(xue)者。
九、夯實人工智能教育基礎環境。
推(tui)(tui)進福建(jian)(jian)(jian)教(jiao)(jiao)(jiao)育(yu)(yu)專(zhuan)網(wang)建(jian)(jian)(jian)設,建(jian)(jian)(jian)成(cheng)教(jiao)(jiao)(jiao)育(yu)(yu)專(zhuan)網(wang)骨干(gan)網(wang)和(he)各(ge)市(縣(xian)、區(qu)(qu)(qu))節點(dian),制(zhi)定教(jiao)(jiao)(jiao)育(yu)(yu)專(zhuan)網(wang)安(an)(an)全管理規范(fan)、接入標準,構建(jian)(jian)(jian)專(zhuan)網(wang)安(an)(an)全體系和(he)管理體系,推(tui)(tui)動(dong)市(縣(xian)、區(qu)(qu)(qu))教(jiao)(jiao)(jiao)育(yu)(yu)城域(yu)網(wang)及校(xiao)(xiao)園網(wang)順利接入,實現(xian)全省(sheng)各(ge)級(ji)教(jiao)(jiao)(jiao)育(yu)(yu)云、智算中心等設施高(gao)(gao)速互聯(lian)。探索建(jian)(jian)(jian)立(li)全省(sheng)教(jiao)(jiao)(jiao)育(yu)(yu)算力(li)服(fu)務共(gong)享機制(zhi),推(tui)(tui)動(dong)算力(li)資源的(de)統一調(diao)度和(he)供需高(gao)(gao)效匹配(pei),支撐區(qu)(qu)(qu)域(yu)、學(xue)校(xiao)(xiao)開(kai)展面向不(bu)同教(jiao)(jiao)(jiao)育(yu)(yu)場景的(de)智能應用創新(xin)。鼓(gu)勵學(xue)校(xiao)(xiao)升(sheng)級(ji)數字化教(jiao)(jiao)(jiao)學(xue)環境(jing)和(he)設施設備,為學(xue)生提供人(ren)工(gong)智能體驗、學(xue)習、探究、實踐的(de)新(xin)型學(xue)習空間。到2027年,建(jian)(jian)(jian)成(cheng)福建(jian)(jian)(jian)教(jiao)(jiao)(jiao)育(yu)(yu)專(zhuan)網(wang)省(sheng)級(ji)骨干(gan)網(wang),推(tui)(tui)動(dong)各(ge)市(縣(xian)、區(qu)(qu)(qu))、各(ge)高(gao)(gao)等學(xue)校(xiao)(xiao)按(an)照標準建(jian)(jian)(jian)設本地區(qu)(qu)(qu)教(jiao)(jiao)(jiao)育(yu)(yu)城域(yu)網(wang)、校(xiao)(xiao)園網(wang)建(jian)(jian)(jian)設并接入。
十、筑牢人工智能教育安全防線。
全面(mian)落實網絡數據(ju)安(an)(an)全責任制(zhi)相關要求,建立健(jian)全安(an)(an)全工作(zuo)機制(zhi)。推進(jin)數據(ju)分類分級、加密、脫敏(min)、權限管控(kong)、態(tai)勢感知等重點(dian)能(neng)力建設,加強人工智能(neng)語料數據(ju)全生命周(zhou)期安(an)(an)全防護(hu)和(he)個人信息隱私保護(hu)。健(jian)全人工智能(neng)服務備案和(he)進(jin)校園審核機制(zhi),強化模型安(an)(an)全、算(suan)法(fa)安(an)(an)全和(he)內容安(an)(an)全管控(kong)。提高師生人工智能(neng)倫(lun)理(li)意識,將數據(ju)隱私、算(suan)法(fa)偏見、知識產(chan)權、社會倫(lun)理(li)等方面(mian)內容納入(ru)人工智能(neng)普(pu)及教(jiao)育(yu)。
